Subject: Implementation of Unified Pension Scheme (UPS) — regarding

7 The undersigned is directed to refer to Department of Pension and Pensioners’ Welfare’s (DoP&PW) D.O. letter No. 57/02/2025-P&PW(BY/UPS Rules dated 04.09.2025 (copy enclosed), whereby it has been conveyed that DoP&PW has notified the Centra! Civil Services (Implementation of the Unified Pension Scheme under the National Pension System) Rules, 2025 and these rules have been published in the Official Gazette vide GSR No. CG-DL-E-03092025-265942 on 02.09.2025.

2. These rules inter-alia covers the enrolment under Unified Pension Scheme, Switch facility from UPS to NPS one year before the date of retirement or 3 months before the VRS, Option for benefits under the CCS (Pension) Rules or UPS regulations in the event of death or disability of Government servant during service etc. 3. in view of above, all administrative divisions are requested that all eligible employees under their administrative control may be intimated about these rules. The notification has also been uploaded on DoP&PW's website for reference by all concerned (httos://oensionersportal.gov.in; www.doppw.gov.in ). The Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Implementation of the Unified Pension Scheme under the National Pension System ) Rules, 2025. These rules have been published in the Official Gazette vide GSR No. CG-DL-E-03092025-265942 on 02.09.2025. 2. After the Union Cabinet approved the introduction of Unified Pension Scheme (UPS) and its notification by the Department of Financial Services on 24.01.2025 as an mM option under NPS, PFRDA has notified the PFRDA (Operationalisation of Unified a Pension Scheme under National Pension System) Regulations, 2025 on 19.03.2025. s oo 3. Accordingly, Department of Pension and Pensioners Welfare has notified the ba Central Civil Services (Implementation of the Unified Pension Scheme under the NY National Pension System) Rules, 2025 for regulating service related matters of Central RY Government employees opting for Unified Pension Scheme.
