MINUTES OF THE PTFC MEETING HELD ON 23.11.2023

      A Meeting of the Permanent Trade Facilitation Committee (PTFC) of

Mumbai Customs Zone-I, was held on 23.11.2023 at 04:00 PM in the Conference Hall, 2nd floor, New Custom House, Mumbai. The meeting was chaired by Shri Sunil Kumar Jain, Pr. 3 . At the outset, Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I) extended his greetings and welcomed the team of BCBA and other Stake holders. Thereafter, points from the previous PTFC meeting were discussed.

Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I), informed about the point related to the past issues like classification, valuation and provisional assessment are hard to find in E-office files, in this respect a list of 75 files, with details like file no., subject, issue dealt in file and file pertains to which section, was handed over to the BCBA representatives. Further, it was stated that if this list serves the purpose than this office will work further on this matter. In reply BCBA representative Shri Manohar Patyane informed that they need some more time to go through the file and will inform accordingly.

Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I), informed about the point related to creation of a Whatsapp Group of PTFC and CCFC Members as similar Group is functional in JNCH. In reply the Chairman directed to create the Whatsapp Group within the PTFC Members and also directed to add Pr. Commissioner/Commissioners and Additional Commissioners of General, Import and Export Commissionerate and the stake holders in the said Whatsapp Group.

Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I), informed about the point in respect of Liqid bulk Cargo, where it was mentioned that due to change in Trade and Taxation related practices an upgradation is required in the PN 76/2020. In this respect Shri Harsh Lapsia was directed to provide details to the Import-II Commissionerate. However, it was not provided till now by Shri Harsh Lapsia. In reply BCBA representative Shri Manohar Patyane informed that he will convey the message to Shri Harsh Lapsia.

informed about the point in respect of G-Card examination. In reply the Chairman informed that the General Commissionerate is planning to issue Public Notice for G Card Examination in last November and also planning to held the Exam in January next year.

8 . Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I), informed about the point in respect of a training on the Allied Act topics like waste management. In reply the Chairman directed the Import-I Commissionerate to organize the training in mid-December on the said topic.

Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I), informed about the point related to Provisional Assessment pending with SKODA, which needs to be finalized, in this respect in last PTFC Shri Om Prakash Agarwal, Nagarkot Forwarders Pvt. Ltd. was asked to communicate the issue with the SKODA Representative to solve the issue as early as possible and also request them to join in this PTFC Meeting. In this meeting Shri Om Prakash Agarwal informed that he communicated with the SKODA representative. Though the SKODA representative could not attend the meeting, it was informed by Shri Agarwal that they are collating information and data required for finalisation of Provisional Assessment.

In this regard, the Chairman stated that SKODA shall submit details and schedule a meeting with Import-II at the earliest. Import-I, shall also communicate with Importer to submit requisite documents. SKODA representative shall appear in next meeting alongwith their consultant with a clear plan for disposal of this issue.

Shri Amit Kumar Nikalje, Joint Commissioner of Customs (Import-I), informed about the agenda point received from MANSA for today’s meeting, which is “Issuance of Port clearance via digital method for vessels arriving at Mumbai Sea Port” in this respect Shri Domnic Corrifa, from MANSA explained the procedure and the problem faced by them. In reply the Chairman instructed to MANSA representative to prepare a complete write-up/statistics of the procedure and practise actually being followed along with the relevant orders and also set of the documents used to submit by them to understand the issue and to find out the area of improvement to streamline the procedure. In response Shri Domnic Corrifa from MANSA agreed to submit the requisite information soon.

11. Shri Paresh Thakker, BCBA raised an issue in respect of pending AEO application at DIC Delhi and has requested to the Chairman to help in obtaining AEO Certificate for its member for which recommendation has already been sent by the department.

In reply the Chairman told Shri Thakker to persue the matter with DIC as recommentation is already sent by nodal officer and a copy of same can be marked to AEO Cell for information.

      The meeting concluded with a vote of thanks to the Chairman.
