Subject:- Trade facilitation measures

Attention of all the officers of Import- I and II Commissionerate, NCH and all stakeholders is invited to the discussions held at the meeting dated 10.11.2022 that was held with the representatives of Brihan Mumbai Custom Brokers Association popularly known as BCHAA or BCBA, wherein they raised certain grievances being faced by their members in assessment/clearance of import cargo. The major issue raised by them was nonadherence of field formations to trade facilitation and friendly measures incorporated in the Customs Act, 1962. The Principal Chief Commissioner of Customs, NCH, Mumbai Zone-I taking cognizance of instances presented by the BCHAA representatives directed that all field level officers be sensitized to the provisions of Customs Act 1962, such as Section 17(5), Section 28(1) and 28(2), section 149 and 154 , CVR 2007 and CBIC circular no 14/2021-Customs relating to approval and adherence to amendment timelines, reduction of unnecessary queries, quick resolution, issuance of speaking order within prescribed time limit after following principles of natural justice etc.
