Subject: Advisory for priority actions for management of Human _ Wildlife Conflict.

notice Increasing incidences of human wildlife conflict situations have been taken of and provisions of assistance to the states for management of such situations has also been made in the centrally sponsored schemes of this ministry. In case of several species, Standard Operating Procedures and guidelines have also been issued from time to time. The matter has been considered and a series of workshops have been organised on various aspects of Human Wildlife Conflict (HWC) in the country recently.

2. While adequate laws and mandates are available for field level management of forest and wildlife in the states, preparedness for HWC situations requires an organised arrangement and action. Conflicts occur more outside Protected Areas, especially in the forest fringes. Therefore, management of such situations is extremely important for field managers. 3. In these circumstances, it has been considered necessary that states institute a “Human Wildlife Conflict Management Strategy’ on priority and formulate Human Wildlife Conflict Management Plans (HWCMPs) for identified conflict zones, for primarily initial mitigation and quick response action. In this context, guidelines have been formulated as indicative actions for management of Human Wildlife conflict at field level. A copy is enclosed. 4. Priority. areas of potential conflict, and prevalence: of the wild life associated should be taken into account for preparation of Human Wild Life Management Plans. : 3: Under the Centrally Sponsored Scheme ‘Integrated Development of Wild Life Habitats’, some assistance can be provided to the states on 50:50 sharing basis for undertaking such activities in priority areas. It is requested that plans may be put in place and initiative may be taken to start awareness action, developing linkage with communities and setting up Quick Response Teams in top priority areas. Setting up of rescue centres will also be an important step.

6. Proposals for assistance may be forwarded to this ministry along with the HWCMPs thus prepared, along with the list of some identified activities which can be taken up with 50:50 sharing basis within the current financial year.
