CIRCULAR

GACC has detected COVID-19 nucleic acid material in 11 consignments during September 2022 and they have indefinitely suspended two Indian marine product establishments exporting to China. There were no detections in July while 2 detections were there in August. As the production season is in full swing, it is understood that China has escalated the import checks for Covid - 19 nucleic acid and is also cited to be a reason for delay in import clearance.

To overcome the issues faced in China, all regional offices are requested once again to inform the processing establishments under their jurisdiction to continue to adhere to Covid-19 preventive protocols in all the process steps right from harvest to shipment to reduce the risk of contamination.

During the video inspections carried out by GACC recently, it was noted that many of the establishments are not following / referring the latest version of Fish and Fishery Products Hazards and Controls Guidance for preparing / updating their HACCP plans. The field offices should ensure that the establishments are having a valid and approved HACCP plan which is prepared as per the latest version of Fish and Fishery Products Hazards and Controls Guidance before it is placed to the GACC audit.

During the last meeting, EOI, Beijing, has advised that the export of a particular commodity shall be done by an establishment only 24 hours after the exact HS code is placed in the CIFER system of GACC.

It is also noted that the registration of many establishments is due for renewal by January 2023. The establishments shall renew their registration 3-6 months before the expiry of their registration as per Article 20 of Chapter III Registration management as per GACC Decree No. 248 dated 14.4.2021 which was already circulated to field offices vide circular dated 29th December 2021.

Hence, all seafood processing establishments exporting to China in your jurisdiction may be advised to renew their registration in time and they may also be advised that in case of any change in production capacity, layout, process flow and products, they should make appropriate modifications in the details submitted / registered with GACC / apply for registration of new products, if any, using their usernames and password through the single window registration website of GACC (www.singlewindow.cn) or through the local office of EIA.

The processors may once again be reminded that preventive measures prove to be more effective and economical than receipt of a positive detection & subsequent suspension in China.
