Subject: Sunset Review investigation concerning imports of “Untreated Fumed Silica”

originating in or exported from China PR –PCN methodology and extension of time for filing questionnaire responses

With reference to the initiation of the subject investigation vide Initiation Notification No. 07/09/2026-DGTR dated 20th March 2026, the Authority had invited comments from interested parties on the product control number (PCN) methodology. 2. The Authority has examined the submissions made by the interested parties regarding the need for adoption of PCN methodology. 3. With regard to the request for adoption of PCN methodology, the Authority notes that the other interested parties have proposed segregation of the product into pharmaceutical and non-pharmaceutical grades on the basis of differences in end-use, regulatory requirements, and pricing. However, the Authority observes that the sufficient evidence has not been put on record to demonstrate that such differences result in material variation in cost of production and price warranting separate PCNs. 4. The Authority further notes that the issue of segregation between pharmaceutical and non-pharmaceutical grades was examined in the original investigation, wherein it was concluded that such distinction does not warrant separate PCNs. In the present investigation, no new evidence has been placed on record to justify a departure from the earlier approach. In view of the above, the Authority has decided that no PCN methodology is required to be adopted in the present investigation at this stage. 5. Further, considering the request of certain interested parties, the Authority has decided to grant an extension of time upto 14th May 2026 to all interested parties for filing their questionnaire responses, from the original time limit prescribed in the initiation notification. 6. All interested parties are requested to take note of the above and file their submissions within the revised time limit
