का.आ. 4893(अ).— पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की प्रारूप अजधसूचना का.आ. 2052 (अ),
दिनांक 2 मई, 2022 के अजधक्रमण में, अजधसूचना के जनम्नजलजखत प्रारूप, जिसे केन्द्र सरकार, पर्ाावरण (संरक्षण)
अजधजनर्म, 1986 (1986 का 29) की धारा 3 की उपधारा (2) के खंड (v) और खंड (xiv) तथा उपधारा (3) के साथ
परित उपधारा (1) के तहत प्रित्त िजिर्ों का प्रर्ोग करते हुए, िारी करने का जवचार रखती है, पर्ाावरण (संरक्षण)
अजधजनर्म, 1986 के जनर्म 5 के उपजनर्म (3) की अपेक्षानुसार, ऐसे िनसाधारण की िानकारी के जलए प्रकाजित दकर्ा
िा रहा है जिनके इसके द्वारा प्रभाजवत होने की संभावना है, और र्ह भी सूजचत दकर्ा िाता है दक उि प्रारूप अजधसूचना
पर, उस तारीख से, जिस तारीख को इस अजधसूचना को अंतर्वाष् ट करने वाले भारत के रािपत्र की प्रजतर्ां उि
िनसाधारण को उपलब्ध करा िी िाती हैं, साि दिन की अवजध की समाजि पर र्ा उसके पश् चात् जवचार दकर्ा िाएगा;
ऐसा कोई भी व्यजि, िो इस प्रारूप अजधसूचना में अंतर्वाष्ट प्रस्ट्तावों के संबंध में कोई आपजत्त र्ा सुझाव िेने का
इच्छुक है, वह इस प्रकार जवजनर्िाष्ट अवजध के भीतर, केन्द्र सरकार द्वारा जवचार दकए िाने के जलए, अपनी आपजत्त र्ा

प्रारूप अजधसूचना
िहााँदक, कमलांग बाघ ररज़वा 783 वगा दकलोमीटर क्षेत्रफल में फैला हुआ है और र्ह अरुणाचल प्रिेि के लोजहत
जिले में जस्ट्थत है;
और िहााँदक, नमिफा राष्ट्रीर् उद्यान एवं बाघ ररिवा 2230.245 वगा दकलोमीटर के क्षेत्रफल में फैला हुआ हैं
जिसमें से 1985.235 वगा दकलोमीटर कोर और 245 वगा दकलोमीटर बफर िोन हैं, और र्ह भारत के उत्तर पूवी भाग में
अरूणाचल प्रिेि के चांगलांग जिले में जस्ट्थत है।
और िहााँदक, कमलांग वन्द्र्िीव अभर्ारण्र् को अजधसूचना संख्र्ा सीडब्ल्र्ूएल/डी/58/88/3175-3250, दिनांक
18 अक्टूबर, 1989 के तहत वन्द्र्िीव अभर्ारण्र् के रूप में अजधसूजचत दकर्ा गर्ा था और इसे अजधसूचना सं.
सीडब्ल्र्ूएल/डी/159/2014/680-1781 द्वारा दिनांक 6 जसतंबर, 2016 से बाघ ररज़वा का स्ट्तर प्रिान दकर्ा गर्ा था।
नमिफा को अजधसूचना संख्र्ा सीएलडब्ल्र्ू/डी/8/83/5284-5360 के तहत राष्ट्रीर् उद्यान अजधसूजचत दकर्ा गर्ा था और
इसे अजधसूचना सं. एनओ एफओआर 482/डी-4/84 द्वारा दिनांक फरवरी 1987 से बाघ ररज़वा घोजित दकर्ा गर्ा था;
और िहााँदक, कमलांग वन्द्र्िीव अभर्ारण्र् को नमिफा राष्ट्रीर् उद्यान, िो बाघ ररज़वा भी है, का जवस्ट्तार करके
उसमें िोडा गर्ा है और र्ह िैव जवजवधता की िृजष्ट से समृद्ध है िो जवजभन्न वनस्ट्पजत एवं िीविन्द्तुओं के जवकास के जलए
आििा रूप से उपर्ुि है;
और िहााँदक, नमिफा राष्ट्रीर् उद्यान जवश्व का एकमात्र ऐसा संरजक्षत क्षेत्र है जिसमें बडी जबल्ली की 4 प्रिाजतर्ां -
िैसे तेंिुआ, बाघ, स्नो-लैपडा और लमजचत् ता जनवास करती हैं। र्ह पूवी जहमालर्न िैव-जवजवधता हॉटस्ट्पॉट में आने वाला
सबसे बडा संरजक्षत क्षेत्र है। क्षेत्रफल की िृजष्ट से र्ह भारत में तीसरा सबसे बडा राष्ट्रीर् उद्यान है। र्ह क्षेत्र जवस्ट्तृत
जडप्टेरोकापा वनों के जलए भी िाना िाता है जिसमें ऑर्काड, फना और जलर्ानास प्रचुरता में पार्े िाते है और र्ह एजिर्ा के
अंजतम सुिूर वन क्षेत्रों में आता है।
और िहााँदक, कमलांग बाघ ररज़वा में और इसके आस-पास मुख्र् वनस्ट्पजत प्रिाजतर्ां िैसे दक जडप्ररोकापास
मैक्रोकारपस (होलोग), िोररर्ा असाजमका (साल), एलल्टंजगर्ा एक्सेल (िटली), मोरास लेजवगाता (बोला), जडलेजनर्ा
इंजडका (आउटेंगा), टर्मानजलर्ा मेररर्ोकारपा (होलॉक), टूना जसजलएटा, जसनामोमम सीसीडोडाफन्ना, कास्ट्टानोजप्सस
इंजडका (जहगोरी), कैनाररर्म रेसीजनफेरम, डुबांगा ग्रैंडफोजलर्ा (खोकान), जडक्सॉजक्सलोन हैजमल्टोजन (बंिरडीमा),
दक्रप्टोमोररर्ा पेजनस्ट्र्ाटा, एलेकापास िेजनटरस (रुराक्ष), मैग्नोजलर्ा जग्रदफथी, माइकजलर्ा चैम्पाका (टीता चैम्पा), वेजतसा

और िहााँदक, नमिफा बाघ ररज़वा में और इसके आसपास पार्ी िाने वाली मुख्र् वनस्ट्पजत प्रिाजतर्ां जहमालर्न
मेपल (एसर ओब्लोंगम), स्ट्पोंजडर्ास जपन्नाटा (अमोरा टेंगा), पॉलीएजल्थर्ा जसजमअरम (कारी), अल्स्ट्टोजनर्ा स्ट्कॉलररस
(चरटआना), स्ट्टीररर्ोस्ट्पमाम कोलाइस (पारोली), कैनाररर्म बेंगालेंस (धूना), कैन्नाजबस सारटवा (माररिुआना), काप्पाररस

सडेलवार्ी; िुलाभ िीविंतु प्रिाजतर्ों िैसे कुओरा मौहोटी, हेलाक्टोस मलार्नस, मेलोगाले एसपीपी., मुस्ट्टेला फ्लेजवगुला,
एओजनक्स जसनेररर्ा, जप्रनोडोन पार्डाकोलर है; लुिप्रार् प्रिाजतर्ों, िैसे दक जबस्ट्वामार्ोप्टेरस जबस्ट्वासी, ऐलुरस फुलगेन्द्स,
कुओन एजल्पनस, जप्रर्ोनेलुरस जववेररनस, पैंथेरा टाइजग्रस, पैंथेरा अनजसअल, एलीफस मैजक्समस, होलॉक होलॉक, एजक्सस

राकोफोरस नामिाफेजन्द्सस, ऊिजबलाव (लुटररनै एसपीपी.) को संरक्षण, सुरक्षा और आश्रर् प्रिान करता है;
और िहााँदक, बाघ ररज़वा में एक िुलाभ वनस्ट्पजत प्रिाजत जसलोअम नुडुम और एक संकटापन्न िीव-िंतु प्रिाजत
हुलॉंक जगबन को भी संरक्षण, सुरक्षा और आश्रर् जमलता है;
और िहााँदक, कमलांग बाघ ररज़वा और नमिफा बाघ ररज़वा के क्षेत्र, जवस्ट्तार और सीमाओं, जिन्द्हें पैरा 1 में
पाररजस्ट्थजतकी, पर्ाावरणीर् और िैव जवजवजधता की िृजष्ट से पाररजस्ट्थजतकी संवेिी िोन के रूप में जवजनर्िाष्ट दकर्ा गर्ा हैं,
को सुरजक्षत और संरजक्षत करना और उि पाररजस्ट्थजतकी संवेिी िोन में उद्योगों र्ा उद्योगों के वगों के संचलन और
कारोबार का जनिेध आवश्र्क है;
अतः अब, केन्द्र सरकार, पर्ाावरण (संरक्षण) जनर्म, 1986 के जनर्म 5 के उपजनर्म (3) के साथ परित पर्ाावरण
(संरक्षण) अजधजनर्म, 1986 (1986 का 29) (जिसे इसमें इसके पश्चात् पर्ाावरण अजधजनर्म कहा गर्ा है) की धारा 3 की
उपधारा (2) के खंड (v) और खंड (xiv) एवं उपधारा (3) के साथ परित उपधारा (1) के तहत प्रित्त िजिर्ों का प्रर्ोग
करते हुए, अरुणाचल प्रिेि राज्र् के कमलांग बाघ ररज़वा और नमिफा बाघ ररज़वा की सीमा के चारों ओर 0 (िून्द्र्)
दकलोमीटर से 11.92 दकलोमीटर तक जवस्ट्तृत क्षेत्र को कमलांग बाघ ररज़वा और नमिफा बाघ ररज़वा पाररजस्ट्थजतकी संवेिी

िोन (जिसे एतजश्मन पश्चात् पाररजस्ट्थजतकी संवेिी िोन कहा गर्ा है) के रूप में अजधसूजचत करती है, जिसका जववरण
जनम्नानुसार है, र्था:-
- पाररजस्ट्थजतक संवेिी िोन का जवस्ट्तार और सीमार्ें.- (1) पाररजस्ट्थजतकी संवेिी िोन का जवस्ट्तार कमलांग बाघ ररज़वा
और नमिफा बाघ ररज़वा की सीमा के चारों ओर 0 से 11.92 दकलोमीटर होगा। इस पाररजस्ट्थजतकी संवेिी िोन का क्षेत्रफल
450.39 वगा दकलोमीटर है। जवजभन्न दििाओं में पाररजस्ट्थजतकी संवेिी िोन का जवस्ट्तार जनम्न रूप से हैः-

रटप्पणः नमिफा राष्ट्रीर् उद्यान और बाघ ररिवा के पूवी और िजक्षणी दििा में पाररजस्ट्थजतकी संवेिी िोन को िून्द्र्
प्रस्ट्ताजवत दकर्ा गर्ा है क्र्ोंदक र्ह सीमा भारत-म्र्ांमार अंतरााष्ट्रीर् सीमा से सटी हुई है।
(2) कमलांग बाघ ररज़वा और नमिफा बाघ ररज़वा के चारों ओर पाररजस्ट्थजतकी संवेिी िोन की सीमा का
जववरण अनुलग्नक-I के रूप में संलग्न है।
(3) सीमा जववरण और अक्षांि और िेिांतर के साथ इस पाररजस्ट्थजतकी संवेिी िोन को सीमांदकत करते हुए कमलांग बाघ ररज़वा और नमिफा बाघ ररज़वा के मानजचत्रों को अनुलग्नक–IIक, अनुलग्नक–IIख और अनुलग्नक–IIग के रूप में संलग्न दकर्ा गर्ा है।
(4) कमलांग बाघ ररज़वा और नमिफा बाघ ररज़वा और पाररजस्ट्थजतकी संवेिी िोन की सीमा के भू-जनिेिांकों की सूची अनुलग्नक-III की सारणी क, सारणी ख और सारणी ग में िी गई है।
(5) पाररजस्ट्थजतकी संवेिी िोन के अंतगात आने वाले ग्रामों की सूची, उनके मुख्र् लबंिुओं के भू-जनिेिांकों सजहत अनुलग्नक-IV के रूप में संलग्न है। - पाररजस्ट्थजतकी संवेिी िोन की आंचजलक महार्ोिना.–(1) राज्र् सरकार, पाररजस्ट्थजतकी संवेिी िोन के प्रभावी प्रबंधन
के प्रर्ोिनों के जलए, रािपत्र में इस अजधसूचना के प्रकािन की तारीख से िो विा की अवजध के भीतर , स्ट्थानीर् व्यजिर्ों के
परामिा से तथा इस अजधसूचना में दिए गए अनुबंधों का पालन करते हुए राज्र् के सक्षम प्राजधकारी के अनुमोिनाथा के जलए
आंचजलक महार्ोिना तैर्ार करेगी ।
(2) पाररजस्ट्थजतकी संवेिी िोन की आंचजलक महार्ोिना को राज्र् सरकार, अजधसूचना में जवजनर्िाष् ट रीजत से तथा
प्रासंजगक केंरीर् और राज् र् जवजधर्ों के अनुरूप और राज्र् सरकार द्वारा िारी दििा जनिेिों, र्दि कोई हों, के अनुसार ही
तैर्ार की िाएगी।
(3) इस आंचजलक महार्ोिना में पाररजस्ट्थजतकी और पर्ाावरण संबंधी जविर्ों को समेदकत करने के जलए इसे राज्र् सरकार के जनम्नजलजखत जवभागों के परामिा से तैर्ार दकर्ा िाएगा, र्था:- (i) पर्ाावरण;

वन और वन्द्र्िीव;
(iii)
कृजि;
(iv)
रािस्ट्व;
(v)
िहरी जवकास;
(vi)
पर्ाटन;
(vii)
ग्रामीण जवकास;
(viii)
जसचांई और बाढ़ जनर्ंत्रण;
(ix)
नगरपाजलका;
(x)
पंचार्ती राि; और
(xi)
लोक जनमााण जवभाग।
(4) िब तक इस अजधसूचना में ऐसा जवजनर्िाष्ट न हो, इस वतामान में अनुमोदित भू-उपर्ोग, अवसंरचना और दक्रर्ाकलापों
पर इस आंचजलक महार्ोिना (िोनल मास्ट्टर प्लान) के तहत कोई प्रजतबंध नहीं लगार्ा िाएगा तथा आचंजलक महार्ोिना
से अवसंरचनाओं और दक्रर्ाकलापों में सुधार करके उन्द्हे और अजधक कारगर और पाररजस्ट्थजतकी-अनुकूल बनाने का प्रर्ास
दकर्ा िाएगा।
(5) आंचजलक महार्ोिना में वनरजहत और अवक्रजमत क्षेत्रों के सुधार, वतामान िलािर्ों के संरक्षण, आवाह क्षेत्रों के
प्रबंधन, िल-संभरों के प्रबंधन, भू-िल के प्रबंधन, मृिा और नमी के संरक्षण, स्ट्थानीर् िनता की आवश्र्कताओं तथा
पाररजस्ट्थजतकी एवं पर्ाावरण के ऐसे अन्द्र् पहलुओं से संबंजधत प्रावधान दकर्े िार्ेंगे जिन पर ध्र्ान दिर्ा िाना आवश्र्क
है।
(6) आंचजलक महार्ोिना में सभी जवद्यमान पूिा स्ट् थलों, ग्रामों एवं िहरी बजस्ट्तर्ों, वनों की श्रेजणर्ों एवं दकस्ट् मों, कृजि
क्षेत्रों, ऊपिाऊ भूजम, उद्यानों एवं उद्यानों की तरह के हररत क्षेत्रों, बागवानी क्षेत्रों, बगीचों, झीलों और अन्द्र् िलािर्ों की
सीमा का सहार्क मानजचत्र के साथ जनधाारण दकर्ा िाएगा और प्रस्ट्ताजवत भू-उपर्ोग की जविेिताओं का ब्र्ौरा भी दिर्ा
िाएंगा।
(7) आंचजलक महार्ोिना के तहत पाररजस्ट्थजतकी संवेिी िोन में जवकास कार्ों को जवजनर्जमत दकर्ा िार्ेगा और सारणी में
सूचीबद्ध पैरा-4 में प्रजतजिद्ध और जवजनर्जमत दक्रर्ाकलापों का अनुपालन दकर्ा िाएगा और स्ट् थानीर् समुिार्ों की िीजवका
को सुरजक्षत करने के जलए पाररजस्ट्थजतकी अनुकूल जवकास को सुजनजश्चत दकर्ा िाएगा और उसकी अजभवृजद्ध भी की िाएगी।
(8) आंचजलक महार्ोिना, क्षेत्रीर् जवकास र्ोिना की सह-काजलक होगी ।
(9) राज्र् सरकार द्वारा अनुमोदित आंचजलक महार्ोिना, जनगरानी सजमजत के जलए एक संिभा िस्ट्तावेि का काम करेगी
तादक वह इस अजधसूचना के उपबंधों के अनुसार जनगरानी के अपने कत्ताव्यों का जनवाहन कर सके।
(10) आंचजलक महार्ोिना की तैर्ारी और इसके अनुमोिन के लजम्बत रहने के िौरान दकसी भी नर्े व जवकासात्मक
दक्रर्ाकलापों को पैरा 6 के उप-पैरा (1) और (2) में जनर्िाष्ट प्रावधानों के अनुसार अजधिाजसत दकर्ा िार्ेगा।
3. राज्र् सरकार द्वारा दकए िाने वाले उपार्.- राज्र् सरकार अजधसूचना के उपबंधों को प्रभावी बनाने के जलए
जनम्नजलजखत उपार् करेगी, र्था:-

(1) भू-उपर्ोग.– (क) पाररजस्ट्थजतकी संवेिी िोन में वनों, बागवानी क्षेत्रों, कृजि क्षेत्रों, मनोरंिन के जलए अजभज्ञात उद्यानों
और खुले स्ट्थानों का बडे वाजणजज्र्क दक्रर्ाकलापों र्ा आवासीर् पररसरों र्ा औद्योजगक दक्रर्ाकलापों के जलए प्रर्ोग र्ा
पररवतान दकर्े िाने की अनुमजत नहीं होगी:
परंतु भाग (क), में जवजनर्िाष्ट प्रर्ोिन से जभन्न अन्द्र् दकसी प्रर्ोिन के जलए पाररजस्ट्थजतकी संवेिी िोन के भीतर कृजि और
अन्द्र् भूजम के पररवतान, जनगरानी सजमजत की जसफाररि पर और क्षेत्रीर् नगर र्ोिना अजधजनर्म तथा तत्समर् लागू
केन्द्रीर् सरकार एवं राज्र् सरकार के अन्द्र् जनर्मों एवं जवजनर्मों के अधीन तथा इस अजधसूचना के उपबंधों के अनुसार
सक्षम प्राजधकारी के पूवा अनुमोिन से और स्ट्थानीर् जनवाजसर्ों की जनम्नजलजखत आवासीर् िरूरतों को पूरा करने के जलए िी
िा सकेगी र्था,:-
(i) जवद्यमान सडकों को चौडा करना, उन्द्हें सुिृढ़ करना और नई सडकों का जनमााण करना;
(ii) बुजनर्ािी ढांचों और नागररक सुजवधाओं का जनमााण और नवीकरण;
(iii) प्रिूिण उत्पन्न न करने वाले लघु उद्योग;
(iv) कुटीर उद्योग एवं ग्राम उद्योग; पाररजस्ट्थजतकी पर्ाटन में सहार्क सुजवधा भण्डार, और स्ट्थानीर् सुजवधाएं तथा गृह
वास; और
(v) बढ़ावा दिर्े गर्े और पैराग्राफ-4 में उजल्लजखत दक्रर्ाकलापः
परंतु र्ह भी दक क्षेत्रीर् िहरी जनर्ोिन अजधजनर्म तथा राज्र् सरकार के अन्द्र् जनर्मों एवं जवजनर्मों के अंतगात
सक्षम प्राजधकारी के पूवा अनुमोिन के जबना और संजवधान के अनुच्छेि 244 के उपबंधों तथा तत्समर् प्रवृत्त जवजध , जिसके
अंतगात अनुसूजचत िनिाजत और अन्द्र् परंपरागत वन जनवासी (वन अजधकारों की मान्द्र्ता) अजधजनर्म, 2006 (2007 का
2) भी आता है, का अनुपालन दकए जबना िनिातीर् भूजम का वाजणजज्र्क र्ा औद्योजगक जवकास दक्रर्ाकलापों के जलए
प्रर्ोग दकर्े िाने की अनुमजत नहीं िी िार्ेगी:
परंतु र्ह भी दक पाररजस्ट् थजतकी संवेिी िोन के अंतगात आने वाली भूजम के अजभलेखों में हुई दकसी त्रुरट को ,
जनगरानी सजमजत के जवचार प्राि करने के पश्चात्, राज्र् सरकार द्वारा प्रत्र्ेक मामले में एक बार सुधारा िा सकेगा और उि
त्रुरट को सुधारे िाने की सूचना केंर सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् को िे िी िाएगी:
परंतु र्ह भी दक उपर्ुाि त्रुरट को सुधारने में , इस उप-पैरा में र्था उपबंजधत के जसवार्, दकसी भी ििा में भू-
उपर्ोग का पररवतान िाजमल नहीं होगा।
(ख) अनप्रर्ुि र्ा अनुत् पािक कृजि क्षेत्रों में वनीकरण तथा पर्ाावासों की बहाली के कार्ाकलापों से पुन: वनीकरण दकए
िाने के प्रर्ास दकए िाएंगे।
(2) प्राकृजतक िल स्रोत.- सभी प्राकृजतक िलमागों के िलग्रहण क्षेत्रों की पहचान की िाएगी और आंचजलक महार्ोिना में
उनके संरक्षण और बहाली की र्ोिना भी सजम्मजलत की िाएगी और राज्र् सरकार द्वारा इस तरह से दििा-जनिेि तैर्ार
दकए िाएंगे दक उसमें ऐसे क्षेत्रों में र्ा उसके आस-पास जवकास दक्रर्ाकलापों को प्रजतबजन्द्धत और जनबंजधत दकर्ा सके िो
दक ऐसे क्षेत्रों के जलए घातक हों।
(3) पर्ाटन एवं पाररजस्ट्थजतकी-पर्ाटन.– (क) पाररजस्ट्थजतकी संवेिी िोन में सभी नए पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलाप र्ा
वतामान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार की पाररजस्ट्थजतकी संवेिी िोन संबंधी पर्ाटन महार्ोिना के अनुसार ही अनुमजत
होगी।
(ख) पाररजस्ट्थजतकी पर्ाटन महार्ोिना पर्ाटन जवभाग द्वारा राज्र् सरकार के पर्ाावरण और वन जवभाग के परामिा से
बनार्ी िाएगी।
(ग) पर्ाटन महार्ोिना आंचजलक महार्ोिना का ही एक घटक होगी।

(घ) पर्ाटन महार्ोिना को पाररजस्ट्थजतकी संवेिी िोन की वहन क्षमता के अध्र्र्न के आधार पर तैर्ार दकर्ा िार्ेगा।
(ङ) पाररजस्ट्थजतकी पर्ाटन संबंधी दक्रर्ाकलाप जनम् नानुसार जवजनर्जमत दकए िाएंगे, र्था:-
(i) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन की सीमा तक , इनमें से िो
भी अजधक जनकट हो, दकसी नर्े होटल र्ा ररिॉटा के जनमााण की अनुमजत नहीं होगी।
परंतु र्ह, पाररजस्ट्थजतकी पर्ाटन सुजवधाओं के जलए संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर की िूरी से परे
पाररजस्ट्थजतकी संवेिी िोन की सीमा तक पूवा पररभाजित और अभीजहत क्षेत्रों में पर्ाटन महार्ोिना के अनुसार,
नए होटलों और ररिॉटा के जनमााण की अनुमजत िी िा सकेगी;
(ii) पाररजस्ट्थजतकी संवेिी िोन के अन्द्िर सभी नए पर्ाटन दक्रर्ाकलापों र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों के
जवस्ट्तार, केन्द्र सरकार के पर्ाावरण ,वन और िलवार्ु पररवतान मंत्रालर् द्वारा िारी दििाजनिेिों तथा
पाररजस्ट्थजतकी पर्ाटन, पाररजस्ट्थजतकी-जिक्षा और पाररजस्ट्थजतकी-जवकास पर बल िेने वाले राष्ट्रीर् व्याघ्र संरक्षण
प्राजधकरण द्वारा िारी पाररजस्ट्थजतकी पर्ाटन संबंधी दििाजनिेिों (समर्-समर् पर र्था संिोजधत) के अनुसार ही
दकर्ा िा सकेगा;
(iii) आंचजलक महार्ोिना का अनुमोिन होने तक, पर्ाटन के जवकास और जवद्यमान पर्ाटन दक्रर्ाकलापों के
जवस्ट्तार को वास्ट्तजवक स्ट्थल-जवजिष्ट संवीक्षा तथा जनगरानी सजमजत की जसफाररि के आधार पर संबंजधत
जवजनर्ामक प्राजधकरणों द्वारा अनुमजत िी िा सकेगी और पाररजस्ट्थजतकी संवेिी िोन में दकसी नए होटल, ररिॉटा
र्ा वाजणजज्र्क प्रजतष्ठान के जनमााण का अनुमजत नहीं होगी।
(4) प्राकृजतक जवरासत
.–
पाररजस्ट्थजतकी संवेिी िोन के अंतगात आने वाले बहुमूल्र् प्राकृजतक जवरासत के सभी स्ट्थलों िैसे
दक िीन पूल ररज़वा क्षेत्र, िैल संरचना, िल प्रपात, झरने, िरे, उपवन, गुफाएं, स्ट्थल, वनपथ, रोहण मागा, उत्प्रपात आदि
को अजभज्ञात दकर्ा िाएगा और उनकी सुरक्षा एवं संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप में एक जवरासत
संरक्षण र्ोिना बनार्ी िाएगी।
(5) मानव जनर्मात जवरासत स्ट् थल.- पाररजस्ट्थजतकी संवेिी िोन में भवनों, संरचनाओं, कलाकृजत-क्षेत्रों तथा ऐजतहाजसक,
स्ट्थापत्र् संबधी, सौंिर्ाात्मक और सांस्ट्कृजतक महत्व के क्षेत्रों को अजभज्ञात दकर्ा िाएगा और उनके संरक्षण के जलए
आंचजलक महार्ोिना के भाग के रूप में एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी।
(6) ध् वजन प्रिूिण. .- पाररजस्ट्थजतकी संवेिी िोन में ध्वजन प्रिूिण की रोकथाम और जनर्ंत्रण पर्ाावरण अजधजनर्म के अधीन
ध्वजन प्रिूिण (जवजनर्मन और जनर्ंत्रण) जनर्म, 2000 में जनर्त उपबंधों के अनुसार दकर्ा िाएंगा ।
(7) वार्ु प्रिूिण .- पाररजस्ट्थजतकी संवेिी िोन में, वार्ु प्रिूिण का जनवारण और जनर्ंत्रण, वार्ु (प्रिूिण जनवारण और
जनर्ंत्रण) अजधजनर्म, 1981 (1981 का 14) और उसके अधीन बनाए गए जनर्मों के उपबंधों के अनुसार दकर्ा िाएगा ।
(8) बजहस्राव का जनस्ट्सरण .- पाररजस्ट्थजतकी संवेिी िोन में उपचाररत बजहस्राव का जनस्ट्सरण, पर्ाावरण अजधजनर्म और
उसके अधीन बनाए गए जनर्मों के अंतगात आने वाले पर्ाावरणीर् प्रिूिकों के जनस्ट्सरण के जलए साधारण मानकों के अनुसार
र्ा राज्र् सरकार के द्वारा जनर्त मानकों , इनमें से िो भी ज्र्ािा किोर हो ,के उपबंधों के अनुसार होगा।
(9) िोस अपजिष्ट .- िोस अपजिष्ट.- िोस अपजिष्ट का जनपटान एवं प्रबन्द्धन जनम्नानुसार दकर्ा िाएगा:-
(क) पाररजस्ट्थजतकी संवेिी िोन में िोस अपजिष्ट का जनपटान और प्रबंधन भारत सरकार के पर्ाावरण, वन और िलवार्ु
पररवतान मंत्रालर् की, अजधसूचना सं. का.आ. 1357(अ), दिनांक 8 अप्रैल, 2016, के तहत प्रकाजित िोस अपजिष्ट प्रबंधन
जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा; अकाबाजनक पिाथो का जनपटान पाररजस्ट्थजतकी संवेिी िोन से बाहर
जचजन्द्हत दकए गए स्ट्थानों पर पर्ाावरण-अनुकूल रीजत से दकर्ा िाएगा;

(ख) पाररजस्ट्थजतकी संवेिी िोन में मान्द्र् प्रौद्योजगदकर्ों का प्रर्ोग करते हुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप िोस
अपजिष्ट का सुरजक्षत और पर्ाावरण अनुकूल प्रबंधन दकर्े िाने की अनुमजत िी िा सकेगी ।
(10) िैव जचदकत्सा अपजिष्ट.- िैव जचदकत्सा अपजिष् ट का प्रबंधन जनम्नानुसार दकर्ा िाएगा:-
(क) पाररजस्ट्थजतकी संवेिी िोन में िैव जचदकत्सा अपजिष्ट का जनपटान भारत सरकार के पर्ाावरण, वन और िलवार्ु
पररवतान मंत्रालर् की, अजधसूचना सं.सा.का.जन 343 (अ), दिनांक 28 माचा, 2016 के तहत, समर्–समर् पर र्था
संिोजधत, प्रकाजित िैव जचदकत्सा अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा।
(ख) पाररजस्ट्थजतकी संवेिी िोन में मान्द्र् प्रौद्योजगदकर्ों का प्रर्ोग करते हुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप िैव
जचदकत्सा अपजिष्ट का सुरजक्षत और पर्ाावरण अनुकूल प्रबंधन की अनुमजत िी िा सकेगी ।
(11) प्लाजस्ट्टक अपजिष्ट का प्रबंधन.- पाररजस्ट्थजतकी संवेिी िोन में प्लाजस्ट्टक अपजिष्ट का प्रबंधन, भारत सरकार के
पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की अजधसूचना सं.सा.का.जन 340(अ), दिनांक 18 माचा, 2016, समर्-
समर् पर र्था संिोजधत, के तहत प्रकाजित प्लाजस्ट्टक अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधो के अनुसार दकर्ा िाएगा।
(12) जनमााण और जवध्वंस अपजिष्ट का प्रबंधन.- पाररजस्ट्थजतकी संवेिी िोन में जनमााण और जवध्वंस अपजिष्ट का प्रबंधन,
भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की अजधसूचना सं.सा.का.जन 317(अ), दिनांक 29 माचा,
2016, समर्-समर् पर र्था संिोजधत, के तहत प्रकाजित जनमााण और जवध्वंस अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों
के अनुसार दकर्ा िाएगा।
(13) ई–अपजिष्ट.- पाररजस्ट्थजतकी संवेिी िोन में ई–अपजिष्ट का प्रबंधन, भारत सरकार के पर्ाावरण, वन और िलवार्ु
पररवतान मंत्रालर् द्वारा प्रकाजित तथा समर्-समर् पर र्था संिोजधत ई–अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के
अनुसार दकर्ा िाएगा।
(14) सडक-र्ातार्ात.- सडक-र्ातार्ात को पर्ाावास-अनुकूल तरीके से जवजनर्जमत दकर्ा िाएगा और इस संबंध में
आंचजलक महार्ोिना में जविेि उपबंध दकए िाएंगे। आंचजलक महार्ोिना के तैर्ार होने और राज्र् सरकार के सक्षम
प्राजधकारी से अनुमोदित होने तक, जनगरानी सजमजत संगत अजधजनर्मों और उनके तहत बनाए गए जनर्मों एवं जवजनर्मों
के अनुसार सडक-र्ातार्ात के अनुपालन की जनगरानी करेगी।
(15) वाहन िजनत प्रिूिण.- वाहन िजनत प्रिूिण की रोकथाम और जनर्ंत्रण लागू जवजधर्ों के अनुसार दकर्ा िाएगा और
स्ट्वच्छतर ईंधन के उपर्ोग के जलए प्रर्ास दकए िाएंगे ।
(16) औद्योजगक ईकाइर्ां.- (क) रािपत्र में इस अजधसूचना के प्रकािन पर र्ा उसके पश्चात पाररजस्ट्थजतकी संवेिी िोन के
भीतर नए प्रिूिणकारी उद्योगों की स्ट्थापना की अनुमजत नहीं िी िाएगी।
(ख) केन्द्रीर् प्रिूिण जनर्ंत्रण बोडा द्वारा फरवरी, 2016 में िारी व समर्-समर् पर संिोजधत मागाििाक जसद्धान्द्तों में दिर्े
गर्े उद्योगों के वगीकरण के अनुसार, िब तक दक अजधसूचना में इस प्रकार जवजनर्िाष्ट न हो, पाररजस्ट्थजतकी संवेिी िोन के
भीतर केवल गैर-प्रिूिणकारी उद्योगों को ही अनुमजत िी िार्ेगी और इसके अजतररि, गैर प्रिूिणकारी उद्योगों को बढ़ावा
भी दिर्ा िाएगा।
(17) पहाडी ढलानों का संरक्षण.- पहाडी ढलानों का संरक्षण जनम्नानुसार दकर्ा िाएगा:-
(क) आंचजलक महार्ोिना में पहाडी ढलानों के उन क्षेत्रों को ििाार्ा िाएगा जिनमें दकसी भी जनमााण की अनुमजत
नहीं होगी;
(ख) जिन ढलानों र्ा जवद्यमान खडी पहाडी ढलानों में अत्र्जधक भू-क्षरण होता है उनमें दकसी भी जनमााण की अनुमजत
नहीं होगी ।
4. पाररजस्ट्थजतकी संवेिी िोन में प्रजतबजन्द्धत र्ा जवजनर्जमत दकए िाने वाले दक्रर्ाकलापों की सूची- पाररजस्ट्थजतकी संवेिी

िोन में सभी दक्रर्ाकलाप पर्ाावरण अजधजनर्म उसके अधीन बने जनर्मों, जिसमें तटीर् जवजनर्मन िोन, 2011 एवं

भारतीर् वन अजधजनर्म, 1927 (1927 का 16), वन्द्र्िीव (संरक्षण) अजधजनर्म, 1972 (1972 का 53) व अन्द्र् लागू
जनर्मों के उपबंधों तथा उनमें दकए गए संिोधनों के अनुसार संचाजलत होंगे और नीचे िी गई सारणी में जवजनर्िाष्ट रीजत से

वगीकरण के अनुसार िब तक दक अजधसूचना में ऐसा जवजनर्िाष्ट न हों,
पाररजस्ट्थजतकी संवेिी िोन के भीतर गैर-प्रिूिणकारी उद्योगों को
अनुज्ञात दकर्ा िाएगा और इसके अजतररि गैर-प्रिूिणकारी कुटीर
उद्यागों को बढ़ावा दिर्ा िाएगा।

जनमााण के जसवार्, संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर
र्ा पाररजस्ट्थजतकी संवेिी िोन की सीमा तक ,इनमें िो भी अजधक
जनकट हो ,नए वाजणजज्र्क होटलों और ररसोटों के जनमााण की अनुमजत
नहीं होगी:
परंतु ,संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर बाहर र्ा
पाररजस्ट्थजतकी संवेिी िोन की सीमा तक, इनमें िो भी अजधक जनकट
हो, पर्ाटन महार्ोिना और लागू दििाजनिेिों के अनुसार सभी नए
पर्ाटन दक्रर्ाकलाप करने र्ा जवद्यमान दक्रर्ाकलापों का जवस्ट्तार करने
की अनुज्ञा होगी ।
10.
जनमााण दक्रर्ाकलाप ।
(क) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा
पाररजस्ट्थजतकी संवेिी िोन के जवस्ट्तार तक िो भी जनकट हो, दकसी भी
प्रकार के वाजणजज्र्क जनमााण की अनुमजत नहीं िी िार्ेगी:
परंतु स्ट् थानीर् लोगों को पैराग्राफ 3 के उप पैराग्राफ (1) में सूचीबद्ध
दक्रर्ाकलापों सजहत उनके उपर्ोग के जलए उनकी भूजम में स्ट्थानीर्
जनवाजसर्ों की आवासीर् आवश्र्कताओं को पूरा करने जलए जनमााण
करने की अनुमजत भवन उपजवजधर्ों के अनुसार िी िा सकेगी:
परन्द्तु ऐसे लघु उद्योगों िो प्रिूिण उत् पन्द् न नहीं करते हैं, से संबंजधत
संजनमााण दक्रर्ाकलाप जवजनर्जमत दकए िाएंगे और लागू जनर्मों और
जवजनर्मों, र्दि कोई हों, के अनुसार सक्षम प्राजधकारी की पूवा अनुमजत
से ही हो सकेंगे और इन्द्हे कम से कम रखने की कोजिि की िार्ेगी ।
(ख) एक दकलोमीटर से आगे आंचजलक महार्ोिना के अनुसार
जवजनर्जमत होंगे ।

गैर प्रिूिणकारी लघु उद्योग।

में केन्द्रीर् प्रिूिण जनर्ंत्रण बोडा द्वारा िारी समर्-समर्
पर संिोजधत उद्योगों के वगीकरण के अनुसार गैर-प्रिूिणकारी उद्योग
और अपररसंकटमर्, लघु और सेवा उद्योग, कृजि, पुष्प कृजि, उद्यान
कृजि र्ा पाररजस्ट्थजतकी संवेिी िोन से िेिी सामग्री से उत्पािों को
उत्पन्न करने वाले कृजि आधाररत उद्योग सक्षम प्राजधकारी द्वारा
अनुज्ञात होंगे।
12.
वृक्षों की कटाई ।
(क) राज्र् सरकार के सक्षम प्राजधकारी की पूवा अनुमजत के जबना वन
भूजम र्ा सरकारी र्ा रािस्ट्व र्ा जनिी भूजम पर वृक्षों की कटाई नहीं
होगी ।
(ख) वृक्षों की कटाई संबंजधत केंरीर् र्ा राज्र् अजधजनर्म र्ा उसके
अधीन बनाए गए जनर्मों के उपबंधों के अनुसार जवजनर्जमत होगी ।

वन उत्पािों और गैर काष्ठ वन
उत्पािों का संग्रहण ।

5. पाररजस्ट्थजतकी संवेिी िोन अजधसूचना की जनगरानी के जलए जनगरानी सजमजत.- पर्ाावरण (संरक्षण) अजधजनर्म, 1986

- जनगरानी सजमजत के कार्ा:- (1) जनगरानी सजमजत, वास्ट्तजवक स्ट्थल-जवजिष्ट जस्ट्थजतर्ों के आधार पर उन दक्रर्ाकलापों
की छानबीन करेगी िो दक भारत सरकार, के एतद्पूवा पर्ाावरण और वन मंत्रालर्, की अजधसूचना संख्र्ा का.आ. 1553
(अ), तारीख 14 जसतंबर, 2006, के अंतगात आते हों और पाररजस्ट्थजतकी संवेिी िोन में हो रहे हों, उसके पैरा 4 के अधीन
सारणी में जनर्िाष्ट जनजिद्ध दक्रर्ाकलापों को छोडकर, और उि अजधसूचना के प्रावधानो के अंतगात पर्ाावरण की िृजष्ट से पूवा-
जक्लर्रेन्द्स के जलए केन्द्र सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् र्ा राज्र् पर्ाावरण आघात मूल्र्ांकन
प्राजधकरण के पास सन्द्िर्भात कर दिए गए हों।
(2) भारत सरकार के तत्कालीन पर्ाावरण एवं वन मंत्रालर् की अजधसूचना क्रमांक का.आ. 1533 (अ), तारीख 14 जसतंबर,
2006 और पाररजस्ट्थजतकी संवेिी िोन में आने वाले दक्रर्ाकलापों, उसके पैरा 4 के अधीन सारणी में जनर्िाष्ट जनजिद्ध
दक्रर्ाकलापों को छोडकर, की जनगरानी सजमजत द्वारा वास्ट्तजवक साइट-जवजिष्ट की जस्ट्थजतर्ों के आधार पर िांच की िाएगी
और संबंजधत जवजनर्ामक प्राजधकरणों को जनर्िाष्ट की िाएगी।
(3) जनगरानी सजमजत के सिस्ट्र्-सजचव र्ा संबंजधत कलेक्टर र्ा संबंजधत उप वन संरक्षक पर्ाावरण (संरक्षण) अजधजनर्म,
1986 की धारा 19 के अधीन इस अजधसूचना के उपबंधों का उल्लंघन करने वाले दकसी भी व्यजि के जवरुद्ध जिकार्त ििा
करने के जलए सक्षम होंगे।
(4) मामले िर मामले की आवश्र्कता के आधार पर जनगरानी सजमजत संबंजधत जवभागों के प्रजतजनजधर्ों र्ा जविेिज्ञों, उद्योग संघों के प्रजतजनजधर्ों र्ा संबंजधत जहतधारकों को अपने जवचार-जवमिा में सहार्ता के जलए आमंजत्रत कर सकती है।

(5) जनगरानी सजमजत अनुलग्नक-V में जवजनर्िाष्ट प्रोफामाा के अनुसार प्रत्र्ेक विा 31 माचा तक के अपने दक्रर्ाकलापों की
वार्िाक कारावाई ररपोटा उस विा के 30 िून तक राज्र् के मुख्र् वन्द्र्िीव संरक्षक को प्रस्ट्तुत करेगी।
(6) केन्द्र सरकार का पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् जनगरानी सजमजत को उसके कार्ा-कलापों के प्रभावी
जनवाहन के जलए ऐसे जनिेि िे सकेगा िो वह उजचत समझे।
7. अजतररक् त उपार्:- इस अजधसूचना के उपबंधों को कारगर बनाने के जलए केंर सरकार और केंर िाजसत क्षेत्र अजतररक् त
उपार् ,र्दि कोई हों ,भी जवजनर्िाष् ट कर सकेंगी।

इसकी सीमा रेखा िी आर 777414 जस्ट्थत लबंिु ‘ए’ िो की तवा और लांग निी का संगम स्ट्थल है, से प्रारंभ
होकर लांग निी के िाजहने तट के साथ-साथ धारा के जवपरीत, इसके िी आर 001356 जस्ट्थत स्रोत तक
िाती है, इसके बाि र्ह 90° के कोण पर एक कृजत्रम रेखा के साथ-साथ 700 मीटर तक चलकर िी आर
006356 जस्ट्थत ररि 3912 तक िाती है। दफर र्ह िजक्षण दििा की ओर ररि के सहारे-सहारे चलते हुए
चोटी 3936.3948 को स्ट्पिा करती है। इसके बाि र्ह पूवा दििा की ओर ररि के सहारे-सहारे िी आर
044333 जस्ट्थत तवा नाला के स्रोत तक िाती है। इसके बाि तवा नाला के िाजहने तट के सहारे-सहारे लाती

इसके बाि, र्ह लबंिु ‘बी’ से लगभग 300 मीटर लती निी के प्रजतप्रवाह के साथ-साथ इसके स्रोत तक िाती
है िो दक चांगलांग औऱ लोजहत जिलों की सीमा पर 4131 मीटर उन्नतांि के पूवा में है।
िजक्षण
इसके बाि, र्ह सीमा रेखा िी आर 766127 में तवाई बराई के स्रोत तक पजश्चम की ओर चांगलांग औऱ
लोजहत की अंतर जिला सीमा से होते हुए िाती है।
पजश्चम
इसके बाि र्ह तवाई बराई के बार्ै तट के साथ-साथ धारा की दििा में िी आर 745218 पर होने वाले
कमलांग निी के साथ इसके संगम तक िाती है; दफर इसके बाि कमलांग निी के बााँर्े तट के साथ-साथ
धारा की दििा में िी आर 726225 पर इसकी सहार्क निी जसना बराई के साथ होने वाले इसके संगम
तक िाती है, इसके बाि लगभग 340° का कोण बनाते हुए एक कृजत्रम रेखा के सहारे-सहारे र्ह है 200
मीटर की िूरी चलकर िी आर 748260 पर जस्ट्थत इसकी सहार्क निी लाई के उद्गम स्ट्थल तक िाती है।
दफर लगभग 20° के कोण पर एक कृजत्रम रेखा बनाते हुए र्ह है 350 मीटर तक िी आर 778267 तक
तवा की सहार्क निी के उद्गम स्ट्थल तक िाती है; दफर उस सहार्क निी के बार्ै दकनारे के साथ-साथ िी
आर 809307 जस्ट्थत तवा निी के संगम तक िाती है। दफर र्ह तवा निी के बार्ैं तक के साथ-साथ धारा
की दििा में प्रभाजवत लबंिु ‘ए’ पर होने वाले लांग निी के संगम तक िाकर समाि हो िाती है।

हुए भू जनिेिांक 27o53’52.998"उ और 96o28’10.351"पू जस्ट्थत लबंिु तक िाती है। इसके बाि र्ह सीमा रेखा पूवा की

उत्तरः- चम्पाई बम के पूवी जिखर से, जतरप और लोजहत जिलों के बीच की सीमा रेखा के साथ-साथ अथाात वह ररि िो
कमलांग और दिर्ून नदिर्ों की पनधाराओं को जवभाजित करता है साथ-साथ िफा बम से होते हुए भारत-बमाा की
अंतराष्ट्रीर् सीमा रेखा तक, लोजहत निी के उद्गम स्ट्थल के जनकट, िाती है।
पूवा- उपरोि लबंिु िजक्षण से इंडो-बमाा अंतराष्ट्रीर् सीमा के साथ-साथ जतलुंग हका के स्रोत लबंिु 12533 तक िाती है, इसके
बाि र्ह धारा प्रवाह की दििा में बेनाम धारा प्रवाह के संगम से लगभग आधे मील से िीउन निी सजहत संगम तक िाती है।
इसके बाि धारा प्रवाह के जवपरीत इसके स्त्रोत तक िाती है। इसके बाि पटकोई श्रेणी में जग्रड जनिेि एनएस 38, 783 में
लबंिु 6472 के श्रेणी सजहत उत्तर पजश्चमी दििा में िाती है।
िजक्षण- उपरोि लबंिु जग्रड जनिेि एनएस 380 780 पजश्चम से भारत-बमाा अंतराष्ट्रीर् सीमा के साथ-साथ दकसी बेनाम
धारा प्रवाह के स्रोत तक िाती है िा दक पटकोई पहाडी श्रेणी के जग्रड सन्द्िभा एनएस 975 750 ए.टी. पर जस्ट्थत लबंिु
4557 पर पडता है।
15 पजश्चम- दफर र्ह उपर्ुाि स्रोत से धारा की दििा में चलते हुए नामफुक निी के साथ होने वाले इसके संगम तक िाती है , दफर धारा की दििा में र्ह नामफुख निी के साथ-साथ चलते हुए कोर वाइवा हका निी के साथ होने वाले इसके संगम तक चलती है। दफर मुख्र् कोर वाइवा की धारा की जवपरीत दििा में र्ह इसके उत्तर पजश्चमी चैनल के संगम तक िाती है िो की तेंग बम के उत्तर लगभग 1 मील िो फलांग पर जस्ट्थत इसके स्रोत से जनकलती है। इसके बाि काई चैनल की धारा के जवपरीत दििा में इसके स्रोत तक िाती है। दफर पजश्चम दििा में नैनान और कुमचाई हका पनधाराओं को जवभाजित करने वाले ररि के साथ-साथ अवनान बम तक िाती हैं। दफर र्ह ररि को पार करते हुए पेन हका स्रोत से नैनोन बम तक िाती है। दफर र्ह पेन हका की धारा के साथ-साथ जविर्नगर रोड तक चलती है। दफर र्ह पूरब की ओर जमआओं-जविर्नगर सडक के साथ-साथ पाजतप हका तक िाती है। दफर धारा की दििा में पाजतप हका के साथ-साथ नोआ दिलहंग र्ा दिर्ुन निी के साथ होने वाले संगम तक िाती है िो दक जग्रड का एक लबंिु है उसके बाि नोआ दिलहंग र्ा दिर्ुन निी के पजश्चमी तट के साथ-साथ जग्रड रेफरेन्द्स एन एस 070 971 लबंिु पर जस्ट्थत है। उसके बाि र्ह नोआ-दिलहंग र्ा दिर्ुन निी के पार दकसी बेनाम धारा, िो दक उत्तर में ग्रेड रेफरेन्द्स एन एस

23 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 10th November, 2023 S.O. 4893(E).— In supersession of Ministry of Environment, Forest and Climate Change draft notification S.O. 2052(E), dated 2nd May, 2022, the following draft of the notification, which the Central Government proposes to issue in exercise of the powers conferred by sub-section (1), read with clause (v) and clause (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby published, as required under sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the information of the public likely to be affected thereby; and notice is hereby given that the said draft notification shall be taken into consideration on or after the expiry of a period of sixty days from the date on which copies of the Gazette containing this notification are made available to the public; Any person interested in making any objections or suggestions on the proposals contained in the draft notification may forward the same in writing, for consideration of the Central Government within the period so specified to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jorbagh Road, Aliganj, New Delhi-110 003, or send it to the e-mail address of the Ministry at esz-mef@nic.in Draft Notification WHEREAS, the Kamlang Tiger Reserve is spread over an area of 783 square kilometers and is located in the Lohit District in Arunachal Pradesh. AND WHEREAS, the Namdapha National Park & Tiger Reserve is spread over an area of 2230.245 square kilometer out of which 1985.235 square kilometer is core and 245 square kilometer is buffer zone, located in the Changlang district of Arunachal Pradesh in the North Eastern part of India. AND WHEREAS, the Kamlang Wildlife Sanctuary was notified as Wildlife Sanctuary vide Notification number CWL//D/58/88/3175-3250 dated 18.10.1989 and was given the status of Tiger Reserve from the 6th September 2016 vide notification no. CWL/D/159/2014/680-1781. The Namdapha was notified as National Park vide Notification number CLW/8/83/5284-5360 and was declared as Tiger Reserve vide notification number NO FOR 482/D-4/84 dated February 1987. AND WHEREAS, the Kamlang Wildlife Sanctuary has been added to the extension of Namdapha National Park, also a Tiger Reserve and holds a rich biodiversity ideally suited for the growth of various floral and faunal form. AND WHEREAS, the Namdapha National Park is the only Protected Area in the world which harbours four big cat species like leopard, tiger, snow-leopard and clouded-leopard. It is the largest protected area in the Eastern Himalayan Biodiversity Hotspot. In terms of area it is the 3rd largest National Park in India. The area is also known for the extensive Dipterocarp forests, profusion of orchids, ferns and lianas among the last great remote wilderness areas of Asia. AND WHEREAS, the major floral species found in and around Kamlang Tiger Reserve are Diptrocarpus macrocarpus (Hollong), Shorea assamica (Sal), Altingia excela (Jutli), Moras levigata (Bola), Dillenia indica (Outenga), Terminalia myriocarpa (Hollock), Toona ciliata, Cinnamomum cecidodaphnnae, Castanopsis indica (Higori), Canarium resiniferum, Duabanga grandifolia (Khokan), Dixoxylon hamiltonii (Banderdima), Cryptomeria penicyata, Eleocarpus genitrus (Rudraksh), Magnolia griffithii, Michelia champaka (Tita champa), Vetisa lanceaofolia, Albizzia procera (Koroi), Dendrocalamus hamiltonii (Kako), Leea acuminate, Melastoma malabarica, Pinanga gracilus, Calamus floribundus (Raidang) and Cyathea sp. AND WHEREAS, the major floral species found in and around Namdapha Tiger Reserve are Himalayan maple (Acer oblongum), Spondias pinnata (Amora tenga) , Polyalthia simiarum (Kari), Alstonia scholaris (Chatiana), Stereospermum colais (Paroli), Canarium bengalense (Dhuna), Cannabis sativa (Marijuana), Capparis acutiflora (Chinese caper), Mesua ferrea (Nahar), Dipterocarpus macrocarpus (Hollong), Shorea asssamica (Mekai), Elaeocarpus ganitrus (Rudraksh), Bischofia javanica (Urium), Albizia lebbeck (Siris), Altingia excels(Jutuli), Syzgium cumini (Jamun), Zalacca secunda (Jengpat), Dioscorea alata (Purple yam), Ensete glaucum (Snow banana), Musa velutina (Pink banana), Arudinagramini folia (Bamboo orchid), Taccaintegri folia (White bat flower), Alpinia spp., -Amomum aromaticum (Bengal cardamom), Imperata cylindrical (Spear grass) etc.. (Barking deer), Naemorhedus sumatraensis (Himalayan serow), Ratufa bicolor (Malayan giant squirrel), Callosciurus
pygerythrus (Hoary-bellied squirrel), Dremomys lokriah (Orangebellied Himalayan squirrel), Petaurista petaurista
(Common flying squirrel), Bandicota indica (Large bandicoot rat) and Hystrix brachyuran (Chinese porcupine);
AND WHEREAS, the Namdapha Tiger Reserve provides habitat to mammalian species such as Rusa
unicolor (Sambhar) , Axis porcinus (Hog deer), Munticus muntjak (Barking deer), Muntiacu sputaoensis (Leaf deer),
Moschus focus (Black musk deer), Moschus chrysogaster (Himalayan musk deer), Sus scrofa (Wild boar) ,
Miniopterus schreibersii (Long fingered bat), Murina auratus (Tube nose bat), Dremomys pernyi (Long nose
squirrel), Ratufa bicolor (Malayan giant squirrel), Euroscaptor micrura (Himalayan mole), Canis aureus (jackal),
Vulpes vulpes (Red fox), Panthera unicia (Snow leopard), Neofelis nebulosa (Clouded Ieopard), Panthera pardus
(Common leopard), Panthera tigris (Tiger), Pardofelis temminckii (Asiatic golden cat), Capricornis thar (Himalayan
serow) etc.
AND WHEREAS, the Namdapha Tiger Reserve conserves, protect and provides shelter to rare floral
species such as Sapria himalayana, Pinus merkusii, Abie sdelavayi; rare faunal species such as Cuora mouhotii,
Helarctos malayanus, Melogale spp., Mustela flavigula, Aonyx cinerea,Prinodon pardicolor; endangered species
such as Biswamoyopterus biswasi, Ailurus fulgens, cuon alpinus, Prionailurus viverrinus, Panthera tigris, Panthera
uncial, Elephas maximus, Hoolock hoolock, Axis porcinus, Moschus fuscus, Moschus chrysogaster,Hadromys humei,
Manis pentadactyla and threatened species such as Rhacophorus namdaphaensis, Otters (Lutrinae spp.);
AND WHEREAS, the Kamlang Tiger Reserve also conserves, protect and provides shelter to one rare floral
species, Psiloum nudum, and one endangered faunal species, Hoolock Gibbon;
AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of Kamlang
Tiger Reserve and Namdapha Tiger Reserve which are specified in paragraph 1 as Eco-sensitive Zone from
ecological, environmental and biodiversity point of view and to prohibit industries or class of industries and their
operations and processes in the said Eco-sensitive Zone;
NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) and clauses (v) and (xiv) of
sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) (hereafter in
this notification referred to as the Environment Act), read with sub-rule (3) of rule 5 of the Environment (Protection)
Rules, 1986, the Central Government hereby notifies an area to an extent varying from 0 (zero) to 11.92 kilometres
around the boundary of Kamlang Tiger Reserve and Namdapha Tiger Reserve, in the State of Arunachal Pradesh as
the Kamlang Tiger Reserve and Namdapha Tiger Reserve Eco-sensitive Zone (hereafter in this notification referred to
as the Eco-sensitive Zone) details of which are as under, namely:
- Extent and boundaries of Eco-sensitive Zone. – (1)The Eco-sensitive Zone shall be to the extent of 0 to 11.92
kilometres around the boundary of Kamlang Tiger Reserve and Namdapha Tiger Reserve of the Eco-sensitive Zone is
450.39 square kilometres. The extent of Eco-sensitive Zone in different directions is as follows:

Note: Zero ESZ has been proposed in Eastern and Southern of direction Namdapha National Park and Tiger Reserve
as the boundary is contiguous with Indo-Myanmar International Boundary.
(2) The boundary description of Eco-sensitive Zone around Kamlang Tiger Reserve and Namdapha Tiger
Reserve is appended in Annexure-I.
(3) The maps of the Kamlang Tiger Reserve and Namdapha Tiger Reserve demarcating Eco-sensitive Zone
along with boundary details and latitudes and longitudes are appended as Annexure-IIA, Annexure-IIB
and Annexure-IIC.
(4) Lists of geo co-ordinates of the boundary of Kamlang Tiger Reserve and Namdapha Tiger Reserve and its Eco-sensitive Zone are given in Table A, Table B and Table C of Annexure-III. (5) The list of villages falling in the Eco-sensitive Zone along with their geo co-ordinates at prominent points is appended as Annexure-IV
25 Zonal Master Plan for Eco-sensitive Zone (1) The State Government shall, for the purpose of effective management of the Eco-sensitive Zone, prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the competent authority in the State Government. (2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any. (3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:- (i) Environment; (ii) Forest and Wildlife; (iii) Agriculture; (iv) Revenue; (v) Urban Development; (vi) Tourism; (vii) Rural Development; (viii) Irrigation and Flood Control; (ix) Municipality; (x) Panchayati Raj; and (xi) Public Works Department. (4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly. (5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention. (6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, green area, such as, parks and it’s like places, horticultural areas, orchards, lakes and other water bodies with supporting maps giving details of existing and proposed land use features. (7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for security of local communities’ livelihood. (8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan. (9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification. (10) Pending preparation and approval of the Zonal Master Plan, any new developmental activities shall be governed by provisions specified at paragraph 6 of sub-para (1) and (2).
- Measures to be taken by the State Government.-The State Government shall take the following measures for giving effect to the provisions of this notification, namely:- (1) Land use.– (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or residential or industrial activities: Provided that the conversion of agricultural and other lands, for the purposes other than that specified at part (a) above, within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central Government or State Government as applicable and vide provisions of this notification, to meet the residential needs of the local residents and for activities such as-

(i) widening and strengthening of existing roads and construction of new roads;
(ii) construction and renovation of infrastructure and civic amenities;
(iii) small scale industries not causing pollution;
(iv) cottage industries including village industries; convenience stores and local amenities supporting
eco-tourism including home stay; and
(v) promoted activities given in paragraph 4:
Provided further that no use of tribal land shall be permitted for commercial and industrial
development activities without the prior approval of the competent authority under Regional Town Planning
Act and other rules and regulations of the State Government and without compliance of the provisions of
article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and
Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be
corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case
and the correction of said error shall be intimated to the Central Government in the Ministry of Environment,
Forest and Climate Change:
Provided also that the correction of error shall not include change of land use in any case except as
provided under this sub-paragraph;
(b) efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat
restoration activities.
(2) Natural water bodies.-The catchment areas of all natural springs shall be identified and plans for their
conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be
drawn up by the State Government in such a manner as to prohibit development activities at or near these
areas which are detrimental to such areas.
(3) Tourism or eco-tourism.-(a) All new eco-tourism activities or expansion of existing tourism activities
within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Eco-sensitive Zone;
(b) the Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with the
State Departments of Environment and Forests;
(c) the Tourism Master Plan shall form a component of the Zonal Master Plan;
(d) the Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco-sensitive
Zone;
(e) the activities of eco-tourism shall be regulated as under, namely:-
(i) new construction of hotels and resorts shall not be allowed within one kilometre from the boundary
of the protected area or upto the extent of the Eco-sensitive Zone, whichever is nearer:
Provided that beyond the distance of one kilometre from the boundary of the protected area till
the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed
only in pre-defined and designated areas for eco-tourism facilities as per Tourism Master Plan;
(ii) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone
shall be in accordance with the guidelines issued by the Central Government in the Ministry of
Environment, Forest and Climate Change and the eco-tourism guidelines issued by the National
Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-
education and eco-development;
(iii) until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism
activities shall be permitted by the concerned regulatory authorities based on the actual site specific
scrutiny and recommendation of the Monitoring Committee and no new hotel, resort or commercial
establishment construction shall be permitted within Eco-sensitive Zone area.
(4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool
reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall
be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a
part of the Zonal Master Plan.
(5) Man-made heritage sites.-Buildings, structures, artefacts, areas and precincts of historical, architectural,
aesthetic, and cultural significance shall be identified in the Eco-sensitive Zone and heritage conservation
plan for their conservation shall be prepared as part of the Zonal Master Plan.

(6) Noise pollution. -Prevention and control of noise pollution in the Eco-sensitive Zone shall be carried out in
accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 under the
Environment Act.
(7) Air pollution.-Prevention and control of air pollution in the Eco-sensitive Zone shall be carried out in
accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and
the rules made there under.
(8) Discharge of effluents.-Discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the
provisions of the General Standards for Discharge of Environmental Pollutants covered under the
Environment Act and the rules made there under or standards stipulated by the State Government, whichever
is more stringent.
(9) Solid wastes.-Disposal and Management of solid wastes shall be as under:-
(a) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance
with the Solid Waste Management Rules, 2016, published by the Government of India in the Ministry of
Environment, Forest and Climate Change vide notification number S.O. 1357 (E), dated the 8th April,
2016; the inorganic material may be disposed in an environmental acceptable manner at site identified
outside the Eco-sensitive Zone;
(b) safe and Environmentally Sound Management of Solid wastes in conformity with the existing rules and
regulations using identified technologies may be allowed within Eco-sensitive Zone.
(10) Bio-Medical Waste.–Bio-Medical Waste Management shall be as under:-
(a) the Bio-Medical Waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the
Bio-Medical Waste Management Rules, 2016, published by the Government of India in the Ministry of
Environment, Forest and Climate Change vide notification number G.S.R. 343 (E), dated the 28th March,
2016;
(b) safe and Environmentally Sound Management of Bio-Medical Wastes in conformity with the existing
rules and regulations using identified technologies may be allowed within the Eco-sensitive Zone.
(11) Plastic waste management.- The plastic waste management in the Eco-sensitive Zone shall be carried out as
per the provisions of the Plastic Waste Management Rules, 2016, published by the Government of India in
the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the
18th March, 2016, as amended from time to time.
(12) Construction and demolition waste management.-The construction and demolition waste management in
the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste
Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and
Climate Change vide notification number G.S.R. 317(E), dated the 29th March, 2016, as amended from time
to time.
(13) E-waste.-The e - waste management in the Eco-sensitive Zone shall be carried out as per the provisions of
the E-Waste Management Rules, 2016, published by the Government of India in the Ministry of
Environment, Forest and Climate Change, as amended from time to time.
(14) Vehicular traffic.– The vehicular movement of traffic shall be regulated in a habitat friendly manner and
specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the
Zonal Master plan is prepared and approved by the competent authority in the State Government, the
Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the
rules and regulations made thereunder.
(15) Vehicular pollution.-Prevention and control of vehicular pollution shall be incompliance with applicable
laws and efforts shall be made for use of cleaner fuels.
(16) Industrial units.– (a) On or after the publication of this notification in the Official Gazette, no new polluting
industries shall be permitted to be set up within the Eco-sensitive Zone;
(b) only non-polluting industries shall be allowed within Eco-sensitive Zone as per the classification of
Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, as
amended from time to time, unless so specified in this notification, and in addition, the non-
polluting cottage industries shall be promoted.
(17) Protection of hill slopes.- The protection of hill slopes shall be as under:-
(a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted;
(b) construction on existing steep hill slopes or slopes with a high degree of erosion shall not be permitted.

4. List of activities prohibited or to be regulated within Eco-sensitive Zone.- All activities in the Eco-sensitive
Zone shall be governed by the provisions of the Environment Act and the rules made there under including the
Coastal Regulation Zone, 2011 and the Environmental Impact Assessment Notification, 2006 and other applicable
laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the
Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner
specified in the Table below, namely:-

(a) New commercial construction of any kind shall not be permitted
within one kilometer from the boundary of the Protected Area or
upto extent of the Eco-sensitive Zone whichever is nearer:
Provided that, local people shall be permitted to undertake
construction in their land for their use including the activities

listed in sub-paragraph (1) of paragraph 3 as per building bye-
laws to meet the residential needs of the local residents:
Provided that the construction activity related to small scale
industries not causing pollution shall be regulated and kept at the
minimum, with the prior permission from the competent
authority as per applicable rules and regulations, if any.
(b) Beyond one kilometer it shall be regulated as per the Zonal
Master Plan.
11.
Small
scale
non-polluting
industries.
Non polluting industries as per classification of industries issued by
the Central Pollution Control Board in February, 2016, as amended
from time to time, and non-hazardous, small-scale and service
industry, agriculture, floriculture, horticulture or agro-based industry
producing products from indigenous materials from the Eco-sensitive
Zone shall be permitted by the competent Authority.
12.
Felling of trees.
(a) There shall be no felling of trees in the forest or Government or
revenue or private lands without prior permission of the
competent authority in the State Government.
(b) The felling of trees shall be regulated in accordance with the
provisions of the concerned Central or State Act and the rules
made there under.
13.
Collection of Forest Produce or

provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, the
Central Government hereby constitutes a Monitoring Committee, comprising of the following, namely:-

6. Functions of the Monitoring Committee : (1)
The Monitoring Committee shall, based on the actual site-
specific conditions scrutinize, the activities that are covered in the Schedule to the notification of the Government
of India in the erstwhile Ministry of Environment and Forest number S.O. 1553 (E), dated the 14th September,
2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under
paragraph 4 thereof, and referred to the Central Government in the Ministry of Environment, Forest and Climate
Change or the State Environment Impact Assessment Authority, as the case maybe, for prior environmental
clearances under the provisions of the said notification.
(2) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006 and are falling in the
Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be
scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned
Regulatory Authorities.
(3)
The Member-Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned Deputy
Conservator of Forests shall be competent to file complaints under section 19 of the Environment (Protection) Act,
1986 against any person who contravenes the provisions of this notification.
(4) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives
from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on
issue to issue basis.
(5) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every
year by 30th June of that year to the Chief Wildlife Warden in the state as per pro-forma appended at Annexure V.
(6) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as
it deems fit, to the Monitoring Committee for effective discharge of its functions.

7. Additional measures: - The Central Government and State Government may specify additional measures, if any,
for giving effect to provisions of this notification.
8. Orders, Supreme Court, etc.:- The provisions of this notification shall be subject to the orders, if any passed or
to be passed by the Hon’ble Supreme Court of India or High Court or the National Green Tribunal.

Name: Kamlang Tiger Reserve
Area :783.0 Sq km
Boundary As below
NORTH
Starting from a point ‘A’ which is the confluence of Tawa river with Lang river, at GR777414, the
boundary runs along the right bank of Lang river (Lam river)’ upstream, till its source at GR 001356.
thence along an artificial line at a bearing of about 90' for a distance of about 700 mtrs. to the ridge
3912 at GR 006356, thence along the ridge touching the peaks 3936.3948 in southern direction,
thence it follows the ridge ineastern direction up to the source of Tawa nalla at GR 044333, hence
along the right bank of Tawa nalla upto its confluence with Lati river, say point ‘B’.
EAST
Thence, from the point ‘B' along the upstream of Lati river upto its source about 300mtrs. East of
altitude 4131 mtrs, at district boundary of Changlang and Lohit district.
SOUTH
Thence, the boundary follows the inter district boundary of Changlang and Lohit westwards upto the
source of Tawai Brai at GR 766127.
WEST
Thence, along the left bank of TawaiBrai downstream upto its confluence with Kamlang river at GR
745218; thence, along the left bank of Kamlang river downstream upto confluence of its tributary
Sina Brai at GR 726225; thence along the river bank of Sina Brai upstream upto its source at GR
750258. thence, along an artificial line at ahearing of about 340o for a distance of 200 mtr. upto the
source of the tributary of Lai river at GR 748260. thence along left bank of that tributary downstream
upto its confluence with Lai river atGR 755274: thence along the left bank of Lai river upstream upto
its source at GR 776264: thence an artificial line at a bearing of about 10o for a distance of 350 mtr.

boundary passing through the point at geo – coordinates 27o44’27.244"N and 96o24’28.174"E. up to the point at geo-
coordinates 27o53’52.998"N and 96o28’10.351"E. Thence, the boundary goes eastwards passing through the point a
geo-coordinates 27o50"26.862"N and 96°35’1.165" E. upto to the point 27o47’3.304"N and 96o45'50.782"E.Thence,
southwards passing through the point at geo-coordinates 27o41'58.164" N and 96°455.407"E upto the point

The boundary of buffer area starts from a point 1 km inside the southwest corner of Kamlang WLS (TR) at geo
coordinates 27o39’13.108" N and 96o26'6.400" E, from thence, the boundary goes northwards 1 km parallel to reserve
boundary passing through the point at geo – coordinates 27o44’27.244"N and 96o24’28.174”E. up to the point at geo-
coordinates 27o53’52.998"N and 96o28'10.351"E. Thence, the boundary goes eastwards passing through the point at
geo-coordinates 27°50"26.862"N and 96°35’1.165” E, upto to the point 27° 47’ 3. 304"N and 96°45'50.782" Thence,
southwards passing through the point at geo - coordinates 27o41'58.164” N and 96°45’5.407” E upto the point
27°37'56.165"N and 96o49’36.606"E. Thence, east wards for 1 km where it meets the southeast corner of the reserve.
From thence, northwardsthen westwards and then southwards along the reserve boundary upto the southwards corner
ofthe reserve. Then, eastwards for 1 km upto the starting point.

NORTH : From the summit of Champai Bum east along the boundary between Tirap and Lohit Districts. i.e the ridge
dividing the watershed of Kamlang and Diyun rivers to the Indo-Burma International boundary near the source of the
Lati River through Dapha Bum.
EAST: From the above point south along the Indo-Burma International Boundary to the source of Tilung Hka. Point
12533, thence downstream to its confluence with Diyun River for about half a mile to the confluence of a nameless
stream. Thence, upstream to its source, thence in north westerly direction along the ridge to pint 6472 at grid reference
NS 38, 783 at Patkoi range.
SOUTH : From the above point grid reference NS 380 780 West along the Indo Burma international Boundary to the
source of nameless stream that originate from its source at point 4557 at grid reference NS 975 750 AT Patkoi range.
WEST : From the above source thence downstream to its confluence with Namphuk River, thence downstream along
Namphuk River to the confluence of Korvaiwa Hka, thence upstream of main Korvaiwa to the confluence of its north-
western channel which originates from its source at about 1 mile 2 furlongs north of Teng Bum, thence upstream of thi
channel to its source, thence in a westerly direction along the ridge dividing the watershed of Nanon and Kumchai
Hka, to Aonaon Bum, thence across the ridge to the source of M’Pen Hka to Nanon Bum. Thence downstream along
M’Pem Hka To Mioa-Vijayanagar Road. Thence east along Miao-Vijaynagar road to Patip Hka thence downstream
along Patip Hka to confluence with Noa-Dehing or Diyun River to a point at a grid thence along the left bank of Noa-
Dihing or Diyun river at a point at grid refrence NS 070 971. Thence across Noa Dehing ot Diyun river to the
confluence of nameless stream which originates from the point 6490 at the North at grid reference NM 140, 028,
thence upstream to its source, thence west as long the footpath from, Hpung-An at a bearing of 2778 until it meets
Namdapha river in straight line at bearing of 290° to the source of Nshong Hka, thence downstream of Nshong Hka
until it meets Pakan-Namdapha footpath thence west along the Pakan Namdpaha footpath to Longkai stream, thence
in a north westerly direction in straight line at a bearing of 325° to Namso Sorai stream to its confluence with Deban
River, thence upstream of Deban River to the confluence of a nameless stream at reference NM 905,104 which
originates from its source at grid refrebce NM 901,158 below Champhat Bum, thence North straight to the starting
point.
