राS य सरकार /ारा पा-रि8थितक+ संवेदी जोन के िलए आचंिलक महायोजना इस अिधसूचना म! िविनLद(= ट रीित से
तथा ासंिगक क!&ीय और राS य िविधय3 तथा क! &ीय सरकार /ारा जारी माग(िनदzश3, यद कोई ह3, के अनुप
बनायी जाएगी।
3. आंचिलक महायोजना म! पा-रि8थितक+ और पया(वरणीय संबंधी सरोकार3 को शािमल करने के िलए इसे राS य
सरकार के िन"िलिखत िवभाग3 के परामश( से बनाया जायेगा,:--

4. जब तक इस अिधसूचना म! िविनLद(G न हो, आंचिलक महायोजना म! वत(मान म! अनुमोदत भू-उपयोग,
अवसंरचना और याकलाप3 पर कोई ितबंध नह लगाया जाएगा तथा आचंिलक महायोजना म! सभी
अवसंरचना[ और याकलाप3 को अिधक द* और पया(वरण अनुकूल बनाने क+ Fव8था क+ जाएगी।

8. आंचिलक महायोजना म! पा-रि8थितक+ संवेदी जोन म! होने वाले िवकास का िविनयमन कया जाएगा तथा
सारणी म! सूचीबY िनिषY कए गए, िविनयिमत कए याकलाप3 का पालन कया जाएगा तथा 8थानीय
जनता क+ आजीिवका क+ सुरा के कए पा-रि8थितक+-अनुकूल िवकास का भी सुिनय और संवध(न कया
जायेगा ।

10. अनुमोदत आंचिलक महायोजना, राSय एवं िजला 8तरीय िनगरानी सिमित के िलए एक संदभ( द8तावेज होगी
ताक वह इस अिधसूचना के उपबंध3 के अनुसार अपने िनगरानी के कत(F3 का िनवह(न कर सके ।

संप-रवत(न नह कया जाएगा:
(ख) परंतु पा-रि8थितक+ संवेदी जोन के भीतर भाग (क) म! िविनLद(G योजन से िभZ योजन के िलए कृिष और अ%य भूिम का संप-रवत(न, िनगरानी सिमित क+ िसफा-रश पर और सम ािधकारी के पूवा(नुमोदन से *े ीय नगर योजना अिधिनयम तथा यथा लागू के%&ीय/राSय सरकार के अ%य िनयम3 तथा िविनयम3 के अधीन तथा इस अिधसूचना के उपबंध3 /ारा 8थानीय िनवािसय3 क+ िन"िलिखत आवासीय जरत3 को पूरा करने के िलए अनुात कया जाएगा:- (i) िवVमान सड़क3 को चौड़ा करना, उ%ह! सुदृढ करना तथा नई सड़क3 का संिनमा(ण; (ii) बुिनयादी ढांच3 और नाग-रक सुिवधा[ का िनमा(ण और नवीकरण; (iii) दूषण उ\पZ न करने वाले लघु उVोग; (iv) hामीण उVोग3 सिहत कुटीर उVोग;
(v) सुिवधा भNडार और गृह वास सिहत 8थानीय सुिवधाएं जो पा-रि8थितक+ पय(टन म! सहायक हB; और
(vi) बढ़ावा दए गए और पैरा-4 म! व<ण(त याकलाप : (ग) परंतु यह भी क े ीय शहरी िनयोजन अिधिनयम के अधीन सम ािधकारी के पूव( अनुमोदन के िबना राSय सरकार के अ%य िनयम3 तथा िविनयम3 का अनुपालन कए िबना तथा संिवधान के अनुJछेद 244 के उपबंध3 अथवा त\समय वृ0 िविध, िजसके अंतग(त अनुसूिचत जनजाित और अ%य परंपरागत वन िनवासी (वन अिधकार3 क+ मा%यता) अिधिनयम, 2006 (2007

का 2) भी है, का अनुपालन कए िबना वािणिSयक या औVोिगक िवकास याकलाप3 के िलए जनजातीय भूिम का योग
अनुात नह होगा:
(घ) परंतु यह भी क पा-रि8 थितक+ संवेदी जोन के अंतग(त आने वाली भूिम के अिभलेख3 म! 6ई कसी
ु-ट को, िनगरानी
सिमित के िवचार ाC करने के पात्, राSय सरकार /ारा \येक मामले म! एक बार सुधारा जाएगा और उ2
ु-ट को
सुधारने क+ सूचना क!&ीय सरकार के पया(वरण, वन और जलवायु प-रवत(न मं
ालय को दी जाएगी ।

S.O. 2050(E).—In supersession of Ministry’s draft notification S.O. 3232(E), dated 1st December,
2015, the following draft of the notification, which the Central Government proposes to issue in exercise of
the powers conferred by sub-section (1), read with clause (v) and clause (xiv) of sub-section (2) and sub-
section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby published, as
required under sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the information of the
public likely to be affected thereby; and notice is hereby given that the said draft notification shall be taken
into consideration on or after the expiry of a period of sixty days from the date on which copies of the Gazette
containing this notification are made available to the public;
Any person interested in making any objections or suggestions on the proposals contained in the draft
notification may forward the same in writing, for consideration of the Central Government within the period

Draft Notification
WHEREAS, the Kamlang Wildlife Sanctuary is spread over an area of 783.0 Sq. Km and situated at
Lohit District in the North-Eastern Indian state of Arunachal Pradesh.
AND WHEREAS, the Sanctuary has recently been added to the extension of Namdapha National
Park, also a Tiger Reserve, and holds a rich biodiversity ideally suited for the various floral and faunal forms.
Considering its ecological, floral, faunal and natural significance, Sanctuary was notified vide state Gazette
Notification No. CWL/D/58/88/3175-3250 dated October 18, 1988;
AND WHEREAS, the Sanctuary is represented by various type of forest areas including tropical,
temperate and Alpine forest. The tropical wet evergreen forests are present in the foothills and lower reaches
of the Sanctuary, where as Alpine vegetation is expected dominating in the upper reaches of “Daphabhum
peak” just bordering Namdapha Tiger Reserve;
AND WHEREAS, the Sanctuary holds rich biota and biodiversity suited for the various floral and
faunal forms. The Sanctuary conserves and support about 105 different tree species, 61 mammal species, 20
species of reptiles, 5 amphibian species, 11 aquatic species and 105 avifauna species. The important floral
17 species include Diptrocarpus macrocarpus (Hollong), Shorea assamica (Sal), Altingia excela (Jutli), Moras levigata (Bola), Dillenia indica (Outenga), Terminalia myriocarpa (Hollock), Toona ciliata, Cinnamomum cecidodaphnnae, Castanopsis indica (Higori), Canarium resiniferum, Duabanga grandifolia (Khokan), Dixoxylon hamiltonii (Banderdima), Cryptomeria penicyata, Eleocarpus genitrus (Rudraksh), Magnolia griffithii, Michelia champaka (Tita champa), Vetisa lanceaofolia, Albizzia procera (Koroi), Dendrocalamus hamiltonii (Kako), Leea acuminate, Melastoma malabarica, Pinanga gracilus, Calamus floribundus (Raidang) and Cyathea sp.; AND WHEREAS, the Sanctuary supports 61 faunal species majorly including Manis pentadactyla (Chinese Pangolin), Talpa leucura (White-tailed mole), Crocidura attenuate (Grey shrew), Tupaia belangeri (Tree shrew), Marcoglossus sobrinus (Long-tongued hill fruit bat), Nycticebus coucang (Slow loris), Macaca assamensis (Assamese macaque), Trachypitchcus pipeatus (Capped langur), Cuon alpines (Wild Dog), Ursus thibetanus (Asiatic black bear), Martes flavigula (Yellow throated martin), Lutra lutra (Common otter), Sus scrofa (Wild pig), Viverra zibetha (Large Indian civet), Paradoxurus hermaphrodites (Common palm civet), Herpestes edwardsii (Grey mongoose), Felis chaus (Jungle cat), Prionailurus bengalensis (Leopard cat), Pardofelis marmorata (Marbled cat), Panthera pardus (Leopard), Panthera tigris (Tiger), Elephas maximus (Elephant), Muntiacus muntjak (Barking deer), Naemorhedus sumatraensis (Himalayan serow), Ratufa bicolor (Malayan giant squirrel), Callosciurus pygerythrus (Hoary-bellied squirrel), Dremomys lokriah (Orange- bellied Himalayan squirrel), Petaurista petaurista (Common flying squirrel), Bandicota indica (Large bandicoot rat) and Hystrix brachyuran (Chinese porcupine); AND WHEREAS, the Sanctuary is ashtonisgly rich in avifauna and supports 105 bird species including Lophura leucomelanos (Kalij pheasant), Picus flavinucha (Greater yellow nape woodpecker), Megalaima lineate (Lineated barbet), Halcyon coromanda (Ruddy kingfisher), Centropus bengalensis (Lesser coucal), Ducula badia (Mountain imperial pigeon), Otus spilocephalus (Mountain scopes owl), Chalcophaps indica (Emerald dove), Spilornis cheela (Crested serpent eagle), Cissa chinensis (Green magpie), Prinia hodgsonii (Grey-breasted prinia), Dicrurus remifer (Lesser racket-tailed drongo), Chaimarrornis leucocephalus (White-capped water redstart), Sitta castanea (Chestnut-bellied nuthatch), Phylloscopus trochiloides (Greenish leaf warbler), Garrulax pectoralis (Greater-necklace laughing thrush), Xiphirhynchus superciliaris (Slender-billed scimitar babbler), Minla ignotincta (Red-tailed minla), Alcippe rufogularis (Rufous-throated fulvetta), Yuhina castaniceps (Straited yuhina), Paradoxornis gularis (Grey-headed parrotbill), Arachnothera magna (Streaked spider hunter), Dendronanthus indicus (Forest wagtail), Anthus rufulus (Paddy field pipit) and Lonchura punctulata (Scaly-breasted munia);

The important reptile species are Pyxidea mouhoti (Keelbox turtle), Gekko gecko (Tockay), Ptyctolaemus gularis (Blue throated forest lizard), Mubaya carinata (Common sunskink), Takydromus sexlineatus (Asian long tailed grass lizard), Varanus bengalensis (Monitor lizard), Typhlops diardi (Diard’s blind snake), Python molurus bivittatus (Burmese python), Coeloganthus radius (Copperhead snake), Pareas monticola (Assam snail eater), Ptyas korros (Indo-Chinese rat snake), Dendrolaphis pictus (Painted bronzeback), Boiga gokool (Eastern gamma), Ophiophagus hannah (King cobra) and Trimerusurus yunanensis- (Green pit viper). The 5 amphibian species are Duttaphrynus melanostictus (Common toad), Hyla annectans (Indian hylid frog), Microhyla ornate (Ornamental pigmy frog), Amolops assamensis (Assamese cascade frog) and Rhacophorus maximus (Large tree frog); AND WHEREAS, the Sanctuary supports 11 fish species including Anguilla bengalensis (Long fin eel), Salmastoma bacaila (Large razor belly minnow), Danio aequipinnatus (Dorikana), Barilius barna (Barna braila), Punticus sarana (Chiniputhi), Chagunius chagunio (Kentahputhi), Gara gotyla (Gara), Labeo pangisia (Silghoria), Tor tor (Tor mahseer), Tor putitora (Golden Mahseer), and Wallago attu (Borali); AND WHEREAS, the Sanctuary also conserves, protect and provides shelter to one rare floral species, Psiloum nudum, and one endangered faunal species, Hoolock Gibbon; AND WHEREAS, the Sanctuary is home to a variety of flora, fauna and avifauna, and provides protection to rare and endangered species of wildlife endemic. Hence, it is necessary to conserve and protect the area around the Sanctuary from ecological and environmental point of view to protect and propagate the biodiversity therein and its environment;

NOW THEREFORE, in exercise of the power conferred by sub-section(1) and clauses (v) and (xiv)
of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986) read
with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby
notifies an area of 117.0 Square Kilometers with varying extents from 0.0 Kilometers (the North, West and
South side’s boundary of Sanctuary flanked by Namdapha Tiger Reserve, therefore, 0.0 Km is proposed) to
5.0 Kilometers around the boundary of Kamlang Wildlife Sanctuary in the state of Arunachal Pradesh as
Kamlang Wildlife Sanctuary-Eco-Sensitive Zone (herein after referred to as the Eco-Sensitive Zone), details
of which are as under, namely:-
1.
Extent and Boundaries of Eco-Sensitive Zone:-
(1) The area of the Eco-Sensitive Zone shall be of 117.0 Sq Km. The extent of Eco-Sensitive Zone shall
be from 0.0 Km to 5.0 Km around the boundary of Sanctuary.
(2) The boundary description of the Eco-Sensitive Zone around the Kamlang Wildlife Sanctuary is
appended as Annexure-I.
(3) Geo-coordinates of the Kamlang Wildlife Sanctuary and its Eco-Sensitive Zone in terms of Global
Positioning System coordinates is appended as Annexure-II.
(4) The Google earth map of Eco-Sensitive Zone is appended as Annexure-III;
(5) Map of the Kamlang Wildlife Sanctuary Eco-Sensitive Zone along with geo-coordinates is appended
as Annexure-IV.
(6) State map showing the location of Kamlang Wildlife Sanctuary in Arunachal Pradesh state is
appended as Annexure-V.
2.
Zonal Master Plan for the Eco-Sensitive Zone:-
1.
The State Government shall, for the purpose of effective management of the Eco-Sensitive Zone,
prepare a Zonal Master Plan within a period of two years from the date of publication of Final
Notification in the Official Gazette, in consultation with local people and adhering to the
stipulations given in this Notification for approval of Competent Authority in the State
Government.
2.
The Zonal Master Plan for Eco-Sensitive Zone shall be prepared by the State Government in such
manner as is specified in this Notification and also in consonance with the relevant Central and
State laws and the guidelines issued by the Central Government, if any.
3.
The Zonal Master Plan shall be prepared in consultation with the following State Departments for
integrating the ecological and environmental considerations into the proposed plan:
i.
Environment Department
ii.
Forest and Wildlife Department
iii.
Agriculture & Horticulture Department
iv.
Land Revenue and Settlement Department
v.
Rural Development Department
vi.
Urban development Department
vii.
Municipal Department
viii.
Panchayati Raj Department
ix.
Tourism including Eco-tourism Department
x.
Irrigation and Flood Control Department
xi.
Public Works Department
4.
The Zonal Master Plan shall not impose any restriction on the approved existing land use,
infrastructure and activities, unless so specified in this Notification and the Zonal Master Plan

shall factor in improvement of all infrastructure and activities to be more efficient and eco-
friendly.
5.
The Zonal Master Plan shall provide for restoration of denuded and degraded areas, conservation
of existing water bodies, management of catchment areas, watershed management, groundwater
management, soil and moisture conservation, needs of the local community and such other
aspects of the ecology and environment that need attention.
6.
The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban
settlements, types and kinds of forests, agricultural areas, fertile lands, green area such as park
and like places, horticultural areas, orchards, lakes and other water bodies.
7.
The Zonal Master Plan shall be supported by maps giving details of existing and proposed land
use features.
8.
The Zonal Master Plan shall regulate development in Eco-Sensitive Zone and adhere to
prohibited, regulated activities listed in Table and also ensure and promote the eco-friendly
development for livelihood security of local communities.
9.
The Zonal Master Plan shall be co-terminus with the Regional Development Plan.
10.
The Zonal Master Plan so approved shall be the reference document for the State and District
level Eco-Sensitive Zone Monitoring Committee for carrying out its functions of monitoring in
accordance with the provisions of this Notification.
3.
Measures to be taken by State Government:-
The State Government shall take the following measures for giving effect to the provisions of this
Notification, namely:
- Landuse:
(a) Forests, horticulture areas, agricultural areas, and open spaces earmarked for recreational purposes in
the Eco-Sensitive Zone shall not be used or converted into areas for commercial or residential
complex or industrial activities.
(b) Provided that the conversion of agricultural and other lands, for the purpose other than that specified at part (a), within the Eco-Sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central/State Government as applicable and vide provisions of this Notification, to meet the residential needs of the local residents such as: (i) Widening and strengthening of existing roads and construction of new roads; (ii) Construction and renovation of infrastructure and civic amenities; (iii) Small scale industries not causing pollution;
(iv) Cottage industries including village industries;
(v) Convenience stores and local amenities supporting eco-tourism including home stay; and
(vi) Promoted activities and activities given under para 4.
(c) Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
(d) Provided also that any error appearing in the land records within the Eco-Sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:

(e) Provided also that the above correction of error shall not include change of land use in any case
except as provided under this sub-paragraph.
(f) Provided also that there shall be no consequential reduction in the green area such as forest area and
agriculture area. Efforts shall be made to reforest the unused, denuded or unproductive agricultural
areas with afforestation and habitat and biodiversity restoration activities.
2. Natural water bodies: The catchment areas of all natural rivers/channels/springs shall be identified
and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan. The
strict guidelines shall be drawn up by the State Government to prohibit development activities at or
near these areas.
3. Tourism/ Eco-tourism:
(a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-Sensitive
Zone shall be as per the Tourism Master Plan for the Eco-Sensitive Zone.
(b) The Eco-Tourism Master Plan shall be prepared by Department of Tourism in consultation with State
Departments of Environment and Forests.
(c) The Tourism Master Plan shall form a component of the Zonal Master Plan.
(d) The activities of eco-tourism shall be regulated as under, namely:-
(i) No new construction of hotels and resorts shall be allowed within 1.0 km from the boundary of the
Kamlang Wildlife Sanctuary or up to the extent of the ESZ whichever is nearer. However, beyond the
distance of 1.0 km from the boundary of the Sanctuary till the extent of Eco-Sensitive Zone, the
establishment of new hotels and resorts shall be allowed only in pre-defined and designated areas for
Eco-tourism facilities as per Tourism Master Plan.
(ii) All new tourism activities or expansion of existing tourism activities within the Eco-Sensitive Zone
shall be in accordance with the guidelines issued by the Central Government in the Ministry of
Environment, Forest and Climate Change and the eco-tourism guidelines issued by National Tiger
Conservation Authority (as amended from time to time) with emphasis on eco-tourism;
(iii) Until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism
activities shall be permitted by the concerned regulatory authorities based on the actual site specific
scrutiny and recommendation of the Monitoring Committee and no new hotel /resort or commercial
establishment construction is permitted within ESZ area.
4. Natural Heritage: All sites of valuable natural heritage in the Eco-Sensitive Zone, such as the gene
pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs,
etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and
conservation as a part of the Zonal Master Plan.
5. Man-made heritage sites: Buildings, structures, artefacts, areas and precincts of historical,
architectural, aesthetic, and cultural significance shall be indentified in the Eco-Sensitive Zone and
heritage conservation plan for their conservation shall be prepared as a part of the Zonal Master Plan.
6. Noise pollution: Prevention and control of noise pollution in the Eco-Sensitive Zone shall be
complied with in accordance with Noise Pollution (Regulation and Control) Rules, 2000 under the
Environment (Protection) Act, 1986 and amendments thereto.
7. Air pollution: Prevention and control of air pollution in the Eco-Sensitive Zone shall be complied
with in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of
1981) and rules made thereunder and amendments thereto.
8. Discharge of effluents: Discharge of treated effluent in Eco-Sensitive Zone shall be in accordance
with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the
Environmental (Protection) Act, 1986 and rules made thereunder or standards stipulated by State
Government whichever is more stringent.
9. Solid wastes: Disposal and management of solid wastes shall be as under:-

(a) The solid waste disposal and management in Eco-Sensitive Zone shall be carried out in accordance
with the Solid Waste Management Rules, 2016 and published by the Government of India in the
Ministry of Environment, Forests and Climate Change vide Notification number S.O. 1357 (E), dated
8th April, 2016 as amended from time to time and the relevant rules notified by the state Government;
(b) Safe and Environmentally Sound Management (ESM) of Solid wastes in conformity with the existing
rules and regulations using identified technologies may be allowed within Eco-Sensitive Zone.
10. Bio-medical waste: Bio-medical waste management shall be as under:
(a) The bio-medical waste disposal in the Eco-Sensitive Zone shall be carried out in accordance with the
Bio-Medical Waste Management Rules, 2016 published by the Government of India in the Ministry
of Environment, Forest and Climate Change vide Notification number GSR 343 (E), dated the 28th
March, 2016 as amended from time to time.
(b) Safe and Environmentally Sound Management (ESM) of bio-medical wastes in conformity with the
existing rules and regulations using identified technologies may be allowed within the Eco-Sensitive
Zone.
11. Plastic Waste Management: The plastic waste management in the Eco-Sensitive Zone shall be
carried out as per the provisions of the Plastic Waste Management Rules, 2016 published by the
Government of India in the Ministry of Environment, Forest and Climate Change vide Notification number
G.S.R. 340(E), dated the 18th March, 2016, as amended from time to time.
12. Construction and Demolition Waste Management: The management of construction and
demolition waste in the Eco-Sensitive Zone shall be carried out as per the provisions of the Construction
and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of
Environment, Forest and Climate Change vide Notification number G.S.R. 317(E), dated the 29th March,
2016, as amended from time to time.
13. E-waste Management: The e-waste management in the Eco-Sensitive Zone shall be carried out as
per the provisions of the E-Waste Management Rules, 2016 published by the Government of India in the
Ministry of Environment, Forest and Climate Change, as amended from time to time.
14. Vehicular traffic: The vehicular movement of traffic shall be regulated in a habitat friendly manner
and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as
the Zonal Master plan is prepared and approved by the Competent Authority in the State Government, the
Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the
rules and regulations made thereunder.
15. Vehicular Pollution: The prevention and control of vehicular pollution shall be complied with in
accordance with applicable laws. Efforts to be made for use of cleaner fuel for example CNG, LPG, etc.
16. Industrial Units:
(i) On or after the publication of this Notification in the Official Gazette, no new polluting industries
shall be allowed to be set up within the Eco-Sensitive Zone.
(ii) Only non-polluting industries shall be allowed within ESZ as per classification of Industries in the
Guidelines issued by Central Pollution Control Board in February 2016, unless so specified in this
Notification. In addition, non-polluting cottage industries shall be promoted.
17. Protection of Hill Slopes: The protection of hill slopes shall be as under:
(a) The Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted.
(b) No construction on existing steep hill slopes or slopes with a high degree of erosion shall be
permitted.
18.
The Central Government and the State Government shall specify other additional measures, if it
considers necessary, in giving effect to the provisions of this Notification.
4.
List of activities prohibited or to be regulated within the Eco-Sensitive Zone:-

All activities in the Eco-Sensitive Zone shall be governed by the provisions of the Environment
(Protection) Act, 1986 (29 of 1986) and the rules made thereunder including the Coastal Regulation
Zone (CRZ), 2011 and the Environmental Impact Assessment (EIA) Notification, 2006 and other
applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act,
1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto
and be regulated in the manner specified in the Table below, namely:

B. Regulated Activities
9.
Commercial

(a) No new commercial hotels and resorts shall be permitted within 1.0
km of the boundary of the Protected Area or up to the extent of Eco-
Sensitive Zone, whichever is nearer, except for small temporary
structures for Eco-tourism activities.
(b) Provided that, beyond 1.0 km from the boundary of the Protected
Area or up to the extent of Eco-Sensitive Zone whichever is nearer, all
new tourist activities or expansion of existing activities shall be in
conformity with the Tourism/Eco-tourism Master Plan and guidelines as
applicable.
10.
Establishment of large-scale
commercial livestock and poultry

(a) No new commercial construction of any kind shall be permitted

Classification done by Central Pollution Control Board of February
2016;
(iv) Cottage industries including village industries; convenience stores
and local amenities supporting eco-tourism including home stays;

(v)
Promoted activities listed in this Notification.
(c) Provided that the construction activity related to small scale
industries not causing pollution shall be regulated and kept at the
minimum, with the prior permission from the competent authority as per
applicable rules and regulations, if any.
(d) Beyond 1.0 km it shall be regulated as per the Zonal Master Plan.
12.
Small

Non-polluting industries as per classification of industries issued by the
Central Pollution Control Board in February 2016 and non-hazardous,
small-scale and service industry, agriculture, floriculture, horticulture or

provisions of the concerned Central or State Act and the rules made

(2)
The tenure of the Committee shall be three years or till the constitution of the new committee by
the State Government and subsequently the Monitoring Committee would be constituted by the
State Government.
(3)
The activities that are covered in the Schedule to the Notification of the Government of India in
the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14th
September, 2006, and are falling in the Eco-Sensitive Zone, except the prohibited activities as
specified in column(3) of the table under paragraph 4 thereof, shall be scrutinized by the
Monitoring Committee based on the actual site-specific conditions and referred to the Central
Government in the Ministry of Environment, Forest and Climate Change for prior environmental
clearances under the provisions of the said Notification.
(4)
The activities that are not covered in the Schedule to the Notification of the Government of India
in the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14th
September, 2006 but are falling in the Eco-Sensitive Zone, except the prohibited activities as
specified in column (3) of the table under paragraph 4 thereof, shall be scrutinized by the
Monitoring Committee based on the actual site-specific conditions and referred to the concerned
regulatory authorities.
(5)
The Member-Secretary of the Monitoring Committee or the concerned Collector or the
concerned work in-charge shall be competent to file complaints under section 19 of the
Environment (Protection) Act, 1986 against any person who contravenes the provisions of this
Notification.
(6)
The Monitoring Committee may invite representatives or experts from concerned Departments,
representatives from industry associations or concerned stakeholders to assist in its deliberations
depending on the requirements on issue to issue basis.
(7)
The Monitoring Committee shall submit the annual action taken report of its activities as on
31st March of every year by 30th June of that year to the Chief Wildlife Warden in the State
Ministry of Environment, Forest and Climate Change as per pro forma appended at
Annexure VI.
(8)
The Central Government in the Ministry of Environment, Forest and Climate Change may give
such directions, as it deems fit, to the Monitoring Committee for effective discharge of its
functions.
7. The Central Government and State Government may specify additional measures, if any, for giving
effect to provisions of this Notification.
8.
The provisions of this Notification are subject to the orders, if any, passed or to be passed by the Hon’ble

Boundary description of the Eco-Sensitive Zone around the Kamlang Wildlife Sanctuary
Starting from the north-west corner of the sanctuary at geo co-ordinates 27°54′ 31.608″N and 96°27′11.279″E the
boundary goes eastwards direction along the sanctuary boundary, zero meter ESZ being Kamlang Reserve Forest,
passing through points at geo co-ordinates 27°52′57.191″N and 96° 33′3.089″E, 27°51′12.139″N and 96°36′37.231″E,
27°50′49.139″N and 96°40′55.499″E, 27°49′44.638″N and 96° 41′5.392″E, thence, up to the north-east corner of the
sanctuary at geo co-ordinates 27°47′29.976″N and 96°47′15.832″E.
Thence, eastwards about 5.0 Km up to the point at geo co-ordinates 27°46′51.791″N and 96°50′11.706″E. Thence,
southwards 5.0 Km parallel to the sanctuary boundary passing through points 27°44′28.039″N and 96°48’34.740″E and
27°41′35.581″N and 96°51′1.174″E, 27°40′25.723″N and 96°52′5.891″E, 27°36′51.365″N and 96°54′5.335″E.
Thence, westwards for 5.0 Km up to the sanctuary boundary at point 27°37′29.154″N and 96°51′16.495 ″E. Thence,
further westwards along the sanctuary boundary, zero Km ESZ being Namdapha Tiger Reserve passing through points
27°36′56.866″N and 96°46′32.365″E, 27°39′37.264″N and 96°42′22.986″E, 27°38′16.958″N and 96°31′28.970″E and up
to point 27°39′2.750″N and 96°25′48.349″E.
Thence, northwards along the sanctuary boundary, zero Km ESZ being Kamlang Reserve Forest passing through the
points at geo co-ordinates 27°41′4.798″N and 96°25′1.650″E, 27°43′57.083″N and 96°24′32.742″E and 27°47′51.403″N
and 96°27′35.352″E, then up to the starting point.
