“Hexamine” originating in or exported from China PR, Russia and United Arab Emirates.

Attention of all interested parties is invited to the above-mentioned investigation initiated vide Notification No. 6/01/2026-DGTR dated 16th March 2026. The non-confidential version of the application filed by the domestic industry was intimated to all interested parties vide Letter/Email dated 18th March 2026.

Whereby, the interested parties were granted an opportunity to present their comments on the scope of the product under consideration (PUC), and product control number (PCN) methodology, within a period of 15 days from the date of intimation, which ended on 2nd April 2026.

The product under consideration (hereinafter referred to as “PUC”) was defined as under:
“The product under consideration is Hexa Methylene Tetramine, also known as 'Hexamine'. The chemical formula for Hexamine is C6H12N4 and it conforms to CAS no. 100-97-0. Hexamine is also known by other names, such as Ammo form, Methenamine, Cystamin, Cystogen, Urotropine. Hexamine is a white crystalline powder with slight ammonia odor. It becomes charred at 280°C, sublimates at 230°C in vacuum. It is well soluble in water and carbon bisulphide, moderately soluble in alcohol and chloroform, little soluble in ethers and benzine. Hexamine is prepared in the chemical industry by means of the reaction of formaldehyde and ammonia.

It is used for various industrial purposes, primarily in manufacturing of resins, pharmaceuticals, explosives and rubber industry. Among other uses, it is used as a cross-linking agent for hardening and resins.”

No PCN methodology was proposed in the initiation notification.

No comments in regard to the scope of PUC and PCN have been received from any interested party and therefore the authority adopts the same scope of product under consideration as notified in the initiation Notification No.6/01/2026-DGTR dated 16th
March 2026 without any changes and no PCN methodology is adopted in this case. -
Further, all interested parties are directed to file their questionnaire response based on the above product under consideration within 37 days from the date of intimation of E-mail dated 18th March 2026 i.e. by 24th April 2026.

This communication is limited to clarifying the scope of the product under consideration for which the present investigation is being conducted. This does not preclude interested parties from providing relevant information and evidence to substantiate their requests for exclusion for any particular product.
