Sub: Constitution of CITES Cell in the Ministry of Environment & Forests.

The Convention on International Trade in Endangered Species (CITES) of Wild Fauna and Flora is an International agreement between Governments. India is a signatory to the CITES since 1976. Although the implementation of the provision of the CITES are being managed and carried out by the concerned authorities, certain initiatives expected from India being a signatory to CITES needs to be fulfilled. In order to fulfill such initiatives, the Ministry of Environment & Forests has decided to constitute CITES Cell in the Ministry which will be operated in New Delhi. The Constitution & Terms of Reference of the CITES Cell is as given below:

Terms of Reference:

  1. To assist in the technical administrative and Legal functioning of CITES implementation in India.

il. To maintain / update and act on vatious decisions taken by the CITES parties through the CoP’s and other meetings or respond to requests from the CITES secretariat.

ili. To serve as a link to the non-governmental organization working in the field of control of illegal trade in wildlife and its parts and products, vis-a-vis intended trade in wildlife Contd..../2

The other conditions with respect to the CITES Cell would be as under:

  • (i) The Cell will meet at its headquarters in New Delhi once in a quarter for suggesting policy interventions and actions / goals to be achieved as a signatory State.

  • (ii) The expenditure to be incurred on the CITES Cell would be borne under the existing scheme “Strengthening of Wildlife Division and Consultancies for special tasks” (Plan).

  • 2s This issues with the approval of competent authority.

  • 5: This is in supersession to the earlier O.M of even No. dated 12" August 2010.
  1. The IFD has also concurred to the above vide their Dy. No. 1274/ AS&FA dated 6" August 2010.
