1 According to The Gazette of India part II- section 3- Sub section (ii) No. 24291 New Delhi, Tuesday December 18, 2012/ Agrahanaya 27, 1934. The 100 Km. area from Gaumukh to Uttarkashi has been declared as Eco sensitive Zone and 88 villages of Block Bhatwari come under this zone. For the preparation of Zonal plan and to educate the local people about Eco Sensitive zone notification and include their suggestions ameeting roster had been issued by the office of District Magistrate Uttarkashi (No. 5720/21-04(2010-11) dated 15-09-2015).

People along with elected members of above mentioned villages protested the meetings held at all the places and hence there were no suggestions from the people.All the schemes presently running by the department of Horticulture are permitted as per the Gazette. Input distribution (certified seeds, Implements, plant protection chemicals, imported improved varietal material etc), crop demonstration, technology transfer, soil and water conservation, rain water harvesting, protected cultivation, protection of crops from wild animals, soil testing, soil treatment, plantation of fodder plants and horticultural plants etc. All the above mentioned work done by the department is improvising greenery in the area and also the economic back bone of the people residing in the area notified.

2 Geographical Introduction: Total geographical area of 88 villages of Block Bhatwari under eco sensitive zone is 14136.35 hectare. Out of which total forest area is 1047.379 hectare, total waste land is 478.857ha.Land other than Agriculture use is 7975.223 hectare, total agriculture land is 4631.692 hectare (503.554 hectare Irrigated and 4127.692 hectare is rain fed).

Area under Horticulture crops is given below. Apple is the main crop under notified area of Eco Sensitive Zone hence there is a detailed survey done by this department. Other than apple there are other horticulture crops like peach, pear and walnut, vegetables like potato, cabbage, cauliflower, brinjal, lady finger, capsicum and cucurbits etc and floriculture crops like marigold etc are grown in notified area of Eco Sensitive Zone. Apple is grown commercially in the area and is the economic back bone of farmers in the zone. Other crops are being grown for either domestic use or to sell in the local markets. Total area under horticulture is 3037.22 ha out of which total land under Appleis 37211 Nali (744.22 Ha). Area under other horticultural crops is 6250 Nali (125 ha) and area under vegetables crops is 108400 Nali (2168 Ha).

Departmental Schemes District Plan

i. Production of quality planting material ii. 50% subsidy on various horticulture equipments and tools iii. 100% transportation subsidy on various horticultural inputs such as- plants, equipments, tools, seedlings etc. iv. 60% subsidy on insecticides to control Kurmula Insects v. Provision of quality planting material as per the requirement of farmers
vi. 60% subsidy on Plant Protection Chemicals, Insecticides and Fertilizers.

11 State Plan i. 50% subsidy on Packing material such as Plastic Crates, Corrugated Boxes, Plastic Kiltas etc.

ii. 75% subsidy on Orchard Fencing. Purpose is to protect orchard from wild animals.

iii. Purchase of “C” grade apple under market support price Scheme. iv. Production of qualityplanting material in Government nurseries for regional Farmers. v. Free saplings to farmers so that they can plant those on freely avilable/barrenland such as Gram Panchayat, Schools, Govt. Hospital, Block Offices etc.
vi. Human resource development  Capacity building training of staff officials
 Training of farmers within and outside the state.

12 vii. Bee Keeping
 Support farmers with bee hives to promote cross pollination in crops during flowering season.  Training of farmers and distribution of Boxes and Bee hives on 50 % subsidy to promote honey production. viii. Post Harvest Management
 Establishment of Rope Way for transportation of horticulture produce in remote areas.

 Distribution of Corrugated Boxes for packing of different fruits.  Crop insurance on subsidised premium by Notified Insurance Company.  Supply farmers imported quality planting material.

Central Sponsored Schemes: Horticulture Mission for North East and Himalayan States (HMNEH) i. Area Extension and establishment of New Orchards andcultivation of Commercial Fruit Crops a- Compact Plantation- Subsidy rate Rs. 30000/- Per Ha. b- Normal Plantation- Subsidy rate Rs. 18000/- Per Ha.

ii. Area Extension and Production of Commercial Vegetable Crops
 Assistance on Quality Hybrid Seed-Subsidy rate Rs. 25000/- per Ha.

iii. Area Extension and Production of Commercial Spice Crops  Assistance on quality Seed -Subsidy rate Rs. 30000/- Per Ha. iv. Rejuvenation of Old and senile Orchards Subsidy rate Rs. 20000/- Per Ha

v. On Farm Water management 50% assistance for creation of water resource as Ponds, Tanks etc on own land of farmers.

vi. Mechanization of Horticulture – 90% (50 % Central Government and 40 % State Government assistance) or 1.25 Lacs whichever is less assistance to farmers on various implements such as Power Pruner, Brush Cutter, Power Tiller, Power Weeder etc

vii. Training of the Farmers in prestigious Institutes such as Horticulture Universities, KVKs, and Research Instituteswithin and outside the state. viii. Erection of Pack Houses - For safe storage ofvarious fruits as well as vegetable crops 50% subsidy to individual farmers for erection of Pack House (9mX6m). Max. Assistance Rs 2.00 Lacs. ix. Protected Cultivation – 80% (50% central and 30% State share) subsidy to individual farmers for Erection of Poly Houses for Commercial production of various off season crops such as Capsicum, Tomato, and Flowers etc.

Unit cost of erection of poly houses is as follows Upto 500 Sq.mtr 50% of total cost Rs. 1219.00 per Sq.mtr.

Distribution of Anti hail net and Bird Net– It provides 50% subsidy on anti hail netof upto Rs. 17.50 per sq. mts. for the protection of horticultural crops from hail and Birds.

xi. Promotion of Organic Farming -For the promotion of Organic Farming Provides assistance of Rs 4000/-, Rs. 3000/- and Rs. 3000/- for three years to ensure the use of organic practices and bio agents such as bio insecticide, bio pesticide and bio micronutrients.  Creation of Vermi Compost Unit Assistance of 75 % (50% Central and 25% State) per unit has been approved for farmers. Detail of such unit is attached in the annexure number 2. Vermi compost unit (10x8x2.5 ft) is approved under this scheme. The cost of construction of such unit will be Rs 33,330 and 75 % assistance i.e. Rs 24,997 will be given to the farmer as subsidy.
The government of Uttarakhand vide their order number 2438/XIII- 1/01(04)2014 has declared Bhatwari block as Organic block (G.O is attached in annexure number 1). According to the order the sale of chemicals will be discouraged with immediate effect. To promote organic farming in the notified area under Eco Sensitive zone we need to provide vermi compost unit to each and every farmer in the area so that the requirement of fertilizers is fulfilled. A detailed estimation of funds required to provide such vermi compost units are given below.

Total number of farmers in the ESZ = 3000 Cost per Unit (10x8x2.5 ft) = Rs 33,330 Farmers share per unit = Rs8, 303 State Government’s share per Unit = Rs 8,303

State Government’s share required = 3000xRs 8,303= Rs 2, 49, 09,000 Central Government’s share per unit = Rs, 16,606 Central Government’s share required = 3000x16, 606= Rs 4, 98, 18,000

Establishments of small Nursery- For the production of Quality Planting material small Nursery are established under HMNEH Scheme on farmers own land. Assistance provided is 75% (50% Central and 25% State share)

xii) National Mission on Micro Irrigation -Centrally Sponsored Scheme NMMI laterrenamed as National Mission for Sustainable Agricultural (NMSA) and presently clubbed under PMKSY (Pradhanmantri Krishi Sichai Yojna) as “Per drop more crop”.

Apart from these above mentioned schemes there are 4 Cold storages in the district announced by Government of Uttrakhand to promote safe storage of fruits and vegetables, are under construction. These storage structures are to support the farmers to get better remunerations of their produce in the market and also to minimise the loss of horticulture produce after their harvest.

There are other constructions of canals and creation of water harvesting fixtures and other water resources to increase the irrigated lands and production of quality horticultural and agricultural products as agriculture and horticulture is the main source of livelihood in hilly regions.

In future there may be other constructions like agriculture produce marketing shops or Kisan Mandies or other fixtures on time to time basis as per requirement to promote the Horticulture and Agriculture in the district.
