No. 4-30/2007IWL-Pt OFFICE MEMORANDUM Paryavaran Bhawan CGO Complex, Lodhi Road New Delhi-ll0003 Dated: 15-04-2011 Sub: Constitution of National Project Steering Committee (NSC) for the Project GoI- UNDP-GEF Project "Mainstreaming Coastal and Marine Biodiversity Conservation into Production Sectors" in Godavari River Estuary, Andhra Pradesh. The GoI-UNDP-GEF Project "Mainstreaming Coastal and Marine Biodiversity Conservation into Production Sectors" in Godavari River Estuary, Andhra Pradesh is part of the umbrella programme of India GEF Coastal and Marine programme (IGCMP). The project envisages mainstreaming biodiversity conservation into the production sectors of east Godavari river estuary in Andhra Pradesh. It has an outlay of USD 6,023,636/- as GEF Grant for a period of 5 years (2011 April to 2016 March). For the implementation of the project, the Ministry of Environment and Forests, Government of India, hereby constitutes, a National Project Steering Committee (NPSC) with following composition.

Terms of Reference I. The chairman may invite special invitees for NPSC meetings as needed ii. The meetings ofthe NPSC will be arranged by the NPD iii. The NPSC will meet at least twice in a year and will provide the required oversight to the project and also ensure the overall co-ordination of the programme. IV. The NPSC will playa crucial role in project monitoring and evaluation by ensuring quality assurance and accountability v. NPSC ensures required resources are committed and arbitrates on any conflicts related to the project or negotiates a solution to any problems with external bodies. VI. On the advice of the NPSC, the Chief Wildlife Warden, Andhra Pradesh will sign the budgeted AWP with UNDP on an annual basis, as per UNDP rules and regulations VII. Based on the approved AWP, the NPSC may consider and approve the quarterly plans and also approve any essential deviations from the original plans viii. All expenses for the conduct of the PSC shall be borne by the project as per rules. IX.
