Facilitation for error-free of E-manifests under SCMTR Regulation 2018

Attention of all the Authorized Sea Carriers (ASC), Authorized Sea Agents (ASA), ATP (Authorized Transhipper), other entities/stakeholders and member of the Trade in the jurisdiction of Mumbai Zone-I, New Customs House, Ballard Estate, Mumbai, is invited to the Sea Cargo Manifest Transshipment Regulations 2018 (SCMTR 2018). 2. In this connection, it has been observed that despite numerous etitorts wherein three webinars were conducted on 17.02.2021, 25.06.2021 and 12.08.2021l to guide the concerned entities and address the difficulties faced by them, the fling of e-manifests (SAM (Sea Arrival Manifest), SEI (Sea Entry Inwards), CSN (Cargo Summary Notifcation), SDM (Sea Departure Manifest) and SDN (Sea Departure Notification) and CIM-AR (Customs Inland Manifest- Arrival), CIM-DP (Customs Inland Manifest- Departure)] under SCMTR 2018 is significantly low due to repetitive errors resulting in faulty filing such as syntax error, date format error, invalid Transhipper code, invalid e-mail id etc. Most of these are common recurring errors and their resolution has already been compiled as Message Filing FAQ' and the same are available on the ICEGATE website. The same are also enclosed as Annexure A for ease of reference. Most of these errors can be avoided by going through the resolutions provided in the FAQs. Further, common repetitive errors resulting in faulty filing pertaining to Mumbai Port have also been compiled and model test files of various e-manifests are enclosed as Annexure B. 3 Though, the resolutions provided in Annexure A & B are sufficient for error free filing as most of the errors are recurring due to faulty filing and not related to systems, however, in order to further facilitate and ensure error free filing of e-manifests, all the ASC/ASA/Transhipper registered/operating under the jurisdiction of Mumbai Zone-I are allocated to Deputy/Assistant Commissioner of Customs (Facilitators) as mentioned in Annexure C to this Public notice.

The list of ASC/ASA/Transhipper who have not attempted to file e- manifests in new format under SCMTR is enclosed as Annexure D. O. he roles and responsibilities of ASC/ASA/Transhipper and the Deputy/ Assistant Commissioner of Customs are as mentioned belOW. Role of ASA/ASC/Other stakeholders: a. All the allocated ASC/ASA/Transhipper shall be required to acquaint themselves with the common repetitive errors and their resolutions as mentioned in Annexure A & B, and shall be required to test file the e-manifests and intimate the concerned Deputy/Assistant Commissioner of Customs about the success/failure of such filings and difñculties faced if any before the arrival of the vessel. b. All the allocated ASc/ASA/Transhipper shall be required to intimate the concerned Deputy/Assistant Commissioner of Customs about the arrival of the vessel, 7 days in advance or after generation of VCN (Voyage Call Number) whichever is earlier. C. All the allocated ASC/ASA/Transhipper shall be required to file e- manifests as per timeline prescribed under SCMTR Regulation 2018 and shall intimate the status of the filing to the concerned Deputy/Assistant Commissioner of Customs. d. All the allocated ASC/ASA/Transhipper shall be required to approach the concerned Deputy/Assistant Commissioner of Customs, in case of any genuine difficulty faced with errors related to system, if any, for further escalation with DG Systems. Role of Deputy/Assistant Commissioner of Customs: a. The Deputy/Assistant Commissioner of Customs will compare the details of VCN number generated from ICEGATE with the advance intimation of arrival of vessel submitted by ASC/ASA/Transhipper. b. The Deputy/Assistant Commissioner of Customs will also ensure that ASC/ASA/Transhipper mentioned in Annexure D, the ones not attempting to file e-manifests, shall file the same. c. The Deputy/Assistant Commissioner of Customs will ensure that all the allotted ASC/ASA/Transhipper under them are filing error 2

free e-manifests by avoiding common repetitive errors as mentioned in Annexure A & B, as per prescribed time limit. d. The Deputy/Assistant Commissioner of Customs will escalate the system related errors that are not resolved locally in filing e manifests to Deputy Director, DG Systems under intimation to SCMTR helpdesk. e. The Deputy/Assistant Commissioner of Customs will submit a fortnightly progress report, as per Annexure E to this Public Notice, to the Additional Commissioner of Customs (EDI) in this regard on email id: scmtr.nchmumbai@gov.in 6 Any difficulty faced in the implementation of this Public Notice may be brought to the notice of the undersigned.
