पयाᭅवरण पयाᭅवरण पयाᭅवरण पयाᭅवरण, , , , वन वन वन वन और और और और जलवायु जलवायु जलवायु जलवायु पᳯरवतᭅन पᳯरवतᭅन पᳯरवतᭅन पᳯरवतᭅन मंᮢालय मंᮢालय मंᮢालय मंᮢालय अिधसूचना अिधसूचना अिधसूचना अिधसूचना नई ᳰद᭨ली, 7 मई, 2017 का.आ. का.आ. का.आ. का.आ. 181 181 181 1817(अ) (अ) (अ) (अ).—ᮧाᱧप अिधसूचना भारत सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय कᳱ अिधसूचना सं. का.आ. 1166 तारीख 21 माचᭅ, 2016 ᳇ारा भारत के राजपᮢ असाधारण मᱶ ᮧकािशत कᳱ गई थी िजसमᱶ उन सभी ᳞िᲦयᲂ से, िजनको उससे ᮧभािवत होने कᳱ संभावना थी, उस तारीख से, िजसको उᲦ अिधसूचना कᳱ राजपᮢ कᳱ ᮧितयां जनता को उपल᭣ध करा दी गई थी, साठ ᳰदन कᳱ अविध के भीतर, आᭃेप और सुझाव आमंिᮢत ᳰकए गए थे; और, उᲦ ᮧाᱧप अिधसूचना के ᮧ᭜युᱫर मᱶ ᳞िᲦयᲂ और पणधाᳯरयᲂ से कोई आᭃेप और सुᭃाव ᮧा᳙ नही ᱟए है;
और, अमचांग व᭠ यजीव अभयार᭛ य, असम रा᭔ य के कामᱨप िजले मᱶ ि᭭थ त है, यह अमचांग आरिᭃ त वन, दिᭃ ण अमचांग आरिᭃ त वन और खानापाडा आरिᭃ त वन से िमलकर बना है तथा 26o 13′ उ से 26o 06′ उ अᭃांश और 91o 50′ पू से 91o 58′ देशांतर कᳱ भौगोिलक सीमाᲐ मᱶ अवि᭭थ त है और 78.64 वगᭅ ᳰकलोमीटर मᱶ फैला ᱟआ है ; और, अभयार᭛य का मु᭎य भाग छोटी पहािड़यᲂ से तरंगी और ढंका ᱟआ है जो अि᳇तीय व᭠यजीव िनवास के साथ अि᳇तीय भू-आकृित िव᭄ान सुिवधा के िलए है । अमचांग व᭠यजीव अभयार᭛य पशुᲐ और पौधᲂ कᳱ ᮧजाितयᲂ कᳱ ᳞ापक िविवधता के िलए समृ᳍ और िविवध पाᳯरि᭭थितक आवासᲂ मᱶ से एक का ᮧितिनिध᭜व करता है । व᭠यजीव अभयार᭛य मᱶ मु᭎य पशुᲐ मᱶ ᱟलांक उतक, चीन साल, सूरज-भगत, असिमया लघु पु᭒छ वानर, केपड लंगूर, लजीला वानर, तᱶदुआ, हाथी, सांभर, मुंजक, गौर आᳰद पाए जाते हᱹ । व᭠यजीव अभयार᭛य मᱶ पᭃी जीवजंतु, सरीसृपᲂ, उभयचरᲂ और कᳱड़े मकोड़े कᳱ िव᭭तृत िविवधता पाई जाती है । और, अभयार᭛य गुवाहाटी शहर कᳱ पूवᱮ सीमा पर अवि᭭थत है तथा सीमांत ᭃेᮢᲂ मᱶ जैिवक दबाव मᱶ वृि᳍ से अभयार᭛य का पयाᭅवास ᮧभािवत हो सकता है । और, अमचांग व᭠ यजीव अभयार᭛ य के चारᲂ ओर के ᭃेᮢ को, िजसका िव᭭तार और सीमाएं इस अिधसूचना के पैरा 1 मᱶ िविन᳸द᳥ हᱹ, पयाᭅवरण कᳱ दृि᳥ से पाᳯरि᭭थितक संवेदी जोन के ᱨप मᱶ सुरिᭃत और संरिᭃत करना तथा उᲦ पाᳯरि᭭थितक संवेदी जोन मᱶ उ᳒ोगᲂ या उ᳒ोगᲂ के वगᲃ के ᮧचालन तथा ᮧसं᭭करण करने को ᮧितिष᳍ करना आव᭫यक है;

THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अतः, इसिलए, के᭠ᮤीय सरकार, पयाᭅवरण (संरᭃण) िनयम, 1986 के िनयम 5 के उपिनयम (3) के साथ पᳯठत
पयाᭅवरण (संरᭃण) अिधिनयम, 1986 (1986 का 29) कᳱ धारा 3 कᳱ उपधारा (3) और उपधारा (2) के खंड (v) और खंड (xiv) और उपधारा (1) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, असम रा᭔ य मᱶ अमचांग व᭠ यजीव अभयार᭛ य के ᭃेᮢ को अमचांग व᭠ यजीव अभयार᭛ य पाᳯरि᭭थितक संवेदी जोन (िजसे इसमᱶ इसके प᭫ चात् पाᳯरि᭭थितक संवेदी जोन कहा गया है) के ᱨप मᱶ अिधसूिचत करती है, िजसका िववरण िन᳜ानुसार है, अथाᭅत् :--

पाᳯरि᭭थितक पाᳯरि᭭थितक पाᳯरि᭭थितक पाᳯरि᭭थितक संवेदी संवेदी संवेदी संवेदी जोन जोन जोन जोन का का का का िव᭭तार िव᭭तार िव᭭तार िव᭭तार और और और और उसकᳱ उसकᳱ उसकᳱ उसकᳱ सीमाएं सीमाएं सीमाएं सीमाएं.- (1) पाᳯरि᭭थितक संवेदी जोन 109.99 वगᭅ ᳰकलोमीटर मᱶ फैला ᱟआ है और इसका िव᭭ तार अमचांग व᭠ यजीव अभयार᭛ य कᳱ सीमा के चारᲂ ओर 170 मीटर से 8.1 वगᭅ ᳰकलोमीटर तक है (छावनी ᭃेᮢ कᳱ उपि᭭थित के कारण पि᳟म कᳱ ओर पाᳯरि᭭थितक संवेदी जोन कᳱ सीमा शू᭠य है) और उस जोन कᳱ सीमा का वणᭅन उपाबंध उपाबंध उपाबंध उपाबंध I के ᱧप मᱶ ᳰदया गया है । 2. पाᳯरि᭭थितक संवेदी जोन मᱶ आने वाले 37 ᮕामᲂ कᳱ सूची उपाबंध उपाबंध उपाबंध उपाबंध IIIIIIII के ᱧप मᱶ उपाब᳍ है । 3. अᭃांश और देशांतर सिहत पाᳯरि᭭थितक संवेदी जोन का मानिचᮢ उपाबंध उपाबंध उपाबंध उपाबंध III III III III के ᱧप मᱶ उपाब᳍ है । 2. पाᳯरि᭭थितक पाᳯरि᭭थितक पाᳯरि᭭थितक पाᳯरि᭭थितक संवेदी संवेदी संवेदी संवेदी जोन जोन जोन जोन केकेकेके िलए िलए िलए िलए आंचिलक आंचिलक आंचिलक आंचिलक महायोजना महायोजना महायोजना महायोजना – (1) रा᭔य सरकार, पाᳯरि᭭थितक संवेदी जोन के ᮧयोजन के िलए राजपᮢ मᱶ अिधसूचना के ᮧकाशन कᳱ तारीख से दो वषᭅ कᳱ अविध के भीतर, ᭭थानीय ᳞िᲦयᲂ के परामशᭅ से और इस अिधसूचना मᱶ संल᭏ न अनुबंधᲂ के सामंज᭭ य से आंचिलक महायोजना तैयार करेगी । (2) रा᭔य सरकार ᳇ारा पाᳯरि᭭ थितक संवेदी जोन के िलए आचंिलक महायोजना इस तरह, इस अिधसूचना मᱶ िविन᳸द᭬ ट ᱨप तथा सुसंगत कᱶᮤीय और रा᭔ य िविधयᲂ के सामंज᭭ य और कᱶᮤीय सरकार ᳇ारा जारी मागᭅिनदᱷशᲂ, यᳰद कोई हᲂ, ᳇ारा तैयार होगी । (3) आंचिलक महायोजना, पयाᭅवरणीय और पाᳯरि᭭थितक िवचारᲂ को समाकिलत करने के िलए रा᭔ य सरकार के सभी संब᳍ िवभागᲂ के परामशᭅ से तैयार होगी, अथाᭅत्:-- (i) पयाᭅवरण; (ii) वन और व᭠यजीव;
(iii) कृिष; (iv) राज᭭ व; (v) नगर िवकास; (vi) पयाᭅवरण;
(vii) ᮕामीण िवकास;
(viii) ᳲसचाई और बाढ़ िनयंᮢण; (ix) नगरपािलका;
(x) पंचायती राज;
(xi) लोक िन माᭅण िव भाग। (4)
आंचिलक महायोजना अनुमोᳰदत िव᳒मान भू-उपयोग, अवसंरचना और ᳰᮓयाकलापᲂ पर कोई िनबᲈधन अिधरोिपत नहᱭ करेगी जब तक ᳰक इस अिधसूचना मᱶ िविन᳸द᭬ ट न हो और आचंिलक महायोजना सभी अवसंरचना और ᳰᮓयाकलापᲂ मᱶ और अिधक दᭃता और पाᳯरि᭭थितक अनुकूलता का संवधᭅन करेगी ।
(5) आंचिलक महायोजना मᱶ अना᭒छाᳰदत ᭃेᮢᲂ के जीणᲃ᳍ार, िव᳒मान जल िनकायᲂ के संरᭃण, आवाह ᭃेᮢᲂ के ᮧबंधन, जल-संभरᲂ के ᮧबंधन, भूतल जल के ᮧबंधन, मृदा और नमी संरᭃण, ᭭थानीय समुदायᲂ कᳱ आव᭫यकताᲐ तथा पाᳯरि᭭थितक और पयाᭅवरण से संबंिधत ऐसे अ᭠य पहलूᲐ, िजन पर ᭟यान देना आव᭫यक है, के िलए उपबंध हᲂगे ।

आंचिलक महायोजना सभी िव᳒मान पूजा ᭭ थलᲂ, ᮕामᲂ और शहरी बंदोब᭭तᲂ, वनᲂ के ᮧकार और ᳰक᭭ मᲂ, कृिष ᭃेᮢᲂ, ऊपजाऊ भूिम, हᳯरत ᭃेᮢ जैसे उ᳒ान और उसी ᮧकार के ᭭ थान, उ᳒ान कृिष ᭃेᮢ, फलोउ᳒ान, झीलᲂ और अ᭠य जल िनकायᲂ का अ᭤यकंन करेगी और इस योजना के मानिचᮢ ᳇ारा िव᳒मान और ᮧ᭭तािवत भूिम के उपयोग का भी िववरण ᳰकया जाएगा । (7)
आंचिलक महायोजना ᭭ थानीय समुदायᲂ कᳱ जीवकोपाजᭅन को सुिनि᭫ चत करने के िलए भी पाᳯरि᭭थितक संवेदी जोन मᱶ िवकास को पाᳯरि᭭थितक अनुकूल िवकास के िलए सारणी के सूचीब᳍ ᳰᮓयाकलाप िविनयिमत करेगी ।
(8) आंचिलक महायोजना ᭃेᮢीय िवकास योजना के साथ सह-अंतक होगी । (9) आंचिलक महायोजना इस अिधसूचना मᱶ ᳰदए गए उपबंधᲂ के अनुसार मᱶ अपने कायᲄ के बाहर ले जाने के िलए िनगरानी सिमित के िलए एक संदभᭅ द᭭तावेज तैयार करेगी ।
3. रा᭔य रा᭔य रा᭔य रा᭔य सरकार सरकार सरकार सरकार ᳇ारा ᳇ारा ᳇ारा ᳇ारा ᳰकए ᳰकए ᳰकए ᳰकए जाने जाने जाने जाने वाले वाले वाले वाले उपाय उपाय उपाय उपाय-------- रा᭔य सरकार, इस अिधसूचना के उपबंधᲂ को लागू करने के िलए िन᳜िलिखत उपाय करेगी, अथाᭅत्:-- (1) भूभूभूभू-उपयोग उपयोग उपयोग उपयोग – (क) पाᳯरि᭭ थितक संवेदी जोन मᱶ वनᲂ, उ᳒ान-कृिष ᭃेᮢᲂ, कृिष ᭃेᮢᲂ और आमोद-ᮧमोद के ᮧयोजन के िलए िचि᭠हत ᳰकए गए पाकᲄ और खुले ᭭थानᲂ का ᮧमुख वािणि᭔यक या ᮧमुख आवासीय पᳯरसर या औ᳒ोिगक संब᳍ िवकास ᳰᮓयाकलापᲂ के िलए उपयोग या संपᳯरवतᭅन नहᱭ ᳰकया जाएगा। मानिचᮢ के साथ आंचिलक महायोजना मᱶ ᭭प᳥ ᱨप से ᭃेᮢᲂ को िनधाᭅᳯरत ᳰकया गया है:
परंतु पाᳯरि᭭थितक संवेदी जोन के भीतर कृिष भूिम का संपᳯरवतᭅन िनगरानी सिमित कᳱ िसफाᳯरश पर और रा᭔य सरकार के पूवᭅ अनुमोदन से, ᭃेᮢीय नगर योजना अिधिनयम के तहत सᭃम ᮧािधकारी के पूवᭅ अनुमोदन के साथ और के᭠ᮤीय/रा᭔य सरकार के अ᭠य िनयमᲂ और िविनयमᲂ के ᱨप मᱶ लागू हᲂगे, जो ᭭थानीय िनवािसयᲂ कᳱ आवासीय जᱨरतᲂ को पूरा करने के िलए है, जैसे:- (i) िव᳒मान सड़कᲂ को चौड़ा करना और उ᭠हᱶ सुदृढ करना तथा नई सड़कᲂ का संिनमाᭅण; (ii) बुिनयादी ढांचᲂ और नागᳯरक सुिवधाᲐ का संिनमाᭅण और नवीकरण; (iii) ᮧदूषण उ᭜प᳖ न करने वाले लघु उ᳒ोग; (iv) कुटीर उ᳒ोग िजसके अंतगᭅत ᮕामीण कारीगर हᱹ; सुिवधाजनक भ᭛डार और ᭭थानीय सुिवधाएं सहायक पाᳯरि᭭थितक पयᭅटन गृह वास सि᭥मिलत है; और
(v) संवᳶधत ᳰᮓयाकलाप और अनु᭒छेद 4 के अधीन ᳰदए गए हᱹ: परंतु यह और भी ᳰकसी जनजातीय भूिम का उपयोग रा᭔य सरकार के संब᳍ रा᭔य िविधयᲂ और अ᭠य िनयमᲂ तथा िविनयमᲂ के अधीन सᭃम ᮧािधकारी के पूवᭅ अनुमोदन तथा संिवधान के अनु᭒छेद 244 ᮧवृᱫ िविध के उपबंधᲂ के अनुपालन के िबना, या त᭜समय ᮧवृᱫ िविध िजसके अंतगᭅत अनुसूिचत जनजाित और अ᭠य परंपरागत वन िनवासी (वन अिधकारᲂ कᳱ मा᭠यता) अिधिनयम, 2006 (2007 का 2) भी है, वािणि᭔यक या उ᳒ोग िवकास ᳰᮓयाकलापᲂ के िलए जनजातीय भूिम का उपयोग अनु᭄ात नहᱭ होगा:
परंतु यह और भी ᳰक पाᳯरि᭭ थितक संवेदी जोन के भीतर भू-अिभलेखᲂ मᱶ उपसंजात कोई ᮢुᳯट, िनगरानी सिमित के िवचार ᮧा᳙ करने के प᳟ात् रा᭔य सरकार ᳇ारा ᮧ᭜येक मामले मᱶ एक बार संशोिधत होगी और उᲦ ᮢुᳯट के संशोधन कᳱ सूचना कᱶᮤीय सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय को देनी होगी ।
परंतु यह और भी ᳰक उपयुᭅᲦ ᮢुᳯट का संशोधन मᱶ इस उप पैरा के अधीन यथा उपबंिधत के िसवाय ᳰकसी भी दशा मᱶ भू- उपयोग का पᳯरवतᭅन सि᭥मिलत नहᱭ होगा । (ख) वनीकरण तथा वास जीणᲃ᳍ार ᳰᮓयाकलापᲂ सिहत अनᮧयु᭍ त या अनु᭜ पादक कृिष ᭃेᮢᲂ मᱶ पुन: वनीकरण करने के ᮧयास ᳰकए जाएंगे ।

(2) ᮧाकृितक जल िनकाय ᮧाकृितक जल िनकाय ᮧाकृितक जल िनकाय ᮧाकृितक जल िनकाय.- आचंिलक महायोजना मᱶ सभी ᮧाकृितक जल ᮲ोतᲂ, नᳰदयᲂ, चैनलᲂ कᳱ पहचान कᳱ जाएगी और उनके संरᭃण और पुनᱧ᭞भूतकरण के िलए योजना सि᭥ मिलत होगी। (3) पयᭅटन/ पयᭅटन/ पयᭅटन/ पयᭅटन/ पाᳯरि᭭थितक पाᳯरि᭭थितक पाᳯरि᭭थितक पाᳯरि᭭थितक-पयᭅटन पयᭅटन पयᭅटन पयᭅटन – (क) पाᳯरि᭭थितक संवेदी जोन के भीतर पयᭅटन संबंधी ᳰᮓयाकलाप पयᭅटन महायोजना के अनुसार हᲂगे जो ᳰक आंचिलक महायोजना के भाग ᱨप मᱶ होगी ।

(ख) पाᳯरि᭭थितक पयᭅटन महायोजना, पयाᭅवरण और वन के रा᭔य िवभागᲂ के परामशᭅ , पयᭅटन िवभाग ᳇ारा तैयार ᳰकया जाएगा ।
(ग) पयᭅटन महायोजना आंचिलक महायोजना के एक घटक के ᱨप मᱶ जाना जायेगा । (घ) पयᭅटन संबंधी ᳰᮓयाकलाप िन᭥ निलिखत के अधीन िविनयिमत हᲂगे, अथाᭅत् :- (i) पाᳯरि᭭थितक अनुकूल पयᭅटन ᳰᮓयाकलाप से संबंिधत पयᭅटकᲂ के अ᭭थायी अिधभोग के िलए वास सुिवधा के िसवाय संरिᭃत ᭃेᮢ कᳱ सीमा से एक ᳰकलोमीटर तक या पाᳯरि᭭थितक संवेदी जोन के िव᭭तार तक इनमᱶ जो भी िनकट है, नये वािणि᭔यक होटल और ᳯरसोटᭅ अनु᭄ात नहᱭ हᲂगे। परंतु, जहाँ पाᳯरि᭭थितक संवेदी जोन का िव᭭तार एक ᳰकलोमीटर से ᭔यादा है वहाँ, एक ᳰकलोमीटर से परे और पाᳯरि᭭थितक संवेदी जोन के िव᭭तार तक सभी नए पयᭅटक ᳰᮓयाकलाप या िव᳒मान ᳰᮓयाकलाप का िव᭭तार पयᭅटन महायोजना के अनुसार होगा; (ii) पाᳯरि᭭थितक संवेदी जोन के भीतर सभी नए पयᭅटन ᳰᮓयाकलापᲂ या िव᳒मान पयᭅटन ᳰᮓयाकलापᲂ का िव᭭तार कᱶᮤीय सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय के मागᭅदशᭅक िस᳍ांतᲂ के ᳇ारा तथा रा᭬ ᮝीय ᭪ याᮖ संरᭃण ᮧािधकरण, ᳇ारा जारी पाᳯरि᭭थितक पयᭅटन (समय-समय पर यथा संशोिधत) मागᭅदशᭅक िस᳍ांतᲂ के अनुसार, पाᳯरि᭭थितक पयᭅटन, पाᳯरि᭭थितक िशᭃा और पाᳯरि᭭थितक िवकास को मह᭜व देते ᱟए पाᳯरि᭭थितक संवेदी जोन कᳱ वहन ᭃमता के अ᭟ययन पर आधाᳯरत होगा; (iii) आंचिलक महायोजना का अनुमोदन ᳰकए जाने तक, पयᭅटन का िवकास और िव᳒मान पयᭅटन ᳰᮓयाकलापᲂ के िव᭭तार को वा᭭तिवक ᭭थल िविन᳸द᳥ संवीᭃा तथा मानीटरी सिमित कᳱ िसफाᳯरश पर आधाᳯरत संबंिधत िविनयामक ᮧािधकाᳯरयᲂ ᳇ारा अनु᭄ात ᳰकया जाएगा और पाᳯरि᭭थितक संवेदी जोन के भीतर नए होटल/ᳯरसाटᭅ या वािणि᭔यक ᭭थापन का संिनमाᭅण अनु᭄ात नहᱭ है । (4) नैसᳶगक नैसᳶगक नैसᳶगक नैसᳶगक िवरासत िवरासत िवरासत िवरासत- पाᳯरि᭭थितक संवेदी जोन मᱶ मह᭜वपूणᭅ नैसᳶगक िवरासत के सभी ᭭थलᲂ जैसे सभी जीन कोश आरिᭃत ᭃेᮢ, शैल िवरचनाएं, जल ᮧपातᲂ, झरनᲂ, घाटी मागᲄ, उपवनᲂ, गुफाएं, ᭭थलᲂ, ᮪मण, अ᳡रोहण, ᮧपातᲂ आᳰद कᳱ पहचान कᳱ जाएगी और िवरासत संरᭃण योजना आंचिलक महायोजना के भाग के ᱧप मᱶ पᳯररᭃण और संरᭃण के िलए एक िवरासत संरᭃण योजना तैयार कᳱ जाएगी । (5) मानव िनᳶमत िवरासत ᭭ थ मानव िनᳶमत िवरासत ᭭ थ मानव िनᳶमत िवरासत ᭭ थ मानव िनᳶमत िवरासत ᭭ थल ल ल ल - पाᳯरि᭭ थितक संवेदी जोन मᱶ भवनᲂ, संरचनाᲐ, िश᭨प-त᭝य, ऐितहािसक, कला᭜मक और सां᭭कृितक मह᭜व के ᭃेᮢᲂ कᳱ पहचान कᳱ जाएगी और आंचिलक महायोजना के एक भाग के ᱧप मᱶ उनके पᳯररᭃण और संरᭃण के िलए एक िवरासत संरᭃण योजना तैयार कᳱ जाएगी ।
(6) ᭟ व ᭟ व ᭟ व ᭟ विन ᮧदूषण िन ᮧदूषण िन ᮧदूषण िन ᮧदूषण – पाᳯरि᭭थितक संवेदी जोन मᱶ ᭟विन ᮧदूषण का िनवारण और िनयंᮢण पयाᭅवरण (संरᭃण) अिधिनयम, 1986 तथा उनके संशोधनᲂ के अधीन ᭟विन ᮧदूषण (िविनयमन और िनयंᮢण) िनयम, 2000 कᳱ अनुपालना मᱶ होगा ।
(7) वायु वायु वायु वायु ᮧदूषण ᮧदूषण ᮧदूषण ᮧदूषण - पाᳯरि᭭थितक संवेदी जोन वायु ᮧदूषण का िनवारण और िनयंᮢण, वायु (ᮧदूषण िनवारण और िनयंᮢण) अिधिनयम 1981 (1981 का 14) तथा उसके अधीन बनाए गए िनयमᲂ और उनके संशोधनᲂ कᳱ अनुपालना मᱶ होगा ।
(8) बिह᮲ाव बिह᮲ाव बिह᮲ाव बिह᮲ाव का का का का िन᭭सारण िन᭭सारण िन᭭सारण िन᭭सारण -- पाᳯरि᭭थितक संवेदी जोन मᱶ उपचाᳯरत बिह᮲ाव का िन᭭सारण पयाᭅवरण (संरᭃण) अिधिनयम, 1986 तथा उसके अधीन बनाए गए िनयमᲂ या रा᭔य सरकार ᳇ारा उपदᳶशत मानकᲂ और उनके संशोधनᲂ, इनमᱶ जो भी अधीन कठोर हो, कᳱ अनुपालना मᱶ पयाᭅवरणीय ᮧदूषकᲂ के िन᭭सारण के िलए साधारण मानकᲂ के उपबंधᲂ के अनुसार होगा।

5 (9) ठोस ठोस ठोस ठोस अपिश᳥ अपिश᳥ अपिश᳥ अपिश᳥ -- ठोस अपिश᳥ᲂ का िनपटान िन᳜िलिखत ᱨप मᱶ होगा-- (क) पाᳯरि᭭थितक संवेदी जोन मᱶ ठोस अपिश᳥ और ᮧबंधन समय-समय पर संशोिधत ठोस अपिश᭬ ट ᮧबंधन िनयम, 2016, जो भारत सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय कᳱ अिधसूचना सं. का.आ. 1357(अ), तारीख 8 अᮧैल, 2016 ᳇ारा ᮧकािशत ᳰकए गए थे और अकाबᭅिनक सामᮕी का िनपटान पयाᭅवणीय ᱧप से ᭭वीकायᭅ रीित मᱶ पाᳯरि᭭थितक संवेदी जोन से बाहर पहचान ᳰकए गए ᭭थल पर ᳰकया जाएगा ;
(ख) पाᳯरि᭭थितक संवेदी जोन मᱶ ठोस अपिश᳥ और भूिम भराई ᭭थापना कोई ᭔वलन या भ᭭मीकरण अनु᭄ात नहᱭ होगा ।
(10) जैव िचᳰक᭜ सी जैव िचᳰक᭜ सी जैव िचᳰक᭜ सी जैव िचᳰक᭜ सीय अपिश᭬ ट य अपिश᭬ ट य अपिश᭬ ट य अपिश᭬ ट.-जैव िचᳰक᭜ सीय अपिश᭬ ट ᮧबंधन िन᳜िलिखत ᱨप मᱶ होगा— (क) पाᳯरि᭭थितक संवेदी जोन मᱶ जैव िचᳰक᭜सा अपिश᳥ का िनपटान भारत सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय कᳱ अिधसूचना सं.का.िन 343 (अ), तारीख 28 माचᭅ 2016 ᳇ारा ᮧकािशत जैव िचᳰक᭜सीय अपिश᳥ ᮧबंध िनयम, 2016 के उपबंधᲂ के अनुसार ᳰकया जाएगा । (ख) पाᳯरि᭭थितक संवेदी जोन के भीतर कोई सामा᭠य उपचार सुिवधा या भ᭭मीकरण करना अनु᭄ात नहᱭ ᳰकया जाएगा । (11) ᭡लाि᭭ट ᭡लाि᭭ट ᭡लाि᭭ट ᭡लाि᭭टक अपिश᳥ अपिश᳥ अपिश᳥ अपिश᳥ ᮧबंधन ᮧबंधन ᮧबंधन ᮧबंधन: : : : - पाᳯरि᭭थितक संवेदी जोन मᱶ ᭡लाि᭭टक अपिश᳥ ᮧबंध का िनपटान भारत सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय कᳱ अिधसूचना सं.का.िन 340(अ), तारीख 18 माचᭅ, 2016 ᳇ारा ᮧकािशत ᭡लाि᭭टक अपिश᳥ ᮧबंध िनयम 2016 के उपबंधᲂ के अनुसार ᳰकया जाएगा। (12) िनमाᭅण िनमाᭅण िनमाᭅण िनमाᭅण और और और और िव᭟वंस िव᭟वंस िव᭟वंस िव᭟वंस अपिश᳥ अपिश᳥ अपिश᳥ अपिश᳥ ᮧबंधन ᮧबंधन ᮧबंधन ᮧबंधन: : : : - पाᳯरि᭭थितक संवेदी जोन मᱶ संिनमाᭅण और िव᭟वंस अपिश᳥ ᮧबंध का िनपटान भारत सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय कᳱ अिधसूचना सं.का.िन 317(अ), तारीख 29 माचᭅ, 2016 ᳇ारा ᮧकािशत संिनमाᭅण और िव᭟वंस ᮧबंध िनयम, 2016 के उपबंधᲂ के अनुसार ᳰकया जाएगा। (13) इलै᭍ᮝािनकᳱ इलै᭍ᮝािनकᳱ इलै᭍ᮝािनकᳱ इलै᭍ᮝािनकᳱ–अपिश᳥ अपिश᳥ अपिश᳥ अपिश᳥:- पाᳯरि᭭थितक संवेदी जोन मᱶ ई–अपिश᳥ ᮧबंध का िनपटान भारत सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय ᳇ारा ᮧकािशत ई–अपिश᳥ ᮧबंध िनयम, 2016 के उपबंधᲂ के अनुसार ᳰकया जाएगा। (14) यानीय यानीय यानीय यानीय पᳯरवहन: पᳯरवहन: पᳯरवहन: पᳯरवहन: - पᳯरवहन कᳱ यानीय गितिविधयां आवास के अनुकूल िविनयिमत हᲂगी और इस संबंध मᱶ आंचिलक महायोजना मᱶ िवशेष उपबंध िनयिमत ᳰकए जाएंगे और आंचिलक महायोजना के तैयार होने और रा᭔य सरकार के सᭃम ᮧािधकारी ᳇ारा के अनुमोᳰदत होने तक, िनगरानी सिमित ᮧवृᱫ िनयमᲂ और िविनयमᲂ के अनुसार यानीय गितिविधयᲂ के अनुपालन को मानीटर करेगी । (15) यानीय यानीय यानीय यानीय ᮧदूषण ᮧदूषण ᮧदूषण ᮧदूषण:- िविधयᲂ के अनुसार वाहन ᮧदूषण कᳱ िनवारण और िनयंᮢण का अनुपालन ᳰकया जाएगा। ᭭व᭒छक ᲊधन के उपयोग के िलए ᳰकए गए ᮧयास उदाहरण के िलए सीएनजी, एलपीजी, आᳰद हᱹ । (16)औ᳒ोिगक ईकाइयां औ᳒ोिगक ईकाइयां औ᳒ोिगक ईकाइयां औ᳒ोिगक ईकाइयां: : : : - (i) राजपᮢ मᱶ इस अिधसूचना के ᮧकाशन के प᳟ात या ᮧकाशन मᱶ, पाᳯरि᭭थितक संवेदी जोन के भीतर कोई नए ᮧदूिषत उ᳒ोगᲂ कᳱ ᭭थापना कᳱ अनु᭄ा नहᱭ दी जाएगी।
(ii) केवल गैर ᮧदूषण उ᳒ोग, फरवरी, 2016 मᱶ जारी मागᭅदशᭅक िस᳍ांत मᱶ उ᳒ोगᲂ के वगᱮकरण अनु᭄ा दी जाएगी जब तक इस अिधसूचना मᱶ िविन᳸द᳥ न हो और इसके अितᳯरᲦ, गैर ᮧदूिषत उ᳒ोगᲂ को संवधᭅक ᳰकया जाएगा। (17) पहाड़ी पहाड़ी पहाड़ी पहाड़ी ढलानᲂ ढलानᲂ ढलानᲂ ढलानᲂ को को को को संरᭃण संरᭃण संरᭃण संरᭃण: : : : - पहाड़ी ढलानᲂ के संरᭃण के िन᳜ानुसार होगा: (क) आंचिलक महायोजना पहाड़ी ढलानᲂ पर ᭃेᮢᲂ का संकेत होगा जहां ᳰकसी भी संिनमाᭅण कᳱ अनु᭄ा नहᱭ दी जाएगी । (ख) कटाव के एक उᲬ िडᮕी के साथ िव᳒मान खड़ी पहाड़ी ढलानᲂ या ढलानᲂ पर ᳰकसी भी संिनमाᭅण कᳱ अनुमित नहᱭ दी जाएगी । (18) (18) (18) (18) यᳰद यह आव᭫यक समझता है, इस अिधसूचना के उपाबंधᲂ को ᮧभावी करने मᱶ के᭠ᮤीय सरकार और रा᭔य सरकार, अितᳯरᲦ उपायᲂ िविन᳸द᳥ करेगा।

1. वािणि᭔यक खनन । (क) सभी ᮧकार के नए और िव᳒मान खनन (लघु और वृहत खिनज), प᭜थर कᳱ खानᱶ और उनको तोड़ने कᳱ इकाइयां वा᭭तिवक ᭭थानीय िनवािसयᲂ कᳱ घरेलू आव᭫यकताᲐ िजसमᱶ िनजी उपयोग के िलए मकानᲂ के संिनमाᭅण या मर᭥मत के िलए धरती को खोदना और मकान बनाने के िलए देशी टाइ᭨स या ᲊटᲂ का िनमाᭅण करना भी सि᭥मिलत है, के िसवाय नहᱭ हᲂगी ; (ख) खनन संᳰᮓयाएं, माननीय उᲬतम ᭠यायालय कᳱ ᳯरट यािचका (िसिवल) सं. 1995 का 202 टी.एन. गौडाबमᭅन िथᱧमूलपाद बनाम भारत सरकार के मामले मᱶ आदेश तारीख 4 अग᭭त, 2006 और ᳯरट यािचका (सी) सं. 2012 का 435 गोवा फाउंडेशन बनाम भारत सरकार के मामले मᱶ तारीख 21 अᮧैल, 2014 के अंतᳯरम आदेश के अनुसरण मᱶ सवᭅदा ᮧचालन होगा ।
2. जल या वायु या मृदा या ᭟ विन ᮧदूषण काᳯरत करने वाले उ᳒ोगᲂ सिहत नए तेल और गैस अ᭠वेषण उ᳒ोगᲂ कᳱ ᭭ थापना ।

कोई नई या पाᳯरि᭭थितक संवेदी जोन मᱶ ᮧदूषण फैलाने वाले उ᳒ोगᲂ के िव᭭तार कᳱ अनु᭄ा नहᱭ दी जाएगी। पाᳯरि᭭थितक संवेदी जोन के कᱶᮤीय ᮧदूषण िनयंᮢण बोडᭅ ᳇ारा जारी ᳰदशािनदᱷशᲂ मᱶ फरवरी, 2016 के भीतर िसफᭅ गैर- ᮧदूिषत उ᳒ोगᲂ कᳱ ᭭थापना के वगᱮकरण कᳱ अनु᭄ा दी जाएगी, जब तक ᳰक इस अिधसूचना मᱶ िविन᳸द᳥ न हो। 3. बृहत जल िव᳒ुत पᳯरयोजना और ᳲसचाई पᳯरयोजना कᳱ ᭭ थापना । लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) हᲂगे । 4. ᳰकसी पᳯरसंकटमय पदाथᲄ का उपयोग या उ᭜पादन । लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) हᲂगे । 5. ᮧाकृितक जल िनकायᲂ या भूिम ᭃेᮢ मᱶ अनुपचाᳯरत ᮧवाह के िनवᭅहन । लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) हᲂगे । 6. ठोस अपिश᳥ िनपटान ᭭थल कᳱ ᭭थापना और सामा᭠य जलाए जाने कᳱ सुिवधा के िलए ठोस और जैव िचᳰक᭜सा अपिश᳥।
पाᳯरि᭭थितक संवेदी जोन मᱶ ठोस अपिश᳥ िनपटान कᳱ कोई नई ठोस अपिश᳥ िनपटान ᭭थल और अपिश᳥ उपचाᳯरत/ᮧसं᭭करण सुिवधा कᳱ अनु᭄ा नहᱭ है। इसके अितᳯरᲦ औ᳒ोिगक ᮧᳰᮓया और ᭭वा᭭᭝य ᮧित᳧ान/अ᭭पतालᲂ आᳰद से उ᭜प᳖ ᳰकसी भी ठोस अपिश᳥ के उपचार के िलए सामा᭠य या ᳞िᲦगत भ᭬मीकरण कᳱ सुिवधा ᮧितिष᳍ है । 7. फमᲄ, कॉपᲃरेट, कंपिनयᲂ ᳇ारा बड़े पैमाने पर वािणि᭔यक पशुधन संपदा और कु᭍कुट फामᲄ कᳱ ᭭थापना । ᭭थानीय जᱨरतᲂ को पूरा करने के िलए लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) हᲂगे।

7 8. नई आरा िमलᲂ कᳱ ᭭थापना। पाᳯरि᭭थितक संवेदी जोन के भीतर नई और िव᳒मान आरा िमलᲂ का िव᭭ तार अनु᭄ात नहᱭ होगा ।
9. ᲊट भᲵᲂ कᳱ ᭭थापना करना। लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) हᲂगे । 10. जलावन लकड़ी का वािणि᭔यक उपयोग । लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) हᲂगे । 11. ᭡ लाि᭭ टक के थैलᲂ का उपयोग । लागू िविधयᲂ के अनुसार ᮧितिष᳍ (अ᭠ यथा उपबंिधत के िसवाय) । ख. िविनयिमत ᳰᮓयाकलाप िविनयिमत ᳰᮓयाकलाप िविनयिमत ᳰᮓयाकलाप िविनयिमत ᳰᮓयाकलाप 12. होटलᲂ और ᳯरसोटᲄ कᳱ ᭭थापना । पाᳯरि᭭थितक पयᭅटन ᳰᮓयाकलापᲂ संबंधी पयᭅटकᲂ कᳱ लघु संरचनाᲐ के िलए संरिᭃत ᭃेᮢ कᳱ सीमा से एक ᳰकलोमीटर तक या पाᳯरि᭭थितक संवेदी जोन के िव᭭तार तक, इनमᱶ जो भी िनकट है, नए वािणि᭔यक होटल और ᳯरसोटᭅ अनु᭄ात हᲂगे, अ᭠यथा नहᱭ । परंतु, जहाँ पाᳯरि᭭थितक संवेदी जोन का सीमा एक ᳰकलोमीटर से ᭔यादा है वहाँ, एक ᳰकलोमीटर से परे और पाᳯरि᭭थितक संवेदी जोन के िव᭭तार तक सभी नए पयᭅटक ᳰᮓयाकलाप या िव᳒मान ᳰᮓयाकलाप का िव᭭तार पयᭅटन महायोजना और यथा लागू मागᭅदशᭅक िस᳍ांतᲂ के अनुᱧप होगा। 13. संिनमाᭅण ᳰᮓयाकलाप । (क) संरिᭃत ᭃेᮢ या पाᳯरि᭭थितक संवेदी जोन जो भी िनकट हो, कᳱ सीमा से एक ᳰकलोमीटर के भीतर ᳰकसी भी ᮧकार का वािणि᭔यक संिनमाᭅण अनु᭄ात नहᱭ ᳰकया जाएगा: परंतु ᭭ थानीय लोगᲂ को पैरा 6 के उप पैरा (1) मᱶ सूचीब᳍ ᳰᮓयाकलापᲂ सिहत उनके आवासीय उपयोग के िलए उनकᳱ भूिम मᱶ संिनमाᭅण करने कᳱ अनुमित भवन उपिविधयᲂ के अनुसार दी जाएगी । (i) िव᳒मान सड़कᲂ को चौड़ा करना और उ᭠हᱶ सुदृढ करना तथा नई सड़कᲂ का संिनमाᭅण; (ii) अवसंरचना ढांचᲂ और नागᳯरक सुिवधाᲐ का संिनमाᭅण और नवीकरण; (iii) कᱶᮤीय ᮧदूषण िनयंᮢण बोडᭅ ᳇ारा जारी ᳰदशािनदᱷशᲂ मᱶ फरवरी, 2016 के भीतर िसफᭅ गैर- ᮧदूिषत उ᳒ोगᲂ कᳱ ᭭थापना के वगᱮकरण; (iv) कुटीर उ᳒ोगᲂ िजसके अंतगᭅत ᮕामीण उ᳒ोग हᱹ; सुिवधाजनक भ᭛डार और ᭭थानीय सुख सुिवधाᲐ जो पाᳯरि᭭थितक पयᭅटन िजस मᱶ सहायक हो गृह वास; और
(v) इस अिधसूचना मᱶ सूचीब᳍ ᳰᮓयाकलापᲂ कᳱ सूची : पर᭠तु ऐसे लघु उ᳒ोगᲂ जो ᮧदूषण उ᭜ प᭠ न नहᱭ करते हᱹ, से संबंिधत संिनमाᭅण ᳰᮓयाकलाप िविनयिमत ᳰकए जाएंगे और लागू िनयमᲂ और िविनयमᲂ, यᳰद कोई हᲂ, के अनुसार सᭃम ᮧािधकारी कᳱ पूवᭅ अनु᭄ा से ही ᭠ यूनतम पर रखे जाएंगे ।
(ख) एक ᳰकलोमीटर से परे आंचिलक महायोजना कᳱ अनुसार िविनयिमत हᲂगे ।

14. ᮧदूषण उ᭜प᳖ न करने वाले लघु उ᳒ोग । पाᳯरि᭭थितक संवेदी जोन के कᱶᮤीय ᮧदूषण िनयंᮢण बोडᭅ ᳇ारा जारी ᳰदशािनदᱷशᲂ मᱶ फरवरी, 2016 के भीतर िसफᭅ गैर- ᮧदूिषत उ᳒ोगᲂ कᳱ ᭭थापना के वगᱮकरण कᳱ अनुमित दी जाएगी, जब तक ᳰक इस अिधसूचना मᱶ िविन᳸द᳥ न हो । इसके अलावा, गैर-ᮧदूिषत कुटीर उ᳒ोगᲂ को ᮧितिष᳍ ᳰकया जाएगा। 15. वृᭃᲂ कᳱ कटाई । (क) रा᭔य सरकार मᱶ सᭃम ᮧािधकारी कᳱ पूवᭅ अनु᭄ा के िबना वन, सरकारी या राज᭭व या िनजी भूिम पर या वनᲂ मᱶ ᳴कही वृᭃᲂ कᳱ कटाई नहᱭ होगी । (ख) वृᭃᲂ कᳱ कटाई संबंिधत कᱶᮤीय या रा᭔य अिधिनयम या उसके अधीन बनाए गए िनयमᲂ के उपबंध के अनुसार िविनयिमत होगी । 16. वन उ᭜पादᲂ और गैर का᭬ ठ वन उ᭜पाद (एन.टी.एफ.पी.) का संᮕहण । लागू िविधयᲂ के अधीन िविनयिमत हᲂगे । 17. िव᳒ुत केबलᲂ और दूरसंचार टावरᲂ का पᳯरिनमाᭅण और केबल िबछाना और अ᭠य बुिनयादी ढांचे । लागू िविधयᲂ के अधीन िविनयिमत हᲂगे । भूिमगत केबल को बढ़ावा ᳰदया जाएगा। 18. नागᳯरक सुिवधाᲐ सिहत अवसंरचना। लागू िविधयᲂ के अनुसार ᭠यूनीकरण कᳱ उपायᲂ के साथ, िनयम और िविनयमन और उपल᭣ध ᳰदशािनदᱷश िविनयिमत हᲂगे।
19. िव᳒मान सड़कᲂ को चौड़ा करना और उ᭠हᱶ सुदृढ करना । लागू िविधयᲂ के अनुसार ᭠यूनीकरण कᳱ उपायᲂ के साथ, िनयम और िविनयमन और उपल᭣ध ᳰदशािनदᱷश िविनयिमत हᲂगे। 20. पयᭅटन से संबंिधत ᳰᮓयाकलाप जैसे गमᭅ वायु गु᭣बारᱶ, हेलीका᭡टर, ᮟोन,

6. . . . िनदᱷश िनबंधन . िनदᱷश िनबंधन . िनदᱷश िनबंधन . िनदᱷश िनबंधन .- (1) पाᳯरि᭭थितक संवेदी जोन सिमित इस अिधसूचना के उपबंधᲂ के अनुपालन को मानीटर करेगी । (2) पाᳯरि᭭थितक संवेदी जोन मᱶ भारत सरकार के त᭜ कालीन पयाᭅवरण और वन मंᮢालय कᳱ अिधसूचना सं. का.आ. 1533(अ) तारीख 14 िसतंबर, 2006 कᳱ अनुसूची मᱶ के अधीन सि᭥मिलत ᳰᮓयाकलापᲂ और इस अिधसूचना के पैरा 4 के अधीन ᮧितिष᳍ गितिविधयᲂ के िसवाय आने वाले ऐसे ᳰᮓयाकलापᲂ कᳱ दशा मᱶ वा᭭तिवक िविन᳸द᳥ ᭭थलीय दशाᲐ पर आधाᳯरत मानीटरी सिमित ᳇ारा संवीᭃा कᳱ जाएगी और उᲦ अिधसूचना के उपबंधᲂ के अधीन पूवᭅ पयाᭅवरण िनकासी के िलए के᭠ᮤीय सरकार के पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय को िन᳸द᳥ कᳱ जाएगी ।

MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE
NOTIFICATION New Delhi, the 7th May, 2017 S.O. 1817(E).—WHEREAS, a draft notification was published in the Gazette of India, Extraordinary, vide notification of the Government of the India in the Ministry of Environment, Forest and Climate Change number S.O 1166(E), 21st March, 2016, inviting objections and suggestions from all persons likely to be affected thereby within the period of sixty days from date on which copies of the Gazette containing the said notification were made available to the public;

AND WHEREAS, no objections and suggestions received from persons and stakeholders in response to the draft notification; AND WHEREAS, the Amchang Wildlife Sanctuary situated in Kamrup District of State of Assam consists of Amchang Reserve Forest, South Amchang Reserve Forest and Khanapara Reserve Forest and located within the geographical limits of 26o 13′N to 26o 06′ N latitude and 91o 50′ E to 91o 58′ longitude and is spread over an area of 78.64 square kilometers; AND WHEREAS, major portion of the sanctuary is undulating and covered by hillocks which forms a unique geomorphologic feature with unique wildlife habitat and the Amchang Wildlife Sanctuary represents one of the rich and ecologically diverse habitat for the wide variety of animals and plant species. Hollockgibbon, Chinese pangolin, Flying squirrel, Assamese Macaque, Capped languor, Slow loris, Leopard, Elephant, Sambar, Barking Deer, Gaur etc., are the principal animals found in the wildlife sanctuary. In addition to these a wide variety of avian fauna, reptiles, amphibians and insects are found in the wildlife sanctuary; AND WHEREAS, the sanctuary is located on the eastern limit of Guwahati city and the increase in biotic pressure in the fringe areas can affect the habitat of the sanctuary;

AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of which are specified in paragraph 1 of this notification around the protected area of Amchang Wildlife Sanctuary as Eco-sensitive Zone from ecological and environmental point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone. NOW THEREFORE, in exercise of the powers conferred by sub-section(1) and clauses (v) and (xiv) of sub- section (2) and sub-section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986) read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area of Amchang Wildlife Sanctuary in the State of Assam as the Amchang Wildlife Sanctuary Eco-sensitive Zone (herein after referred to as the Eco-sensitive Zone) details of which are as under, namely:-

1. Extent and Boundaries of Eco-sensitive Zone.—
   (1) The Eco-sensitive Zone is spread over an area of 109.99 square kilometres with an extent varying from 170 meters to 8.1 kilometre (zero Eco-sensitive Zone extent on west side due to the presence of the Cantonment area) around the boundary of Amchang Wildlife Sanctuary and boundary description of Eco-sensitive Zone of such is given in Annexure-I. (2) The list of 37 villages falling with the Eco-sensitive Zone is appended as Annexure-II.
   (3) The map of the Eco-sensitive Zone along with latitude and longitude is appended as Annexure-III.

Zonal Master Plan for the Eco-sensitive Zone.- (1) The State Government shall, for the purpose of the Eco- sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication of final notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of Competent Authority in the State Government. (2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any.
(3) The Zonal Master Plan shall be prepared in consultation with the following State Departments, for integrating the ecological and environmental considerations into the said plan:- i. Environment,
ii. Forest and Wildlife,
iii. Agriculture,
iv. Revenue,
v. Urban Development,
vi. Tourism,
vii. Rural Development, viii. Irrigation and Flood Control,
ix. Municipal
x. Panchayati Raj
xi. Public Works Department,
(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and Eco-friendly.
(5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention. (6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards, lakes and other water bodies and also with supporting maps and the Plan shall be supported by Maps giving details of existing and proposed land use features. (7) The Zonal Master Plan shall regulate development in the Eco-sensitive Zone and adhere to prohibited, regulated activities listed in Table and also ensure and promote Eco-friendly development for livelihood security of local communities.

19 (8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan. (9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification. 3. Measures to be taken by State Government.- The State Government shall take the following measures for giving effect to the provisions of this notification, namely:- (1) Landuse.- (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco- sensitive Zone shall not be used or converted into areas for major commercial or major residential complex or industrial activities: Provided that the conversion of agricultural and other lands, for the purpose other than that specified within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under the relevant State laws and other rules and regulations of Central/State Government as applicable and vide provisions of this Notification, to meet the residential needs of the local residents such as.- i. widening and strengthening of existing roads and construction of new roads; ii. construction and renovation of infrastructure and civic amenities; iii. small scale industries not causing pollution;
iv. cottage industries including village industries; convenience stores and local amenities supporting Eco-tourism including home stay; and
v. promoted activities and given under para 4:
Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under the relevant State laws and other rules and regulations of State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change: Provided also that the above correction of error shall not include change of land use in any case except as provided under this sub-paragraph. (b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities. (2) Natural water bodies.- The catchment areas of all natural springs/rivers/ channels shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan.
(3) Tourism/ Eco-tourism.- (a) All new Eco-tourism activities or expansion of existing tourism activities within the Eco-Sensitive Zone shall be as per the Tourism Master Plan for the Eco-sensitive Zone.
(b) The Eco-tourism Master Plan shall be prepared by Department of Tourism in consultation with State Departments of Environment and Forests.
(c) The Tourism Master Plan shall form a component of the Zonal Master Plan. (d) The activities of Eco-tourism shall be regulated as under, namely:-
(i) No new construction of hotels and resorts shall be allowed within 1 km. from the boundary of the Wildlife Sanctuary or up to the extent of the Eco-sensitive Zone whichever is nearer. However, beyond the distance of 1 km. from the boundary of the Wildlife Sanctuary till the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed only in pre-defined and designated areas for Eco-tourism facilities as per Tourism Master Plan.
(ii) All new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate Change and the Eco-tourism guidelines issued by the National Tiger Conservation Authority (as amended from time to time) with emphasis on Eco-tourism. (iii) Until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the

Monitoring Committee and no new hotel /resort or commercial establishment construction is permitted within Eco- sensitive Zone area.
(4) Natural Heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be indentified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part Zonal Master Plan. (6) Noise pollution.- Prevention and Control of noise pollution in the Eco-sensitive Zone shall be complied with in accordance with the Noise Pollution (Regulation And Control) Rules, 2000 under the Environment (Protection) Act, 1986. (7) Air pollution.- Prevention and control of air pollution in the Eco-sensitive Zone shall be complied with in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and rules made thereunder. (8) Discharge of effluents.- Discharge of treated effluent in the Eco-sensitive Zone shall be in accordance with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environmental (Protection) Act, 1986 and rules made thereunder or standards stipulated by State Government. (9) Solid wastes.- Disposal and Management of solid wastes shall be as under:-
(a) The solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016 and published by the Government of India in the Ministry of Environment, Forests and Climate Change vide notification number S.O. 1357 (E), dated the 8th April, 2016 and the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive Zone. (b) No burning or incineration of solid wastes and establishment of landfills shall be permitted in the Eco-sensitive Zone. (10) Bio-medical waste.- Bio-medical waste management shall be as under:- (a) The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide Notification number G.S.R. 343(E), dated the 28th March, 2016. (b) No common treatment facility or incineration shall be permitted within the Eco-Sensitive Zone. (11) Plastic Waste Management.- The Plastic Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18th March, 2016. (12) Construction and Demolition Waste Management.- The Construction and Demolition Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29th March, 2016. (13) E-waste.- The E- Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the E- Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change. (14) Vehicular traffic.- The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the Competent Authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder. (15) Vehicular Pollution.- Prevention and control of Vehicular Pollution shall be complied with in accordance with applicable laws and efforts to be made for use of cleaner fuel for example CNG, LPG, etc. (16) Industrial Units: (i) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be allowed to be set up within the Eco-sensitive Zone. (ii) Only non-polluting industries shall be allowed within Eco-sensitive Zone as per classification of Industries in the Guidelines issued by Central Pollution Control Board in February 2016, unless so specified in this notification and in addition, non-polluting cottage industries shall be promoted.
(17) Protection of Hill Slopes.- The protection of hill slopes shall be as under:- (a) The Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted.

21 (b) No construction on existing steep hill slopes or slopes with a high degree of erosion shall be permitted.
(18) The Central Government and the State Government shall specify other additional measures, if it considers necessary, in giving effect to the provisions of this notification. 4. List of activities prohibited or to be regulated within the Eco-sensitive Zone.-
All activities in the Eco-sensitive Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986) and the rules made there under including the Coastal Regulation Zone, 2011 and the Environmental Impact Assessment Notification, 2006 and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner specified in the Table below, namely:- TABLE Sl. (b) The mining operations shall be carried out in accordance with the order of the Hon’ble Supreme Court dated 04.08.2006 in the matter of T.N. Godavarman Thirumulpad Vs. UOI in W.P.(C) No.202 of 1995 and dated 21.04.2014 in the matter of Goa Foundation Vs. UOI in W.P.(C) No.435 of 2012. 2.
Setting of industries including new oil and gas exploration causing pollution (Water, Air, Soil, Noise, etc.). No new industries and expansion of existing polluting industries in the Eco-sensitive zone shall be permitted.
Only non-polluting industries shall be allowed within Eco-sensitive Zone as per classification of Industries in the Guidelines issued by the Central Pollution Control Board in February 2016, unless so specified in this notification. In addition, non-polluting cottage industries shall be promoted.
3.
Establishment of major thermal and major hydroelectric project. Prohibited (except as otherwise provided) as per applicable laws. 4.
Use or production or processing of any hazardous substances. Prohibited (except as otherwise provided) as per applicable laws. 5.
Discharge of untreated effluents in natural water bodies or land area. Prohibited (except as otherwise provided) as per applicable laws. 6.
Establishment of solid waste disposal site and common incineration facility for solid and bio medical waste.
No new solid waste disposal site and waste treatment/processing facility of solid waste is permitted within Eco-sensitive Zone. Further installation of common or individual incineration facility for treatment of any form of solid waste generated from industrial process and health establishment/hospitals etc. is prohibited.
7.
Establishment of large-scale commercial livestock and poultry farms by firms, corporate, companies.
Prohibited (except as otherwise provided) as per applicable laws except for meeting local needs. 8.
Setting of new saw mills. No new or expansion of existing saw mills shall be permitted within the Eco-sensitive Zone. 9.
Setting up of brick kilns. Prohibited (except as otherwise provided) as per applicable laws. 10.
Commercial use of fire wood. Prohibited (except as otherwise provided) as per applicable laws. 11.
Use of plastic bags. Prohibited (except as otherwise provided) as per applicable laws. B. Regulated Activities 12.
Commercial establishment of hotels and resorts. No new commercial hotels and resorts shall be permitted within one kilometre of the boundary of the Protected Area or up to the extent of

Eco-sensitive Zone, whichever is nearer, except for small temporary structures for Eco-tourism activities.
Provided that, beyond one kilometre from the boundary of the Protected Area or upto the extent of Eco-sensitive Zone whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable. 13.
Construction activities. (a) No new commercial construction of any kind shall be permitted within one kilometre from the boundary of the Protected Area or upto extent of the Eco-sensitive Zone whichever is nearer: Provided that, local people shall be permitted to undertake construction in their land for their use including the activities listed in sub-paragraph (1) of paragraph 3 as per building byelaws to meet the residential needs of the local residents such as.- (i) widening and strengthening of existing roads and construction of new roads; (ii) construction and renovation of infrastructure and civic amenities; (iii) small scale industries not causing pollution termed as per Classification done by the Central Pollution Control Board during February 2016;
(iv) cottage industries including village industries; convenience stores and local amenities supporting Eco-tourism including home stays; and
(v) promoted activities listed in this Notification: Provided that the construction activity related to small scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any. (b) Beyond one kilometre it shall be regulated as per the Zonal Master Plan.
14.
Small scale non polluting industries. Non polluting industries as per classification of industries issued by the Central Pollution Control Board during February 2016 and non- hazardous, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the competent Authority. 15.
Felling of Trees. (a) There shall be no felling of trees on the forest or Government or revenue or private lands without prior permission of the competent authority in the State Government. (b) The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made thereunder. 16.
Collection of Forest produce or Non-Timber Forest Produce (NTFP). Regulated under applicable laws. 17.
Erection of electrical and communication towers and laying of cables and other infrastructures.
Regulated under applicable law. Underground cabling may be promoted.

Infrastructure including civic amenities. Shall be done with mitigation measures, as per applicable laws, rules and regulation and available guidelines. 19.
Widening and strengthening of existing roads and construction of new roads. Shall be done with mitigation measures, as per applicable laws, rules and regulation and available guidelines.

Monitoring Committee: — (1) In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986), the Central Government hereby constitutes a Monitoring Committee for a period of three years, for effective monitoring of the Eco-sensitive Zone, which shall comprise of, namely:-

Movement of vehicular traffic at night. Regulated for commercial purpose under applicable laws.
23.
Ongoing agriculture and horticulture practices by local communities along with dairies, dairy farming, aquaculture and fisheries. Permitted under applicable laws for use of locals. 24.

6. Terms of Reference.-
   (1) The Monitoring Committee shall monitor the compliance of the provisions of this notification. (2) The activities that are covered in the schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification. (3) The activities that are not covered in the schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006 and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authorities. (4) The Member-Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned Park Deputy Conservator of Forests shall be competent to file complaints under section 19 of the Environment (Protection) Act, 1986 against any person who contravenes the provisions of this notification. (5) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis. (6) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every year by 30th June of that year to the Chief Wildlife Warden of the State as per pro- forma appended at Annexure-IV. (7) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification.
8. The provisions of this notification shall be subject to the orders, if any, passed, or to be passed, by the Hon’ble Supreme Court of India or the High Court or National Green Tribunal.

25 Annexure – I BOUNDARY DESCRIPTION OF PROPOSAL ECO-SENSITIVE ZONE OF AMCHANG WILDLIFE SANCTUARY North : Northern boundary of the proposed Eco-sensitive Zone of Amchang Wildlife Sanctuary starts from Eco-sensitive Zone point no.1 located on the level crossing of Railway tract at Panikhaiti at the northern side of the tract (GPS Co-ordinate N 26o 12′ 14.7″ E 91o 51′ 29.4″) and crosses the River Brahmaputra and meets point no.2 at a distance of 7415 mtrs. (GPS Co-ordinate N 26o 16′ 15.7″ E 91o 51′ 26.4″). Then it runs towards north east direction. From Eco-sensitive Zone point no.2 to Eco-sensitive Zone point no.3 for a distance of 6454 metres. The boundary runs along the north bank
of river Brahmaputra and meet Eco-sensitive Zone point no.3 (GPS Co-ordinate N 26o 16′ 56.7″ E 91o 55′ 14.6″). From Eco-sensitive Zone point no.3 to Eco-sensitive Zone point no. 4 it runs towards south east direction and crosses the River Brahmaputra and reaches the ESZ point no.4 at a distance of 4983 mtrs. (GPS Co-ordinates N 26o 15′ 05.3″ E 91o 57 25.0″) to the south bank where it meets the Kolong River. From Eco-sensitive Zone point no. 4 to ESZ point
no. 5 it runs up to the south- east corner of Kolong river bridge on the SH-3 at a distance of 856 mtrs. (GPS Co-ordinate N 26o 14′ 38.2″ E 91o 57′ 31.9″). From Eco-sensitive Zone point no. 5 to Eco-sensitive Zone point no. 6 the boundary line runs for a distance of 2454 meter. (GPS Co-ordinate N 26o 14′ 0.6″ E 91o 56′ 31.9″) passes through near Chandrapur Digaru PWD road. From Eco-sensitive Zone point no. 6 to Eco-sensitive Zone point no. 7 the boundary line runs towards south for a distance of 977 meter. (GPS Co-ordinate N 26o 13′ 28.9″ E 91o 56′ 16.1″) on the same road after crossing the railway tract. East :

From Eco-sensitive Zone point no.7 to Eco-sensitive Zone point No. 8 the boundary line runs towards east for a distance of 2412 meters(GPS Co-ordinate N 26o13′11.2″ E 91o57′ 40.8″) on the north edge of the same road and west ward of the railway tract. From Eco-sensitive Zone point no.8 to Eco-sensitive Zone point no. 9 the Boundary line runs towards south for a distance of 626 meters. (GPS Co-ordinate N 26o12′50.9″ E 91o 57′ 39.5″) on the eastern side of Chandrapur- Digaru Public Works Department road. From Eco-sensitive Zone point no. 9 to Eco-sensitive Zone point no. 10 the boundary line runs towards south east direction for a distance of 455 meters. (GPS Co-ordinate N 26o12′39.6″ E 91o 57′ 50.1″) and meets the western bank of Digaru River after crossing the railway tract. From Eco-sensitive Zone point no.10 to Eco-sensitive Zone point no.11 the boundary line runs towards south for a distance of 890 meters. (GPS Co- ordinate N 26o12′11.4″ E 91o 57′ 57.3″) on the south edge of Chandrapur Digaru Public Works Department road after crossing the railway tract. From Eco-sensitive Zone point no. 11 to Eco-sensitive Zone point no. 12 the boundary line runs towards south for a distance of 409 mtrs. village paddy field area. From Eco-sensitive Zone point no.12 to Eco-sensitive Zone point no. 13 the boundary

From Eco-sensitive Zone point no.14 to Eco-sensitive Zone point no. 15 the boundary line runs towards south for a distance of 1106 meters. From Eco-sensitive Zone point no.16 to Eco-sensitive Zone point no. 17 the boundary line runs towards south for a distance of 723 meters. From Eco-sensitive Zone point no.17 to Eco-sensitive Zone point no. 18 the boundary line runs towards south for a distance of 1208 meters. (GPS Co-ordinate N 26o07′37.9″ E 91o 56′ 36.9″) and meets the eastern side of Jugdol- Digaru Tiniali road. South:

From Eco-sensitive Zone point no.18 to Eco-sensitive Zone point no. 19 the boundary line runs towards south west direction for a distance of 736 meters. (GPS Co-ordinate N 26o07′26.0″ E 91o 56′ 03.9″) to the south of Lalmati Village. From Eco-sensitive Zone point no.19 to Eco-sensitive Zone point no. 20 the boundary line runs towards west for a distance of 478 meters. (GPS Co-ordinate N 26o07′20.7″ E 91o 55′ 47.7″) in the northern side of NH-37 at Nazirakhat area. From Eco-sensitive Zone point no.20 to Eco-sensitive Zone point no. 21 the boundary line runs towards west for a distance of 766 meters. (GPS Co-ordinate N 26o07′21.3″ E 91o 55′ 20.1″) to the north of NH-37 in Nazirakhat area. From Eco-sensitive Zone point no.23 to Eco- sensitive Zone point no. 24 the boundary line runs towards west for a distance of 1517 meters. From Eco-sensitive Zone point No.23 to Eco-sensitive Zone point No.26 the distance in between the protected area boundary and the Eco-sensitive Zone boundary is 300 meter. West :

From Eco-sensitive Zone point no.29 to Eco-sensitive Zone point no. 30 the boundary line runs towards north for a distance of 1083 meters. From Eco-sensitive Zone point no. 30 to Eco-sensitive Zone point no.31 the boundary line runs towards north for a distance of 566 meters. Kalakhetra then meets the southern side of Six Mile- Panjabari Public Works Department road. From Eco-sensitive Zone point no. 31 to Eco-sensitive Zone point no. 32 the boundary line runs along the Six mile Pannjabari road till it meet Army gate for a distance of 1141 meters. (GPS Co-ordinate N 26o08′07.4″ E 91o 50′03.7″). From Eco-sensitive Zone point no. 32 to Eco-sensitive Zone point no. 33 the boundary line runs towards east direction for a distance of 2807 meters. From Eco-sensitive Zone point no. 33 to Eco-sensitive Zone point no. 34 the boundary line runs towards north-east direction for a distance of 1812 meters. From Eco- sensitive Zone point no.34 to Eco-sensitive Zone point no. 35 the boundary line runs towards north-west direction for a distance of 2183 meters. From Eco-sensitive Zone point no. 35 to Eco-sensitive Zone point no. 36 the boundary line runs towards north for a distance of 760 meters. (GPS Co-ordinate N 26o 09′25.7″ E 91o 50′26.2″) and meets at Khanapara-Narengi VIP Express Highway at Patharquarry Tiniali. From Eco-sensitive Zone point no. 36 to Eco-sensitive Zone point no.37 the boundary line runs along the eastern side of Khanapara–Narengi VIP express Highway for a distance of 1842 meters. (GPS Co- ordinate N 26o 10′12.1″ E 91o 49′44.3″) up-to Narengi Tiniali covering the Damal Beel (Water body). From Eco-sensitive Zone point no. 37 to Eco-sensitive Zone point no. 38 the boundary line runs towards north up to Vidyarthi Bhaban after crossing the Railway tract near Narengi Tiniali for a distance of 1081 meters. (GPS Co-ordinate N 26o 10′46.3″ E 91o 49′53.2″). From Eco-sensitive Zone point no. 38 to Eco-sensitive Zone point no. 39 the boundary line runs towards north East direction for a distance of 714 meters. (GPS Co-ordinate N26o10′59.6″ E91o 50′14.3″) where it meets Bondajan on the Railway tract (Narengi-Digaru).
