Minutes of the meeting of the Steering Committee on Red listing Process in India held in New Delhi on 27th October 2011

A meeting of the Steering Committee on Red Listing process in India was convened on 27th October 2011 in New Delhi under the Chairmanship of the Addl, Director General of Forests (WL). The list of participants who attended the meeting is at ANNEXURE-I. The meeting opened with a welcome by the Deputy Inspector General of Forests (WL). This was followed by a brief background on the status of Red listing process till date as a follow-up of the recommendations of the Steering Committee in March 2011. It was informed that to move forward for implementation of the recommendations of the Steering Committee, a number of meetings had been convened. The last such meeting was held on is" October 2011 under the Chairmanship of the Addl, DGF(WL). The Chairman in his remarks reiterated that the Steering Committee had a pivotal role in the entire Red listing assessment process, and that the timelines prescribed by the Steering Committee in this regard needed to be strictly adhered to for achieving targetted results. He also mentioned that both the assessment reports, viz, one on endemic Vertebrates of India and the other on endemic Orchids should be published well ahead of the CBD COP-ll in October 2012. He also stressed the need for providing an overall lead role by the national agencies like BSI and ZSI in the process so as to make the process more robust and nationally and internationally acceptable. He also recalled that during the meeting held on 13th October 2011, it was decided that the assessments for all Mammals and Birds had already been completed, the same could be directly used for meeting the publication targets and that it would cover almost 1,000 species of endemic vertebrates of India. Further, the remaining endemic amphibians, reptiles and freshwater fishes that needed assessments would be approximately around 270 species. He also added that with respect to plants, about 100 species of endemic orchids would be covered in the proposed publication. The States or regions corresponding to these 100 species of orchids would be identified and mentioned in the title of the publication, e.g., 'Red List of Orchids Endemic to India in Western Ghats and Sikkim' (or any other North- Eastern State). Dr J.R Bhatt, Director, MoEF opined that Orchids were the 2nd largest family of angiosperms in the country and it was a good decision to take up the assessment of Orchids in the first instance. He was of the opinion that, endemic Bamboo species and Rattan species could also be attempted for a publication before CBD COP-ll. Dr D.K. Singh, Scientist-F, BSI, Kolkata informed that he was in agreement with assessment of 100 species of Orchids in the first place and then taking up assessment of Bamboo species followed by Rattan species. He also informed the Committee that the 1

Director, ZSI had conveyed his inability to attend the meeting, but had conveyed his endorsement to the decisions taken during all meetings of the Steering Committee. After a brief discussion, the Committee decided the following: (i) Strictly follow the prescribed timelines as decided in the meeting held on 13.10.2011 and annexed to this minutes as ANNEXURE-2. (ii) 1,270 species of endemic vertebrates to be assessed in the given time line. (iii) 100 species of endemic Orchid species shall be assessed first, complete in all respects. Thereafter, reports of assessment of Bamboo species followed by Rattan species could be brought out as additional publications. (iv) Both BSI and ZSI would take lead role in the entire assessment process for plant and animal species respectively. (v) The Director, CS (Dr J.R. Bhatt) and the DIG (WL) (Ms. Prakriti Srivastava) in consultation with IUCN-India Office would work out the modalities for organizing the workshops as decided in the Steering Committee meeting of 13.10.2011 given in ANNEXURE-2. The meeting ended with a vote of thanks to the Chair by the Inspector General of Forests (WL).
