Subject: Completion of deficient APAR of Scientists to be considered for promotion under revised Flexible Complementing Scheme (FCS) due as on 01.01.2025 -reg.

The undersigned is directed to refer to this Section’s OM dated 22.01.2025 and Reminder OM dated 31.01.2025 and 11.02.2025 on the above mentioned subject and to say that those scientists who are due to be considered for FCS as on 01.01.2025 were requested to complete their deficient APARs and submit willingness form to be submitted for relaxation in promotion. However, despite reminders, APAR in respect of following Scientist are still pending/incomplete:

3. For consideration of promotion of the eligible Scientists under the FCS/RFCS, completed APARs for the residency period will be required. Scientists, whose APAR are not completed in all respects are requested to get their deficient APARs completed by 07.03.2025. 4. Further, Scientists who are willing to be considered for promotion under relaxation clause of revised FCS as on 01.01.2025, are requested to provide their willingness/undertaking in the prescribed format (Annexure-l) by 07.03.2025 positively.

WILLINGNESS/UNDERTAKING

1. | have read the relevant provisions of Ministry of Environment, Forest and Climate Change, Scientific Group ‘A’ Posts Recruitment Rules, 2015 on Flexible Complementing Scheme (FCS) and DoPT O.M. No.AB14017/41/2013-PP(RR) dated 13.03.2024 titled Revised Flexible Complementing Scheme (FCS) for Scientists.

2. In light of the aforesaid rule/guidelines, | wish to avail the relaxation in residency period for one year for promotion from the post of (Designation) to the post of (Designation).
