संदभ[/Ref: LAB-KOC/GEN(GECO)/3/2021-LAB तारȣख/Date: 16/02/2022 पǐरपğ मुÉयालय के Úयान मɅ आया है ͩक कुछ सेवा Ĥदाता एमपीईडीए कȧ गुणवƣा Ǔनयंğण Ĥयोगशालाओं ɮवारा उÛहɅ जारȣ ͩकए गए वाͪष[क रखरखाव अनुबंध(एएमसी) आदेशɉ मɅ Ǔनधा[ǐरत Ǔनयमɉ और शतɟ के ͧलए बाÚय नहȣं हɇ।यह भी नोट ͩकया गया है ͩक Ĥयोगशालाओंके बीचसमानसेवाĤदाताओंऔरसमानउपकरणɉ के ͧलए Ǔनयमɉ और Ĥयोगशालाओ क बीच समान सवा Ĥदाताओ औरसमान उपकरणɉ क ͧलए Ǔनयमɉ और शतɟ और एएमसी शुãक के भुगतानमɅ असमानता मौजूद है। उपरोÈत को Úयान मɅ रखते हुए, यह Ǔनदȶश Ǒदया जाता है ͩक:

1. सभी गुणवƣा Ǔनयंğण Ĥयोगशालाओं/ एͧलसा Ĥयोगशालाओं को ͪवशेष उपकरण के ͧलए एएमसीबनाने केͧलए एक समान ĤाǾप का पालन करना होगा,िजसमɅ सेवा Ĥदाता पीएम के दौरे, Ħेकडाउन कॉल, भुगतान कȧ शतɟ औरकͧमयɉ के ͧलएदंडके Ǔनयमɉ औरशतɟ कोèपçटǾपसेǓनधा[ǐरत और कͧमयɉ क ͧलए दड क Ǔनयमɉ और शतɟ को èपçट Ǿप स Ǔनधाǐरत करɅगे।

2. एएमसी के ͧलए भुगतान कȧ शतɏ जीएफआर 2017 (ii) (सी) के अनुसार होगी, एएमसी का पहला आधा भुगतान (50%) सेवा Ĥदाता ɮवारा एएमसी धारक कȧ èवीकृǓत के टोकन के Ǿप मɅ हèता¢ǐरत अनुबंध कȧ एक ĤǓत को जमाकरने पर सेवा Ĥदाताओं को Ǒदयाजाएगा। । कुल एएमसी अनुबंध राͧश के शेष 50% का भुगतान एएमसी के सफल समापन के बाद ͩकया जाएगा, ौ ॉ 1 | P a g e िजसमɅ पीएम के दौरे का संतोषजनक समापन, त×काल Ħेकडाउन कॉल, यǑद कोई हो, èपेयर पाɪ[स कȧ ĤǓतèथापन मरàमत आǑद शाͧमल हɇ।

3. यǑद एएमसी अनुबंधɉ को बाÚय करने मɅ सेवाĤदाताओं कȧ ओर से कोई कमी है, तो सेवा Ĥदाताओं को एएमसी अनुबंध राͧश का अंǓतम Ǔनपटान करने से पहले एचओ के अनुमोदन से एएमसी के दंडा×मक Ĥावधानɉ को लागू ͩकया जाएगा औरया तो शेष राͧश का भुगतान रोका जा सकता है या देय शेष राͧश से उͬचत कटौती कȧ जा सकती है। एकमसौदाअनुबंधĤाǾपसंलÊनहै। यहएमपीईडीएकȧ सभीÈयूसीĤयोगशालाओंऔरएͧलसाĤयोगशालाओंɮवारासÉत अनुपालनकेͧलएहै।

आपके पहले आधे चालान पर 50% भुगतान 50% Payment against your 1st half invoice (dd/mm/yyyy to dd/mm/yyyy) Ǔनयम और शतɟ के अनुसार अनुबंध के सफल समापन के बाद दूसरȣ छमाहȣ चालान (Ǒदन/माह/वष[ से Ǒदन/माह/वष[) जमा करने पर 50% का भुगतान ͩकया जाएगा। 50% will be paid on submission of 2nd half invoice (dd/mm/yyyy to dd/mm/yyyy) after the successful completion of contract as per terms and conditions. Ǔनयम और शतɏ / Terms and conditions:

1. एएमसी अवͬध के दौरान सेवा Ĥदाताओं को ǒबना ͩकसी अǓतǐरÈत सेवा शुãक के कम से कम दो Ǔनवारक रखरखाव / सͪव[स ͪवͧसट और अǓतǐरÈत Ħेकडाउन कॉल ͪवͧसटमɅ भाग लेना होगा। During the AMC period service providers have to attend at least two Preventive Maintenance / service visits and additional breakdown call visits, if any, without any additional service charge.
2. पुजɟ को बदलना / èपेयर पाट[ आǑद कȧ मरàमत आǑद यǑद कोई हो। Replacement of spares / repair of spare parts etc. if any.
3. पहला Ǔनवारक अनुर¢ण ͪवͧसटdd/mm/yy को या उससे पहले ͩकया जाएगा और दूसरा Ǔनवारक अनुर¢ण ͪवͧसटdd/mm/yy को या उससे पहले ǒबना ͩकसी चूक के ͩकया जाएगा। The first Preventive Maintenance visit shall be carried out on or before dd/mm/yy & and the second Preventive Maintenance visit shall be carried out on or before dd/mm/yy without fail. भुगतान कȧ शतɏ /Payment conditions:
4. एएमसी के ͧलए भुगतान कȧ शतɏ जीएफआर 2017 Èलॉज 172(ii)(सी) के अनुसार हɉगी, एएमसी का पहला आधा भुगतान (50%) सेवा Ĥदाता ɮवारा एएमसी धारक कȧ èवीकृǓत के टोकन के Ǿप मɅ हèता¢ǐरत अनुबंध कȧ एक ĤǓत को जमा करने पर सेवा Ĥदाताओं को Ǒदया जाएगा। । कुल एएमसी अनुबंध राͧश के शेष 50% का भुगतान एएमसी के

सफल समापन के बाद ͩकया जाएगा, िजसमɅ पीएम के दौरे का संतोषजनक समापन, त×काल Ħेकडाउन कॉल, यǑद कोई हो, èपेयर पाɪ[स कȧ ĤǓतèथापन / मरàमत आǑद शाͧमल हɇ। The payment terms for AMC shall be as per GFR 2017 clause 172(ii)(c), the first half payment of AMC (50%) shall be advanced to the service providers upon submission of a copy of the signed contract as a token of acceptance of AMC holder by the service provider. The balance 50% of the total AMC contract amount shall be paid after successful completion of AMC, which includes satisfactory completion of PM visits, prompt breakdown calls if any, replacement / repair of spare parts etc. 5. यǑद एएमसी अनुबंधɉ को बाÚय करने मɅ सेवा Ĥदाताओं कȧ ओर से कोई कमी है, तो सेवा Ĥदाताओं को एएमसी अनुबंध राͧश का अंǓतम Ǔनपटानकरने से पहले एचओ के अनुमोदन से एएमसी के दंडा×मक Ĥावधानɉ को लागू ͩकया जाएगा और या तो शेष राͧश का भुगतान रोका जा सकता है या देय शेष राͧश से उͬचत कटौती कȧ जा सकती है। If there are any shortcomings from the part of the service providers in obliging to the AMC contracts, the penal provisions of the AMC shall be applied and payment of balance amount may be withheld or appropriate deduction may be done from the balance payable, as the case may be with the approval of HO before effecting final settlement of AMC contract amount to the service providers. े ॉ/ ͪ [ ॉ े Ʌ ͪ औ ȧ 6. Ħेक-डाउन कॉल/सͪव[स कॉल उठाने मɅ रͪववार और भारत सरकार ɮवारा अनुसरण कȧ जाने वालȣ साव[जǓनक छुɪǑटयɉ को छोड़करĤयोगशाला ɮवारा संसूचन कȧ Ǔतͬथ से दो Ǒदनɉ से अͬधककȧ देरȣ के ͧलए, ĤǓत कॉल कुल एएमसी राͧश के 0.5% के बराबर ĤǓत Ǒदन INR ………/- कȧ दर से जुमा[ना लगाया जाएगा। ऐसी राͧश ͩकसी भी देय राͧश से या जो सेवा Ĥदाता को देय हो सकती, से काट लȣ जाएगीहै। इसके अलावा, एएमसी अवͬध भी Ħेक डाउन/सͪव[स कॉल उठाने मɅ ͧलए जाने वाले समय तक èवचाͧलत Ǿप से ǓनǑद[çट अवͬध से Ïयादा बढ़ जाएगी। For delay in attending break-down call / service call beyond two days excluding Sundays and public holidays followed by Govt. of India from the date of communication by the lab, a penalty @ INR …..……/- per day equivalent to 0.5% of the total AMC amount, shall be charged per call. Such amount will be deducted from any amount due or which may become due to the service provider. In addition, the AMC period also shall stand extended automatically by the time taken to attend break down / service call, over and above the period specified. 7. समान केͧलए मूल चालान ĤाÜत होने पर 2% टȣडीएस काटने के बाद आरटȣजीएस के माÚयम से भुगतान ͩकया जाएगा।

Payment will be made via RTGS after deducting 2% TDS on receipt of the original invoice for the same. कृपया काय[ आदेश कȧ ĤािÜत कȧ तारȣख से सात Ǒदनɉ के भीतर समान और उसमɅ Ǔनधा[ǐरत शतɟ कȧ èवीकृǓत के Ĥतीक के Ǿप मɅ इस काय[ आदेश कȧ एक हèता¢ǐरत ĤǓत वापस करɅ। Please return a signed copy of this work order within seven days from date of receipt of WO as a token of acceptance of the same and conditions stipulated therein. धÛयवाद/ Thanking you,
