CIRCULAR Sub: National Surveillance Programme for Aquatic Animal Diseases (NSPAAD) Phase-II by MPEDA-reg.

In continuation of the circular dated 17.05.2023 regarding the execution of NSPAAD project in MPEDA, the roles and responsibilities of the respective Regional / Sub Regional & QC labs of MPEDA are described below for needful compliance.

Role and responsibilities
1 QC Laboratory, Kochi (Microbiology Division)

General  Quality Control laboratory, Kochi is the nodal centre, and Dr E. C. Abhilash, Assistant Director is the Principal Investigator of the NSPAAD project implementation in MPEDA. Sample collection & analysis  NRCP samples collected by MPEDA Regional Division, Valsad from Gujarat and MPEDA Regional Division, Kolkata from West Bengal, PHT samples collected by ELISA Labs in Valsad, Contai, and Kakinada shall be received and analysed by QC Lab Kochi (Microbiology Division).
 PHT samples received by QC Lab Bhimavaram and Nellore from Andhra Pradesh shall also be analysed by QC Lab Kochi (Microbiology Division).
Personnel management
 The administrative control of the project is vested with QC Lab Kochi. Hence requests for approval of leave, official tour, TA/DA etc.

i. MPEDA Regional / Sub Regional Divisions - Valsad, Kolkata, Vijayawada, Bhimavaram and Visakhapatnam.
ii. ELISA Labs Valsad, Contai & Kakinada.
Sample collection  ELISA laboratories (Valsad, Contai & Kakinada) shall provide PHT samples including sample details to the NSPAAD staff working in the respective ELISA Labs as per the target given.
 RD Kolkata shall handover the additional 100g sample collected along with each NRCP sample as per the target given to West Bengal, and the source details, to the NSPAAD staff in Contai lab.
 RD Valsad shall handover the additional 100g sample collected along with each NRCP sample as per the target given to West Bengal, and the source details, to the NSPAAD staff in ELISA lab, Valsad.
Disease surveillance  ELISA samplers shall pass the information provided by farmers about any disease outbreaks in the region to NSPAAD staff, so that they will visit the site for sampling under passive surveillance.

 RDs Valsad and Kolkata shall also record the attendance of NSPAAD staff and inform the days of absence to HO on 1st of every month.

3 QC Lab, Bhimavaram Sample collection  QC laboratory Bhimavaram shall handover the additional 100g sample collected along with each NRCP sample as per target given to SRDs Visakhapatnam, Bhimavaram and RD Vijayawada to the NSPAAD staff.
 ELISA Lab Bhimavaram may also provide PHT samples received by them from Andhra Pradesh.

& Kakinada, and inform the days of absence to HO on 1st of every month.
4 QC Lab, Nellore
Sample collection  QC laboratory Nellore shall handover the additional 100g sample collected along with each NRCP sample as per target given to SRDs Visakhapatnam, Bhimavaram and RD Vijayawada to the NSPAAD staff. Personnel management
 QC Lab Nellore shall also record the attendance of NSPAAD staff and inform the days of absence to HO on 1st of every month.
5 NaCSA
Disease surveillance & capacity building
 NaCSA may take assistance of NSPAAD staffs for passive disease surveillance and for creating awareness on biosecurity measures to prevent disease outbreaks in the states of West Bengal, Gujarat, and Andhra Pradesh.
