1 Zonal Plan for Eco- Sensitive Zone by Department of Agriculture A meeting roster was issued by the office of District Magistrate Uttarkashi (No. 5720/21-04(2010-11) dated 15-09-2015). For the preparation of Zonal plan, to generate awareness about the notification of Eco Sensitive zone and receive the suggestions of local people while making zonal plan.

No suggestion comes from local people as meeting was boycotted by the local people. The department of Agriculture --------------. Input distribution of inputs such as certified seeds, fertilizers, plant protection chemicals, it also comes out crop demonstration, technology transfer soil and water conservation, soil erosion control, rain water harvesting, protection of agriculture land form wild animals, soil testing, soil treatment. Plantation of fodder and horticultural plants is also done under different development schemes of increasing production of agriculture. All these works are eco-friendly and increase livelihood of local people. Geographical Introduction: Total geographical area of 88 villages of Block Bhatwari Under eco-sensitive zone is 14136.35 hectare. Out of this forest area is 1047.379 hectare, waste land is 478.857 hectare, land other than agriculture use is 7975.223 hectare, and total agriculture land is 4631.692 hectare (503.554 hectare Irrigated and 4127.692 hectare). Economy: For the economics point of view Agriculture work is the back bone of 88 villages of block Bhatwari which falls under eco-sensitive zone. There are two main crop seasons. In

2 Kharif season paddy, amaranths, finger millets, maize, soybean, pigeon pea, and black gram crops are cultivated. In Rabi season wheat, barley, horse gram, lentil, pea and mustard crops are cultivated. Organisational Structure of Agriculture department in the Area: Seven Nyay panchayat (Harsil, Bandrani, Saura, Gangori, Sald, Mustikaud and Joshiyara) of Bhatwari block come under Agriculture and Soil Conservation Unit Uttarkashi. In the unit Agriculture and soil conservation officer, Assistant agriculture officer grade-1, Additional Assistant engineer, in block level Block In charge (Agriculture), seed store in charge, one fourth class employee are posted and at each Nyay Panchayat level one Agriculture Sale Center is established, in which Assistant Agriculture officer grade-3 and Agriculture Assistant are posted. From these sales centers distribution of certified seeds, plant protection chemicals, small agriculture implements, soil and water conservation works are carried out information about different development scheme is provided to the farmers.

9 Ongoing government schemes within eco-sensitive zone from Department of Agriculture:

1. District Plan: under this plan allotment of Budget by district planning committee in different items and execution of works done as follows. a. Plant protection programme:- Under this programme distribution of plant protection chemicals is done in which subsidy to General category farmers is 50 % to Schedule caste and schedule tribes farmers is 90%. b. Agriculture mechanization: - In Agriculture mechanization distribution of agriculture implement in 90 % subsidy with 40 % matching subsidy. c. Protection of agriculture from wild animals: - in this programme fencing of agriculture land from barbed wire are proposed. d. Soil and water conservation programme: - protection of agriculture land from soil erosion construction of create wire protection wall, check dam are proposed.
   State Sector Schemes:
2. Anushuchit jati/ jan jati bahulya gram krishi vikas yojana: in this scheme every year one village are selected from every block of the district. Distribution of Seed mini kit, vegetable seed mini kit, soil testing, distribution of power tiller/ power weeder, small agriculture implement, water lifting device, vermi-compost pit construction, poly house establishment, farmer training and water conservation work have been proposed.
3. Jevik mandua protsahan karykram: this scheme has been proposed for the year 2014-15 to 2016-17. To the promotion of organic finger millets production vermi compost pit construction, organic inputs distribution (Azotobector, Phosphorus solubelizing bacteria, Pseudomonas, Rhizobium culture, Tricoderma, Bavaria besiana etc.), organic certification, and Mandua thresur distribution, farmer training and buying of finger millets produced has been proposed. At present in 1200 hectares of agriculture land this scheme has been executed.
4. Indigenous crop promotion programme: To promote cultivation of indigenous crops, encourage farmers to cultivate indigenous crops, to increase income sources and minimize the problem of migration state government initiate distribution of bonus for cultivating and production of finger millets, buck wheat and Amaranths in hilly areas. For finger millets estimated production of 25 percent area of total cultivated area of finger millets, for buck wheat estimated production of 100 percent of cultivated area of buck wheat and for Amaranths crops total quantity of produce sell to the mandi samiti and organic produce board. Distribution of bonus at the rate of Rs. 200.00 per quintal of produce.
5. Traditional agriculture development programme: establishment of participatory Guarantee System (PGS), cluster establishment for certification of PGS, organic conversion of land, organic seed distribution, distribution of organic fertilizers, liquid bio fertilizers, zaime granules and construction of vermin compost pit etc work have been proposed under this programme.

10 Center government plans/schemes:

1. National Food Security Mission: To promote cultivation of cores cereal, pulses, and oil seed crops distribution of certified seeds of black gram, lentil in 50 per cent subsidy and maximum limit up to Rs. 2500.00 per quintal, organize cluster crop demonstration, distribution of plant protection chemicals and micronutrient in 50 percent subsidy and maximum limit up to Rs. 500.00 per hectares, farmer training and distribution of sprayer, water lifting devices, and water distribution application in 50 per cent subsidy etc. has been proposed under this scheme.

2. Rashtriya Krishi Vikas Yojana: under this scheme several programme has been executed as follows:- a. Crop production programme: Organize cluster demonstration of cereal crops, hybrid rice production demonstration, system of cultivation of rice intensification at the rate of Rs. 7500.00 per haters, distribution of certified seeds (50 per cent subsidy and maximum limit up to Rs. 1000.00 per quintal), distribution of plant protection chemicals, micronutrient and bio chemicals (50 per cent subsidy and maximum limit up to Rs. 500.00 per haters) are proposed under this programme. b. Farm Mechanization: To promote use of modern agriculture equipments is agriculture fields distribution of agriculture equipments in 90 percent subsidy in matching subsidy i.e. 50 percent subsidy from center government scheme and 40 percent from state government scheme. c. Bhudeshiya Jal Sambhran Tank: construction of multipurpose of irrigation tank, irrigation channel, vermi compost pit, poultry raring, polyhouse establishment, and plantation of horticultural plants are proposed under this programme. d. Soil conservation work under deviya apada programme: under this programme construction of protection wall in crate wire have been proposed to protect agriculture land which have been affected due to heavy natural disaster occurred in the year 2013-14. e. Promotion of organic farming and soil health programme: to promote organic farming construction of vermi compost pit, nadap pit, farmer training, distribution of organic inputs and organic certification works have been proposed under this programme. f. Protection of agriculture from wild animals: - in this programme fencing of agriculture land from barbed wire are proposed. g. Krshak Mahotsava (kharif and Rabi): farmer fair have been hosted in both kharif and Rabi season every year under every Nyaypanchayat. Inauguration of farmer fair held at district head quarters, where information about all ongoing government development schemes through stalls of agriculture and allied department.

3. National Mission on Sustainable Agriculture: sustainable agriculture productivity depends on quality and availability of natural resources like soil and water. Agricultural growth can be sustained by promoting conservation and sustainable use

11 of these scarce natural resources through appropriate location specific measures. NMSA will have following objectives.  To make agriculture more productive, remunerative and climate resilient by promoting location specific integrated/ Composite farming systems,
 To conserve natural resources through appropriate soil and moisture conservation measures.  To adopt comprehensive soil health management practices based on soil fertility maps, soil test based application of macro and micro nutrients, judicious use of fertilizers etc.  To optimize utilization of water resources through efficient water management to expand coverage for achieving ‘more crop per drop’. To achieve these objectives, NMSA will have following multi-pronged strategy.  Promoting integrated farming system covering crops, livestock and fishery plantation and pasture based composite farming for enhancing livelihood opportunities, ensuring food security and minimizing risks from crop failure through supplementary/ residual productivity systems.  Popularizing resources conservation technologies (both on farm and off farm and introducing practices that will support mitigation efforts in times of extreme climatic events or disasters lied prolonged dry spells, floods etc.  Promoting effective management of available water resources and enhancing water use efficiency through application of technologies coupled with demand and supply side management solutions.  Creating database on soil resources through land use survey, soil profile study and soil analysis on GIS platform to facilitate adoption of location and soil specific crop management practices and optimize fertilizer use.

4. National Mission on Agriculture Extension and Technology: a. Agriculture technology management agency: Crop demonstration, village level exposure visit, farmer training, farm field school, and kisan shri prize etc work have been proposed under this programme. b. Sub Mission Seed and Planting Material: Distribution of cereal crop seeds in 50 per cent subsidy and distribution of pulse/oilseeds in 60 per cent subsidy to create seed village. c. Sub Mission on Agriculture Mechanization: There is a strong co-relation between farm power availability and agriculture productivity. There for, sub mission of agriculture mechanization will focus on farm mechanization. The sub mission will mainly cater to the needs of the small and marginal farmers through institutional arrangements such as custom hiring, mechanization of selected villages, subsidy for procurement of machines and equipment, etc.
   d. Sub-mission on plant protection: It included in NAMET envisages increase in agricultural production by keeping the crop disease free using scientific and environment friendly techniques through promotion of integrated pest management.

5. National Mission on oilseed and oil palm: National mission on oilseed and oil palm envisages in production of vegetable oils sourced from oilseeds, oil palm through distribution of certified seeds, distribution of minikit, distribution of plant protection chemicals, micronutrient etc, distribution of plant protection equipments etc.

6. Pradhan Mantri Krishi Senchayee Yojna: Pradhan Mantri Krishi Sinchayee Yojana with the motto of ‘Har Khet Ko Paani’. There is a need for seriously considering all options including linking of rivers, where feasible; for ensuring optimal use of our water resources to prevent the recurrence of floods and drought. By harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’, we will nature water conservation and ground water recharge. Micro irrigation will be popularized to ensure ‘Per drop-More crop’. The broad objectives of PMKSY is as follows: a)
   Achieve convergence of investments in irrigation at the field level (preparation of district level and, if required, sub district level water use plans). b)
   Enhance the physical access of water on the farm and expand cultivable area under assured irrigation (Har Khet ko pani), c)
   Integration of water source, distribution and its efficient use, to make best use of water through appropriate technologies and practices. d)
   Improve on-farm water use efficiency to reduce wastage and increase availability both in duration and extent, e)
   Enhance the adoption of precision-irrigation and other water saving technologies (More crops per drop). f)
   Enhance recharge of aquifers and introduce sustainable water conservation practices g)
   Ensure the integrated development of rainfed areas using the watershed approach towards soil and water conservation, regeneration of ground water, arresting runoff, providing livelihood options and other NRM activities. h)
   Promote extension activities relating to water harvesting, water management and crop alignment for farmers and grass root level field functionaries. i) Explore the feasibility of reusing treated municipal waste water for periurban agriculture. j)
   Attract greater private investments in irrigation. This will in turn increase agricultural production and productivity and enhance farm income.

Strategy & Focus Areas of PMKSY: To achieve above objectives, PMKSY will strategize by focusing on end-to end solution in irrigation supply chain, viz. water sources, distribution network, efficient farm level applications, extension services on new technologies & information etc. Broadly, PMKSY will focus on:- a)
Creation of new water sources; repair, restoration and renovation of defunct water sources; construction of water harvesting structures, secondary & micro

Promotion of scientific moisture conservation and run off control measures to improve ground water recharge so as to create opportunities for farmer to access recharged water through shallow tube/dug wells; d)
Promoting efficient water conveyance and field application devices within the farm viz, underground piping system, Drip & Sprinklers, pivots, rain-guns and other application devices etc.; e)
Encouraging community irrigation through registered user groups/ farmer producers’ organizations/NGOs; and f)
Farmer oriented activities like capacity building, training and exposure visits, demonstrations, farm schools, skill development in efficient water and crop management practices (crop alignment) including large scale awareness on more crops per drop of water through mass media campaign, exhibitions, field days, and extension activities through short animation films etc.

7. Border area development programme: To protect agriculture land from flood through protection wall, check dam, spur construction and water conservation through multipurpose irrigation tank have been proposed under this programme.

2. Farm Mechanization: To promote use of modern agriculture equipments distribution of agriculture equipments with 90 percent subsidy in …….. matching subsidy, i.e. 50 percent subsidy from center government scheme/state government scheme and 40 percent from eco sensitive zone plan is proposed.

3. Local bio resource based industries: to enhance the livelihood of local people industries for processing the local raw produce is produced.

Finger millets processing industry: In this industries processing of raw finger millets which are produced locally in the form of cookies, pan cakes etc.
