Minutes of the 38th Meeting of the Standing Committee of National Board for Wildlife held on 10th May, 2016 The 38th Meeting of the Standing Committee of National Board for Wildlife (SC-NBWL) was held on 10th May 2016 in the room no 63 of Parliament House, under the chairmanship of Hon’ble Minister of State (Independent Charge) for Environment, Forests and Climate Change. List of participants is at Annexure-1. Hon’ble Chairman welcomed all participants to the 38th Meeting and invited the Member Secretary to initiate the discussions on the agenda. Agenda Item No. 1:
Confirmation of the minutes of the 37th Meeting of Standing Committee of National Board for Wildlife held on 26th February 2016. The Member Secretary informed the Committee that the minutes of the 37th meeting of the Standing Committee of NBWL held on 26th February 2016, were circulated to all members of the Standing Committee on 15thMarch 2016. No comments were received. Accordingly, the minutes of 37thmeeting were confirmed. Agenda Item No. 2: Action Taken Report (ATR)

35.4.5.1. Proposal for boundary alteration of Kolleru Wild Life Sanctuary, Andhra Pradesh.

The Member Secretary briefed the Committee that the team led by Dr R Sukumar had conducted site visit in accordance with decision of the Standing Committee in its 35th meeting and site visit report is awaited. Member Dr Sukumar, leader of the group entrusted with the site visit intimated that a few issues were yet to be discussed with the state officials which would be completed before next meeting.
After discussion, the proposal was deferred by the Standing Committee.
37.5.3. Realignment of core zone of Buxa Tiger Reserve. The Member Secretary briefed the Committee that the proposal of the state on this subject was not accompanied by the views of the state government, which is the most crucial factor as the

notification under Wild Life (Protection) Act is to be issued by the state government. State has been requested to provide their views expeditiously. The views of the State Government are still awaited.
After discussion, the proposal was deferred by the Standing Committee.
3.1(37). Alteration of boundary of Kaimur Wildlife Sanctuary for exclusion of part of limestone bearing mineral zone from the limits of sanctuary, Bihar.

The Member Secretary briefed the Committee that the Committee deferred the proposal in previous meeting considering the request of the state as they want to revise the proposal. The revised proposal from state is awaited. After discussion, consideration of the proposal was deferred by the Standing Committee, to be considered only if and when received from the state. 34.4.2.8. Residential & commercial project under slum rehabilitation authority, Mulund, near Veenanagar opposite LBS Marg, Mulund (West) Ta. Kurla by Aristo Developers.

(This is an expansion project in a total area of 15.97 ha. of which 2.68 ha is already developed/occupied and partly constructed buildings. The major part 13.29 ha is proposed for new development) The Member Secretary briefed the Committee on the proposal that the proposed development is located adjacent to the boundary of the Sanjay Gandhi National Park, and the Committee had deferred the proposal seeking more information on the status related to environmental clearance, and compliance of approved development plan of the local body to be verified and reported.The verification report from the Chief Wild Life Warden has been sent to the state government. The same is awaited from state government.

After discussion, the Standing Committee decided to defer consideration of the proposal till the information from the state arrives. 34.4.2.11. Proposal of Ms Stone International Pvt. Ltd Chechat for expansion and renewal of Kotah Stone (Building) production in Mining lease no.22/92 situated in village Chechat in Tehsil Ramganj Mandi, District Kota which lies at about 6.4 km aerial distance from the Darrah Wildlife Sanctuary/ Mukundra Hills National Park.

34.4.2.12.Proposal for renewal of existing lime stone mining lease no.24/87 in village Pipakhedi, Tehsil Ramganj Mandi District Kota near Darrah Wildlife Sanctuary, Rajasthan by M/s Zahoor Ahmed, Abdul Majid. The proposed mining lease 8.5 km away from Darrah Wildlife Sanctuary. 34.4.2.13.Proposal of Ms Associated Stone industries (Kotah) limited for expansion and renewal of Kotah Stone production in mining lease no.1/89 situated in tehsil Ramganjmandi, District Kota, Rajasthan.

The Member Secretary briefed the Committee that the proposals were deferred as the locations of the projects are linked to the Mukundra Tiger Reserve, and the proposal of ESZ of Mukundra Tiger Reserve / Mukundra National Park was not yet finalized because of the need of reconciliation on a few points of NTCA with the state. A discussion between NTCA and the state has been conducted and the revised ESZ proposal is yet to be received from state.

After discussion, the Standing Committee decided to defer the proposals.

31.4.2.11. Proposal for Jakhol Sankri Hydroelectric project (51 MW), Uttarakhand by M/s Satluj Jal Vidhut Nigam Ltd. The Member Secretary briefed the Committee that the proposal was deferred as the proposals of ESZ were not received from state. The Chief Wildlife Warden informed that the ESZ proposals are to be approved at the state level and will be sent once decisions are taken thereon.
After discussion, the Standing Committee decided to defer the proposal.

37.5.4: Proposal for Wildlife Clearance in respect to Ken - Betwa Link Project-Phase I in Panna Tiger Reserve, Madhya Pradesh. The Member Secretary briefed the Committee that the project being within Panna Tiger Reserve, NTCA has been appraising the project and a combined site visit was conducted along with members of the Standing Committee in accordance with the decision of the Standing Committee in its 37th meeting. The member Dr.H.S.Singh and Dr.K. Ramesh, representative of WII presented their observations in the site visit undertaken and the issues which have so far been considered for finalizing the report of the group. The team elaborated on need of addition of some non forest areas critical to the continuity of the tiger habitat remaining after the project is commissioned, and also reduction of dam height for salvaging some of the ecologically valuable nesting sites of vultures and critical tiger habitat from submergence. The Special Secretary,

Ministry of Water Resources presented the concerns of draught region of Bundelkhand and the quantity of the water requirement of the project. He opined that while many of the suggestions put up by the site inspection team can be complied with, the reduction in dam height could not serve the purpose of the project.
After discussions, the Standing Committee considered the importance of the project for meeting the irrigation need of Bundelkhand region and the feasibility of linking the two rivers as explained and agreed that the proposal can be agreed in principle. As a careful balance of needs of the locality and maintaining integrity of the habitat of tiger, vultures and other values is to be the aim, it was agreed that the matter be discussed in detail by the group consisting of the experts of the site inspection team, Member Secretary NTCA and two irrigation / hydrology experts – one from Uttar Pradesh and one from Madhya Pradesh, to be nominated by the Water Resource Ministry within next few days on all the observations and any other issue. NTCA would also seek the view point of project proponents in this regard and provide their comments for consideration of the Standing Committee. The Committee requested the site inspection team to place the report in the next meeting for further examination.
It was agreed to consider the matter in the next meeting where outcomes of the deliberations will be presented for finalizing the recommendations. 37.5.9. Proposal for construction project of M/s Vihang Enterprises at Bhaidarpada survey no.220/1, 220/2, 220/3, 220/4, 220/5B, 221/1, 221/11, 217/29, 217/30/1, 217/30/4, 217/33, 217/34/195/1, 195/1, 219/1, 219/2 & 219/3 at village Bhayandarpada, Thane, Maharashtra. The Member Secretary briefed the Committee on the proposal that the Committee deferred the proposal in its 37th meeting as the proposed development is located within the ESZ of NP, the information on EC, compliance of approved development plan and local body to be verified.

IGF (WL) informed the Committee that a copy of a report submitted by the Chief Wild Life Warden to the state government was received in the ministry, which was not clear. The location of the project given therein also needs to be confirmed as the polygon provided by the state for Decision Support system indicates a different location. Comments of the state government are awaited.

Standing Committee discussed the matter and agreed that the proposal may be considered after report of the state government on verification of the proposal with respect to the provisions of the draft ESZ notification of Sanjay Gandhi National Park (SGNP) as the proposed site is within the proposed ESZ of SGNP. Accordingly the proposal was deferred by the Standing Committee.
36.4.2.7. NOC for River Noon Lot No.8/1 Sand, Bajri& Boulder Mining project (Area 7.50 ha) falling at a distance about 7.5 km from the Mussoorie Wildlife Sanctuary, District-Dehradun, Uttarakhand. 36.4.2.8. Collection of Minor Minerals from Gulati river in the district Dehradun, to channelize the natural course and protect the river banks and adjoining forest area and habitat from flood. Uttarakhand. 36.4.2.9. NOC for Swarna Lot No.17/1 Sand Bajri& Boulder Mining Project, Area 51.463 ha falls about 8 km to the Mussoorie Wildlife Sanctuary, DistrictDehradun, Uttarakhand. 36.4.2.10. NOC for River Noon Lot No.8/2 Sand, Bajri& Boulder Mining project, (Area 7.60 ha) falling at a distance about 9 km from the Mussoorie Wildlife Sanctuary, District-Dehradun, Uttarakhand. 36.4.2.11. Collection of minor minerals from Ramgarhrau river (20 Ha) in the district Dehradun, Uttarakhand to channalise the natural course and project the river banks and adjoining forest area and habitat from flood, Uttarakhand. The Member Secretary briefed the Committee that the proposals were deferred as the proposals of ESZ were not received from state. The CWLW, Uttarakhand explained that these five mining proposals are for the work to be done by Uttarakhand Forest Development Corporation and Garhwal Mandal Vikas Nigam Ltd with the objective to channelize the natural course of the river and protection of the river banks and adjoining forest area and habitat from flooding in rainy season.He clarified that the area covering this zone has already been notified under EP Act 1986 as Eco Sensitive Area under the Doon Valley Notification vide SO 102 (E) dated 1 February 1989, which bounded on the North by Mussoorie ridge, in the North-East by Lesser Himalayan ranges, on the South-West by Shivalik ranges, river Ganga in the South-East and river Yamuna in the North-West, in which permitted, regulated and prohibited activities were defined. CWLW

requested to consider the proposals as duplication of ESZ notification in the same area is not desirable.
Considering the facts as brought by the CWLW, the Standing Committee agreed to recommend the five mining proposals with the conditions as in the existing ESZ Notification of Doon Valley, which will be verified by the Chief Wild Life Warden and compliance ensured.
36.4.2.12. Construction of Singoli-Bhatwari Hydroelectric Project 99 MW by M/s L&T Uttaranchal Hydropower Limited. The proposed site falls within 10 kms from the boundary of Kedarnath Wildlife Sanctuary, Uttarakhand. 36.4.2.13. Construction of 171 MW LataTapovan Hydro Power Project of NTPC Ltd, Uttarakhand. 36.4.2.14. Construction of 520 MW (4x130) TapovanVishnugad Hydroelectric Project of NTPC Ltd, Uttarakhand. The proposed site falls outside Nanda Devi National Park at a distance of 7.5 km. 36.4.2.15. Diversion of 1.610 ha Forest (Civil Land) for construction of Hapla-Guram-Nail motor road (5 km), Uttarakhand. The proposed site falls within 10 km aerial distance from the Kedarnath Musk Deer Wildlife Sanctuary. The Member Secretary briefed the Committee that the proposals were deferred as the proposals of ESZ were not yet received from the state government. Standing Committee considered the facts and agreed to defer the proposals.

36.4.2.1. Setting up 5.25 MTPA-Development of Floating storage and Regassification Unit (FSRU) facilities for import of LNG within the existing deep water port at Kakinada, Andhra Pradesh. The proposed site is 2.5 kms away from the boundary limits of Coringa Wildlife Sanctuary The Member Secretary briefed the Committee that the proposed site is 2.0 km away from the boundary limits of Coringa Wildlife Sanctuary and it was deferred by the Committee in its 34th meeting awaiting report on the impact of the project on marine life, as prescribed in the TOR for EC and impact mitigation and wild life conservation plan. The report on impact and other aspects related to marine life was still awaited.
After discussions, the Standing Committee decided to defer the proposal.

Agenda item No. 4

38.4.1. Proposals for diversion of forest land of PAs 38.4.1.1. Proposal for use of 11.2680 ha. land of Block No. 25 in Marine Sanctuary for Laying for 2504 m. long and 45 m wide Waste Water Pipeline by Tata Chemicals Limited (TCL), Gujarat. The Member Secretary briefed the Committee on the proposal that the proposal is for laying the pipeline passing through the MarineSanctuary for discharging wastewater outside the sanctuary limits in the sea at the location which is identified by the National Institute of Oceanography in their Marine Environment Impact Assessment study. At present, the wastewater is discharged into the sanctuary through open channel by TCL. According to the CRZ Notification 2011, the discharge point of the wastewater is to be located outside the sanctuary at a depth as specified in the notification with stipulated standards.
After discussions, the Standing Committee flagged the condition of providing 5% of project cost for the same as recommended by CWLW for habitat improvement and wild life conservation in the sanctuary area, and if it was agreeable to user agency as some user agencies have represented in many cases for relaxation after the decision have been taken in past. Since the user agency was not present, the Standing Committee decided to defer the proposal and advised the Chief Wild Life Warden to intimate the funds involved, activities proposed using these funds and views of the user agency on the condition provided by the Chief Wild Life.
38.4.1.2. Proposal for use of 1.077 ha. Land in Narayan Sarovar Sanctuary for laying of Optical Fiber Cable by Reliance. JioInfocom Limited. Gujarat. The Member Secretary briefed the Committee that the cable alignment proposal is for laying Optical Fiber Cable along the road by excavating a narrow trench and reinstating the same to its original condition.
After discussions, the Standing Committee agreed to recommend the proposal, as it does not involve additional use of forest land, with the prescribed conditions as below.

1. No damage/disturbance should be caused to sanctuary and its wildlife during the implementation of the project by the user agency and its establishment.
2. The agency and or contractor will not use any other area of the sanctuary for which permission has not been given during laying of OFC.
3. Approval under Forest Conservation Act 1980, if required, will be obtained separately for use of forest land.
4. 5% of the cost of the project proportionate to the distance located within the PA shall be spent for habitat improvement and wildlife conservation in the sanctuary area.
5. The Chief Wildlife Warden or the State Government may impose other additional conditions at any stage which will be binding on the User Agency.

38.4.1.3 Diversion of 0.26 ha of forestland from Bhagwan Mahaveer Wildlife Sanctuary for widening of already existing bridge and approach roads at km 93/900 on NH-4A, Goa. The Member Secretary briefed the Committee that widening of existing narrow bridge is proposed on NH4 as per the NH standards. The proposal involves tree cutting in the sanctuary. The CWLW recommended only 0.07 ha for the widening proposal. After discussions, the Standing Committee was agreed to recommend proposal for 0.07 ha and other conditions as prescribed by the CWLW and the State Board for Wild Life.

38.4.1.4.Diversion of 0.735 ha of forest land from Son Gharial Sanctuary for construction of High Level Bridge and approach road across Son River on Rampur-Ghunghata- Khaira road to connect Block Headquarter with district Headquarter, Madhya Pradesh. The Member Secretary briefed the Committee that the construction of High Level Bridge and approach road across Son River on Rampur-Ghunghata-Khaira road is proposed to connect Block Headquarter with district Headquarter. He informed that the bridge will provide link to the existing roads along the two river banks within the sanctuary limits and is a public utility. After discussions, the Standing Committee agreed to recommend the proposal for improvement of connectivity in the rural area on both sides of the river.

38.4.1.5.Diversion of 1.162 ha of forest land from Son Gharial Wildlife Sanctuary for construction of High Level Bridge and approach road on Banas River in km 38/10 on Beohari-Majhauli-road via Janakpur-Ratwar at Barhai Ghat, Madhya Pradesh. The Member Secretary briefed the Committee on the proposal that the construction of High Level Bridge and approach road across Banas River on Beohari-Majhauli-road via Janakpur- Ratwar at Barhai Ghat is proposed to connect villages on both sides of the river and will also link Block Headquarter with District Headquarter.
After discussions, the Standing Committee agreed to recommend the proposal for improvement of connectivity in the rural areas. 38.4.1.6.Proposal for Wildlife clearance proposal for seeking permission of approval of Relocation & Rehabilitation of villages from Bhitarkanika National Park & Sanctuary Odisha. The Member Secretary briefed the Committee on the proposal that the State Govt. of Odisha has proposed to relocate Satbhaya and Khanhupur villages, which are affected by sea water ingress and Charigaria village, which is located in Bhaitarkanika NP to Bhagapatia village in Bhaitarkanika WLS. The CWLW explained that the homestead lands of Satbhaya and Khanhupur villages are being affected by cyclones and lives of 571 families in these two villages are in peril. The 71 families of Charigaria village are also proposed to be relocated from NP to Sanctuary areas to free the national park of human habitations. The proposed site of relocation is mostly agriculture and homestead lands. He added that the State Govt. proposed to maintain status quo of agriculture land in the sanctuary as it is livelihood for these villagers. The members were of the opinion that relocation from one place to another within the sanctuary itself is not advisable and also, retaining the land use along the sea coast will defeat the purpose of relocation. The issue of legal status of land also needs clarification.
After discussions, the Standing Committee sought further clarification from the state on legal status of lands where relocation is sought and livelihood option for the relocated people so that the retention of land at one place and occupation of same extent elsewhere, which compromises the sanctuary objectives, can be avoided. State will clarify the status before the next meeting of the Standing Committee.

38.4.1.7. Proposal for issue of ROR (Pattas) to the inhabitants of Bagapatia within Bhitarkanika National Park & Sanctuary, Odisha. The Member Secretary briefed the Committee on the proposal that the State Govt. has proposed to issue ROR (Pattas) to the inhabitants of Bagapatia within sanctuary. Members indicated that issue of patta within a sanctuary is a matter which cannot be brought to the Standing Committee unless the processes of the settlement of rights and claims under the sections 18 to 25 are completed, state government has completed the process of notification after compliance of these provisions, and cannot be done for a new area within a sanctuary, after the final notification under section 26 has been issued. As the case apparently relates to regularization of encroachments, a legal examination of the matter including compliance of Forest Rights Act must be undertaken.
After discussions, the Standing Committee agreed to defer the proposal and sought further clarifications from the state on the points raised by the members including on the legal status of the land within the sanctuary.
38.4.1.8. Diversion of 0.96 ha of private land from the Chambal Wildlife Sanctuary for construction of Inspection House (02 V.I.P. Suit) at Pachanada Mela Site in Etawah District of Uttar Pradesh. The Member Secretary briefed the Committee on the proposal that the PWD, Uttar Pradesh has proposed to construct two VIP suits in a private land within the sanctuary. The CWLW explained that the proposed inspection house would facilitate the camping and movement of the officers and staff in the sanctuary area in the remote areas of the Etawah district.

After discussions, considering the requirement of facilities for the government departments in the remote areas, the Standing Committee agreed to recommend the proposal with conditions as prescribed by the CWLW as below.

1. User agency/concerned the (PWD Etawah) shall provide the funds for mitigation of its negative impact for conservation & eco-development activities of wildlife & habitat as per the proposed plan to be prepared by the Wild Life Warden.
2. The land shall not be used for any purpose other than that specified in the proposal.
3. The agency shall be responsible for any loss of flora and fauna in the surroundings.
4. No labour camp shall be established within the area of the sanctuary area.

5. Construction activities will be performed only fromsunrise to sunset.No construction work will be done in night.
6. Extraction of local river sand shall not be allowed in any circumstances and shall not be used in construction works of the project.
7. In any case the proposed site shall not be used for any purpose other than the specified one.
8. User agency will set up a check post near the site at the location indicated by the Divisional Forest Officer and hand it over to National Chambal Wildlife Division, Agra so that the movement of illegal sand and other forest produce can be controlled. This will also secure the wildlife in the area.

38.4.1.8. Proposal for setting up and operating the Retail Outlet proposal by Indian Oil Corporation Ltd. Noida Division, at private land Khasra No.31 village ShahpurChaudhari, GarhMukteshwar in district Hapur, U.P located within the boundary of Hastinapur Wildlife Sanctuary, Uttar Pradesh. The Member Secretary briefed the Committee on the proposal that a Retail Outlet has been proposed by Indian Oil Corporation Ltd in the private land along the road within the sanctuary.
After discussions, considering the private ownership of the land, and need of such public utility facility for the local people, the Standing Committee decided to recommend the proposal with the prescribed conditions as below.

1. Land shall not be used for any purpose other than that specified in the proposal.
2. Construction waste materials will not be thrown inside the sanctuary area or the movement corridor of wildlife.
3. User agency will take all precautions including technical measures to contain the noise and air pollution, protection and fire due to construction activities and during operations.
4. The project proponent shall undertake plantation/forestation work by planting the native species in the areaadjacent to the project.
5. No labour camp shall be established within the sanctuary/forest area or other sensitive area.
6. Two GPS sets shall be provided to the Hapur Forest Division for the survey and demarcation of the sanctuary boundaries.

38.4.1.9. Proposal for upgradation and strengthening of existing single/two lane road to two lane with paved shoulder of Gulabpura (NH-79) Shahpura- Jahazpur-Hindoli (NH- 12) Nainwa -Uniara (NH-12)Nainwa-Uniara (NH-116) to 2 lane with paved shoulder (Newly declared NH-148D), Rajasthan. The Member Secretary briefed the Committee on the proposal that up-gradation and strengthening of existing single/two lane road to two lane with paved shoulder of National Highway was proposed at identified locations along the total length of the road is 215.150km. A part of the road is located within the 10km boundary of wildlife sanctuary for which the ministry has sought Environment Clearance status. The status of the EC is awaited from state.
Member Secretary NTCA informed that the area may be part of a movement corridor for tiger as the Sanctuary is located between Ranthambhor and Mukundara Tiger Reserve areas and therefore the proposal will have to be examined.
After the discussions, considering the information awaited from state, the Standing Committee decided to defer the proposal. Members also reiterated that in all cases which are coming within or near the Tiger Reserves and identified tiger corridors, the facts must be mentioned by the state Chief Wild Life Wardens in the proposals and brought before State Boards of Wild Life also. 38.4.1.9. Construction of fish landing centre and allied works in Annamalaichery village in Pulicat Bird Sanctuary, Ponneri Taluk of Thiruvallur district, Tamil Nadu. The Member Secretary briefed the Committee on the proposal that two fish landing centers were proposed in the bird sanctuary by the Tamil Nadu Govt. One fish landing centre at Periyangodu village was recommended by the SC NBWL in its 31st meeting. The proposal for second fish landing centre at Annamalaichery is placed before committee for its consideration in this meeting.
After discussions, as the representative of state was not present, the Standing Committee decided to defer the proposal.

38.4.2. Proposals for taking up activities within 10 kms from the boundaries of Protected Areas. 38.4.2.1. Proposal for extension (addition) of 2x660 MW (660 MW each unit) existing project Obra Thermal Power Station, Dist. Sonebhadra, Uttar Pradesh.

The Member Secretary briefed the Committee on the proposal and explained that the proposal was to establish two super critical units each of 660 MW near the existing Thermal Power Plant to meet the increasing demand of electricity in the State of Uttar Pradesh. The proposed site is 7.7 km from the Kaimur WLS. The CWLW Uttar Pradesh informed that the proposed expansion is located adjacent to the existing Thermal Plant within the project premises and it was recommended by State Board for Wildlife in its meeting held on 21st October 2013. After discussions the Standing Committee, considering the power demand in the state and no additional demand of land in the area, agreed to recommend the proposal with conditions as prescribed by CWLW as below.

1. Project proponents will undertake development of a green belt around the project area as indicated by the Wild Life Warden.
2. User agency shall provide logistic support like vehicles, search light, and such equipment for intense patrolling as sought by the Wild Life Warden as one timesupport for protection of wild life found in surrounding area and protected area.
3. User agency will ensure that none of their employees and workers shall indulge into any kind of anti-wildlife activities.
4. A detailed impact assessment study shall be carried out by the Wild Life Warden through nationally reputed institute/organization such as Wild Life Institute of India or other Expert Bodies having expertise in wildlife related issues. The cost shall be borne by the user agency.The study outcome should be a management plan with prescriptions related to inter alia, the following: (i) Possible impacts of the project on the wildlife and habitat within protected area and outside area of the sanctuary. (ii) Delineation of impact zones in which eco-development activities including awareness programmes should be undertaken on priority.

(iii) Possibility of the protection measures to be taken to prevent wildlife movement in the project area & other possible man-animal conflict reducing action to be undertaken. (iv) Measures to reduce accidents of wildlife due to any possible increase in the traffic on the road passing nearby the project area.

5. Project proponent shall take all precautionary measures for conservation and protection of endangered fauna found in thearea in the vicinity of the project.

38.5 Additional Agenda Items with the Permission of Chair 38.5.1 Proposal for Brutanga Irrigation Project in Nayagarh district, Odisha. The proposed site is 1.5 km away from Baisipalli WLS.

The Member Secretary briefed the Committee on the proposal and explained that the proposal is outside the WLS involves construction of an earthen dam across river Brutang and 1524.57 ha of forest land out of which 1009.4 ha to be under sub-mergence and the rest 515.17 ha for canals and other infrastructure. The project would provide assured irrigation to 23300 ha of cultivable command area in the drought prone blocks of Nayagarh District of Odisha. The proposal was accorded necessary clearances, like Techno-economic clearance, Environment Clearance, Stage-I Forest Clearance from the concerned authorities. The Water Resource Department of Odisha has received support for the Wildlife Management plan of Rs 3.5 Cr as proposed by the CWLW, Odisha. He added that the proposed canal would cause fragmentation of Buguda- Baisipalli elephant corridor and the location of the proposed project indicated tiger corridor linkage from Satkosia George TR to Kotagarh WLS. The comments have been sought from NTCA and are awaited. Member Secretary NTCA confirmed that the comments on this are expected from Wild Life Institute of India.

After discussions, as the proposal indicates tiger corridor, the Standing Committee requested NTCA to expedite their examination of the case according to the section 38(1) (O) (g) of Wild Life (Protection) Act, 1972 and provide the advice before the next meeting.

38.5.2. Proposal for Establishment of 3 MTPA cement plant & 2 MTPA clinker production unit in village Ghangher, tehsil Kasrog, Distt.Mandi, Himachal Pradesh of M/s Lafarge India Pvt. Ltd. The proposed site is falling within the 10 kms of Majathal Wildlife Sanctuary.
The Member Secretary briefed the Committee on the proposal and mentioned that the proposal was accorded Environment Clearance in the year 2009 for establishment of 3 MTPA cement plant & 2 MTPA clinker production units.
Since the representative of state government was not present in the meeting, the Standing Committee decided to defer the proposal.
The representative of Rajasthan, Chief Conservator of Forests, Kota raised a query that the exclusion of mining area from buffer of Ranthambhor Tiger Reserve recommended by the Standing Committee in case of Lakheri Cements Works of M/s ACC, in its 32nd meeting is pending for an year. He requested to expedite the process with NTCA. IGF(WL) clarified that the recommendation of State Board regarding modification of the buffer zone of RTR is to be implemented by the state government following due process of law and the proposal of the state regarding the Lakheri Cement Works thus stands disposed off. State may follow the process for implementation of the recommendation of the State Board for Wild Life. The meeting ended with a vote of thanks to the Chair.
