BACKGROUND

A separate DirectorateWatershed Management Directorate (WMD) has been established as a nodal agency for coordination, monitoring and implementation of integrated watershed development programs in the Uttarakhand State. Uttarakhand is a disaster prone state. Landslides, forest fires, cloudbursts and flashfloods are seasonal in nature and these strikes at a certain period of the year with high frequency. The Himalayan watersheds are under constant threat of mass wasting and erosion caused by depletion of forest cover, unscientific agronomic practices and hydrologic imbalances. The ever increasing population, the need to provide a better quality of life to the people and the pressure on natural resources is further compounding the problem. The extreme rains of June 16-17, 2013 lead to a disaster of unprecedented proportions in the Himalayan state of Uttarakhand. It is believed that a massive landslide occurred upstream in the north-east region of the Kedar valley. Heavy rainfall occurred at the same time formed a small lake in the north-west of the valley. The debris from the landslide and water from the lake travelled down the slope, channeled into the glacier, and came down to Kedarnath town. Similarly due to the heavy rainfall in almost all the districts of Uttarakhand especially Rudraprayag, Uttarkashi, Chamoli, Bageshwar and Pithoragarh massive landslides occurred which caused huge damage to life and property. Many villages have been damaged and there has been extensive loss of agriculture land and crops. Livestock which is the main stay of the rural inhabitants has been washed away in massive landslides. This caused heavy damage to infrastructure and livelihood opportunities in the State.

OBJECTIVE OF THE ECO-RESTORATION PROGRAMME IN THE BHAGIRATHI ECOSENSITIVE ZONE

The main objective of the Project is to conserve, restore and rehabilitate the disaster affected inhabitants of the Micro watersheds and to increase the productivity and income of the rural inhabitants in the affected areas. Since agriculture and related activities are the main source of livelihood for the proposed target area, land based activities and livestock will play a significant role in achieving the project objectives.

PROJECT AREA FOR AFFECTED MICRO WATERSHEDS

The 9 (nine) micro watersheds of Bhatwari Block, district Uttarkashi in the Bhagirathi eco-sensitive zone were severely affected by the disaster. About 25 villages of these micro watersheds were taken up for the eco-restoration programme.

PROJECT ACTIVITIES

The major activities which are proposed to be taken up are as follows:-

a) Watershed Works — due to massive landslides and erosion caused by heavy rainfall intensive Soil and Moisture Conservation work to be carried out to restore the areas. Activities like-rural connectivity, drainage line treatment, agriculture terrace repair, restoration of horticulture and fuel wood and fodder plantations, restoration of water supply through repair of damaged structures and construction of new water harvesting structures.
b) Microenterprise Development - As agriculture is the main stay of the rural economy in Uttarakhand intensive Agriculture/ Horticulture inputs would be given to restore and revive this sector. Livestock support would also be required to be given to replace the lost cattle, draught (mules / horses) animals and damaged livestock infrastructure (Mangers, Cattle shed and Chari etc.)
c) Livelihood initiatives - Various Income Generating Activities will be promoted through Self Help Groups to ensure food and livelihood security and revive the local economy.

FUNDING AGENCY

The Restoration Watershed Project was proposed under Special Watershed Projects supported by the Centrally Sponsored Schemes namely Pradhan Mantri_ Krishi Sinchayee Yojana (PMKSY)- Watershed Development. The estimated cost of the Project is of Rs. 22.45 crore and was approved by the State Level Nodal Agency (SLNA) of Uttarakhand State on dated 25-02-2014 and the same was sanctioned by the Department of Land Resources, Ministry of Rural Development, Govt. of India.

PROJECT PERIOD

The Project period is of Four years.

PRESENT STATUS OF IMPLEMENTATION

Presently the Project is at the initial phase of preparation and the Detailed Project Report (DPR) of all the 25 villages is at the final stage for implementation. The Project at each

village will be implemented by the Panchayati Raj Institution i.e. Gram Panchayat as per the Common Guidelines for Watershed Development, 2008, Govt. of India. This is a Project which is based on community participation at the village level.

PROJECT MONITORING

This special watershed project would be implemented by the Gram Panchayats and Watershed Management Directorate as per the guiding principles of Common Guidelines for Watershed Projects 2008 of Govt. of India. At the district level Uttarkashi Forest Division is nominated as Project Implementation Agency (PIA) to implement and monitor the Project. A third party monitoring & evaluation will also be done as per the guidelines of the Gol.

SCREENING OF PROJECT ACTIVITIES AS PER THE GUIDELINE

The Watershed Project which is being implemented is mainly to restore and maintain the eco-system of the degradation area with additional object of increasing the livelihood opportunities of the local population. Activities which are proposed to implement do not belong to the negative list of the guideline. Most of the activities like— Soil conservation, Water harvesting, Organic farming, Plantation of fodder and fuel-wood species and livelihood programmes are eco-friendly programmes and are permissible as per the guideline issued by Ministry of Environment and Forests, Govt. of India dated 18" December, 2012.
