PART II—Section 3—Sub-section (ii) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् अजधसूचना नई दिल्ली, 4 मई, 2022 का.आ. 2077(अ).—अजधसूचना का जनम्नजलजखत प्रारूप, जिसे केन्द्रीर् सरकार, पर्ाावरण (संरक्षण) अजधजनर्म, 1986 (1986 का 29) की धारा 3 की उपधारा (2) के खंड (v) और खंड (xiv) तथा उपधारा (3) के साथ परित उपधारा (1) द्वारा प्रित्त िजिर्ों का प्रर्ोग करते हुए, िारी करने का प्रस्ट्ताव करती है, को पर्ाावरण (संरक्षण) जनर्मावली 1986 के जनर्म 5 के उपजनर्म (3) की अपेक्षानुसार, िनसाधारण की िानकारी के जलए प्रकाजित दकर्ा िाता है जिनके उससे प्रभाजवत होने की संभावना है, और र्ह सूजचत दकर्ा िाता है दक उि प्रारूप अजधसूचना पर, उस तारीख से, जिसको इस अजधसूचना को अंतर्वाष् ट करने वाले भारत के रािपत्र की प्रजतर्ां िनसाधारण को उपलब्ध करा िी िाती हैं, साि दिन की अवजध की समाजि पर र्ा उसके पश् चात् जवचार दकर्ा िाएगा; ऐसा कोई व्यजि, िो प्रारूप अजधसूचना में अंतर्वाष्ट प्रस्ट्तावों के संबंध में कोई आपजत्त र्ा सुझाव िेने का इच्छुक है, वह जवजनर्िाष्ट अवजध के भीतर, केन्द्रीर् सरकार द्वारा जवचार दकए िाने के जलए अपनी आपजत्त र्ा सुझाव सजचव, पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर्, इंदिरा पर्ाावरण भवन, िोर बाग रोड, अलीगंि, नई दिल्ली-110003 को जलजखत रूप में र्ा ई-मेल esz-mef@nic.in पर भेि सकता है।

THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] प्रारूप अजधसूचना कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् आंध्र प्रिेि राज्र् में जचत्तूर जिले के िो वन सीमां अथाात् पालमानेर और कु्पम और पांच रािस्ट्व मंडल अथाात् कु्पम, रामाकु्पम, बैरेद्दीपल्ली, पालमानेर एवं वी. कोटा में जवस्ट्तार 357.63 वगा दकलोमीटर के जवस्ट्तार में फैला हुआ है; और, कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् धारा 26-ए वन्द्र्िीव (संरक्षण) अजधजनर्म,1972 (केंरीर् अजधजनर्म सं. 1972 का 53) के अधीन िी.ओ.एमएस. संख्र्ा 82, पर्ाावरण वन, जवज्ञान एवं प्रौद्योजगकी (फॉर.lll) तारीख 27.6.1998 में आंध्र प्रिेि सरकार द्वारा अजधसूजचत दकर्ा गर्ा। अभर्ारण्र् आकार में रैजखक है और लगभग 70 दकलोमीटर उत्तर से िजक्षण में 1 दकलोमीटर से 15 दकलोमीटर तक की जवजभन्न चौडाई के साथ फैला हुआ है और इसकी कुल पररजध लगभग 224 दकलोमीटर है। अभर्ारण्र् का पूवी भाग तजमलनाडु के वनों द्वारा सीमांदकत है, िजक्षणी भाग आंध्र प्रिेि के गैर-वन भूजमर्ों द्वारा आच्छादित है;
और, कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् बहुत अनोखा है और हाजथर्ों के जलए महत्त्वपूणा गजलर्ारा है और आंध्र प्रिेि के िेषाचलम पहाजडर्ों तक तजमलनाडु एवं कनााटक राज्र्ों से उनके प्रवासी मागा पर जस्ट्थत है और तजमलनाडु एवं कनााटक राज्र्ों द्वारा जिरे हुए आंध्र प्रिेि के िजक्षणी छोर पर जस्ट्थत है। इस अभर्ारण्र् में व्क्षों, झाजडर्ों एंव िडी-बूरटर्ों सजहत पौधों की 203 प्रिाजतर्ां, स्ट्तनधाररर्ों की 25 प्रिाजतर्ां, पजक्षर्ों की 103 प्रिाजतर्ां, उभर्चरों की 18 प्रिाजतर्ां, सरीस्पों की 18 प्रिाजतर्ां और अकिेरूदकर्ों की 396 से अजधक प्रिाजतर्ां है;
और, कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् में वनस्ट्पजत जवजवधता में स्ट्थाजनक प्रिाजतर्ों िैसे िालारी (िोररर्ा रोक्सबुरिी, एस. तालुरा) और तंबा िालारी (िोररर्ा तुमबुजगगर्ा) सजहत िुष्क पणापाती से िुष्क सिाहररत प्रिाजतर्ों तक की श्रेजणर्ां है। र्ह क्षेत्र मैसूर पिार, चंिन क्षेत्र के र्हां कई स्ट्थानों में, चंिन (सेंटलम एल्बम) प्राक्जतक रूप से जनकटस्ट्थ भाग होने के कारण उगता है। इस क्षेत्र में पाई िाने वाली कुछ अन्द्र् महत्वपूणा पौधों की प्रिाजतर्ां दफकस ररजलजिओसा, अजल्बजज़्िर्ा अमारा, डेंड्रोकलामस जस्ट्रक्टस, बमबुसा अरुन्द्डासेई, दफकस बेनिालेनजसस, दफकस एसपी. (िुव्वी), अगेव, फेरोजनर्ा ऐजलफेंटम, ऐगल मामेलोस, खासी गाड्डी, जबक्की, उललंिा, अल्ली, काजलवी, डार्ोस्ट्पार्रोस मेलानोजक्सजलन, मांजिफेरा, कोजमथोरा कौडाटा (मेट्टा माजमडी), डार्ोस्ट्कोररर्ा पेंटाफीला, मधुका इंजडका, ज़ि़िीफ़स ओएनोज्लर्ा, ज़ि़िीफ़स ़ि़ु़िबा, एमजब्लका अजफफजसनाजलस आदि हैं; और, क्षेत्र में पाए िाने वाले मुख्र् िीविंतु तेंिुआ (पेंथेरा पाडास), िंगली जबल्ली (फेजलस चौस), लकडबगिा (हर्ाएना हर्ाएना), स्ट्लोथ बेर्र (मेलुरसस उर्सानस), इंजडर्न फॉक्स (वलपेस बेंगालेंजसस), गोल्डन िैकल (काजनस ऑरेर्स), िंगली कुत्ता (कुओन अजल्पइनेस), भेजडर्ा (काजनस लुपस), धूसर नेवला (हरपेस्ट्टेस एडवर्ड्सी), स्ट्मॉल इंजडर्न जसवेट (वेररकुला इंजडका), सामान्द्र् मुसंग (पैराडोक्सुरस हेमााफ्रोजडटस), इंजडर्न फलाइंग फॉक्स (टेरोपस जगगांटेस), इंजडर्न पैंगोजलन (माजनस क्राजस्ट्सकुडाटा), इंजडर्न पॉक्र्ूापाइन (जहजस्ट्रक्स इंजडका), थरी-जस्ट्र्ड पाम स्ट्वेररल (फुनामबुलस पामारम), ब्लैकने्ड खरगोि (लेपस जनजिकोजलसजनजिकोजलस), इंजडर्न हाथी (ऐजलफस मैजक्समस) इंजडर्न बनैला सूअर (सस स्ट्क्रोफा), चौलसंिा (टेरासेरस वाजड्रकोरजनस), जचत् तीिार जहरण (एजक्सस एजक्सस), मुंिक (मुंरटर्ाकस मुंटिाक), जपसूरी (मोसजचओला मेजममना), बोन्नेट मैकाक (मकाका राजडर्आटा), हुनुमन लंगूर (सेमनोजपथेकस एंटेल्लस), तवांगु (लोररस लीड्डेकेररअनस), आदि पाए िाते हैं; और, कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् के चारों ओर के क्षेत्र को, जिसका जवस्ट्तार और सीमाएं इस अजधसूचना के पैरािाफ 1 में जवजनर्िाष्ट हैं, पाररजस्ट्थजतकी, पर्ाावरणीर् और िैव-जवजवधता की ि्जष्ट से पाररजस्ट्थजतकी संवेिी िोन के रूप में सुरजक्षत और संरजक्षत करना तथा उि पाररजस्ट्थजतकी संवेिी िोन में उद्योगों र्ा उद्योगों की श्रेजणर्ों के प्रचालन तथा प्रसंस्ट्करण को प्रजतजषद्ध करना आवश्र्क है; अतः अब, केन्द्रीर् सरकार, पर्ाावरण (संरक्षण) जनर्मावली, 1986 के जनर्म 5 के उपजनर्म (3) के साथ परित पर्ाावरण (संरक्षण) अजधजनर्म, 1986 (1986 का 29) (जिसे इसमें इसके पश्चात् पर्ाावरण अजधजनर्म कहा गर्ा है) की
धारा 3 की उपधारा (1) और उप-धारा (2) के खंड (v) और खंड (xiv) एवं उपधारा (3) द्वारा प्रित्त िजिर्ों का प्रर्ोग

[भागII—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 करते हुए, आंध्र प्रिेि राज्र् के कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् की सीमा के चारों ओर 1 दकलोमीटर से 12 दकलोमीटर तक जवस्ट्ताररत क्षेत्र को कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् पाररजस्ट्थजतकी संवेिी िोन (जिसे इसमें इसके पश् चात् पाररजस्ट्थजतकी संवेिी िोन कहा गर्ा है) के रूप में अजधसूजचत करती है, जिसका जववरण जनम्नानुसार है, अथाात्:-
1. पाररजस्ट्थजतकी संवेिी िोन का जवस्ट्तार और सीमा.-(1) पाररजस्ट्थजतकी संवेिी िोन का जवस्ट्तार कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् की सीमा के आसपास 1 दकलोमीटर से 12 दकलोमीटर है, पाररजस्ट्थजतकी संवेिी िोन का क्षेत्रफल 315.84 वगा दकलोमीटर है। पाररजस्ट्थजतकी संवेिी िोन आंध्र प्रिेि में सीजमत है और तजमलनाडु में अनुप्रस्ट्थ नहीं है। (2) कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् के चारों ओर पाररजस्ट्थजतकी संवेिी िोन की सीमा का जववरण अनुलग्नक–I के रूप में संलग्न है। (3) सीमा जववरण और अक्षांि और िेिांतर के साथ पाररजस्ट्थजतकी संवेिी िोन को सीमांदकत करते हुए कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् के मानजचत्र अनुलग्नक-IIक और अनुलग्नक–IIख के रूप में संलग्न है। (4) कौजण्डन्द्र् वन्द्र्िीव अभर्ारण्र् और पाररजस्ट्थजतकी संवेिी िोन की सीमा के भू-जनिेिांकों की सूची अनुलग्नक-III के सारणी-क और सारणी-ख में िी गई है। (5) मुख्र् लबंिुं के भू-जनिेिांकों के साथ पाररजस्ट्थजतकी संवेिी िोन के अंतगात आने वाले िामों की सूची अनुलग्नक–IV के रुप में संलग्न है।
2. पाररजस्ट्थजतकी संवेिी िोन के जलए आंचजलक महार्ोिना.–(1) राज्र् सरकार, पाररजस्ट्थजतकी संवेिी िोन के प्रर्ोिनों के जलए रािपत्र में इस अजधसूचना के प्रकािन की तारीख से िो वषा की अवजध के भीतर, स्ट्थानीर् व्यजिर्ों के परामिा से और राज्र् के सक्षम प्राजधकारी के अनुमोिन के जलए इस अजधसूचना में दिए गए अनुबंधों का पालन करते हुए आंचजलक महार्ोिना तैर्ार करेगी। (2) राज्र् सरकार द्वारा पाररजस्ट्थजतकी संवेिी िोन के जलए आचंजलक महार्ोिना इस अजधसूचना में जवजनर्िाष् ट रीजत से तथा प्रासंजगक केंरीर् और राज् र् जवजधर्ों के अनुरूप और राज्र् सरकार द्वारा िारी दििा जनिेिों, र्दि कोई हों, के अनुसार बनार्ी िाएगी। (3) आंचजलक महार्ोिना में पाररजस्ट्थजतकी और पर्ाावरण संबंधी सरोकारों को िाजमल करने के जलए इसे राज्र् सरकार के जनम्नजलजखत जवभागों के परामिा से बनार्ा िाएगा, अथाात्:- i. पर्ाावरण; ii. वन और वन्द्र्िीव; iii. क्जष; iv. रािस्ट्व; v. िहरी जवकास; vi. पर्ाटन; vii. िामीण जवकास; viii. जसचांई और बाढ़ जनर्ंत्रण; ix. नगरपाजलका; x. पंचार्ती राि; और xi. लोक जन मााण जव भाग।

(4) िब तक इस अजधसूचना में जवजनर्िाष्ट न हो, आंचजलक महार्ोिना में वतामान में अनुमोदित भू-उपर्ोग, अवसंरचना और दक्रर्ाकलापों पर कोई प्रजतबंध नहीं लगार्ा िाएगा तथा आचंजलक महार्ोिना में सभी अवसंरचनां और दक्रर्ाकलापों में सुधार करके उन्द्हें अजधक िक्ष और पाररजस्ट्थजतकी-अनुकूल बनाने की व्यवस्ट्था की िाएगी।
(5) आंचजलक महार्ोिना में वनरजहत और अवक्रजमत क्षेत्रों के सुधार, जवद्यमान िलािर्ों के संरक्षण, आवाह क्षेत्रों के प्रबंधन, िल-संभरों के प्रबंधन, भू-िल के प्रबंधन, म्िा और नमी के संरक्षण, स्ट्थानीर् िनता की आवश्र्कतां तथा पाररजस्ट्थजतकी एवं पर्ाावरण के ऐसे अन्द्र् पहलुं की व्यवस्ट्था की िाएगी जिन पर ध्र्ान दिर्ा िाना आवश्र्क है।
(6) आंचजलक महार्ोिना में सभी जवद्यमान पूिा स्ट् थलों, िामों एवं िहरी बजस्ट्तर्ों, वनों की श्रेजणर्ों एवं दकस्ट् मों, क्जष क्षेत्रों, ऊपिाऊ भूजम, उद्यानों एवं उद्यानों की तरह के हररत क्षेत्रों, बागवानी क्षेत्रों, बगीचों, झीलों और अन्द्र् िलािर्ों की सीमा का सहार्क मानजचत्र के साथ जनधाारण दकर्ा िाएगा और प्रस्ट्ताजवत भू-उपर्ोग की जविेषतां का ब्र्ौरा भी दिर्ा िाएगा। (7) आंचजलक महार्ोिना पाररजस्ट्थजतकी संवेिी िोन में जवकासात्मक दक्रर्ाकलापों को जवजनर्जमत करने के जलए प्रदक्रर्ा प्रिान करेगी और सारणी में र्थासूचीबद्ध पैरा 4 में प्रजतजषद्ध और जवजनर्जमत दक्रर्ाकलापों का पालन दकर्ा िाएगा। इसमें स्ट् थानीर् िनता की आिीजवका की सुरक्षा के जलए पाररजस्ट्थजतकी-अनुकूल जवकास का भी सुजनश्चर् एवं संवधान दकर्ा िाएगा।
(8) आंचजलक महार्ोिना, क्षेत्रीर् जवकास र्ोिना की सह-काजलक होगी । (9) राज्र् सरकार द्वारा अनुमोदित आंचजलक महार्ोिना, जनगरानी सजमजत के जलए एक संिभा िस्ट्तावेि होगी तादक वह इस अजधसूचना के उपबंधों के अनुसार जनगरानी के अपने कताव्यों का जनवाहन कर सके। (10) आंचजलक महार्ोिना और दकसी भी नई जवकासात्मक दक्रर्ाकलापों का लंजबत अनुमोिन पैरा 6 के उप-पैरा (3) और (4) में जनर्िाष्ट प्रावधानों द्वारा िाजसत होगा। 3. राज्र् सरकार द्वारा दकए िाने वाले उपार्.- राज्र् सरकार अजधसूचना के उपबंधों को प्रभावी बनाने के जलए जनम्नजलजखत उपार् करेगी, अथाात्:- (1) भू-उपर्ोग.– (क) पाररजस्ट्थजतकी संवेिी िोन में वनों, बागवानी क्षेत्रों, क्जष क्षेत्रों, मनोरंिन के जलए जचजन्द्हत उद्यानों और खुले स्ट्थानों का व्हि वाजणजज्र्क र्ा आवासीर् पररसरों र्ा औद्योजगक दक्रर्ाकलापों के जलए प्रर्ोग र्ा संपररवतान अनुमत नहीं दकर्ा िाएगा: परंतु पाररजस्ट्थजतकी संवेिी िोन के भीतर ऊपर भाग (क), में जवजनर्िाष्ट प्रर्ोिन से जभन्न प्रर्ोिन के जलए क्जष और अन्द्र् भूजम का संपररवतान, जनगरानी सजमजत की जसफाररि पर और क्षेत्रीर् नगर र्ोिना अजधजनर्म तथा र्था लागू केन्द्रीर् सरकार एवं राज्र् सरकार के अन्द्र् जनर्मों एवं जवजनर्मों के अधीन तथा इस अजधसूचना के उपबंधों के अनुसार सक्षम प्राजधकारी के पूवा अनुमोिन से स्ट्थानीर् जनवाजसर्ों की जनम्नजलजखत आवासीर् िरूरतों को पूरा करने के जलए अनुमत दकर्ा िाएगा िैसे:- (i) जवद्यमान सडकों को चौडा करना, उन्द्हें सुि्ढ़ करना और नई सडकों का जनमााण करना; (ii) बुजनर्ािी ढांचों और नागररक सुजवधां का संजनमााण और नवीकरण; (iii) प्रिूषण उत्पन्न न करने वाले लिु उद्योग;
(iv) कुटीर उद्योग एवं िाम उद्योग; पाररजस्ट्थजतकी पर्ाटन में सहार्क सुजवधा भण्डार, और स्ट्थानीर् सुजवधाएं तथा ग्ह वास; और
(v) पैरािाफ-4 में उजल्लजखत बढ़ावा दिए गए दक्रर्ाकलापः

[भागII—खण् ड 3(ii)] 5 परंतु र्ह भी दक क्षेत्रीर् िहरी जनर्ोिन अजधजनर्म तथा राज्र् सरकार के अन्द्र् जनर्मों एवं जवजनर्मों के अधीन सक्षम प्राजधकारी के पूवा अनुमोिन के जबना एवं संजवधान के अनुच्छेि 244 के उपबंधों तथा तत्समर् प्रव्त्त जवजध, जिसके अंतगात अनुसूजचत िनिाजत और अन्द्र् परंपरागत वन जनवासी (वन अजधकारों की मान्द्र्ता) अजधजनर्म, 2006 (2007 का 2) भी आता है, का अनुपालन दकए जबना वाजणजज्र्क र्ा औद्योजगक जवकास दक्रर्ाकलापों के जलए िनिातीर् भूजम का प्रर्ोग अनुज्ञात नहीं होगा:

परंतु र्ह भी दक पाररजस्ट् थजतकी संवेिी िोन के अंतगात आने वाली भूजम के अजभलेखों में हुई दकसी त्रुरट को, जनगरानी सजमजत के जवचार प्राि करने के पश्चात्, राज्र् सरकार द्वारा प्रत्र्ेक मामले में एक बार सुधारा िाएगा और उि त्रुरट को सुधारने की सूचना केंरीर् सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् को िी िाएगी:
परंतु र्ह भी दक उपर्ुाि त्रुरट को सुधारने में, इस उप-पैरा में र्था उपबंजधत के जसवार्, दकसी भी ििा में भू- उपर्ोग का पररवतान िाजमल नहीं होगा।
(ख) अनुप्रर्ुि र्ा अनुत् पािक क्जष क्षेत्रों में वनीकरण तथा पर्ाावासों की बहाली के कार्ाकलापों से पुन: वनीकरण दकए िाने के प्रर्ास दकए िाएंगे।
(2) प्राक्जतक िल स्रोत.- सभी प्राक्जतक िलमागों के िलिहण क्षेत्रों की पहचान की िाएगी और आंचजलक महार्ोिना में उनके संरक्षण और बहाली की र्ोिना सजम मजलत की िाएगी और राज्र् सरकार द्वारा दििा-जनिेि इस रीजत से तैर्ार दकए िाएंगे दक उसमें ऐसे क्षेत्रों में र्ा उसके पास जवकास दक्रर्ाकलापों को प्रजतजषद्ध और जनबंजधत दकर्ा गर्ा हो । (3) पर्ाटन एवं पाररजस्ट्थजतकी पर्ाटन.– (क) पाररजस्ट्थजतकी संवेिी िोन में सभी नए पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलाप र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार पाररजस्ट्थजतकी संवेिी िोन संबंधी पर्ाटन महार्ोिना के अनुसार अनुमत होगा;
(ख) पाररजस्ट्थजतकी पर्ाटन महार्ोिना राज्र् सरकार के पर्ाावरण और वन जवभाग के परामिा से पर्ाटन जवभाग द्वारा बनार्ी िाएगी;
(ग) पर्ाटन महार्ोिना आंचजलक महार्ोिना का िटक होगी; (ि) पर्ाटन महार्ोिना पाररजस्ट्थजतकी संवेिी िोन की वहन क्षमता के आधार पर तैर्ार की िार्ेगी; (ङ) पाररजस्ट्थजतकी पर्ाटन संबंधी दक्रर्ाकलाप जनम नानुसार जवजनर्जमत दकए िाएंगे, अथाात्:- (i) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन की सीमा तक, इनमें से िो भी अजधक जनकट हो, दकसी होटल र्ा ररिॉटा का नर्ा सजन्नमााण अनुमत नहीं दकर्ा िाएगाः
परंतु र्ह, पाररजस्ट्थजतकी पर्ाटन सुजवधां के जलए संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर की िूरी से परे पाररजस्ट्थजतकी संवेिी िोन की सीमा तक पूवा पररभाजषत और अभीजहत क्षेत्रों में पर्ाटन महार्ोिना के अनुसार, नए होटलों और ररिॉटा की स्ट्थापना अनुमत होगी; (ii) पाररजस्ट्थजतकी संवेिी िोन के अन्द्िर सभी नए पर्ाटन दक्रर्ाकलापों र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार, केन्द्रीर् सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् द्वारा िारी दििाजनिेिों तथा पाररजस्ट्थजतकी पर्ाटन, पाररजस्ट्थजतकी-जिक्षा और पाररजस्ट्थजतकी-जवकास पर बल िेने वाले राष्ट्रीर् व्याघ्र संरक्षण प्राजधकरण द्वारा िारी पाररजस्ट्थजतकी पर्ाटन संबंधी दििाजनिेिों (समर्-समर् पर र्था संिोजधत) के अनुसार होगा; (iii) आंचजलक महार्ोिना का अनुमोिन होने तक, पर्ाटन के जवकास और जवद्यमान पर्ाटन दक्रर्ाकलापों के जवस्ट्तार को वास्ट्तजवक स्ट्थल-जवजिष्ट संवीक्षा तथा जनगरानी सजमजत की जसफाररि के आधार पर संबंजधत जवजनर्ामक प्राजधकरणों द्वारा अनुमत दकर्ा िाएगा और पाररजस्ट्थजतकी संवेिी िोन में दकसी नए होटल, ररिॉटा र्ा वाजणजज्र्क प्रजतष्ठान का संजन्नमााण अनुमत नहीं होगा। (4) प्राक्जतक जवरासत.– पाररजस्ट्थजतकी संवेिी िोन के अंतगात आने वाले बहुमूल्र् प्राक्जतक जवरासत के सभी स्ट्थलों िैसे दक िीन पूल ररिवा क्षेत्र, िैल संरचना, िल प्रपात, झरने, िरे, उपवन, गुफाएं, स्ट्थल, वनपथ, रोहण मागा, उत्प्रपात आदि

की पहचान की िाएगी और उनकी सुरक्षा एवं संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप में एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी। (5) मानव जनर्मात जवरासत स्ट् थल.- पाररजस्ट्थजतकी संवेिी िोन में भवनों, संरचनां , कलाक्जत-क्षेत्रों तथा ऐजतहाजसक, स्ट्थापत्र् संबधी, सौंिर्ाात्मक और सांस्ट्क्जतक महत्व के क्षेत्रों की पहचान की िाएगी और उनके संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप में एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी।
(6) ध् वजन प्रिूषण.- पर्ाावरण अजधजनर्म के अधीन ध्वजन प्रिूषण (जवजनर्मन और जनर्ंत्रण) जनर्म, 2000 में जनर्त उपबंधों के अनुसार पाररजस्ट्थजतकी संवेिी िोन में ध्वजन प्रिूषण की रोकथाम और जनर्ंत्रण दकर्ा िाएंगा ।
(7) वार्ु प्रिूषण.- पाररजस्ट्थजतकी संवेिी िोन में, वार्ु प्रिूषण का जनवारण और जनर्ंत्रण, वार्ु (प्रिूषण जनवारण और जनर्ंत्रण) अजधजनर्म, 1981 (1981 का 14) और उसके अधीन बनाए गए जनर्मों के उपबंधों के अनुसार दकर्ा िाएगा ।
(8) बजहस्राव का जनस्ट्सरण.- पाररजस्ट्थजतकी संवेिी िोन में उपचाररत बजहस्राव का जनस्ट्सरण, पर्ाावरण अजधजनर्म और उसके अधीन बनाए गए जनर्मों के अधीन आने वाले पर्ाावरणीर् प्रिूषकों के जनस्ट्सरण के जलए साधारण मानकों र्ा केंर िाजसत द्वारा जनर्त मानकों, िो भी अजधक किोर हो, के उपबंधों के अनुसार होगा।
(9) िोस अपजिष्ट.- िोस अपजिष्ट का जनपटान एवं प्रबन्द्धन जनम्नानुसार दकर्ा िाएगा:- (क) पाररजस्ट्थजतकी संवेिी िोन में िोस अपजिष्ट का जनपटान और प्रबंधन भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की समर्-समर् पर र्था संिोजधत अजधसूचना सं. का.आ. 1357(अ), दिनांक 8 अप्रैल, 2016 के तहत प्रकाजित िोस अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा; अकाबाजनक पिाथो का जनपटान पाररजस्ट्थजतकी संवेिी िोन से बाहर जचजन्द्हत दकए गए स्ट्थानों पर पर्ाावरण-अनुकूल रीजत से दकर्ा िाएगा; (ख) पाररजस्ट्थजतकी संवेिी िोन में मान्द्र् प्रौद्योजगदकर्ों का प्रर्ोग करते हुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप िोस अपजिष्ट का सुरजक्षत और पर्ाावरण अनुकूल प्रबंधन अनुमत दकर्ा िार्ेगा। (10) िैव जचदकत्सा अपजिष्ट.- िैव जचदकत्सा अपजिष् ट का प्रबंधन जनम्नानुसार दकर्ा िाएगा:- (क) पाररजस्ट्थजतकी संवेिी िोन में िैव जचदकत्सा अपजिष्ट का जनपटान भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की समर्–समर् पर र्था संिोजधत अजधसूचना सं.सा.का.जन 343 (अ), तारीख 28 माचा, 2016 के तहत प्रकाजित िैव जचदकत्सा अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा;
(ख) पाररजस्ट्थजतकी संवेिी िोन में मान्द्र् प्रौद्योजगदकर्ों का प्रर्ोग करते हुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप िैव जचदकत्सा अपजिष्ट का सुरजक्षत और पर्ाावरण अनुकूल प्रबंधन अनुमत दकर्ा िार्ेगा। (11) ्लाजस्ट्टक अपजिष्ट का प्रबंधन.- पाररजस्ट्थजतकी संवेिी िोन में ्लाजस्ट्टक अपजिष्ट का प्रबंधन, भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की समर्-समर् पर र्था संिोजधत अजधसूचना सं.सा.का.जन 340(अ), तारीख 18 माचा, 2016 के तहत प्रकाजित ्लाजस्ट्टक अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा। (12) जनमााण और जवध्वंस अपजिष्ट का प्रबंधन.- पाररजस्ट्थजतकी संवेिी िोन में जनमााण और जवध्वंस अपजिष्ट का प्रबंधन, भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की समर्-समर् पर र्था संिोजधत अजधसूचना सं.सा.का.जन 317(अ), तारीख 29 माचा, 2016 के तहत प्रकाजित संजनमााण और जवध्वंस अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा। (13) ई–अपजिष्ट.- पाररजस्ट्थजतकी संवेिी िोन में ई–अपजिष्ट का प्रबंधन, भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् द्वारा प्रकाजित तथा समर्-समर् पर र्था संिोजधत ई–अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा। (14) सडक-र्ातार्ात.- सडक-र्ातार्ात को पर्ाावास-अनुकूल तरीके से जवजनर्जमत दकर्ा िाएगा और इस संबंध में आंचजलक महार्ोिना में जविेष उपबंध िाजमल दकए िाएंगे और आंचजलक महार्ोिना के तैर्ार होने और राज्र् सरकार के

[भागII—खण् ड 3(ii)] 7 सक्षम प्राजधकारी से अनुमोदित होने तक, जनगरानी सजमजत प्रासंजगक अजधजनर्मों और उनके तहत बनाए गए जनर्मों एवं जवजनर्मों के अनुसार सडक-र्ातार्ात के अनुपालन की जनगरानी करेगी। (15) वाहन िजनत प्रिूषण.- वाहन िजनत प्रिूषण की रोकथाम और जनर्ंत्रण लागू जवजधर्ों के अनुसार दकर्ा िाएगा और स्ट्वच्छतर ईंधन के उपर्ोग के जलए प्रर्ास दकए िाएंगे । (16) औद्योजगक ईकाइर्ां.- (क) रािपत्र में इस अजधसूचना के प्रकािन पर र्ा उसके पश्चात पाररजस्ट्थजतकी संवेिी िोन के भीतर कोई नए प्रिूषणकारी उद्योगों की स्ट्थापना की अनुज्ञा नहीं िी िाएगी; (ख) केन्द्रीर् प्रिूषण जनर्ंत्रण बोडा द्वारा फरवरी, 2016 में िारी समर्-समर् पर संिोजधत मागाििाक जसद्धान्द्तों में उद्योगों के वगीकरण के अनुसार, िब तक दक अजधसूचना में इस प्रकार जवजनर्िाष्ट न हो, पाररजस्ट्थजतकी संवेिी िोन के भीतर केवल गैर-प्रिूषणकारी उद्योगों को अनुज्ञात दकर्ा िाएगा और इसके अजतररि, गैर प्रिूषणकारी उद्योगों को बढ़ावा दिर्ा िाएगा।
(17) पहाडी ढलानों का संरक्षण.- पहाडी ढलानों का संरक्षण जनम्नानुसार दकर्ा िाएगा:- (क) आंचजलक महार्ोिना में पहाडी ढलानों के उन क्षेत्रों को ििाार्ा िाएगा जिनमें दकसी भी संजनमााण की अनुज्ञा नहीं होगी; (ख) जिन ढलानों र्ा जवद्यमान खडी पहाडी ढलानों में अत्र्जधक भू-क्षरण होता है उनमें दकसी भी संजनमााण की अनुज्ञा नहीं होगी । 4. पाररजस्ट्थजतकी संवेिी िोन में प्रजतजषद्ध र्ा जवजनर्जमत दकए िाने वाले दक्रर्ाकलापों की सूची- पाररजस्ट्थजतकी संवेिी िोन में सभी दक्रर्ाकलाप, पर्ाावरण अजधजनर्म उसके अधीन बने जनर्मों जिसमें तटीर् जवजनर्मन िोन, 2011 एवं पर्ाावरणीर् प्रभाव आकलन अजधसूचना, 2006 िाजमल है सजहत वन (संरक्षण) अजधजनर्म, 1980 (1980 का 69), भारतीर् वन अजधजनर्म, 1927 (1927 का 16), वन्द्र्िीव (संरक्षण) अजधजनर्म, 1972 (1972 का 53) अन्द्र् लागू जनर्मों के उपबंधों तथा उनमें दकए गए संिोधनों के अनुसार िाजसत होंगे और नीचे िी गई सारणी में जवजनर्िाष्ट रीजत से जवजनर्जमत होंगे, अथाात्:- सारणी क्रम सं.
दक्रर्ाकलाप रट्पणी क. प्रजतजषद्ध दक्रर्ाकलाप
1. वाजणजज्र्क खनन, पत्थर उत्खनन और अपिषाण इकाइर्ां ।
(क) पाररजस्ट्थजतकी संवेिी िोन के अंतगात वास्ट्तजवक स्ट्थानीर् जनवाजसर्ों की िरेलू आवश्र्कतां जिसमें मकानों के संजनमााण र्ा मरममत के जलए धरती को खोिना सजममजलत है, के जसवार् सभी प्रकार के नए और जवद्यमान खनन (लिु और व्हत खजनि), पत्थर उत्खनन और अपिषाण इकाइर्ां तत्काल प्रभाव से प्रजतजषद्ध होंगी; (ख) खनन प्रचालन, 1995 की ररट र्ाजचका (जसजवल) सं. 202 में टी.एन. गौडावमान जथरुमूलपाि बनाम भारत संि के मामले में माननीर् उच्चतम न्द्र्ार्ालर् के आिेि 4 अगस्ट्त ,2006 और 2012 की ररट र्ाजचका (जसजवल) सं. 435 में गोवा फाउंडेिन बनाम भारत संि के मामले में तारीख 21 अप्रैल ,2014 के आिेि के अनुसरण में होगा । 2. प्रिूषण (िल, वार्ु, म्िा, ध्वजन, आदि) उत्पन्न करने वाले उद्योगों की स्ट्थापना । पाररजस्ट्थजतकी संवेिी िोन में कोई नर्ा उद्योग लगाने और वतामान प्रिूषणकारी उद्योगों का जवस्ट्तार करने की अनुमजत नहीं होगीः
परन्द्तु र्ह दक, केन्द्रीर् प्रिूषण जनर्ंत्रण बोडा द्वारा फरवरी, 2016 में िारी समर्-समर् पर संिोजधत मागा ििाक जसद्धान्द्तों में उद्योगों के

वगीकरण के अनुसार िब तक दक अजधसूचना में ऐसा जवजनर्िाष्ट न हों, पाररजस्ट्थजतकी संवेिी िोन के भीतर गैर-प्रिूषणकारी उद्योगों को अनुज्ञात दकर्ा िाएगा और इसके अजतररि गैर-प्रिूषणकारी कुटीर उद्यागों को बढ़ावा दिर्ा िाएगा। 3. बडी िल जवद्युत पररर्ोिनां की स्ट्थापना । प्रजतजषद्ध।
4. दकसी पररसंकटमर् पिाथा का प्रर्ोग र्ा उत्पािन र्ा प्रस्ट्संकरण । प्रजतजषद्ध।
5. प्राक्जतक िल जनकार्ों र्ा भूजम क्षेत्र में अनुपचाररत बजहस्रावों का जनस्ट्सरण । प्रजतजषद्ध।
6. नई आरा जमलों की स्ट्थापना। पाररजस्ट्थजतकी संवेिी िोन के भीतर नई और जवद्यमान आरा जमलों का जवस्ट्तार अनुमत नहीं होगा ।
7. ईंट भट्टों की स्ट्थापना करना। प्रजतजषद्ध। 8. िलावन लकडी का वाजणजज्र्क उपर्ोग। प्रजतजषद्ध। 9. व्क्षों की कटाई । प्रजतजषद्ध। ख.जवजनर्जमत दक्रर्ाकलाप 10. होटलों और ररसोटों की वाजणजज्र्क स्ट्थापना । पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलापों हेतु लिु अस्ट्थार्ी संरचनां के जनमााण के जसवार्, संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन की सीमा तक, इनमें िो भी अजधक जनकट हो, नए वाजणजज्र्क होटलों और ररसोटों की स्ट्थापना की अनुमजत नहीं होगी: परंतु, संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर बाहर र्ा पाररजस्ट्थजतकी संवेिी िोन की सीमा तक, इनमें िो भी अजधक जनकट हो, पर्ाटन महार्ोिना और लागू दििाजनिेिों के अनुसार सभी नए पर्ाटन दक्रर्ाकलाप करने र्ा जवद्यमान दक्रर्ाकलापों का जवस्ट्तार करने की अनुज्ञा होगी । 11. संजनमााण दक्रर्ाकलाप । (क) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन के जवस्ट्तार तक िो भी जनकट हो, दकसी भी प्रकार का वाजणजज्र्क संजनमााण अनुमत नहीं दकर्ा िाएगा: परंतु स्ट् थानीर् लोगों को पैरािाफ 3 के उप पैरािाफ (1) में सूचीबद्ध दक्रर्ाकलापों सजहत उनके उपर्ोग के जलए उनकी भूजम में स्ट्थानीर् जनवाजसर्ों की आवासीर् आवश्र्कतां को पूरा करने जलए संजनमााण करने की अनुमजत भवन उपजवजधर्ों के अनुसार िी िाएगी:
परन्द्तु ऐसे लिु उद्योगों िो प्रिूषण उत् पन्द् न नहीं करते हैं, से संबंजधत संजनमााण दक्रर्ाकलाप जवजनर्जमत दकए िाएंगे और लागू जनर्मों और जवजनर्मों, र्दि कोई हों, के अनुसार सक्षम प्राजधकारी की पूवा अनुमजत से ही न्द् र्ूनतम पर रखे िाएंगे ।
(ख) एक दकलोमीटर से आगे आंचजलक महार्ोिना के अनुसार जवजनर्जमत होंगे । 12. गैर प्रिूषणकारी लिु उद्योग। फरवरी, 2016 में केन्द्रीर् प्रिूषण जनर्ंत्रण बोडा द्वारा िारी समर्-समर् पर संिोजधत उद्योगों के वगीकरण के अनुसार गैर-प्रिूषणकारी उद्योग और अपररसंकटमर्, लिु और सेवा उद्योग, क्जष, पुष्प क्जष, उद्यान

[भागII—खण् ड 3(ii)] 9 क्जष र्ा पाररजस्ट्थजतकी संवेिी िोन से िेिी सामिी से उत्पािों को उत्पन्न करने वाले क्जष आधाररत उद्योग सक्षम प्राजधकारी द्वारा अनुज्ञात होंगे। 13. वन उत्पािों और गैर काष्ठ वन उत्पािों का संिहण । लागू जवजधर्ों के अधीन जवजनर्जमत होगा । 14. जवद्युत और संचार टॉवर लगाने, तार-जबछाने तथा अन्द्र् बुजनर्ािी ढांचे की व्यवस्ट्था । लागू जवजधर्ों के अधीन जवजनर्जमत होगा भूजमगत केबल जबछाने को बढ़ावा दिर्ा िाएगा। 15. नागररक सुजवधां सजहत बुजनर्ािी ढांचा। लागू जवजधर्ों, जनर्मों और जवजनर्मनों और उपलब्ध दििाजनिेिों के साथ न्द्र्ूनीकरण उपार् करना।
16. जवद्यमान सडकों को चौडा करना, उन्द्हें सुि्ढ बनाना और नई सडकों का जनमााण। लागू जवजधर्ों, जनर्मों और जवजनर्मनों और उपलब्ध दििाजनिेिों के साथ न्द्र्ूनीकरण उपार् करना। 17. पर्ाटन से संबंजधत अन्द्र् दक्रर्ाकलाप िैसे दक पाररजस्ट्थजतकी संवेिी िोन क्षेत्र के ऊपर से गमा वार्ु के गुब्बारे, हेलीका्टर, ड्रोन, माइक्रोलाइट्स उडाना आदि। 18. पहाडी ढालों और निी तटों का संरक्षण । 19. राजत्र में वाहन र्ातार्ात का संचलन। लागू जवजधर्ों के अधीन वाजणजज्र्क प्रर्ोिन के जलए जवजनर्जमत होगा । 20. स्ट्थानीर् िनता द्वारा अपनार्ी िा रही वतामान क्जष और बागवानी पद्धजतर्ों के साथ डेर्ररर्ां, िुगध उत्पािन, िल क्जष और मत्स्ट्र् पालन। स्ट्थानीर् िनता के प्रर्ोग के जलए लागू जवजधर्ों के अधीन अनुमत होंगे। 21. फमों, कारपोरेट, कंपजनर्ों द्वारा बडे पैमाने पर वाजणजज्र्क पिुधन संपिा और कुक्कुट फामों की स्ट्थापना । स्ट्थानीर् आवश्र्कतां को पूरा करने के जलए लागू जवजधर्ों के अधीन जवजनर्जमत होंगे । 22. प्राक्जतक िल जनकार्ों र्ा भू क्षेत्र में उपचाररत अपजिष्ट िल/बजहस्रााव का जनस्ट्सारण । िल जनकार्ों में उपचाररत अपजिष्ट िल र्ा बजहस्रााव के जनस्ट्सारण से बचा िाएगा और उपचाररत अपजिष्ट िल के पुनचाक्रण और पुन:उपर्ोग के प्रर्ास दकए िाएंगे। अन्द्र्था, उपचाररत अपजिष्ट िल र्ा बजहस्रााव का जनस्ट्सरण लागू जवजधर्ों के अनुसार जवजनर्जमत दकर्ा िाएगा। 23. सतही और भूिल का वाजणजज्र्क जनष्कषाण । 24. खुले कुंआ, बोर कुंआ, आदि क्जष और अन्द्र् उपर्ोग के जलए । जवजनर्जमत और समबद्ध प्राजधकारी द्वारा दक्रर्ाकलापों की सख्ती से जनगरानी की िाएगी। 25. िोस अपजिष्ट प्रबंधन। 26. जविेिी प्रिाजतर्ों को लाना। 27. पाररजस्ट्थजतकी पर्ाटन। 28. वाजणजज्र्क संकेत बोडा और होर्डंग का प्रर्ोग ।

29. पोजलथीन बैगों का उपर्ोग। 30. जवकासात्मक दक्रर्ाकलापों के जलए जवस्ट्फोटक पिाथों का उपर्ोग। ग.संवर्धात दक्रर्ाकलाप 31. वषाा िल संचर् । सदक्रर् रूप से बढ़ावा दिर्ा िाएगा । 32. िैजवक खेती। 33. सभी गजतजवजधर्ों के जलए हररत प्रौद्योजगकी का अंगीकरण । 34. िामीण कारीगरी, आदि सजहत कुटीर उद्योग।
35. नवीकरणीर् ऊिाा और ईंधन का प्रर्ोग । बार्ोगैस, सौर प्रकाि इत्र्ादि को सदक्रर् बढ़ावा दिर्ा िाएगा।
36. क्जष वाजनकी । सदक्र र् रूप से बढ़ावा दिर्ा िाएगा । 37. बागान लगाना और िडी बूरटर्ों का रोपण । 38. पाररजस्ट्थजतकी अनुकूल पररवहन का प्रर्ोग । 39. कौिल जवकास । 40. अवक्रजमत भूजम/वनों/ पर्ाावासों की बहाली । 41. पर्ाावरण के प्रजत िागरुकता। 5. पाररजस्ट्थजतकी संवेिी िोन अजधसूचना की जनगरानी के जलए जनगरानी सजमजत.- पर्ाावरण (संरक्षण) अजधजनर्म, 1986 की धारा 3 की उपधारा (3) के तहत इस अजधसूचना के उपबंधों की प्रभावी जनगरानी के जलए केन्द्रीर् सरकार एतद्वारा एक जनगरानी सजमजत का गिन करेगी िो जनम्नजलजखत से जमलकर बनेगी, नामत: क्र.सं. जनगरानी सजमजत के अंग पि (i)
उप-जिलाधीि, मिनापल्ली अध् र्क्ष; (ii)
राज्र् सरकार द्वारा नाजमत दकए िाने वाले वन्द्र्िीव संरक्षण के क्षेत्र में काम करने वाले एक गैर-सरकारी संगिन का प्रजतजनजध सिस्ट्र्; (iii)
राज्र् के प्रजतजष्ठत संस्ट्थान र्ा जवश्वजवद्यालर् से पाररजस्ट्थजतकी में जविेषज्ञ सिस्ट्र्; (iv)
राज्र् सरकार द्वारा नामजनर्िाष्ट दकए िाने वाले िैव जवजवधता के जविेषज्ञ सिस्ट्र्; (v)
वन सीमा अजधकारी, पालमनेर सिस्ट्र्; (vi)

संभागीर् वन अजधकारी, जचत्तूर, पजश्चम संभाग सिस्ट्र्- सजचव। 6. जनिेि जनबंधन:- (1) जनगरानी सजमजत इस अजधसूचना के उपबंधों के अनुपालन की जनगरानी करेगी।
(2) जनगरानी सजमजत का कार्ाकाल अगले आिेि होने तक दकर्ा िाएगा, परंतु र्ह दक सजमजत के गैर-सरकारी सिस्ट्र्ों को समर्-समर् पर राज्र् सरकार द्वारा नामजनर्िाष्ट दकर्ा िाएगा।

(4) इस अजधसूचना के पैरा 4 के अधीन सारणी में र्था जवजनर्िाष्ट प्रजतजषद्ध दक्रर्ाकलापों के जसवार्, भारत सरकार के तत् कालीन पर्ाावरण और वन मंत्रालर् की अजधसूचना संख्र्ा का.आ. 1533(अ), तारीख 14 जसतंबर, 2006 की अजधसूचना की अनुसूची के अधीन ऐसे दक्रर्ाकलापों, जिन्द्हें सजममजलत नहीं दकर्ा गर्ा है, परंतु िो पाररजस्ट्थजतकी संवेिी िोन में आते हैं, ऐसे दक्रर्ाकलापों की वास्ट्तजवक जवजनर्िाष्ट स्ट्थलीर् ििां पर आधाररत जनगरानी सजमजत द्वारा संवीक्षा की िाएगी और उसे संबद्ध जवजनर्ामक प्राजधकरणों को जनर्िाष्ट दकर्ा िाएगा ।
(5) जनगरानी सजमजत का सिस्ट्र्-सजचव र्ा संबद्ध उपार्ुक् त र्ा संबंजधत उपार्ुि ऐसे व्यजि के जवरूद्ध, िो इस अजधसूचना के दकसी उपबंध का उल्लंिन करता है, पर्ाावरण अजधजनर्म की धारा 19 के अधीन पररवाि िार्र करने के जलए सक्षम होगा। (6) जनगरानी सजमजत संबंजधत जवभागों के प्रजतजनजधर्ों र्ा जविेषज्ञों, औद्योजगक संिों के प्रजतजनजधर्ों र्ा संबंजधत जहतधारकों को, प्रत्र्ेक मामले मे आवश्र्कता के अनुसार, अपने जवचार-जवमिा में सहार्ता के जलए आमंजत्रत कर सकेगी । (7) जनगरानी सजमजत प्रत्र्ेक वषा 31 माचा की जस्ट्थजत के अनुसार अपनी वार्षाक कारावाई ररपोटा राज्र् के मुख्र् वन्द्र्िीव वाडान को, अनुलग्नक V में दिए गए प्रपत्र के अनुसार, उस वषा की 30 िून तक प्रस्ट्तुत करेगी। (8) केन्द्रीर् सरकार का पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् जनगरानी सजमजत को उसके क्त्र्ों के प्रभावी जनवाहन के जलए ऐसे जनिेि िे सकेगा िो वह उजचत समझे । 7. अजतररक् त उपार्.- इस अजधसूचना के उपबंधों को प्रभावी बनाने के जलए केंरीर् सरकार और राज्र् सरकार, अजतररक् त उपार्, र्दि कोई हों, जवजनर्िाष् ट कर सकेंगी।

AND WHEREAS, the Koundinya Wildlife Sanctuary has been notified by the Government of Andhra Pradesh in G.O.Ms. Number 82, Environment Forests, Science & Technology (For.III) Dated. 27.6.1998 under Section 26-A Wildlife (Protection) Act, 1972 (Central Act No. 53 of 1972). The Sanctuary is linear in shape and is running about 70 kilometers North to South with varying widths from 1 kilometer to 15 kilometers and the total periphery is about 224 kilometers. The Eastern edge of the sanctuary is bordered by forests of Tamil Nadu, the Southern side is covered by non-forest lands of Andhra Pradesh; AND WHEREAS, the Koundinya Wildlife Sanctuary is very unique and is an important corridor for the elephants and lies on their migratory route from Tamil Nadu and Karnataka States upto Seshachalam Hills of Andhra Pradesh and lies to the southern most part of Andhra Pradesh State flanked by Tamil Nadu & Karnataka States, with 203 species of plants including trees, shrubs & herbs, 25 species of mammals, 103 species of birds, 18 species of amphibians, 18 species of reptiles and more than 396 species of invertebrates; AND WHEREAS, the floral diversity in the Koundinya Wildlife Sanctuary ranges from dry deciduous to dry evergreen species with endemic species like Jalari (Shorea roxburghii, S. talura) and Tamba Jalari (Shorea tumbuggaia). At many places, Sandalwood (Santalum album) grows naturally as the area is a contiguous part of Mysore Plateau, a sandalwood region. Some other important plant species found in the area are Ficus religiosa, Albizzia amara, Dendrocalamus strictus, Bambusa arundaceae, Ficus benghalensis, Ficus sp. (Juvvi), Agave, Feronia elephantum, Aegle marmelos, Khasi gaddi, Bikki, Ulinja, Alli, Kalivi, Diospyros melanoxylyn, Manjifera, Commithora coudata (Metta mamidi), Dioscorea pentaphylla, Madhuka indica, Zizyphus oenoplia, Zizyphus zuzuba, Emblica afficinalis;

AND WHEREAS, the major fauna found in the area are leopard (Panthera pardus), jungle cat (Felis chaus), hyena (Hyaena hyaena), sloth bear (Melursus ursinus), Indian fox (Vulpes bengalensis), golden jackal (Canis aureus), wild dog (Cuon alpines), wolf (Canis lupus), grey mongoose (Herpestes edwardsii), Small indian civet (Vierricula indica), common palm civet (Paradoxurus hermaphroditus), Indian flying fox (Pteropus giganteus) ,Indian pangolin (Manis crassicaudata), Indian porcupine (Hystrix indica), three-striped palm squirrel (Funambulus

[भागII—खण् ड 3(ii)] 19 palmarum), blacknaped hare (Lepus nigricollisnigricollis), Asian elephant (Elephas maximus) Indian wild boar (Sus scrofa), chowsingha (Tetracerus quadricornis), spotted deer(Axis axis) barking deer (Muntiacus muntjak), mouse deer (Moschiola memmina), bonnet macaque (Macaca radiata), hunuman langur (Semnopithecus entellus), slender loris (Loris lyddekerianus); AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of Koundinya Wildlife Sanctuary which are specified in paragraph 1 as Eco-sensitive Zone from ecological, environmental and biodiversity point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone; NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) (hereafter in this notification referred to as the Environment Act), read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent varying from 1 kilometer to 12 kilometres around the boundary of Koundinya Wildlife Sanctuary, in the State of Andhra Pradesh as the Koundinya Wildlife Sanctuary Eco-sensitive Zone (hereafter in this notification referred to as the Eco-sensitive Zone) details of which are as under, namely:

1. Extent and boundaries of Eco-sensitive Zone. – (1)The Eco-sensitive Zone shall be to the extent of 1 kilometer to 12 kilometres around the boundary of Koundinya Wildlife Sanctuary of the Eco-sensitive Zone is 315.84 square kilometres. The Eco-Sensitive Zone is limited to Andhra Pradesh and is not transversing to Tamil Nadu.
   (2) The boundary description of Eco-sensitive Zone around Koundinya Wildlife Sanctuary is appended in Annexure-I. (3) The maps of the Koundinya Wildlife Sanctuary demarcating Eco-sensitive Zone along with boundary details and latitudes and longitudes are appended as Annexure-IIA, and Annexure-IIB (4) Lists of geo co-ordinates of the boundary of Koundinya Wildlife Sanctuary and Eco-sensitive Zone are given in Table A and Table B of Annexure-III. (5) The list of villages falling in the Eco-sensitive Zone along with their geo co-ordinates at prominent points is appended as Annexure-IV
2. Zonal Master Plan for Eco-sensitive Zone. -(1) The State Government shall, for the purposes of the Eco- sensitive Zone prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the competent authority in the State. (2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any. (3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:- i. Environment; ii. Forest and Wildlife; iii. Agriculture; iv. Revenue; v. Urban Development; vi. Tourism; vii. Rural Development; viii. Irrigation and Flood Control; ix. Municipal; x. Panchayat Raj; and xi. Public Works Department. (4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly. (5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture

conservation, needs of local community and such other aspects of the ecology and environment that need attention. (6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, green area, such as, parks and it’s like places, horticultural areas, orchards, lakes and other water bodies with supporting maps giving details of existing and proposed land use features. (7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for security of local communities’ livelihood. (8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan. (9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification. (10) Pending approval of the Zonal Master Plan, any new developmental activities shall be governed by provisions specified at Para 6(3) and 6(4). 3. Measures to be taken by the State Government. -The State Government shall take the following measures for giving effect to the provisions of this notification, namely:- (1) Land use.– (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or residential or industrial activities: Provided that the conversion of agricultural and other lands, for the purposes other than that specified at part (a) above, within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central Government or State Government as applicable and vide provisions of this notification, to meet the residential needs of the local residents and for activities such as- (i) widening and strengthening of existing roads and construction of new roads; (ii) construction and renovation of infrastructure and civic amenities; (iii) small scale industries not causing pollution; (iv) cottage industries including village industries; convenience stores and local amenities supporting eco-tourism including home stay; and (v) promoted activities given in paragraph 4: Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of the State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change: Provided also that the correction of error shall not include change of land use in any case except as provided under this sub-paragraph; (b) efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities. (2) Natural water bodies.-The catchment areas of all natural springs shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such areas. (3) Tourism or eco-tourism.-(a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Eco-sensitive Zone; (b) the Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with the State Departments of Environment and Forests; (c) the Tourism Master Plan shall form a component of the Zonal Master Plan; (d) the Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco-sensitive Zone;

[भागII—खण् ड 3(ii)] 21 (e) the activities of eco-tourism shall be regulated as under, namely:- (i) new construction of hotels and resorts shall not be allowed within one kilometre from the boundary of the protected area or upto the extent of the Eco-sensitive Zone, whichever is nearer:
Provided that beyond the distance of one kilometre from the boundary of the protected area till the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed only in pre-defined and designated areas for eco-tourism facilities as per Tourism Master Plan; (ii) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate Change and the eco-tourism guidelines issued by the National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco- education and eco-development; (iii) until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the Monitoring Committee and no new hotel, resort or commercial establishment construction shall be permitted within Eco-sensitive Zone area.
(4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan. (5) Man-made heritage sites.-Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be identified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of the Zonal Master Plan. (6) Noise pollution. -Prevention and control of noise pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 under the Environment Act. (7) Air pollution.-Prevention and control of air pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made there under. (8) Discharge of effluents.-Discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environment Act and the rules made there under or standards stipulated by the State Government, whichever is more stringent. (9) Solid wastes.-Disposal and Management of solid wastes shall be as under:-
(a) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 1357 (E), dated the 8th April, 2016; the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive Zone; (b) safe and Environmentally Sound Management of Solid wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Eco-sensitive Zone. (10) Bio-Medical Waste.–Bio-Medical Waste Management shall be as under:- (a) the Bio-Medical Waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 343 (E), dated the 28th March, 2016; (b) safe and Environmentally Sound Management of Bio-Medical Wastes in conformity with the existing rules and regulations using identified technologies may be allowed within the Eco-sensitive Zone. (11) Plastic waste management.- The plastic waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18th March, 2016, as amended from time to time. (12) Construction and demolition waste management.-The construction and demolition waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29th March, 2016, as amended from time to time.

(13) E-waste.-The e - waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change, as amended from time to time. (14) Vehicular traffic.– The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the competent authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder. (15) Vehicular pollution.-Prevention and control of vehicular pollution shall be incompliance with applicable laws and efforts shall be made for use of cleaner fuels. (16) Industrial units.– (a) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be permitted to be set up within the Eco-sensitive Zone; (b) only non-polluting industries shall be allowed within Eco-sensitive Zone as per the classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, as amended from time to time, unless so specified in this notification, and in addition, the non- polluting cottage industries shall be promoted. (17) Protection of hill slopes.- The protection of hill slopes shall be as under:- (a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted; (b) construction on existing steep hill slopes or slopes with a high degree of erosion shall not be permitted. 4. List of activities prohibited or to be regulated within Eco-sensitive Zone.- All activities in the Eco-sensitive Zone shall be governed by the provisions of the Environment Act and the rules made there under including the Coastal Regulation Zone, 2011 and the Environmental Impact Assessment Notification, 2006 and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner specified in the Table below, namely:-

Setting of industries causing pollution (Water, Air, Soil, Noise, etc.). New industries and expansion of existing polluting industries in the Eco-sensitive Zone shall not be permitted:
Provided that, non-polluting industries shall be allowed within Eco- Sensitive Zone as per classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, as amended from time to time, unless so specified in this notification and in addition, the non-polluting cottage industries shall be promoted.

Establishment of major hydroelectric project. Prohibited.

Use or production or processing of any hazardous substance. Prohibited. 5.
Discharge of untreated effluents and solid waste in natural water bodies or land area. Prohibited. 6.
Setting up of new saw mills. New or expansion of existing saw mills shall not be permitted within the Eco-sensitive Zone. 7.
Setting up of brick kilns. Prohibited. 8.
Commercial Use of Firewood.

Commercial establishment of hotels and resorts. No new commercial hotels and resorts shall be permitted within one kilometer of the boundary of the Protected Area or upto the extent of Eco-sensitive zone, whichever is nearer, except for small temporary structures for Eco-tourism activities:
Provided that, beyond one kilometer from the boundary of the protected Area or upto the extent of Eco-sensitive Zone whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable. 11.
Construction activities. (a) New commercial construction of any kind shall not be permitted within one kilometer from the boundary of the Protected Area or upto extent of the Eco-sensitive Zone whichever is nearer: Provided that, local people shall be permitted to undertake construction in their land for their use including the activities listed in sub-paragraph (1) of paragraph 3 as per building bye- laws to meet the residential needs of the local residents: Provided that the construction activity related to small scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any. (b) Beyond one kilometer it shall be regulated as per the Zonal Master Plan.
12.
Small scale non-polluting industries. Non polluting industries as per classification of industries issued by the Central Pollution Control Board in February, 2016, as amended from time to time, and non-hazardous, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the competent Authority. 13.
Collection of Forest Produce or Non-Timber Forest Produce. Regulated under applicable laws. 14.
Erection of electrical and communication towers and laying of cables and other infrastructures. Regulated under applicable laws of underground cabling may be promoted.

Infrastructure including civic amenities. Taking measures of mitigation, as per applicable laws, rules and regulation and available guidelines. 16.
Widening and strengthening of Taking measures of mitigation, as per applicable laws, rules and

Monitoring Committee for Monitoring the Eco-sensitive Zone Notification.-For effective monitoring of the provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, the Central Government hereby constitutes a Monitoring Committee, comprising of the following, namely:- S. (2) The tenure of the Monitoring committee shall be till further orders, provided that the non-official members of the Committee shall be nominated by the State Government from time to time.
(3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification. (4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006 and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authorities. (5) The Member-Secretary of the Monitoring Committee or the concerned Deputy Commissioner(s) shall be competent to file complaints under section 19 of the Environment Act, against any person who contravenes the provisions of this notification. (6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis. (7) The Monitoring Committee shall submit the annual action taken report of its activities as on the 31st March of every year by the 30th June of that year to the Chief Wildlife Warden in the State as per proforma appended at Annexure V. (8) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions. 38.

7. Additional Measures. - The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification.

ANNEXURE- I BOUNDARY DESCRIPTION OF KOUNDINYA WILDLIFE SANCTUARY, ANDHRA PRADESH South (1 to 3) :- The Eco-Sensitive Zone boundary line starts from station No.1, (with GPS co-ordinates 12.65839o N, 78.47115o E)
which is located on Interstate boundary of Tamilnadu-Andhra Pradesh States, and also the southern most corner of Compt.No. 335 of Kangundi RF of Kuppam Range. Thence this line runs towards Southern direction along the Interstate boundary upto station No.2 (12.64907o N, 78.47186o E), and then in North-West direction (via 12.665787, 78.44878) upto station No.3 (12.67216o N, 78.41274o E) at distance of 1 Kilometer from the boundary of the sanctuary.

West (3 to 13):-
Thence the Eco-Sensitive Zone boundary line runs towards Northern direction from Station No.3 to Station No.4 (12.73463o N, 78.41150o E) through non-forest areas of Vepur & Mittapalli villages parallel to the boundary of the sanctuary at a distance of 1 kilometer. And then from Station No. 4 the line runs towards North-Westerly direction all along the Kangundi RF Boundary in Compt.No.345,346, 347 and then North-Easterly direction along Compt.No. 348 and then South-Easterly direction along Compt.No. 349, 350, 351, 352 and then North-Easterly along compt.No. 359 upto Station No. 5 (12.80265, 78.48770). Then passes through non-forest areas of Ippalavaram, Jidimakulapalli villages to reach station No.6 (12.84103, 78.52608) parallel to the boundary of the sanctuary at a distance of 1 Km and then the boundary line runs towards North-Westerly direction all along the Pedduru Extn RF Boundary in Compt.No.372 and then North-Easterly direction along Compt.No. 373 to reach station No. 7 (12.88921, 78.56624).
Then from Station No. 7 it runs to station No.8 (12.90338, 78.57827) through non-forest areas of Gollapalli & Kotturu Villages at a distance of 1 Kilo meter from the boundary of the Koundinya Wildlife Sanctuary. Then it runs all along the Pedduru Extn RF boundary in compt. Nos. 375, 376 upto station No. 9 (12.93130, 78.59604). Thence the boundary line passes along the reserve forest boundary upto station No. 10 (12.93932, 78.60041) and from there it runs through Station No.11 (12.94798, 78.60409) upto Station No.12(12.95597, 78.60335) through non-forest areas of Lingapuram village & Jitlagutta vanka parallel to the sanctuary boundary at a distance of 1 Kilometer. Thence the boundary line runs all along the PND RF boundary in Compt.Nos 257, 256, 255, 253, 252, 251 and Thotakanuma RF in Compt.No. 246, 245 upto Station No. 13 (13.06344, 78.53835).
North (13 to 27) :-
Thence the boundary line runs from Station No. 13 all along the Thotakanuma RF boundary in Compt.Nos. 245, 246, 247, 248, 249, 250, 259 upto Station No. 14 (13.03140, 78.60819). Thence the boundary line runs through non-forest areas of Engamvaripalli village upto Station No. 15 (13.04552, 78.63088) parallel to the sanctuary boundary at a distance of 1 kilometer. Thence the boundary line runs all along the Nellipatla RF boundary in compt.Nos 264, 265, 266, 267 upto Station No. 16 (13.05646, 78.66594). Thence the boundary line runs through non-forest areas of Thimmayagaripalli, Nallaguntapalli, Ragunayakuladinne villages through Station No.17 (13.05245, 78.69891) upto Station No. 18 (13.06027, 78.70005) parallel to the boundary of the sanctuary at a distance of 1 Km, and thence it runs all along the Veerlabanda RF boundary in Compt.No. 288, 289, 287, 286 and all along the Basivireddipalli RF boundary in compt.No. 278, 277, 276 upto station No. 19 (13.142659, 78.642862) & Station No.20 (13.159136, 78.721303) all along the Basivireddipalli ‘A’ RF in Compt.No. 281, 282, 283 & Basivireddipalli ‘B’ RF in Compt.No. 280, 284 till Station No. 21 (13.09851, 78.74399). Then passes through non-forest areas of Maddipeta, Kottur villages parallel to the boundary of Sanctuary at a distance of 1 Km to reach station No. 23 (13.12579, 78.76208) via station No.22(13.10920, 78.77333). Thence the boundary line runs all along the Musalimadugu Extn RF in Compt.No. 296 to reach station No. 24 (13.14935, 78.76803) where it leaves reserve forest and runs upto station No. 25 (13.15752, 78.77685o) through non-forest areas at a distance of 1 km from the boundary of the Koundinya Wildlife Sanctuary. Thence the boundary line runs all along the Palamaner RF in Compt.Nos.307, 308, 309 upto Station No. 26 (13.20397, 78.76999) then it runs upto black top road (Chittoor to Palamaner) to reach point No. 27 (13.18684, 78.82212) along the Compt.Nos. 309 & 384.

[भागII—खण् ड 3(ii)] 27 East (27 to 33) :- Thence the line runs all along the RF boundaries of Tekumanda & Extn RF in Compt.No. 384, 305 upto Station No. 28 (13.16914, 78.82888). Thence the line runs parallel to the boundary of the sanctuary upto Station No. 29 (13.14158, 78.85608) where it enters forest areas and runs upto Station No. 30 (13.12889, 78.85957) through forest areas of Compt. No. 199. Thence the line runs through non-forest areas of Kiramanda, Kodalamadugu, Bandladoddi villages at a distance of 1 Km from the boundary of the sanctuary through station No. 31 (13.11507o, 78.86481o) to reach station No. 32 (13.08325o, 78.83023o) which is the interstate boundary of Tamilnadu & Andhra Pradesh states. Then it runs along the interstate boundary to reach Station No. 33 (13.08644o, 78.82191o) which is also the boundary of Koundinya Wildlife Sanctuary.
