ANNEXURE – C ELIGIBILTY CRITERIA Tender applications/applications not complying with the 'Eligibility criteria' and/or not accompanying the required documents in prescribed form and manner are liable to be rejected and shall not be considered for further evaluation. The application should adhere to the following minimum eligibility criteria:

1. Existence in Business & work experience: a) The bidder should have minimum 4 years’ experience in underlying Electrical & Electronics work services to any Government offices. b) For the purpose of counting the year of experience, the bidder shall furnish copy of work orders of 2 yrs. & date of incorporation document. 2, Turnover Criteria: a) The average turnover of the bidder for last two assessment year i.e. A.Y. 2017-18 and A.Y. 2018-19 should not be less than Rs. 1 Crore b) The bidder should be an Income-tax assesse and should have filled return of Income for at least the last two assessment years i.e. A.Y. 2017-18 and A.Y. 2018-19. c) The bidder should have his books of account (including Balance Sheet and Profit & Loss Account) audited for the last two assessment years i.e. A.Y. 2017-18 and A.Y. 2018-19.

Licenses/Registration: The bidder should have all necessary licenses/registration issued by appropriate authority under Central/State Government/Local Bodies' rules & regulations, such as: a. The bidder should have valid Labour License / Registration issued by the Competent Authority for executing the project. b. The bidder should have valid License under The Bombay Shops and Establishment Act, 1948 as amended from time to time.

c. The bidder should be in possession of Certificate of Registration from Registrar of Companies or Registrar of Firms d. The bidder should have regular office-establishment in Mumbai /Navi Mumbai Metropolitan Region. e. The bidder should be registered with ESI Corporation. f. The bidder should have valid certificate under EPF Organization. g. The bidder should have minimum one operative bank account in his name. h . The bidder should be registered with Labour Department under Contract Labour Act (Regulation & Abolition) 1970, Labour Welfare Fund Act & Rules, Minimum Wages Act 1948, Payment of wages Act 1936, Employees' Compensation Act 1923, Payment of Bonus Act 1965, and any other prevailing Legislations/Acts/Rules in this regard. i. The bidder should be registered under Goods and Services Tax. 4. Price quoted in the financial bid should be inclusive of all taxes and other charges, if any. 5. All tools, tackles, equipment etc. that shall be required by the contractor will have to be arranged by the contractor himself. 6. The bidder should be signed by the authorized person and his full name and status should be indicated below his signature. 7. Every paper of the tender should be signed by the bidder and properly affixing the seal of Agency/Firm/Company. 8. The bidder should not have been blacklisted or debarred from participating in the tenders at any point of time by any of the Central or State Government, Semi Government or local body or any other agencies at any point of time. 9. Details of viz. “After sales Services Facility” including name, address, contact Nos., etc. should also be mentioned in the offer. Service Centre should be in Mumbai or Navi Mumbai only.

10. The bidder should indicate the Warranty period (One Years) in the tender. The Successful bidder should provide One year free service in the defects occurred in any manufacturing items.
11. The Tender should be valid for at least 3 months.
12. The bidder on being awarded the work, should complete the work to the satisfaction of the Department within 15 days (Working day only) of awarding the contract.
13. Every bidders should be accompanied with an Earnest Money Deposit (EMD) of Rs. 20,000/- (Rupees Twenty Thousand) in form of DD in the name of ‘Commissioner of Customs (General), JNCH’. Scanned copy of DD should be uploaded with the bid. A hard copy of the DD should be submitted to Deputy Commissioner, CHS Section, 1st Floor, JNCH, Nhava Sheva, between 11:00am to 05:00 pm on any working day but not later than 3 days from the last date of submission of tender i.e. 28.07.2019. Tenders received without EMD will be rejected outright. EMD exemptions will be as per Central Government rulings.

ANNEXURE-D TERMS AND CONDITIONS: The Work consist of Procurement and Installation of Mic System at Conference Hall of 6th and 7th Floor situated JNCH, Nhava Sheva as per terms and conditions mentioned in tender documents.

1. The registration number of firm along with the GST registration number must be given in the tender Bid. (Enclose necessary documents).
2. Conditional/ Unsolicited tender shall not be considered. Tender should be uploaded on CPP Portal i.e. www.eprocure.gov.in before the last date of submission of the tender. Physical documents submitted in respect of the said tender without uploading the same on CPP Portal i.e.www.eprocure.gov.in will not be taken into consideration by this office.
3. It shall be ensured that the spare parts/ items used for repair and maintenance are fault free i.e. free from material, workmanship and manufacturing defects. The goods supplied shall be of the highest quality, consistent with the established and generally accepted standard.
4. Interested Bidders/Parties/ Firms should visit JNCH Office and inspect the site at 6th and 7th floor before submitting the tender and any query or clarification sought for; they may approach Deputy Commissioner of Customs, CHS Section.
5. The JNCH administration will not be responsible for any loss or damage to Service Provider’s materials, equipment, tools, etc.
6. No other person except bidder’s authorized representative shall be allowed to enter the office premises. a). The Bidder should strictly follow the Labour Laws, Minimum Wages Act, EPF, ESIC and other Allied Acts. The Bidder should directly deal with

the concerned departments. The JNCH will not be responsible for any default. However, the JNCH shall have the power to inspect the EPF, ESIC License & Wage Register as and when required. b). The bidder will be fully responsible for safety, welfare and any accident during the work. The JNCH will not be responsible at any time. 7. Every bidders should be accompanied with an Earnest Money Deposit Rs. 20,000/- in form of DD in the name of ‘Commissioner of Customs (General), JNCH, Nhava Sheva. Scanned copy of DD should be uploaded with the bid. A hard copy of the DD should be Submitted to Deputy Commissioner of Customs, CHS Section, 1st Floor, and JNCH between 11:00am to 05:00 pm on any working day but not later than last 03 days of submission of tender i.e. 31.07.2019. Tenders received without EMD will be rejected outright. EMD exemptions will be as per Central Government rulings. 8. The TDS will be deducted as per provision of the Income Tax law. 9. Offers vaguely described or incomplete offers are liable to rejection. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee with an auto renewal clause from any Nationalized Bank till the completion contract. 10. The payment on completion of work as per the Technical Specification given in Annexure C shall be made in lump sum after satisfactory completion of the said work and inspection of the same by competent authorities. Submission of bills shall be in triplicate. No advance payment shall be made. 11. The JNCH is not bound to accept the lowest tender and also reserves the right to reject any or all tenders at any time without assigning any reason. 12. The JNCH taking note of overall facts and circumstances can change, add and relax any of the terms and conditions of this tender notice. 13. The JNCH reserves the right to terminate the contract at any time after giving due notice to the contractor in the event of unsatisfactory services or breach of contract at any respect. The Performance Security amount will be forfeited accordingly. 14.
