1. Sealed tenders are invited from the registered Recycler / Re-processor of E-waste with Central Pollution Control Board / State Pollution Control Board for auction of obsolete CPU’S, Monitors, Keyboards, Printers, etc. on “As is where is basis” and as per CPCB (www.cpcb.nic.in) / SPCB / PCC Guidelines for disposing of Recycling / reprocessing of electronics waste. The reserve price of the goods for auction is fixed at Rs. 19,550 /- plus applicable GST as per valuation of government approved valuer.

2. Total numbers of equipment / items are as per list attached in Annexure B. It includes obsolete CPU’S, Monitors, Keyboards, Printers UPS, etc. All the items as per Annexure-B are located at Jawaharlal Nehru Custom House, Nhavasheva,Taluka-Uran, Dist Raigad, Uran. . Registered Recyclers / Re-processors are requested to inspect the above items before submitting their tender documents. Details for inspection & contact person are as under:

An EMD of Rs. 10,000/- should be deposited along with the bids in the form of an account payee bank draft / pay order of a nationalised bank/Commercial Bank in a favour of “ Commissioner of Customs(General), JNCH . etic» ,

:

• a) AValid Registration for Recycler/Re-processor of E-waste with Central Pollution Control Board/ State Pollution Control Board in terms of Ministry of Environment & Forest notification number S.O. 1035(E) Dated 12 May 2011. A copy of the certificate must be attached with the bid.

• b) Copy of PAN CARD

4. GeneralTerms & Conditions.

   • a) The bids will be valid for a period of 30 days from the date of opening of the bids.

   • b) The bidders may inspect the items on a pre-determined date and satisfy themselves about the items they are bidding for.

   • c) The items would be sold to the highest bidder.

   • d) The successful bidder has to make full balance payment in the form Demand Draft in favour of “A/C COMMISSIONER OF CUSTOMS (GEN ERAL),JNCH ” within 5(Five) days after confirmation, failing which the offer will be cancelled and EMD shall stand forfeited.

• e) The successful bidder shall be required to lift all the items from the disposal site to its premises within 5(Five) days after the payment of the quoted amount (EMD amount will be adjusted with the quoted value). On failure to do so, O/o the Commissioner of Customs (General), Jawaharlal Nehru Custom House, Nhava Sheva, Uran, Raigad. Maharashtra -400707, shall have the right to forfeit the entire amount of the bidder and dispose the items to alternate bidder.

• f) The EMD of the unsuccessful bidders shall be returned within 90 days of the auction date, without any interest.

• g) No items, once disposed to the successful bidder, shall be taken back on any condition whatsoever.

• h) The total price should be inclusive of all Misc. charges like Transportation, Labour, GST or any other expenses etc. as all above items are interlinked to each other therefore no comparison will be made on individual item. The contract will be awarded on comparison of consolidated price of all items.

5. TermsConditions& for Tender Quoted a) Quotation letter in a sealed envelope should be addressed to “The Joint Commissioner of Customs, CHS” on or before 02:00 PM on 12.10.2020. The quotation must be submitted on or before the due date and time otherwise it will be rejected. Bids received after due date and stipulated date and time due to any

reason whatsoever, including postal delays shall not be considered. E>

• f b) The financial bid be quoted both which shall be borne by the bidder. Any overwriting or erasing the figures shall

• not be considered for acceptance of the rates offered by the bidder. c) The Office of the Commissioner of Customs (General) /JNCH reserves the right to accept or reject any / all bids without assigning any reason whatsoever.

• d) Each page of the bid documents should be signed by the bidder(s). Incomplete and unsigned bids are liable to be rejected.

• e) For financial evaluation, the highest bidder shall be chosen based on the figures quoted in Annexure-A.

• f) An authorization/ registration letter issued by concerned State Pollution Control Board for Recycler / Re-processor of E-waste is must to submit with bid as supportive document.

• g) Acopy of the latest annual returns filed to the State Pollution Control Board or to | Pollution Control Committee concerned as is the case, must be submitted along with the bid as supportive document.
