2. The terms of reference of the Committee shall be:

a) to examine the comments received in the Ministry on the draft Notification for declaring areas as Ecologically Sensitive Zones and Ecologically Sensitive Areas; b) to conduct site visits and public consultations wherever necessary on proposed Eco ' Sensitive Zone/ Ecologically Sensitive Areas; c) to assist the Ministry in preparing the final notifications on Eco-Sensitive Zones/ Ecologically Sensitive Areas to be issued under the Environment (Protection) Act, 1986 and Environment (Protection Rule 1986;

• d) to examine the Zonal Master Plans of the Eco-Sensitive Zones/ Ecologically Sensitive Areas submitted by the State Governments /UTs as per the provisions of the Notifications;

• e) any other matters relating to Eco Sensitive Zones/ Ecologically Sensitive Areas that may be referred to by the Ministry of Environment, Forest and Climate Change;

3; The tenure of the Expert Committee shall be for a period of five (5) years from the date of its constitution.

4. | The Expert Committee may co-opt any other expert with the permission of the Chair.

3: The meeting of the Expert Committee shall be held normally at Delhi, but if required, these may be held elsewhere in the country as required, with the prior concurrence of the Ministry.

6. Non-official Member are entitled for sitting fee/honorarium at the rate of Rs. 6,000/- per day per sitting, with a ceiling of 10 days/sittings in a month for attending the aforesaid meeting, subject to giving declaration on ‘No conflict of interest’. The co-opted non official Member(s), if any, attending the meeting of the Expert Committee will also be paid the sitting fee/honorarium at the same rate.

‘Z TA/DA of non-official Member(s) will be regulated under SR 190. The Official Members of the Committee are entitled to Air Travel, local travel for attending the meetings as admissible as per their entitlement. Claims on this account would be admissible only from one source i.e either from the parent organization where they are working or from the Ministry of Environment, Forest and Climate Change, Government of India.

8. This issues with the approval of Competent Authority and concurrence of Integrated Finance Division vide their Dy. No. 134775, dated 04.11.2022.
