Sub: Implementation of New Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018 in IECE - reg.

The Sea cargo Manifest and Transhipment Regulations, 2018 (SCMTR) notified vide Notification No. 38/218 Customs (N.T.) dated11.05.2018 will come into effect from 01.08.2019. The new regulations will bring some fundamental changes in the entire manifest process and cast a considerable responsibility on various stakeholders involved in the movement. of cargo, vis., Shipping Lines/Agents, Freight Forwarders, Custodians and Terminal Operators etc. The SCMTR will bring a paradigm shift in the various external stakeholders involved in the movement of cargo and advance declarations. from In view of the letter F. No.IV(35)/05/2019-Systme/2528 dated 20.06.2019 and Addl. Director, Systems, New Delhi, Customs officers/Customs formations Stakeholders ( Shipping Lines, Agents, Terminal Operators etc.) need to be educated/trained regarding above said change in manifest filing as envisage in New Sea Cargo Manifest and Transhipment Regulations, 2018. A training session was organised on 19.06.2019 in Dayashankar Auditorium, New Custom House, Mumbai to appraise and train the Custom officers and the stakeholders viz. Shipping Lines/Agents, Freight Forwarders, Custodians and Terminal Operators etc. The stakeholders turned up in substantial numbers however, few officers of Customs turned up in the above said training. Needless to say that, in view of above said change in manifest filing, the Custom Officers also need to be appraised and trained essentially in this regard.
