1 Zonal Master Plan of Department of Rural development Government of India has declared the catchment area 4179.59 square km. around the river Bhagirathi from Gomukh to uttarkashi and upto 100 meter from both the banks of the river a eco- sensitive zone by its notification number 2429/date 18 dec. 2012. According to guidelines of zonal master plan the description of programmes to be implemented by deptt. of rural development-
For the welfare and employment, self employment, housing and other developmental needs of residents of eco- sensitive zone the department of rural development will Implement the following programmes namely Indra Awas Yojna, Deen Dayal Awas Yojna, credit cum subsidy, MNREGA , NRLM , BADP, Uttrakhand Seemant Pichhda Kshetra Vikas Yojna, MPLADS, MLALADS, Mera Gaon Meri Sadak etc.

1 Residential/ Non residential houses

Permitted

There will be need of constructing Residential and Non-residential houses for below poverty line resident families of notified eco-sensitive zone. The construction of these houses will be done following the local traditional concepts and arts. The construction will be carried out in the demarcated residential habitations. For construction of these houses green/agri/ horticultural land will not be used.
2 Rural connectivity

Permitted

The length of footpaths/roads will not be more than 5 km and the unused material in the processes will not be dumped in the slopes. Along the footpaths / roads there will be sufficient provision for drainage. The construction of these footpaths/road will be not done in fault zone and land sliding area.
3 Water harvesting, soil conservation, environment conservation related work

Permitted

In the notification there are directions for permitting these works under afforestation. Pine trees and exotics will not be planted and the plantation will be carried out near and around the landslide zone. For water conservation the structures will not be constructed in steep slopes and landslide zone.
4 Land development, Agriculture and horticulture related work

Permitted

This work will be carried out mainly under MNREGA. Under this, the land of BPL families will be developed so as to make it fit for agriculture and horticulture work. To provide irrigation facility construction of minor canal and hauz would be required. In the process of developing agriculture

5 Tourism site development / beautification of parks

Permitted

In the notified area the natural heritage and man made places will be developed without causing any damage. During the process of development the basic structure of heritage site will not be changed.
6 Play ground/ helipad construction

Permitted

In the notified area playgrounds for the youths will be developed and these play grounds will be used as the helipads also. For these projects agriculture/ horticulture/ green forest land will not be used.
7 Solar energy

Permitted

According to the proviso (vi) of point 3 (c) of notification number 2429/date 18 Dec. 2012 of ministry of environment and forest of government of India . there is provision for use of solar energy.
8 Rural bridge
construction

Permitted

In the notified area there was a natural calamity in the years 2012-13 and 2013-14 therefore there is need for reconstruction of damaged bridges which were already proposed in the action plan of BADP and other programmes. Slopes will not be destabilized while construction is done.
9 Micro hydro power

Permitted

Under the proviso (v) of point 3 (c) of notification number 2429/date 18 Dec. 2012 of ministry of environment and forest of government of india a micro hydro power plant has been proposed under BADP for the security sector. This will be used by the border forces. Construction of this project

10 Skill development training

Permitted

For promoting self employment of residents of notified area, up gradation of skills related to agriculture, horticulture, animal husbandry handloom etc. is proposed. No plastics will be used in the training of skill development

• To implement the above programmes the following relaxations will be needed-
• The above mentioned works are related to the employment, self employment and development of basic infrastructure of rural poor and there will be need of permission to use local construction materials. The larger part of notified area is of the slope of degree of 60-65 for there will be need to permit construction in these slopes. • In the notification no. 2429/date 18 Dec 2012 there is provision to take permission from GoI to change the land use, which is a complicated process. Generally for construction of infrastructural facilities, housing facilities and small units for self employment there will be need of agriculture land. The construction will be carried out under the 500 m. radius from the main habitation and 200 m.away

11 along the motor road connecting the village. Therefore the above said agricultural land needs to be set free for construction purpose so as to escape the complicated process of taking permission for change in land use. • To prepare zonal master plan the meeting with local residents especially women were held in following places :–
