Sub: Moratorium on Registration of new fish meal and fish oil units- reg.

The unabated juvenile fishing, especially for fish meal and fish oil production, has become a major concern recently. This has resulted in stagnating catches of commercially important species and risk the depletion of the food fish resources from the marine capture sector, posing danger to the livelihood of traditional / artisanal fishermen and the availability of human protein source from sea catch.

Hence, it has become the need of the hour to take effective measures towards sustainable development of fisheries and to curtail activities that directly or indirectly promote over-exploitation of marine fishery resources. Aquaculture utilizes about 43% of global fish meal production and 85% of fish oil, which are the major ingredients for aqua feed production. The increased demand for aquaculture feed mills with the exponential increase in the production of vannamei shrimp has propelled mushrooming of fish meal and fish oil factories in India over a decade.

The paucity of sea catch in required sizes and quantities has also affected the economic viability of the processing units and handling centres that primarily depend on marine fishery resources. Stakeholders and researchers across the seafood sector express their concern about the non judicious exploitation of food fishes for aqua feed.

In view of the above, and as a measure to control the over exploitation of our food fish resources, the Authority has decided to implement following decisions;

  • ¢ A moratorium on the registration of new fish meal and fish oil units will be exercised by MPEDA w.e.f. 01.01.2020.

  • ¢ A moratorium on the endorsement on enhancement of production capacity for existing fish meal and fish oil units registered with MPEDA w.e.f. 01.01.2020.

  • e Authorize Chairman, MPEDA with the powers to lift the moratorium as and when required in the interest of export trade subject to the recommendation of a committee constituted by Chairman for the purpose.

  • e MPEDA will follow up and persuade with the State Governments to enforce the resource conservation measures as per the Marine Fishing Regulation Act.

The moratorium as above may be informed to all stakeholders by the field offices within their jurisdiction and implemented with immediate effect. .
