The 13th Review meeting on the functioning of Central Revenue Control Laboratory (CRCL) at Mumbai Customs Zone- I was held on 05.07.2023 at 12:00 PM in the Conference Hall, 2nd floor, New Custom House, Mumbai, under the Chairmanship of Shri Pramod Kumar Agrawal, Pr. 3. The meeting began with the round of introduction of CRCL officials present in the
meeting. The Chairman welcomed and greeted all officers present in the meeting. The
Chairman then reviewed the minutes of the previous meeting held on 27.03.2023 and the

The Chairman directed that a Standing Order should be issued by Import-I, Import-II and Export Commissionerates by the end of the day, i.e. 05.07.2023, stating that CRCL, New Custom House, Mumbai, would act as the Central Monitoring Receipt Centre for all samples drawn for testing in Mumbai Zone- I and that all drawn samples in Zone-I must be forwarded to CRCL, New Custom House only. In case the facility of testing sample for a particular commodity is not available with the CRCL then CRCL would forward the sample to outside laboratory. Further, under no circumstances, samples should be sent directly to any outside testing laboratory. 5 . The Chair emphasized that CRCL deals only in chemical tests and any sample which specifically requires NOC or testing from any Participating Government Agency (PGA) (eg. Animal quarantine, Plant Quarantine, Asstt Drug Controller etc) will be dealt by the concerned PGAs and not by CRCL, New Custom House. He also directed that all the Group and Docks officers should be sensitized regarding the subject matter for strict compliance. 6. Regarding the storage facility of remnant samples, it was directed by the Chair that only two storage facilities should be set up at Mumbai Zone-I, one in Docks and the other one in Division. One facility will store samples drawn from Liquid Bulk Cargo and the other facility will store all other samples.

The Chair also instructed Pr. Commissioner (General) to identify suitable space at both locations for the storage facilities. 7. The Chair further reiterated that concerned Commissionerates should maintain centralized repository of test reports in their respective units for future reference. 8. Shri R.K. Singh, Addl. Commissioner, PCCO informed that the reply received from DG Systems, New Delhi with regard to making provision in ICES system for the reflection of time drawn of samples is not satisfactory in nature. (Gen) assured that the matter would be taken up with DG Systems, New Delhi once again. 9. CRCL, New Custom House intimated that they have requested CHS Section for one high speed scanner along with one all- in-one desktop for scanning of old test reports. The Chair directed that the same may be obtained with the funds currently available with CRCL, New Custom House. Further, Shri Sunil Jain, Pr. Commissioner (General) instructed that a proposal for procuring a high-speed scanner may be put up by end of the day, so that the same can be procured at the earliest. 10.

CRCL, New Custom House informed that all test reports are sent to all concerned sections via email/online mode irrespective of whether the test memos have been received online or offline to which Pr. Commissioner Import II & Commissioner Import I concurred. 11. The Chair also emphasized that Test report of samples drawn from the consignments which are being assessed provisionally for want of test report, must be taken up for testing and reporting on priority basis by CRCL, New Custom House. The Chair also directed Pr. Commissioner (General) to write to Director, CRCL for setting up a laboratory facility for testing of hot rolled/cold rolled stainless steel and other samples for which testing facilities are currently not available in CRCL, New Custom House, which would help in classification and speed up the assessment process. 12. As regards posting of additional staff viz. Chemical Examiners Grade-I & Grade-II, the Chair instructed Pr. Commissioner (Gen) to take up the matter with Director (CRCL). The Chair further advised the CRCL Officers present during the meeting to suitably train and utilize the currently posted TA/Preventive Officer in the Laboratory for optimum use of his services. 13. The Chair enquired regarding the accreditation required from National Accreditation Board for Testing and Calibration Laboratories (NABL) with regards to base oil.

Commissioner (General) informed that the requisite NABL accreditation will be taken up next year during second assessment in July 2024 and all procedural requirements will be completed by that time. 14. The meeting ended with a vote of thanks by the Chair. This issues with the approval of Principal Chief Commissioner of Customs, Mumbai, Zone I.
