MINUTES OF 24th EXPERT COMMITTEE MEETING FOR THE DECLARATION OF ECO-SENSITIVE ZONE (ESZ) AROUND WILDLIFE SANCTUARIES/NATIONAL PARKS HELD DURING 27th-28th FEBRUARY, 2017 IN THE MINISTRY OF ENVIRONMENT, FOREST & CLIMATE CHANGE AT INDIRA PARYAVARAN BHAWAN, NEW DELHI. Day 1: (27th February, 2017)

The 24th Expert Committee Meeting on Eco Sensitive Zones was held under the Chairpersonship of Dr. Amita Prasad, Additional Secretary during 27th- 28th February, 2017 (two days) in the Ministry of Environment, Forest & Climate Change, Indira Paryavaran Bhawan, New Delhi. At the outset, the Chairperson welcomed the participants from the States of Jammu & Kashmir, Himachal Pradesh, Maharashtra, Rajasthan, Chhattisgarh and Odisha. The list of participants of the 27th February, 2017 meeting is annexed (Annexure –I).
On the 1st day i.e. 27th February, 2017, the following thirty six (36) ESZ proposals were listed in agenda of the meeting for consideration and their status is as under. Sl. No. Protected Area State Status of Proposal 1.

A. Himachal Pradesh

Eco-Sensitive Zone around Sechu Tuan Nala WLS, Himachal Pradesh: The Draft Notification of the Eco Sensitive Zone around Sechu Tuan Nala WLS, Himachal Pradesh was published on 1st July, 2016.
(i) Shri. P.L. Chauhan, CCF, gave a detailed presentation and highlighted the important features of the Wildlife Sanctuary. It was stated that the Sechu Tuan Nala Wildlife Sanctuary is situated in Chamba District of Himachal Pradesh and spreads over an area of about 390.29 sq. km. The flora and fauna represent rich biological significance of this sanctuary. The Sechu Tuan Nala WLS is the habitat of Snow leopard, Leopard Cat, Musk deer, Brown Bear, Langoor, Himalayan Thar, Goral, Monal, Koklash, Kaleej, Cheer, Tangrol. Flora included species like Kail (Pinus wallichiana), Spruce (Picea smithiana), Silver Fir (Abies pindrow) Berberis, Lonicera, Artemisium, Viola, Valeriana, Fragaria, Deodara, Horse Chestnut, Bhekhal, Ban Gulab, Mapple, Bhoj Patra, Thangi,Popular, Willow, Sanjal, Shagal, Ban Kakru, Karu, Kuth, Patish, Jangli Lahsun, Banksha, Jungli pyaj, Choora, Bhut Keshi, Salam panja, Dhoop etc.
The Salient features are as follows: Area of the PA: 390.29 sq. km

Area of the ESZ: 46.45 sq. km Extent of the ESZ: Up to 1 km (ii) No objections/representations/public comments were received with respect to the Draft Notification.
(iii) The Committee enquired about zero extent towards north, south and eastern side. In response, the State informed that zero extent on these directions is due to the interstate boundary with Jammu & Kashmir and of high altitude areas. The Committee observed that the co-ordinates of PA and ESZ including co-ordinates of villages within ESZ are not properly tabulated and reflected on the map.
After deliberations, the Committee recommended the Proposal for finalisation of the Notification around Sechu Tuan Nala WLS, Himachal Pradesh subject to submission of proper tabulated co-ordinates of PA, ESZ and villages that should be truly depicted on the map.
2. Eco-Sensitive Zone around Inderkila NP, Himachal Pradesh: The Draft Notification of the Eco Sensitive Zone around Inderkila NP, Himachal Pradesh was published on 21st July, 2016.
(i) The District Forest Officer (DFO) gave a detailed presentation and highlighted the important features of the Wildlife Sanctuary. It was mentioned that the Inderkila National Park is situated in Kullu District of Himachal Pradesh and covers over an area of about 2317.25 sq. km. The flora and fauna represent rich biological significance of this sanctuary. The sanctuary is habitat of Ibex, Musk Deer, Blue sheep, Himalyan Tahr, Black and Brown bear, Common leopard, Goral, Barking Deer, Serow, Westron tragopan Himalayan Monal, Chukor, Pheasants (chir, koklash Kalij) Leopard Cat, Jungle Cat, Himalayan yellow throated marten, Porcupine, Flying squirrel, Monkey, Langoor, Himalyan Griffon, woodpecker, etc. The Salient features are as follows: Area of the PA: 2317.25 sq. km Area of the ESZ: 17 sq. km Extent of the ESZ: 250m to 2.7 km

(ii) No objections/representations/public comments have been received with respect to the Draft Notification.

(iii) The Committee noted that the range of the extent is from 250 metres to 2.7 kilometres. Expert Committee observed that the ESZ area calculation is incorrectly represented. Further there is no mention of village or habitat within the ESZ area.

Therefore, the Committee, after deliberation, deferred the proposal for consideration. The State Govt. is required to submit of proper estimation of ESZ area and the information regarding village habitat falling within the ESZ area.

Eco-Sensitive Zone around Renukaji WLS, Himachal Pradesh: The Draft Notification of the Eco Sensitive Zone around Renukaji WLS, Himachal Pradesh was published on 21st July, 2016.
(i) The District Forest Officer gave a detailed presentation and highlighted the important features of the Wildlife Sanctuary. He presented following salient features: The Renukaji Wildlife Sanctuary is located about 38 kilometres away from Nahan in Sirmour District in the State of Himachal Pradesh. The Sanctuary covers an area of 4.02 sq. km and forms the catchment of the Renukaji lake. The key species found are Sambar, Barking Deer, etc. The sanctuary covers an area which marks the northern most boundaries with the old natural Sal forests, where Sal is found as endemic Species mixed with all its major associates, and mostly miscellaneous broad leaved species., which is mostly dry deciduous, such as Khair, Shisam, Amalthus. The area, therefore gains significance in maintaining the biodiversity of the fragile ecosystem and in conserving the gene pool of Sal and its associates along with mixed miscellaneous species like Beil, Khair, Amaltas, Shisam, Kachnar, Anzir etc. 173 species of plants belonging to 74 families have been recorded here. A survey conducted by the Zoological Survey of India listed 443 species, ranging from microscopic protozoa to large mammals in the small area. 107 species of birds, 96 species of butterflies and 19 species of fishers are also found in the area. Owing to its cultural importance and noteworthy flora and fauna, Renuka Lake has also been recognised as a Wetland of International Importance (Ramsar Wetland). It forms a unique recognition as only 25 wetlands have been designated in our country while Himachal has 3 viz., Pong Dam Lake, Chandertal Lake and Renuka Lake. Area of the PA: 4.02 sq. km Area of the ESZ: 15.29 sq. km Extent of the ESZ: 0.36 km to 1.09 kms

(ii) No objections/representations/public comments have been received with respect to the Draft Notification. (iii) The Committee observed that the State has reduced the maximum extent from 2.5 km to 1.09 km from draft to final stage of notification. As a result of change of extent, the area of ESZ however remained same. Representative from the State Government stated that the minimum extent of 0.36 km is due to the location of temples and river in the Western side. Expert Committee emphasized on the proper demarcation of the boundary and the list of geo co-ordinates adhering to it. Chairperson requested representative of BSI and ZSI to share the information of flora and fauna with the State. The Committee, after deliberation recommended the finalisation of the notification subject to submission of following information: (a) The revised area of ESZ;

(b) Demarcation of boundaries of PA and ESZ on the map alongwith list of geo co-ordinates as shown in the map; (c) List of flora and fauna as given by BSI and ZSI. 4. Eco-Sensitive Zone around Great Himalayan National Park Conservation Area, Himachal Pradesh:
Draft Notification of the Eco Sensitive Zone around Great Himalayan National Park Conservation Area, Himachal Pradesh was published on 5th August, 2016.
(i) The DFO gave a detailed presentation on the above Proposal. It was mentioned that the Great Himalayan National Park Conservation Area covers the Great Himalayan National Park, Khirganga National Park, Sainj Sanctuary and Tirthan Sanctuary and is located about 240 kilometres from Shimla and 72 kilometres from Kullu in Kullu District, Himachal Pradesh and is spread over an area of 1615.40 sq. km. The key species found are; Western Tragopan, Himalayan Monal, Cheer pheasant, Kaleej, Goral, Koklash, Musk deer, Blue sheep, Himalayan tahr, Snow leopard, Common leopard, Himalayan black bear, Brown bear, Yellow throated marten and Flying squirrel etc. Deodar, Blue pine, Cypress, Chilpine, Silver fir, Spruce and Taxus are among conifers and Quercus incana, Q. delatata, Q. semicarpifolia, Celtis australis, Horse chestnut, Walnut, Maple, Prunus, Alder, Birch, Ash, Cedrella serrata, Populus, Salix are among broad-leaved species and some of the commercial value herbs are Balchhar, Dhoop, Glaeoda, Guchhi, Hathpanja, Karoo, Mehndi, Nihanoo, Patish and Shingli mingli. The District Forest Officer (DFO) mentioned that approximately 209 species of birds have been reported from this Sanctuary. It was mentioned that one part comes under the Kanawar WLS; hence zero extent has been proposed at that point. The DFO emphasized that the main problem arising in the sanctuary is the problem of territorial divisions. The range of extent proposed is from 500 metres to 6 kilometres. The Salient features are as follows: Area of the PA: 1615.40 sq. km Area of the ESZ: 417.0018 sq. km Extent of the ESZ: 500 metres to 6 km (ii) No objections/ public comments have been received with respect to the Draft Notification. (iii) While discussing territorial issue within the sanctuary, the Chairperson insisted on preparation of management plan for the entire Wildlife Sanctuaries in consultation with the Wildlife Institute of India (WII). The Committee observed that State has wrongly tabulated the geo co-ordinates and suggested for its correction. It was also noted that geo coordinate points are not properly represented on the map.
After detailed deliberations, the Expert Committee recommended the finalisation of the notification subject to the submission of following: (a) List of correct geo-coordinates for PA and ESZ;

(b) List of co-ordinates should properly be represented on the map (c) List of habitations with geo-coordinates and correctly represented on the map. 5. Eco-Sensitive Zone around Talra WLS, Himachal Pradesh: The Proposal was earlier considered in the Expert Committee Meeting on 19th October, 2017. The Committee desired that the State Government should prepare an integrated ESZ Proposal wherever two or more Wildlife Sanctuaries are situated closely or located in the vicinity of National Parks. In case of Talra Wildlife Sanctuary, the State informed that this sanctuary may be treated as isolated sanctuary and can be considered for Eco-Sensitive Zone. Draft Notification of the Eco Sensitive Zone around Talra WLS, Himachal Pradesh was published on 3rd June, 2016. (i) The District Forest Officer (DFO) gave a detailed presentation on the above Proposal. He explained that. The Talra Wildlife Sanctuary is situated in Shimla District of Himachal Pradesh and is spread over an area of about 46.48 sq. km. The extent was informed to be in the range of 0.954 km to 4 km. The flora and fauna represent rich biological significance of this sanctuary. Some important species of flora of this sanctuary include Deodar (Cedrus deodara), Kharsu (Quercus semecarpifolia), Bhoj patra (Betula alnoides), Rakhal (Taxus baccata), Rai (Picea smithiana) and fauna like Leopard (Panthera pardus), Himalayan black bear (Selenarctos thibetanus), Barking Deer (Muntiacus muntjac), Goral (Nemorrhaedus goral), Himalayan Palm Civet (Paguma larvata), Eurasian Sparrow-Hawk (Accipiter nisus) Himalayan Griffon-Vulture (Gyps himalayensis), Rufous-Vented Tit (Parus rubidiventris), White Wagtail (Motacilla alba). The salient features of this sanctuary are: Area of the PA: 46.48 sq. km Area of the ESZ: 22.56 sq. km Extent of ESZ: 0.954 km to 4 km

(ii) No objections/representations/public comments have been received with respect to the Draft Notification. (iii) The Committee observed that the range of extent does not match with the map. It was also noted that geo coordinate points of PA and ESZ are not properly represented on the map.
After deliberations, the Committee recommended the Proposal for final Notification subject to submission of following information: (a) Correct map synchronising with the extent; (b) List of co-ordinates properly represented on the map;

(c) List of habitations with geo-coordinates properly represented on the map with legends. 6. Eco-Sensitive Zone around Tundah WLS, Dhauladhar WLS, Kugti WLS, Nargu WLS and Khokhan WLS, Himachal Pradesh: The Committee while discussing the Proposals of Wildlife Sanctuaries of Himachal Pradesh for ESZ, noted that there are 5 wildlife sanctuaries for which integrated Eco Sensitive Zone can be developed as they are all adjacent . These sanctuaries are Tundah WLS, Dhauladhar WLS, Kugti WLS, Nargu WLS and Khokhan WLS. Out of these, three sanctuaries namely Khokhan WLS, Kugti WLS and Nargu WLS have already been recommended in the 23rd Expert Committee meeting held on 19th October, 2016. The Committee took note that though three proposals have been recommended, but to preserve the biodiversity of these five sanctuaries together, the common ESZ may be considered around these sanctuaries. The Committee therefore suggested that an integrated proposal for development of Eco Sensitive Zone around these five Protected Areas may be prepared by the State Government and submitted to the Centre for consideration.
7. Eco-Sensitive Zone around Chandertal WLS, Himachal Pradesh: The above Proposal was earlier discussed in the 23rd Expert Committee Meeting of ESZ held during 19-20th October, 2016. The Committee pointed out to prepare integrated ESZ Proposals wherever two or more PAs are situated closely.
In case of Chandertal Wildlife Sanctuary, the State Govt. informed that this sanctuary may be treated as isolated sanctuary and proposed map be considered for declaration Eco Sensitive Zone. Draft Notification of the Eco Sensitive Zone around Chandertal WLS, Himachal Pradesh was published on 3rd June, 2016. (i) The DFO gave a detailed presentation on the above Proposal. It was informed that. The Chandertal Wildlife Sanctuary is situated in the Lahul- Spiti District of Himachal Pradesh spreading over an area of about 38.56 square kilometres and bounded with Eco Sensitive Zone of area 61.50 sq. km. The flora and fauna represent rich biological significance of this sanctuary. The Chandertal Wild Life Sanctuary is the habitat of Snow Leopard, Wolf, Marmot, etc., and some migratory and resident birds. The State Representative stated that the Eco Sensitive Zone has been proposed towards South East and South West of the Sanctuary. The North-East and North- West areas are inaccessible with thick glacial deposition and zero biotic pressure, hence that area is not proposed for ESZ. It was also mentioned that high altitude snow capped mountain in located in the North west side of the sanctuary. The salient features of this sanctuary are:

Area of the PA: 38.56 sq. km Area of the ESZ: 61.50 sq. km Extent of ESZ: 0.04 km to 3.6 km

(ii) No objections/public comments have been received with respect to the Draft Notification. (iii) The Chairperson pointed out that the boundary on the North in side is not clear on the map. The Committee suggested for providing of a proper map so that the ESZ boundary could be clearly demarcated from the Protected Area. It was also observed that the location of the villages is not represented in the map. After detailed deliberation, the Committee recommended for finalisation of the notification subject to submission of proper map clearly demarcating PA and ESZ boundaries and representing village geo co-ordinates in the map. 8. Eco-Sensitive Zone around Gamgul Siyabehi WLS, Himachal Pradesh: The above Proposal was earlier discussed in the 23rd Expert Committee Meeting of ESZ held during 19-20th October, 2016. The Committee pointed out to prepare integrated ESZ Proposals wherever two or more WLS/NPS are situated closely.
In case of Gamgul Siyabehi Wildlife Sanctuary, the State informed that this sanctuary may be treated as isolated sanctuary and the proposal map be considered for declaration it Eco Sensitive Zone. Draft Notification of the Eco Sensitive Zone around Chandertal WLS, Himachal Pradesh was published on 3rd June, 2016. (i) The DFO gave a detailed presentation on the above Proposal. It was mentioned that the Gamgul Siyabehi Wildlife Sanctuary is situated in Chamba District of Himachal Pradesh and is spread over an area of about 108.40 sq. km. The width of Eco Sensitive Zone varies from 500 m to 2 km within Himachal Pradesh territory. It was informed that the sanctuary has interstate boundary with Jammu & Kashmir in the North and West for which zero extent has been proposed. The sanctuary is rich in floral species like Kail (pinus excels), spruce (Picea morinda), Picea smithiana, and silver fir (Abies pindrow), Aesculus indica, Juglans regia, Acer, Acer pictum, Acer cesium, Celtis australis, Prunus padus, Ulmus wallichiana, Fraxinus floribunda, Morus serrata, Taxus baccata, Rhododendron etc., Corylus colurna, Prunus Cornata, Machilus sp. Litsea sp. Berberis, Lonicera, Viburnum, Deutzia, etc. The sanctuary is habitat of Fox (Vulpes vulpus, lomri), Himalayan Thar (Hemitragus jemlahicus), Muskdeer (Moschus moschieferus), Ghoral (Nemorthaedus goral), Leopard (Panthera pardus), Brown bear (Ursus arctos), Black Bear (Selenarctos thibetanus), Monal (Lophophorous impejanus), Western Tragopan (Tragopan melanocephalus) Chakor (Alectoris chukar), Koklas (Pucrasia macrolopha), Black Bear, Brown Bear, Leopard, Leopard Cat, Musk Deer, Ghoral, Monal, Chakor, Koklas, Kalij and Cheer.

The salient features of the Sanctuary are as follows: Area of the PA: 109 sq. km Area of the ESZ: 28.90 sq. km Extent of the ESZ: 0 to 2 km (zero extent in North and West due to J&K interstate boundary)

(ii) No objections/representations/public comments have been received with respect to the Draft Notification. (iii) The Committee observed that the list of geo co-ordinates of ESZ is inadequate. It was suggested that a proper map incorporating geo coordinate points may be prepared so that the ESZ boundary could be clearly demarcated from the Protected Area boundary. The map should also include the location of villages with proper legends. The Committee also suggested for inclusion of ridge area in ESZ on the Western side. notification subject to submission of revised map after including ridge area, clearly demarcating PA and ESZ boundaries and representing PA, ESZ and village go co- ordinates on the map. 9. Eco-Sensitive Zone around Churdhar WLS, Himachal Pradesh: The Proposal was earlier discussed in the 23rd Expert Committee Meeting of ESZ held during 19-20th October, 2016. The Committee pointed out to prepare integrated ESZ Proposals wherever two or more WLS/NPS are situated closely.
In case of Churdhar Wildlife Sanctuary, the State Govt. informed that this sanctuary may be treated as isolated sanctuary and can be considered for Eco Sensitive Zone. Draft Notification of the Eco Sensitive Zone around Churdhar WLS, Himachal Pradesh was published on 3rd June, 2016. (i) The DFO gave a detailed presentation on the above Proposal. Followings were explained. The Churdhar Wildlife Sanctuary is situated in Sirmour District of Himachal Pradesh and is spread over an area about 66.70 sq. km. The flora and fauna represent rich biological significance of this sanctuary. The Churdhar Wild Life Sanctuary is habitat of Leopard, Himalayan fox, Jackal, Barking Deer, Ghoral and apart from these more than 80 species of birds are found in this area.
The salient features are as follows: Area of the PA: 55.52 sq. km Area of the ESZ: 83.90 sq. km Extent of the ESZ: 0.514 km to 6.35 km

(ii) No objections/public comments have been received with respect to the Draft Notification. (iii) During presentation, the Committee noted that the range of extent, as proposed by the State i.e., 0.514 km to 6.35 km, is not matching with the map. It was suggested that map is to be prepared adequately. It was also advised that a map incorporating geo-coordinate points may be prepared. The map should also include the location of villages with proper legends. notification subject to submission of proper map representing correct extent, PA, ESZ and village go co-ordinates on the map. 11. Eco-Sensitive Zone around Daranghati WLS, Himachal Pradesh: The Proposal was earlier discussed in the ESZ Meeting held on 31st May, 2016. It was informed by the State that no comments have been received from public/stakeholders. The Committee observed that the boundary of protected area as well as ESZ area are not clear. Therefore the Committee after deliberations requested the State Govt. to resubmit the proposal to the Ministry. The proposal was again discussed in the meeting of expert committee on 27th February, 2017 Shri P. L. Chauhan, CCF (WL), Govt. of Himachal Pradesh apprised the committee about the revised proposal. The salient features are as follows: Area of PA : 167 Sq. kms Proposed ESZ area: 22.5 Sq kms Proposed Extent (Draft): Up to 375 meters Proposed Extent (Final): Upto 375 meters

Shri P. L. Chauhan informed that the Daranghati Wildlife Sanctuary is situated in Rampur, district Shimla, Himachal Pradesh and spread over an area of 167 sq km. The sanctuary provides a habitat for Western Tragopan, Cheer Pheasant, Must Deer, Ghoral, Serow Ghoral, Leopard, Monal, Koklash, Crested Kalij, many of which are endemic to Himalayan region and are endangered. He mentioned that the map of Daranghati WLS as well as the ESZ has been prepared as per the guidelines of ESZ division and re-submitted. The extent and area remains same as in the draft notification. He also mentioned that no village falls within the ESZ of WLS.

After discussion, the Expert Committee recommended the finalization of Draft Notification for Declaration of Eco-Sensitive Zone around the Daranghati WLS, in the state of Himachal Pradesh with above amendments. 12. Eco-Sensitive Zone around Majathal WLS, Himachal Pradesh:

The above Proposal was earlier discussed in the 18th Expert Committee Meeting of ESZ held on 31st May, 2016. During the meeting, the Committee sought details of the minimum extent of ESZ and requested for a revised proposal along with coloured maps of PA and ESZ. (i) Representative of the State Government presented the revised Proposal. It was informed by the DFO of Shimla that minimum extent is towards the North-East side because of precipitous slopes on River Satluj on the boundary. It was informed teat on the North-West side, the area of the sanctuary was later on extended during transfer of land to KOL dam. The State gave the extent range from 0.172 km to 2.0 km. As per the requirement, coloured map was also presented. The salient features of the sanctuary are as follows: Area of PA: 37.71 sq. kms
Proposed ESZ area: 12.68 sq kms
Proposed Extent: 0.172 km to 2.0 km

(ii) During discussion, Chairperson emphasized on early preparation of management plan for protection of area. The Committee observed that the map is not proportion to the extent defined particularly minimum ESZ boundary on South and West Side. Eco-Sensitive Zone around Sherjung National Park, Himachal Pradesh (Earlier known as Simbalbara WLS): The Proposal was earlier discussed in the 18th Expert Committee Meeting of ESZ held on 31st May, 2016. During the meeting, the Committee desired that the State Government may provide detailed justification for proposed zero ESZ and submit a revised Proposal. (i) Representative of the State Government presented the revised Proposal. It was mentioned that the sanctuary has a contiguous border with Kalesar WLS, Haryana lying to the South-east side and Raja ji National Park of Uttarakhand is located at about 7-8 km distance. During presentation, the extent was reported to be in the range of 0.965 km to 7.76 km.
The Salient features are as follows: Area of the PA: 27.88 sq. km Proposed ESZ area: 31.24 sq. km Proposed Extent: 0.965 km to 7.76 km

(ii) The Chairperson enquired about zero extent. It was informed that zero extent is on south-east side having interstate boundary with Haryana. The Committee, however, observed that the map is not in proportion to the extent particularly minimum ESZ boundary on Western Side within Himachal Pradesh. It was also advised that a map incorporating geo-coordinate points may be prepared. Eco-Sensitive Zone around Pong Dam Wildlife Sanctuary, Himachal Pradesh: The above Proposal was earlier discussed in the 18th Expert Committee Meeting of ESZ held on 31st May, 2016. During the meeting, the Committee noted that details of the minimum extent of the ESZ were not provided and a revised Proposal was sought from the State Govt. after extending the ESZ Area and with revised maps showing land use features and proper demarcation of PA and ESZ boundary. (i) Representative of the State Government presented the revised Proposal. It was mentioned that the area is basically a wetland and has been declared as an International Ramsar site in the year 2002, which has been the first site in the State. It was stated that 87 species of birds and 30 species of mammals which come under endangered category in IUCN have been reported from this sanctuary. It was also informed that the range of extent will be 0.193 km to 1.482 km. The Salient features of the sanctuary are as follows: Area of PA: 207.59 sq. km Proposed ESZ area: 46.31 sq. km Proposed Extent: 0.193 km to 1.482 km

(ii) The Committee observed that map of the sanctuary is not truly representing the boundaries of PA and ESZ towards West side and no ESZ shown on this side. The map needs to be scaled up properly to accommodate legends of PA, ESZ and villages. Chairperson requested representative of BSI and ZSI to share the information of flora and fauna with the State.
notification subject to submission of the following details: (a) Proper map using legends and representing correct extent; (b) Geo co-ordinates of PA, ESZ and villages on the map; (c) List of flora and fauna as given by ZSI and BSI. 15. Eco-Sensitive Zone around Lippa Asarang WLS, Himachal Pradesh:

The above Proposal was earlier discussed in the 18th Expert Committee Meeting of ESZ held on 31st May, 2016. During the meeting, the Expert Committee desired that ESZ area and extent require re confirmation. The Committee sought for a revised proposal for the extent, along with colour maps showing land use features and demarcation of PA and ESZ boundary for further consideration. (i) Representative of the State Government presented the revised Proposal. It was stated that Lippa Asarang WLS is located within Kinnoor town. It was mentioned that towards the North and North-west side, Pin Valley National Park and Rupi Bhaba National Park are located. It was mentioned that zero extent towards the Southern side is due to dense population. (ii) The Committee observed that State has wrongly tabulated the geo co-ordinates and suggested for its correction. It was also noted that geo coordinate points are not properly represented on the map. Further, the Committee was of the view that there is scope of increasing the extent towards Southern side.
After detailed deliberations, the Expert Committee advised to revise the above proposal on the following points: (a) Revise ESZ area and extent; (b) Revised map with List of correct geo-coordinates for PA and ESZ; (c) List of co-ordinates should be properly represented on the map; (d) List of habitations be provided with geo-coordinates and represented on the map adequately. 16. Eco-Sensitive Zone around Shimla Water Catchment WLS, Himachal Pradesh:
The Draft Notification of the Eco Sensitive Zone around Shimla Water Catchment WLS, Himachal Pradesh was published on 10th December, 2015. The Proposal was earlier considered in the 18th Expert Committee Meeting of ESZ held on 31st May, 2016. During the meeting, the Expert Committee stated that the minimum extent of ESZ should be mentioned. The Committee recommended that the proposal be revised and sent to Ministry along with detailed justification of the ESZ area and proposed extent. (i) Representative of the State Government presented the revised Proposal. It was stated that the area of the Wildlife Sanctuary is 10.20.sq. km and is the habitat for certain key species like Koklass Pheasant, Leopard, Goral, Barking Deer, etc. It was also informed that the range of extent will be 0.08 km to 1.455 km. The salient features of the sanctuary are as follows: Area of PA: 10.20 sq. kms Proposed ESZ area: 7.71 sq kms
Proposed Extent: 0.08 km to 1.455 km

(ii) The Committee observed that the details of habitation are not represented on the map.

The discussion on the Proposals of Final Notification related to Gujarat was deferred on the request of the State. C. Jammu and Kashmir
17. Eco-Sensitive Zone around Nandini WLS, Jammu & Kashmir:
The Draft Notification of the Eco Sensitive Zone around Nandini WLS, Jammu & Kashmir was published on 28th April, 2016.
(i) Shri Suresh Chug, Principal Chief Conservator of Forests gave a detailed presentation on the Proposal. It was informed that the Nandini Wildlife Sanctuary is located on the Northern side of Jammu District and covers an area of 33.34 square kilometres and falls between 32°47/43// to 32°53/23// North Latitude and 74°56/19// to 76°59/39// East Longitude. The flora and fauna represent rich biological significance of this Sanctuary and is specifically valued for the presence of two species of galliforms viz., genetically threatened red jungle fowl and peafowl and one species of goat-antelopes viz., goral (Nemorhaedus goral).This sanctuary is probably the only protected wildlife area in Jammu region which represents this goat-like mammal. The area hosts a wide variety of fauna and avifauna typical to the area of sub-tropical climate. The floral composition of the sanctuary is rich and diverse. The forests along the upper reaches of Nandini ridge comprise of Chir pine (Pinus roxburghii) constituting upper canopy. The lower hills are covered with broad-leaved species like Acacia catechu, Acacia modesta, Dalbergia sissoo, Bombax ceiba, Aegle mermelos, Zizyphus jujuba, Ficus racemosa, Syzygium cumini, Lannea cormandelica, Bauhinia species constitute the middle canopy. The under story comprises of Cassia fistula, Mallotus philippensis, Emblica officinalis, Flacourtia indica, Carrisa opaca, Woodfordia fruiticosa, etc., with various grasses and herbs as ground cover. Many of these species are fruit and seed bearers which serve as a good food source for wild animals. The sanctuary houses a variety of rare and endangered animals. It was informed that towards the Southern side 0.15 km extent has been proposed due to the presence of river Tawi.
The salient features of the sanctuary are as follows: Area of the PA: 33.34 sq. km Area of the ESZ: 15.80 sq. km

Extent of the ESZ: 0.75 km to 1.85 km, towards the Southern side 0.15 km

(ii) No objections/ public comments were received with respect to the Draft Notification.
(iii) The Committee suggested for inclusion of the river Tawi under the coverage of the ESZ Area which is flowing in the South East direction. It was observed that the list of habitation is not provided. The Committee suggested the State to provide the list of habitation falling within the ESZ, along with geo-coordinates of PA and ESZ in a tabular form. notification subject to submission of revised map after including river zone in ESZ, and details of geo co-ordinates of PA, ESZ and habitation/villages falling within the ESZ. D. MAHARASHTRA 18. Eco-Sensitive Zone around Mayureshwar Supe WLS, Maharashtra: The Draft Notification of the Eco Sensitive Zone around Mayureshwar Supe Wildlife Sanctuary was published on 5th August, 2016.
(i) Shri Satyajit Gujar, Deputy Conservator of Forests, Pune gave a detailed presentation on the Proposal. It was informed that the Mayureshwar Supe Wildlife Sanctuary is situated at Baramati and Daund Talukas in Pune District of Maharashtra and is spread over an area of 514 hectares or 5.14 sq. km. The sanctuary comprises of a rich floral and faunal diversity and harbours wildlife species like wolf, jackal, Indian gazelle, monitor lizard, common cursor, etc. It was informed that at the Southern side of the Sanctuary, State Highway road Morgaon-Supe passes along the boundary of the sanctuary hence zero ESZ has been proposed in this area.
The Salient features are as follows: Area of the PA:
5.145 sq. Km Area of the ESZ: 1.20 sq. Km Extent of ESZ: 0 to 100 metres

(ii) No objections/public comments were received with respect to the Draft Notification.
(iii) The Committee observed that the map is not legible. Hence, Committee suggested for submission of a proper legible map. notification subject to submission of proper legible map representing co-ordinate points of PA and ESZ boundaries and village lists.

Eco-Sensitive Zone around Umred-Karhandala WLS, Maharashtra: The Proposal was earlier discussed in the ESZ Meeting held on 4th February, 2016. The ESZ Committee was of the opinion that wherever the extent of ESZ is zero, complete villages adjacent to PA could be included. Committee also suggested that any adjoining forest area may also be included in the ESZ. Accordingly a revised Proposal was sought from the State of Maharashtra.
The proposal was again discussed in the meeting of expert committee on ESZ held on 27th February, 2017 under the Chairmanship of AS, Dr. Amita Prasad. (i) Sh. Shree Bhagwan, PCCF Maharashtra briefed about the proposal. The salient features are as follows: Area of PA:

189.29 Sq. Km Proposed ESZ area: 63.229 Sq. Km Proposed Extent (Draft): 0.2 km-10Km Proposed Extent (Final): 130 meters to 2.5 Km

He informed that the Umred Karhandala WLS is located on the junction of Nagpur and Bhandara Districts of Maharashtra with Wainganga River on the eastern side. He further informed that the ESZ boundary is revised based on suggestions of the ESZ committee held on 4th February, 2016 and also keeping in view the local conditions, feasibility and administrative issues.
He mentioned that Umred Karhandla WLS is surrounded by non-forest area and also two Talukas namely Bhivapur and Paoni are adjoining the PA boundary. Regarding the suggestion to make ESZ boundary coterminous with nearest village boundary, he opined that there may be conflicts with the villagers. So, the ESZ boundary is superimposed with the nearest survey numbers. He further mentioned that on northern side whole non-forest area between Nagpur and Bhandara districts is also included inside the ESZ. The revised Eco-Sensitive Zone is from 130 m to 2500 m from the boundary of Urmed Karhandla Wildlife Sanctuary and the area of ESZ is 63.230 Sq. Km.

(ii) After detailed discussions, the Expert Committee recommended the finalization of Draft Notification for Declaration of Eco-Sensitive Zone around the Urmed Karhandla WLS, in the state of Maharashtra with above amendments.

Eco-Sensitive Zone around Gangewadi New Great Indian Bustard Wildlife Sanctuary WLS, Maharashtra: The Draft Notification of the Eco Sensitive Zone around Gangewadi New Great Indian Bustard Sanctuary, Maharashtra was published on 5th November, 2015.

The Proposal was earlier considered in the 17th Expert Committee Meeting held on 30th May, 2016. The Committee opined that a minimum buffer zone could be created along the boundary of the Protected Area which presently has zero extent. In this regard, matter was taken up with the State Govt vide letters dated 7th December, 2016 and 2nd January, 2017 regarding revised area, list of villages falling within the Eco Sensitive Zone and justification of 40 metres as minimum extent. (i) The State has submitted the requisite information explaining justification for minimum ESZ extent of 40 metres distance. Shri. Shree Bhagwan informed that the area towards west side is barren upto 40 m. beyond that there are stone quarries which are presently not in use. Local people are protesting against extension of ESZ area beyond 40 metres. Hence, the area on West side is restricted to 40 metres. Accordingly, the Proposal may be processed for Final Notification with the submission of the co-ordinates of four villages mentioned by the State. 21. Eco-Sensitive Zone around Mount Abu WLS, Rajasthan: The Draft Notification of the Eco Sensitive Zone around Mount Abu WLS, Rajasthan was published on 20th November, 2015.
The Proposal was placed twice in the ESZ Meeting held on 5th October, 2016 and 19-20th October, 2016. However, at the request of the State Government the Proposal could not be discussed on both occasions. (i) Representative of the State Government presented the Proposal. It was informed that the Mount Abu WLS is situated in Aravalli Hill range in the South region of Rajasthan in Sirohi district and lies between 72° 53’ E–72° 35’ E longitude and 24°30’ N to 24°44’ N latitude comprising of an area of 326.09 sq. km was declared as a sanctuary in the year 2008 vide notification dated the April 17, 2008. With its comparatively undulating terrain, it provides habitat for the tropical moist deciduous plant species and ever green species found at higher altitudes which form micro habitat for the Aravalli Red Spur Fowl, Grey Jungle Fowl, and several other species of flora and fauna. Further the WLS is unique as it forms the distribution limit for many species that have moved from Himalayas. Mount Abu is one of the richest sanctuaries from the point of biodiversity. Nearly 42 species of reptiles, 6 species of amphibians, 16 species of fishes, 72 species of medicinal plants, 127 species of birds and 675 species of plants have been identified. Out of 32 endangered medicinal plants identified by the National medicinal plant board New-Delhi, 8 plant species are found in the sanctuary. The Salient features are as follows: Area of PA: 326.14 sq. km Area of the ESZ: 107.06 sq. km Extent of the ESZ: Around 1 km around the PA (ii) Comments from Shri. Rustum J Cama were discussed during the meeting. The major concerns raised were on extent area, construction activities on agricultural

areas, creation of joint corridor for movement of wildlife between states of Rajasthan and Gujarat. The Committee discussed the issues and it was noted that State has suitably provided the extent. The State was advised to create a corridor for interstate boundary. (iii) The Chairperson advised the State for consultations with Gram Panchayats regarding the Notification. The Committee observed incorrect names of flora and fauna and suggested for corrections. Further, Committee noted some patches of green zone towards South and North-east sides and suggested to include these areas under ESZ. Since large number of co-ordinates is proposed all around PA and ESZ, however some of the co-ordinates are also required to be mentioned on the map with proper legends. Location of villages needs to be shown suitably on the map representing with legends. notification subject to submission of revised map covering aforesaid observations of the Committee.

Eco-Sensitive Zone around Nahargarh WLS, Rajasthan: The draft notification for declaring an eco-sensitive zone around Nahargarh Wildlife Sanctuary was published on 24.09.2015 with the following features:

Area of PA: 52.40 sq km ESZ Area: 79.87 sq km ESZ Extent: Vary between 0 km and 13 Km from the boundary of PA.

The Proposal was earlier discussed in the ESZ Meeting held on 19th October, 2016. Number of representations received on draft notification from the various stakeholders were also discussed. Based on discussion, the Committee recommended submission of revised proposal addressing the concerns of the stakeholders, with revised size of ESZ area wherever possible and proper justification for zero extent for reconsideration. The proposal was again discussed in the meeting of expert committee on ESZ held on 27th February, 2017 Shri A. Tomar, Chief Conservator of Forests (Wildlife) Jaipur Govt. of Rajasthan appraised the Committee about the revised proposal. The salient features of the ESZ are as follows: Nahargarh Wildlife Sanctuary is situated in the Aravalli ranges at Amber hills of Jaipur district of Rajasthan. The WLS is spread across 52.40 square kilometres and has ‘Tropical Dry Deciduous Forest and ‘Tropical Thorn Forest and the forest is spread over the area on various soil formations and hilly terrain of Aravalis and hence varies in composition. The Wildlife sanctuary has a varied habitat having diversified fauna and flora and the major flora of this sanctuary includes Boswellia serrata, Linnea gradis Syn.L.coromandellica, Emblica officinalis, Wrightia tinctoria, Ficus glomerata, Sterculia urens, Cassia fistula, Acacia catechu, Butea

monosperma, Syzyguim cumini where leopard, Hyaena, Jackal, Wolf, Lemur, Porcupine, Bijju, Nevla, Chinkara, Indian Wild boar, Fox, Crocodile, Jungle Cat, Chital, Sambhar, Bluebull and many species of birds comprise the main fauna of the sanctuary. The State Government has sticutly amended area of ESZ. The revised ESZ area is now 79.356 sq.km, as against 79.872 sq.km in the earlier proposals. He further proposed ESZ of 13 KM on North-East side of PA and zero ESZ on rest of the sides due to heavy urbanisation.

After detailed discussions, the Expert Committee recommended the finalization of Draft Notification for Declaration of Eco-Sensitive Zone around the Nahargarh WLS, in the state of Rajasthan with above amendments. 23. Eco-Sensitive Zone around Bandh Baretha WLS, Rajasthan: The above Proposal was recommended in the expert committee Meeting held on 15th December, 2015. Subsequently State Government had proposed to modify the extent due to mining issue. The State Govt. was requested to furnish the revised proposal. The revised Proposal has been received on 17th February, 2017. The draft notification is expiring on 28.02.2017. The State could not finalise the proposal in time. The Committee was of the view that due to insufficient processing time the Proposal cannot be processed for Final Notification at this stage. The committee was of the view that this proposal may be republished as Draft with de novo process. 24. Eco-Sensitive Zone around Phulwari Ki Nal WLS, Rajasthan: Proposal was recommended in the ESZ Meeting held on 15th December, 2015. Subsequently, the State vide letter dated 24th November, 2016 informed that the
proposed ESZ includes some area of Gujarat and the Proposal therefore needs to be resubmitted only for area of Phulwari Ki Nal within Rajasthan State. Committee noted that the proposal has not been submitted by the State so far. The Committee was of the view that due to insufficient processing time the Proposal cannot be processed for Final Notification at this stage. The Committee suggested for submission of a fresh proposal with de novo process. 25. Eco-Sensitive Zone around Bassi WLS, Rajasthan: The above Proposal was recommended in the 16th Expert Committee Meeting of ESZ held on 4th February, 2016. However, during processing of the notification, information regarding GPS co-ordinates of PA and ESZ was unavailable and the same was sought by this Ministry vide letters dated 10.05.2016, 19.09.2016 and 05.01.2017. from the State Govt. (i) The State Representative presented the Proposal. The Committee observed that the co-ordinates of villages are still not represented on the map. State Govt. Is

therefore advised to expedite submission at thus important information for further processing.
26. Eco-Sensitive Zone around Sitamata WLS, Rajasthan: The above proposal was recommended in the expert committee Meeting held on 4th February, 2016. Subsequently, information was sought with regard to geo co- ordinates of the villages along with scientific names of flora and fauna. The requisite information has been provided. According the proposal can be processed for final notification. E. CHHATTISGARH 27. Eco-Sensitive Zone around Badalkhol WLS, Chhattisgarh: The Draft Notification of the Eco Sensitive Zone around Badalkhol WLS, Chhattisgarh was published on 29th March, 2016. The Proposal was earlier considered in the 22nd and 23rd Expert Committee Meetings of ESZ held on 5th October, 2016 and 19th October, 2016 respectively. However, the State Government did not attend the meetings. (i) Shri. C. S. Tiwari, Deputy Director, Elephant Reserve presented the Proposal. It was mentioned that the Badalkhol Wildlife Sanctuary is located in district Jashpur, Chhattisgarh and is an important protected area known for its rich habitat consisting of a variety of flora and fauna including Leopard, Monkey, Jackals Bear, etc. The WLS is spread over an area of 104.454 square kilometres provides a good habitat for the migratory Asiatic Elephant and has been declared as an Elephant Reserve. Migratory elephants use this sanctuary as a resting habitat with perennial sources of water and Sal forest. The Wildlife Sanctuary has been notified as an elephant reserve by the Government of Chhattisgarh vide notification no. F 8-6/2007/10-2 dated the 15th September, 2011. The Eco-sensitive Zone of Badalkhol Widllife Sanctuary lies between 22°51' 24.94" N to 23°0' 53.19" N Latitude and 83°43' 41.24" E to 83°57' 23.79" E Longitude. The Salient features are as follows: Area of the PA: 104.454 sq. km Proposed area of the ESZ: 52.610 sq. km Extent of the ESZ: up to 500 metres

(ii) Objections/Suggestions with respect to the draft notification were discussed. The major concerns raised were on construction activities, felling of trees, installation of electric & telecommunication towers and also addition of Biogas plant as promoted activity. Suggestions were also received for inclusion of 4 NGO representatives in Monitoring committee. Comments were also received requesting inclusion of all forest corridors & elephant migratory paths between Badalkhol & neighbouring reserve forest within the ESZ. The Committee deliberated the concerns raised during

public consultations and suggested to include the activities suitably in the notification. (iii) The Committee observed incorrect names of flora and fauna and suggested for corrections. It was also observed from the map that the Northern side has possibility for expansion of ESZ at points 4 and 6. In this context, Chairperson suggested for increasing the extent towards the North-East direction. It was also observed that co- ordinates of villages were not represented on the map. In addition, Committee suggested bio gas plant to be covered in promoted activity and elephant corridor to be planned with neighbouring reserve forests and suitably included in the ESZ. After detailed deliberations, the Committee asked the State Govt. for submission of revised proposal for re- consideration covering the suggested points. 28. Eco-Sensitive Zone around Bhoramdev WLS, Chhattisgarh: The Draft Notification of the Eco Sensitive Zone around Bhoramdev WLS, Chhattisgarh was published on 8th April, 2016. The Proposal was earlier considered in the 22nd and 23rd ESZ Meetings held on 5th October, 2016 and 19th October, 2016 respectively. However, the State Government did not attend the meetings. (i) As per the Draft Notification, the Bhoramdev Wildlife Sanctuary is situated in the Kawardha District in the State of Chhattisgarh and is spread over an area of 351.240 square kilometres. The sanctuary provides an extension to the Kanha Tiger Reserve as well as serves a corridor for migration or movement of wild animals between the Bhoramdev Wildlife Sanctuary and the Achanakmar Tiger Reserve and also connects this sanctuary with the Kanha Tiger Reserve and is located between the Kanha and Achanakmar Tiger Reserves. The sanctuary is an important protected area known for its rich habitat consisting of a variety of flora and fauna including Tiger, Leopard, Spotted Deer, Wild Pig, Langur, Peacock, Bear, Fox, Mongoose, Sambhar, Wild Dog, Blue Bull, Bison, Monkey, Hare, Hyeana, Python, Wild Cat, etc. The Salient features are as follows: Area of the PA: 351.240 sq. km Proposed area of the ESZ: 109.882 sq. km Extent of the ESZ: 0 to 1 km

(ii) Objections/Suggestions with respect to the draft notification were considered and discussed. The major concerns raised were on enlarging the ESZ extent upto 10 km, use of proper coloured map, banning of felling of trees, installation of electric & telecommunication towers and also addition of Biogas plant as promoted activity. Suggestions were also received for inclusion of NGO representatives in Monitoring committee. Comments were also received requesting for inclusion of all forest corridors & elephant migratory paths between Bhoramdev & neighbouring reserve forest within the ESZ.
(iii) The Committee deliberated the concerns raised during public consultations and suggested to include the activities suitably in the notification. Additionally, the

Committee took a note of newspaper item published on 25th September, 2016 related to construction of State Highway passing through the Wildlife Sanctuary. Committee emphasized that public concerns may also be taken into account including increasing the extent and the possibility to develop integrated ESZ with other adjacent sanctuary/Tiger Reserves.
(iv) The State Representative mentioned that the process of receiving public comments are still under process and require additional time for compiling the same. The Committee agreed to this and deferred the Proposal. Chairperson stated that the revised Proposal shall be discussed in the next ESZ meeting.

Eco-Sensitive Zone around Bhairamgarh WLS, Chhattisgarh: The State requested for dropping of the Proposal for declaring Eco Sensitive Zone around Bhairamgarh WLS as it now forms a part of proposed Indravati Tiger Reserve. The Committee agreed to drop the proposal.
Eco-Sensitive Zone around Barnawapara WLS, Chhattisgarh: The above Proposal was earlier considered in the 19th Expert Committee Meeting of ESZ held on 4th July, 2016. During the meeting, the Committee suggested for exploring the possibility of increasing the ESZ width. The Committee also desired that the scientific names along with the common names of flora and fauna be furnished, in consultation with BSI and ZSI. The Committee desired that the maps also include 8- 10 km area around the PA boundary. After deliberations the Committee recommended to submit revised proposal for further consideration. (i) Representative of the State Government gave a detailed presentation on the revised Proposal. It was mentioned that the area of the sanctuary is 244.66 sq. km and that of the ESZ is 182.5 sq. km. It was stated that the range of ESZ extent is 1 km to 7.2 km.

(ii) Chairperson appreciated the Proposal. The Committee noted that the list of geo co-ordinates are incorrectly represented and suggested for corrections. It was observed that State has provided the scientific names of Flora and Fauna.
After detailed deliberations, the Committee recommended for finalisation of the notification subject to submission of correct list of geo-coordinates and flora and fauna. 31. Eco-Sensitive Zone around Gomarda WLS, Chhattisgarh

The Proposal was earlier considered in the 19th Expert Committee Meeting of ESZ held on 4th July, 2016.
During the meeting, the Committee suggested exploring the possibility of increasing the ESZ width in the south and south-west side of the PA. The Committee desired that the scientific names along with the common name of flora and fauna be furnished, in consultation with BSI and ZSI. The Committee also desired that the maps may include 8-10 km area around the PA boundary. After deliberations the Committee recommended to submit revised proposal for further consideration. (i) Representative of the State Government presented the revised Proposal. The Committee after deliberations concluded that State has not followed the suggestions given in the last meeting rather submitted a similar Proposal. Therefore Committee suggested to revise the Proposal on the lines stated above and accordingly it shall be discussed in the next ESZ Meeting. 32. Eco-Sensitive Zone around Semarsot WLS, Chhattisgarh:
The Proposal was earlier considered in the 19th Expert Committee Meeting held on 4th July, 2016. Based on discussion, the Committee suggested for exploring the possibility of increasing the ESZ extent in the western side of the PA. The Committee also desired that the scientific names along with the common names of flora and fauna be furnished, in consultation with BSI and ZSI, if required. Finally it was recommended to submit a revised proposal.
(i) Representative of the State Government presented the revised proposal. It was informed that the area of the sanctuary is 430.361 sq. km. However, it was noted that the range of extent and area of ESZ have not been defined. Further Committee suggested for inclusion of contiguous Protected Areas in a single Proposal. Committee opined that elephant corridor may be considered with the nearby reserve forest for free movement. It was observed from the map that proper colour demarcation for land use is not given and also locations of villages are not given adequately in ESZ Area. Chairperson suggested the State Government to seek assistance from the Wildlife Institute of India (WII) for proper landscape approach.
After detailed deliberations, the Committee asked the State Govt. To submit to revised proposal incorporating following observations: (a) Justify the extent of ESZ and area covered; (b) Inclusion of contiguous Protected Areas in a single Proposal; (c) Take into consideration the elephant corridors connecting to nearby forests; (d) Revised map with proper colour codes reflecting land use, village location within ESZ. (e) Adoption of proper landscape approach with assistance of Wildlife Institute of India. F. ODISHA:

Eco-Sensitive Zone around Debrigarh WLS, Odisha:
The Draft Notification of the Eco Sensitive Zone around Debrigarh WLS, Odisha was published on 10th December, 2015.
The Proposal was last considered in the 19th ESZ Meeting held on 4th July, 2016. During the meeting, comments from Plant Bargarh Cement works were discussed. State Govt. during the meeting mentioned that the Dongri Lime stone mine may be kept outside the ESZ boundary and accordingly the width of the ESZ to be reduced to about 2 kms. Accordingly, a revised proposal was sought. (i) Representative of the State Government presented the revised Proposal. State Government requested for exclusion of Dongri limestone mines of cement plant. It was stated that 2 km distance from the PA shall be maintained at the locations with co-ordinates 21°38/ 5.7/// 83°32/5.4// to point 21° 44/ 34.2// / 83° 35/ 25.7//. It was mentioned that the revised ESZ area shall be 519.67, Sikim and the range of the extent will be 2 km to 5 km. It was informed that Hirakund and Mahanadi reservoirs are also included in the ESZ.
The salient features of Debrigarh WLS are as follows: Area of the PA: 353.81 sq. km Proposed ESZ area: 519.67 sq. km (revised area) Extent: 2 km to 5 km (Revised extent)

(ii) The Committee observed that geo co-ordinates of PA and ESZ are required to be properly represented on the map with legends. It was also observed that the locations of villages need to be shown suitably on the map with proper legends. notification subject to submission of proper map representing co-ordinate points for PA, ESZ and villages.

Eco-Sensitive Zone around Sunabeda WLS, Odisha:
The Draft Notification of the Eco Sensitive Zone around Sunabeda WLS, Odisha was published on 1st December, 2015.
The Proposal was earlier discussed in the ESZ Meeting held on 4th July, 2016. It was suggested by the Committee that possibility may be explored for further extension of the extent of ESZ on the western side. The Committee also suggested to explore common ESZ with Udanti Sitanadi Tiger Reserve, Chhattisgarh on the Western side. It was also desired that scientific names of flora and fauna along with common names be furnished in consultation with BSI and ZSI. (i) The District Forest Officer presented the revised Proposal. It was mentioned that the range of extent of the ESZ has been revised from 2.5-20 km to 10 - 20 km upto

Udanti Tiger Reserve, Chhattisgarh on the Southern side. The sanctuary has interstate boundary on the West.
The Salient features of the sanctuary are as follows: Area of PA: 600 sq. km Area of ESZ: 928.94 sq. km Extent of ESZ: 10 - 20 km upto Udanti Tiger Reserve, Chhattisgarh on the Southern side (ii) The Committee observed that geo co-ordinates of PA and ESZ are required to be properly represented on a legible map with proper legends. It was also observed that the locations of villages need to be shown suitably on the map with proper legends. After detailed deliberations, the Committee recommended for finalisation of the notification subject to submission of legible map representing co-ordinate points for PA, ESZ and villages.

Eco-Sensitive Zone around Kotagarh WLS, Odisha:
The Draft Notification of the Eco Sensitive Zone around Sunabeda WLS, Odisha was published on 1st December, 2015.
The Proposal was earlier discussed in the ESZ Meeting held on 31st May, 2016. During the meeting, it was informed that no comments were received from public/stakeholders. It was stated that Van Sangathan Samitis (VSS) with 6000 persons were involved in 15 regional/local activities. Expert Committee desired that colour maps be provided, with land use features and settlements and villages shown clearly along with demarcated boundaries of the PA and the ESZ. The State Government desired the inclusion of commercial signboards and hoarding as a regulated activity. The Committee after deliberations suggested for a revised proposal incorporating the aforesaid issues along with colour maps for further consideration. (i) Representative of the State Government presented the revised Proposal. It was mentioned that the revised area of the sanctuary is 399.5 sq. km. It was informed that the sanctuary has live elephant corridors, and movement of elephants take place from the South western direction towards the North Western direction.
(ii) Committee observed incorrect representation of geo-co ordinates and suggested for corrections. It was observed that geo co-ordinates of PA and ESZ are required to be properly represented on a legible map with legends. It was also observed that the locations of villages need to be shown suitably on the map with proper legends. notification subject to submission of the following details: (a) Proper legible map representing co-ordinate points for PA, ESZ and villages; (b) Correct representation of geo-co ordinates in DMS format and in tabular form.

Eco-Sensitive Zone around Kuldiha WLS, Odisha:
The Draft Notification of the Eco Sensitive Zone around Kuldiha WLS, Odisha was published on 24th February, 2016. The salient features of the Kuldiha WLS are as follows: Area of PA: 272.75 sq. kms Proposed ESZ area: 234.48 sq kms Proposed Extent: 0 to 7 kms (Revised)

The Proposal was last considered in the 18th Expert Committee Meeting on ESZ held on 31st May, 2016 and recommended by the Committee.

Subsequent to the recommendation of the Committee, a number of representations were received from the State Government, MP/MLA and public regarding the extent of ESZ towards south-south eastern part of the PA near the villages Mohumuhan and Khanjamal,
State Government requested that the F&E Department after careful consideration have recommended for exclusion of the NAC area from ESZ and accordingly, the ESZ boundary has been modified to exclude the NAC area from the ESZ keeping the Gramya Jungle portion of the NAC within the sanctuary.
(ii) Committee agreed to the request of the State and the Proposal was recommended with the above changes. It was also observed that geo co-ordinates of PA and ESZ are required to be properly represented on the map with proper legends. The location of villages need to be shown suitably on the map with proper legends. After deliberations, the Committee recommended for finalisation of the notification subject to submission of proper map representing co-ordinate points for PA, ESZ and villages.

Revised ESZ Template for Final Notification Revised ESZ Template has been prepared in the Ministry for finalisation of ESZ Notifications. The ESZ Template was circulated to all the States and the experts of the ESZ Committee for their views and comments. The Chairperson requested members of ESZ Committee to provide their comments at the earliest so that consolidated view can be incorporated in the template.

In view of above discussions, it is summarised that 23 Proposals are recommended, 5 Proposals to be revised, 2 deferred, 2 Proposals to be published afresh and 1 dropped on the request of the State Government. Three Proposals were also discussed on which information were pending. Status on these Proposals is as under:

At the outset, Chairperson welcomed the Members of the Expert Committee and representatives of the State Governments of Assam, Manipur, West Bengal, Madhya Pradesh, Telangana, Kerala and Karnataka.

   Before consideration of individual ESZ proposals, the Committee noted that

the generic comments/observations received from Conservation Action Trust, Mumbai on the activities listed in regulated and prohibited categories in the various draft notifications are being considered in the meeting and adequately addressed within the provisions of the draft notification and the existing rules and regulations. Thereafter, the Chairperson invited the representatives of the States to make presentations on their respective proposals:

ASSAM

4.1
Eco-sensitive Zone around Amchang Wildlife Sanctuary, Assam

Shri M K Yadava, Govt. of Assam apprised the Committee about the proposal. The draft notification was published on 18.03.2016. The salient features of the ESZ are as follows: Area of PA : 78.64 sq.kms
Proposed ESZ area : 109.99 sq.kms

No comments were received from stakeholders/public. It was mentioned that the sanctuary consists of disjoint blocks. Brahmaputra River is located on the North-east boundary. Zero ESZ extent has been proposed on the Westside due to the presence of the Cantonment area. The Committee asked the state Govt to provide proper list of flora & fauna and recommended for finalization of draft Notification.

4.2 Eco-sensitive Zone around Dibru Saikhowa NP, Assam

Shri M K Yadava, Govt. of Assam apprised the Committee. The draft notification was published on 08.04.2016. The salient features of the ESZ are as follows: Area of PA : 340 sq.kms

up to 9.144 kms.

Comments received from various stakeholders were considered. Committee noted that there is oil drilling sites in the vicinity. The Committee after detailed deliberation asked the State Govt. to have a careful re-look at the proposal and deferred the consideration in its present form.

4.3 Eco-sensitive Zone around Borail Sanctuary, Assam

Shri M K Yadava, Govt. of Assam apprised the Committee. The draft notification was published on 08.04.2016. The salient features of the ESZ are as follows: Area of PA : 326.25 sq.kms
Proposed ESZ area : 309.16 sq.kms

0.5 km to 6 kms

Comments received regarding installation of high tension transmission towers were considered and agreed subject to requisite safeguards including bird deflectors. It was appraised by the state that the ESZ area has been increased to 612 square kilo- meters. It was explained that the zero ESZ extent on the western and northern sides are due to interstate boundary with Meghalaya. Committee suggested extending the ESZ towards Southern side covering the hills and recommended proposal subject to submission of boundary details on the Southern periphery of the ESZ.

4.4 Eco-sensitive Zone around Panidehing Bird Sanctuary, Assam

Shri M K Yadava, Govt. of Assam presented the proposal. The draft notification was published on 19.04.2016. The salient features of the ESZ are as follows: Area of PA : 33.93 sq.kms
Proposed ESZ area : 254.84 sq.kms
Proposed Extent :
1.66 km to 10 kms

No comments have been received from stake holders/public. Committee noted that there is oil drilling sites in the vicinity. The Committee after detailed deliberation asked the State Govt. to have a careful re-look at the proposal and deferred the consideration in its present form.

4.5 Eco-sensitive Zone around Sonai Rupai Sanctuary, Assam

Comments received from various stakeholders were considered. It was explained that the zero ESZ extent on the north is due to the inter sate boundary. After deliberation Committee recommended for the finalisation of the notification subject to submission of ESZ Area, description of the boundary and flora & fauna details.

4.6 Eco-sensitive Zone around Rajiv Gandhi Orang WLS, Assam

Shri M K Yadava, Govt. of Assam apprised the Committee. The draft notification was published on 22.09.2015. The salient features of the ESZ are as follows: Area of PA : 79.28 sq.kms

No comments have been received. The proposal was earlier deferred in ESZ meeting held on 4.2.2016. Shri M K Yadava, informed that the Rajiv Gandhi Orang WLS has been changed to Rajiv Gandhi Orang Tiger Reserve. State Government mentioned about the change in ESZ Area on Southern and Eastern side. Committee suggested redrawing the boundary in North-West along with the Singhri Hills. On the concurrence of NTCA, Shri Yadava informed that the State will submit the proposal to NTCA shortly. Accordingly, the Committee deferred the consideration of proposal and asked the state govt to submit the proposal with revised ESZ Boundary and NTCA concurrence.

4.7 Eco-sensitive Zone around Nameri NP, Assam

Shri M K Yadava, Govt. of Assam apprised the Committee. The draft notification was published on 09.12.2015. The salient features of the ESZ are as follows: Area of PA : 200 sq.kms

The Committee asked for redrawing the ESZ boundary connecting point no. 25 to 21 in the map presented in the meeting in its southern periphery. The Committee recommended for finalization of draft notification subject to submission of the new map, ESZ area and GPS co-ordinates.

4.8 Eco-sensitive Zone around Bherjan Borajan WLS, Assam

Shri M K Yadava, Govt. of Assam apprised the Committee. The draft notification was published on 09.12.2015. The salient features of the ESZ are as follows: Area of PA

: 7.21 square kilo meters

Proposed ESZ area : 37.89 square kilo meters

Committee noted that there is oil drilling sites in the vicinity. The Committee after detailed deliberation asked the State Govt. to have a careful re-look at the proposal and deferred the consideration in its present form.

MANIPUR

4.9 Eco-sensitive Zone around Jiri Makru Santuary, Manipur

Shri Arun R.S, Govt. of Manipur apprised the Committee about the proposal. The draft notification was published on 10.03.2016. The salient features of the ESZ are as follows:

Comments received from various stakeholders were considered. Shri Arun informed that the extent of ESZ is varying upto 9.5 km. from the boundary of the Jiri Makru WLS except on the North-Eastern and North-Western sides where the sanctuary shares boundary with States of Nagaland & Assam respectively. State government also requested that the Monitoring Committee to be headed by the Dy. Commissioner instead of CCF/CF. The Committee recommended for finalization of draft notification with above said changes.

WEST BENGAL

4.10 Eco-sensitive Zone around Jaldapara NP, West Bengal

Dr. R.P. Saini, Govt. of West Bengal apprised the Committee. The draft notification was published on 29.03.2016. The salient features of the ESZ are as follows: Area of PA : 234.51 sq.kms

Comments received from various stakeholders were considered. Dr. R.P. Saini informed that the Northern part of Jaldapara NP is adjacent to Bhutan. So, zero ESZ extent has been suggested on the Northern side of the ESZ. The Committee recommended for finalization of draft notification.

4.11 Eco-sensitive Zone around Neora Valley NP, West Bengal

Dr. R.P. Saini, Govt. of West Bengal apprised the Committee about the proposal. The draft notification was published on 20.10.2016. The salient features of Area of PA : 159.89 sq.kms

Saini informed that the Northern part of the ESZ passes through the Pangolakha Wildlife Sanctuary in Sikkim which is just adjacent to the Northern part of West Bengal. Hence zero ESZ has been proposed on the northern side. The Committee recommended for finalization of draft notification.

MADHYA PRADESH

4.12 Eco-sensitive Zone around Nauradehi WLS,Madhya Pradesh Shri Alok Kumar, Govt. of Madhya Pradesh apprised the Committee about the proposal. The draft notification was published on 02.06.2016. The salient features of Area of PA : 1197.04 sq.kms

Accordingly, it is again considered along with the comments received from Conservation Action Trust, Mumbai. Committee recommended for finalization of draft notification.

4.14 Eco-sensitive Zone around Kunopalpur WLS NP, Madhya Pradesh

   The revised proposal was awaited from state Govt. Based on the revised

proposal received from State Govt Committee suggested for preparation of draft notification.

4.15 Eco-sensitive Zone around Madhav NP, Madhya Pradesh

The proposal was earlier considered and recommended in the expert committee meeting held on 5.7.2016. The information w.r.t co-ordinates of WLS, co- ordinates of ESZ, boundary description, clear map, scientific name of flora were awaited from state Govt. Based on the information provided by the state, Committee recommended for finalization of draft notification.

4.16 Eco-sensitive Zone around Ghughua Fossil NP, Madhya Pradesh

The proposal was earlier considered and recommended in the ESZ meeting held on 5.7.2016. The information w.r.t minimum extent, ESZ boundary description, scientific names of flora were awaited from the state Govt. Based on the information provided by the state Govt, Committee recommended for finalization of draft notification.

4.17 Eco-sensitive Zone around Sailana WLS, Madhya Pradesh

The proposal was earlier considered and recommended in ESZ meeting held on 5.7.2016. The information w.r.t minimum extent, ESZ boundary description, scientific name, flora were awaited from state Govt. The State Govt. again requested for presentation of this proposal. The draft notification was published on 29.03.2016. The salient features of the ESZ are as follows:

  Shri Alok Kumar, Govt. of Madhya Pradesh apprised the Committee that the

State Government proposes to submit a revised proposal with the approval of Competent Authority. Chairperson suggested the State Government to take proper view regarding Windmill issue. The Committee deferred the proposal and sought new draft proposal with wider consultations among stakeholders.

The proposal was earlier considered and recommended in the ESZ meeting held on 5.7.2016. The information w.r.t minimum extent, ESZ boundary description, scientific name, flora were awaited from the state Govt. Based on the information provided by the state, Committee recommended for finalization of draft notification.

4.19 Eco-sensitive Zone around Satpura Tiger Reserve, Panchmari & Bori WLS, Madhya Pradesh

The proposal was earlier considered and recommended in ESZ meeting held on 5.7.2016. The information w.r.t minimum extent, ESZ boundary description, scientific name, flora were awaited from the state Govt. Based on the information provided by the state Committee recommended for finalization of draft notification.

4.20 Eco-sensitive Zone around Sanjay Dubri & Sanjay NP, Madhya Pradesh

The proposal was earlier considered and recommended in ESZ meeting held on 5.7.2016. The information w.r.t minimum extent, ESZ boundary description, scientific name, flora were awaited from state Govt. Based on the information provided by the state Committee recommended for finalization of draft notification.

4.21 Eco-sensitive Zone around Dianasoure NP, Madhya Pradesh

The proposal was earlier considered and recommended in ESZ meeting held on 5.7.2016. The information w.r.t minimum extent, ESZ boundary description, scientific name, flora were awaited from state Govt. Based on the information provided by the state, Committee recommended for finalization of draft notification.

TELANGANA

4.22 Eco-sensitive Zone around Kinnersani Sanctuary, Telangana

Shri Dr. Manoranjan, Govt. of Telangana apprised the Committee. The draft notification was published on 28.07.2016. The salient features of the ESZ are as follows: Area of PA : 640.33 Sq. Km Proposed ESZ area : 1449.44 sq.kms

No comments have been received from public/stake holders. Dr. Manoranjan informed that this Protected area is the habitat for Tiger, Panther, Gaur and variety of other flora and fauna. This protected area links Papikonda National Park in A.P State along with Pakhal and Eturnagaram Sanctuaries in Telangana State, providing corridor for movement of Tiger, Gaur etc. The proposed ESZ along with the PA is catchment of Kinnerasani River, a tributary of River Godavari. The area of the Eco- sensitive zone is 1449.44 Sq. Kms. out of which an area of 497.84 Sq. Kms. is Reserve Forest in Paloncha Forest Division, and 730.59 Sq. Kms. is Forest land in Kothagudem Forest Division. After detailed deliberations, the Committee recommended for finalization of draft notification.

KERALA

4.23 Eco-sensitive Zone around Chulannur Pee Fowl Sanctuary, Kerala Shri G. Hari Kumar, Govt. of Kerala apprised the Committee. The draft notification was published on 10.12.2015. The salient features of the ESZ are as follows: Area of PA : 3.42 sq.kms

Proposed ESZ area : 2.667 sq kms
Proposed Extent : 100 mtr to 990 mtr.

        No comments received from public/stakeholders. Committee observed that

there is zero extent on some sides of the proposed ESZ. State Government mentioned that this sanctuary is a small one with area coverage of only 3.42 sq.kms and surrounded by habitation in adjacent areas The Committee recommended for finalization of draft notification.

4.24 Eco-sensitive Zone around Silent Valley NP, Kerala

Shri G. Hari Kumar, Govt. of Kerala apprised the Committee. The draft notification was published on 06.01.2016. The salient features of the ESZ are as follows: Area of PA : 89.52 sq.kms

No comments received from public/stakeholders. It was observed that there was incorrect mention of latitude and longitudes. The State Government ensured that

they would respond to the deficiencies within a week, with corrections in geo coordinates, RET species, etc. The Committee recommended for finalization of draft notification subject to correction of above deficiencies by the state Govt.

4.25 Eco-sensitive Zone around Aralam WLS, Kerala

Shri G. Hari Kumar, Govt. of Kerala apprised the Committee. The draft notification was published on 29.03.2016. The salient features of the ESZ are as follows: Area of PA : 55 sq.kms

mentioned that area of the PA is 10.136 sq. km and the extent varies in the range upto 3.06 km. State government has mentioned that it has consulted the local people. Committee requested for documenting the list of flora and fauna properly in consultation with ZSI and BSI. The Committee recommended for finalization of draft notification subject to submission of above details by the state Govt.

4.26 Eco-sensitive Zone around Kottiyoor WLS, Kerala

Shri G. Hari Kumar, Govt. of Kerala apprised the Committee about the proposal. The draft notification was published on 09.09.2016. The salient features of Area of PA : 30.38 sq.kms

Shri B.J. Hasmath, Govt. of Karnataka apprised the Committee about the proposal. The draft notification was published on 13.01.2016. The salient features of Area of PA : 38.48 sq.kms

The Gudekote Sloth Bear Sanctuary in the Kudligi and Sandur Talukas of Bellary was notified in 2013 primarily for the conservation of the endangered mammal, the Sloth Bear. The Sanctuary’s rocky boulder terrain with caves, scrub jungle is an ideal habitat for the Sloth Bear and the sanctuary also has tree species such as Red Sandal, Ficus, etc and fauna such as Leopard, Pangolin, Civet Cat, Jungle Cat, Wild Boar, Jackal, Porcupine, Black-naped Hare, Ruddy Mongoose, etc, some of which are Schedule-I species and it also forms a habitat for about 150 species of birds and reptiles such as Star Tortoise, Python, Russell’s Viper, Red Sand Boa, Cobra, etc. No comments received from public/stakeholders. After detailed discussion, the Committee recommended for finalization of draft notification.

4.39 Eco-sensitive Zone around Ramadevarabetla Vulture Sanctuary,
Karnataka

proposal. The draft notification was published on 03.06.2016. The salient features of Area of PA : 3.46 sq.kms

Proposed ESZ area : 7.56 sq kms

       Proposed Extent

130 mtrs to 1.8 kms

No comments received from public/stake holders. State informed that there is no change between the draft and the Final Notification. It has suggested few changes in Construction activities with an addition of local commercial use. Similarly, State Government requested few changes under setting up of industries, establishment of hotels and resorts and Commercial Water Resources and Erection of electrical Cable. Based on discussion, State of Karnataka has mentioned that they are fine with the template provided for the regulated and prohibited activities and follow it accordingly. Expert Committee asked for the list of endangered species of animals and especially vultures. The Committee recommended for finalization of draft notification.

4.40 Eco-sensitive Zone around Nugu WLS, Karnataka

proposal. The draft notification was published on 28.07.2016. The salient features of Area of PA : 30.32 sq.kms
Proposed ESZ area : 28.38 sq. kms
Proposed Extent : 100 mtrs to 6.65 kms

Comments received from stakeholder were considered. State mentioned that it is a part of Bandipur Tiger Reserve. The Chairperson requested that both sanctuaries be combined. The Committee favoured for consolidated Proposal. But since Bandipur WLS has already been finally notified the Committee agreed for individual Proposal for Nugu WLS but suggested it should include the map of Bandipur WLS for better understanding and implementation. The Committee recommended for finalization of draft notification.

4.41 Eco-sensitive Zone around Biligiriranganaswamy Tiger Reserve, Karnataka

proposal. The draft notification was published on 28.07.2016. The salient features of Area of PA : 574.82. sq. kms

Proposed ESZ area : 467.92 sq kms
Proposed Extent : Upto 6 kms

Comments received from Federation of Indian Granite & Stone Industry, Bangalore, Mysore Minerals Limited (MML), Bengaluru, Ashoka Trust for Research in Ecology and the Environment (ATREE) and Shri Santosh L were considered. State Government mentioned that the area of the ESZ is 262 Sq. km and it has been wrongly mentioned in the Draft Notification. It has mentioned that there are nine (9) Enclosure villages within the Sanctuary those are part of ESZ. It was mentioned that for inclusion of Revenue enclosures inside the PAs as ESZ views of NTCA has been sought and decision would be taken accordingly. The Extent of the ESZ has been mentioned to be in the range of 0.5 km to 6 km. Committee requested to provide the list of Flora and Fauna. The Committee recommended for finalization of draft notification subject to incorporation of the above changes and views of NTCA.

4.42 Eco-sensitive Zone around Bhadra Tiger Reserve, Karnataka

proposal. The draft notification was published on 28.07.2016. The salient features of Area of PA : 500.16 sq. kms

Proposed ESZ area : 740.76 sq kms

       Proposed Extent

: 2 kms to 8 kms

State Government mentioned that total area of the ESZ need to be changed to 740.56 Sq. Kms and the enclosure village areas within the Sanctuary forms a part of Eco-sensitive Zone. Also, it has increased the maximum extent of the ESZ to 12.5 km. No comments received from public/stake holders. State mentioned that there has been no change in Draft and Final Notification. It was requested to maintain the new template for preparation of the Notification. The Committee recommended for finalization of draft notification incorporating the above changes.

4.43 Eco-sensitive Zone around Chinchioli Sanctuary, Karnataka

proposal. The draft notification was published on 28.07.2016. The salient features of Area of PA : 134.88 sq.kms
Proposed ESZ area : 139.29 sq. kms

       Proposed Extent

: Upto 9.8 kms

State Government has mentioned that total area of the ESZ is 165.28 Sq. Kms and it need to be changed. Zero ESZ extent is due to the interstate boundary with Telangana State. There are 11 revenue enclosures inside the PA those are included in the ESZ area. Comments received from Shri Abdul Rouf Miriyan and Shri Bheemashetty Mukka has been considered. State Government mentioned that there has been no major change in the proposal. The Committee recommended for

finalization of draft notification subject to incorporation of the above changes and views of NTCA. . 4.44 Eco-sensitive Zone around Dandeli Anshi Tiger Reserve, Karnataka

proposal. The draft notification was published on 02.11.2016. The salient features of Area of PA : 814.884 sq.kms

Proposed ESZ area : 1201.94 sq. kms

       Proposed Extent

: Upto 7 kms

To include the Revenue enclosures inside the Protected Area, a separate discussion was held earlier and views of the Wildlife Division and NTCA was sought. Accordingly, the committee deferred the proposal. Based on the NTCA views on the inclusion of Revenue enclosures in the ESZ the proposal would be discussed further.

4.45 Eco-sensitive Zone around Moukambika WLS, Karnataka

proposal. The draft notification was published on 19.10.2015. The salient features of Area of PA : 394.65 sq.kms
Proposed ESZ area : 168.23 sq.kms

       Proposed Extent

: Upto 10 kms

Along with Someshwara Wildlife Sanctuary, Moukambika Wildlife Sanctuary remains one of the last remaining forest or habitat for Malabar Civet Cat, which is considered as endemic and restricted to few places of Kerala & Karnataka. Some of the reptiles include King Cobra, Rock Python, Indian Cobra, Bamboo Pit Viper etc. No comments received from public/stake holders. No major changes sought by the state Government. Committee recommended for finalization of draft notification.

4.46 Eco-sensitive Zone around Malai Mahadeshwara WLS , Karnataka

proposal. The draft notification was published on 31.03.2016. The salient features of Area of PA : 906.187 sq.kms

Proposed ESZ area : 123.66 sq. kms

       Proposed Extent

: 0.23 km to 3.80 kms

State Government has mentioned that the area of the ESZ is 143.12 Sq. Kms. This difference in area is due to inclusion of entire Meenyam & Ponnachi Enclosures.
There are 8 villages inside the ESZ and 18 revenue enclosures included in the ESZ.

State Government has also revised the minimum extent of ESZ from 0.23 Kms to 0.45 Kms and maximum extent from 3.80 Kms to 4.2 Kms. Further, the State Government has mentioned that one temple needs to be removed from the ESZ and accordingly, the area under the temple authority may be excluded from the ESZ. No comments received from public/stake holders and no major changes in the prohibited and regulated activities proposed by the State Government. The committee after detailed discussion recommended the finalisation of the Draft notification subject to submission of additional information and Maps of the revised ESZ Area.

4.47 Eco-sensitive Zone around Melukote WLS, Karnataka

proposal. The draft notification was published on 31.03.2016. The salient features of Area of PA : 49.82 sq.kms
Proposed ESZ area : 129.058 sq. kms

       Proposed Extent

: 0.4 km to 4.75 km

State Government has revised the extent of the Eco-Sensitive Zone. Now, it is varying between a 1.00 kilometer (revised from 0.40 Kms) to a maximum of 4.30 kilometers (revised from 4.75 Kms) from the boundary of the Wildlife Sanctuary. Accordingly, the area of the ESZ has changed to 133.88 sq km. However, the number of villages inside the ESZ remains the same. No comments received from public/stakeholders. No major changes proposed for prohibited and regulated activities. The Committee recommended for finalization of draft notification incorporating above changes.

4.48 Eco-sensitive Zone around Bannerghatta NP, Karnataka

proposal. The draft notification was published on 15.06.2016. The salient features of Area of PA : 260.51 sq.kms
Proposed ESZ area : 268.96 sq. kms

       Proposed Extent

: 100 meter to 4.5 km

State Government has reduced the ESZ area to 181.57 Sq including 16 Revenue enclosures within the Bannerghatta National Park. State government requested to include the revenue villages in the ESZ. It was intimated that based on the views of NTCA the inclusion of revenue enclosures would be considered. No comments received from public/stake holders. The Committee after detailed deliberation recommended for finalization of draft notification subject to the views of NTCA on the inclusion of the revenue enclosure in the ESZ.

4.49 Eco-sensitive Zone around Daroji Bear Moukambika WLS, Karnataka

The draft notification to declare Eco-Sensitive Zone (ESZ) around Daroji Bear Sanctuary in the State of Karnataka was published in the Gazette on 22nd September, 2015.

The proposal was earlier discussed in the meeting of expert committee on ESZ held on 4th February, 2017 and it was deferred on the request of State Government. The salient features of the ESZ are as follows:

Area of PA : 82.72 sq.kms. Proposed ESZ area : 158.70 sq.kms. Proposed Extent : 150 meters to 4.7 kilo-meters

Comments received from Conservation Action Trust, Mumbai and Shri S.P. Reddy were considered. During the presentation Shri B.J. Hasmath, Govt. of Karnataka informed that the extent has been increased from 1.0 kilometre to 4.7 kilo meters. The ESZ area has been increased to 158.70 sq. kilometres. Revenue area as ESZ outside the wildlife Sanctuary boundary is 142.01 square kilometres, RF outside WLS is 11.17 sq. kilometres). After detailed discussion, the committee recommended for finalization of the draft notification with above said changes.

4.50 Eco-sensitive Zone around Ranganathittu WLS, Karnataka

proposal. The draft notification was published on 03.06.2016. The salient features of Area of PA : 0.67 sq. kms

Proposed ESZ area : 19.29 sq kms

       Proposed Extent

: 0.50 kms to 2.35 kms

Comments received from Shri Rajeeva Deva Diga and Shri Mahesh Kumar was considered. State Government mentioned that there was slight increase in ESZ area due to calculation error, earlier it was 19.29 sq km and now it is 20.59 sq km. On the prohibited and regulated activities State Government agreed to the new template. The Committee recommended for finalization of draft notification.

Based on the draft Notifications, comments received, presentations made on the proposals and discussions, the Expert Committee recommended thirty two (32) proposals, deferred fifteen (15) proposals and approved to publish draft notification for two proposals of Madhya Pradesh.

On the implementation of the Zonal Master plan of the ESZ proposal, especially

for the habitat improvement, conservation of water bodies and development of sustainable livelihood option and other aspects of the ecology and environment that needs attention the following were discussed:

 as per the recommendations of National Board for Wildlife in its meeting held on 17th March 2005 in line with the section 5C(1) of the Wild Life (Protection) Act 1972 and notification issued by the Ministry of Environment, Forest and Climate Change, Government of India vide F No. 1-9/2007 WL-1 (pt) dated 9th

February 2011 in line with the section 3 of Environment (Protection) Act 1986, State Governments shall have to send the list of Protected Areas and proposals for the declaration of Eco-sensitive Zone including the activities to be regulated/ prohibited/ permitted and the mechanisms for their implementation to Union Ministry of Environment, Forest and Climate Change (MoEF & CC) for the gazette notification;
 the proposal for the creation of ESZ inter alia should also have provision for preparation and implementation of Zonal Master Plan;  The Expert Panel suggests that the funds could be channelized through Compensatory Afforestation Fund Management and Planning Authority (CAMPA) or other sources of the MoEF& CC / State CAMPA funds.

On the flora and fauna data, Chairperson mentioned that BSI and ZSI would provide the list to the concerned states and WII would provide the guidelines for preparing the Zonal Master Plan. Respective states should consult with the Regional or the Head office of ZSI and BSI for the compilation of the flora fauna list while preparing the ESZ proposals.

The present status of ESZ proposals was apprised to the Committee. The Chairperson asked to expedite the process for issues of both Draft and Final Notifications:
