Subject: Digital Public Infrastructure (DPl) in the Ministry.

To enhance the services in public domain, the Ministry uses websites/Portals through Digital infrastructure. The Digital Public Infrastructure (DPl) enables the citizen to use online platforms to avail the Government services without visiting offices. In past, there are several websites/portals registered by different division under the Ministry in a piece-meal manner. Further, for development, hosting, maintenance of websites/portals requires manpower and costs. To put a system in place, the Ministry has decided that the process owners (Divisions/ Organisations of this ministry) who have developed and are running websites/ portals or propose to develop websites/portals should constitute a committee under the Divisional Head of the particular controlling Division. The Digital Public Infrastructure (DPl) committee of the particular division should comprise the following members. (i) Divisional Head (JS equivalent and above) (iD Director (GA) (iii) Director (lFD) (iii) Director (lT) (iv) Under Secretary (concerned Division) Chairman Member Member Member Member Secretary 2. The constitution of the Committee should be with the approval of Secretary(EF&CC). 3. Any proposal to undertake any activity related to the existing websites/ portals or to develop a new website/portal, by a Division/Organisation, should be recommended by the above Committee of the respective Division/Organisation. 4. Terms of References (ToR) of the Committee are to; (i) Analyse the proposal and ensure the requirement of website, (ii) ensure there is no duplication of efforts in development, (iii) ensure that the website/portal should come under the 4th level domain of MoEF&CC (iv) ensure controlled data access enabling secure sharing with consent, (v) ensure the website/portals should be as per GIGW 3.0 and STQC Certification and other relevant orders/ notifications and (vi) ensure the services provided through the websites/portals are in a simplified process.
