Scanning of ICD Mulund Bound Containers at JNCH and Examination

Sub: Scanning of ICD Mulund Bound Containers at JNCH and Examination
procedure - Reg.
Attention of Custodian ICD Mulund(CONCOR), all Shipping lines, Importers,
Custom Brokers and other stake holders is invited to the scanning of ICD Mulund bound
containers at JNCH and the examination procedures of such containers.

It has been decided to start a pilot project to scan import containers heading for
ICD Mulund. The Containers which are to be scanned will be selected by CSM
application of Risk Management Division (RMD) now known as Risk Management Center
for Customs (RMCC) and intimation of selection will be communicated automatically to
the Terminal Operators at JNPT, Liners, Port Out Gate Preventive Officers, Containers
Scanner Division (JNCH), Custodian of ICD Mulund (CONCOR) and designated DC/AC of .
ICD Mulund by an e-mail.

The Terminal Operator and CONCOR shall ensure that the containers selected for
scanning are brought to the Scanning Area at JNCH for the purpose of scanning.

On completion of scanning of the selected containers at the Container Scanning
Facility, CSD officers, JNCH, will communicate the outcome of scanning to the
designated AC/DC of ICD Mulund through designated e-mail.
5.
Suspicious image of containers destined for ICD Mulund shall be sent to
dedicated e-mail ID of ICD, Mulund.
6.
Post scanning, a situation may arise, which may require physical examination of a
container at JNCH only. In such scenario, such examination shall be conducted at a
designated area at JNCH.
7.
Docks officer at ICD Mulund shall be able to see on their B.E. screen whether a
container was selected for scanning or not. It shall be the duty of examining /Out of
charge officers to feed the examination report in the system.
8. In case a container selected for scanning by RMCC has not been scanned at JNCH,
it shall be subjected to 100% examination under the supervision of DC/AC Docks, ICD
Mulund.

In case of image of the containers with ‘Suspicious’ remark received from
Container Scanning division, JNCH, such containers will be subjected to 100%
examination under the supervision of DC/AC Docks , ICD Mulund.

In case of any discrepancy noticed on examination in the above cases, a detailed
examination report along with the discrepancy noticed, will be put up to the Joint
Commissioner, ICD Mulund for necessary orders. After following the procedures such as
investigation and adjudication, as the case may be, the goods will be released or
otherwise as per the orders therein.
AC/DC Import (Docks)/ICD Mulund will be the Designated Officer to coordinate with various stakeholders related to scanning of ICD Mulund bound containers. The Designated officer will also send a monthly performance report to the office of RMCC, Mumbai by 7th of subsequent month. 12. Difficulties, if any, in implementation of this Notice, may be brought to the notice of the Joint Commissioner, ICD Mulund.
