CONTRACT FOR MOVABLE PARTITIONS AND DETACHABLE FURNITURE WORK OF RMS CENTRE SITUATED AT JNCH,
NHAVA SHEVA The Commissioner of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs Zone-II, herein after referred as ‘THE JNCH’, invites online e- tenders in two-bid covers (technical & financial) for movable partitions and detachable furniture work of RMS Centre situated at JNCH, Nhava Sheva. The tender is floated for procurement and installation of movable partitions and detachable furniture work of RMS Centre situated at JNCH, Nhava Sheva, herein after referred to as ‘the service provider’ having a minimum of five years’ experience in this field. All prospective bidders are invited to submit their bids under two bid systems for the subject work as detailed below in accordance with the tender documents enclosed.

ANNEXURE – B SCOPE AND TECHINICAL SPECIFICATION OF WORK

Tender is for procurement and installation of movable partitions and detachable furniture work of RMS Centre Situated at JNCH, Nhava Sheva. The scope and technical specification of work are as below:-

Movable type Aluminium partition with partly laminate panel and partly glass panel. The height of partition should be upto false ceiling height. Upto 45" High laminate panel, 3" high open space at the top and bottom of glass panel & 12" High glass panel. Remaining portion again laminate panel. Aluminium partition 70mm thick, made out of silver anodized aluminium having 50x50x3mm aluminium heavy section frame work for partitions with extruded built up standard tubular and other sections of approved make , necessary filling up of gaps at junctions, at top, bottom and siders etc. Aluminium sections shall be smooth, rust free, straight, mitered and jointed mechanically wherever required including cleat angle, Aluminium snap beading for glazing / paneling C. P. brass / stainless steel screws. Using of 8mm thick marine plywood of both direction of partition. Applying 1mm thick laminate on both direction with the help of adhesive.
Using of clear glass 12mm thick toughened glass panel, fixing with approved rubber /neoprene lining, fixing the frame securely Above 45" & upto 12” High 12mm thick toughened glass panel.

2 Cabin Door

Providing 38mm thick factory made Flush Door shutters in the full height partition made of marine board. Further faced with 1mm laminate of approved shade to make total thickness of flush shutter of 40mm and providing and fixing first class teak wood lipping along edges of the shutter finished with melamine polish and including providing and fixing the following fixtures in each door shutters. ISI marked anodized aluminium but hinges 4 No’s, aluminium extruded section body tabular type universal hydraulic door closures with double speed adjustment with necessary accessories and screws etc. Complete.

Made out of marine plywood 18mm thick table top fixed on section with teak wood decorative moldings at front counter. Working top made out of 18mm thick marine ply & finished with 1mm thick laminate of approved pattern/shades and make. Consisting of 3 nos. of drawers, made out of 18mm thick marine ply, t. w. beading, lipping, frame and 38 mm thick border. Back and bottom of drawers in 8mm thick marine ply, finished with approved make & color, 1mm laminate externally &0.8mm thick internally, including on top, sides back front and edges complete with using hardware such as powder coated m. s. (mild steel) telescopic drawer channels, oxidized brass handles, knobs, multi locking device, wheel castors etc.

4 Ground Rest Storage in detachable system. 156 SQ.FT.

Providing & supplying Lower unit of 1200mm ht. consisting of open able shutters, shelves, etc. made out of 18mm thick marine ply and back in 8mm thick marine ply, t. w. beading, lipping, frame, 38mm thick border/edging, finished with approved make colour, type 1mm thick laminate externally& internally 0.8mm including on top, sides back front and edges and complete with using hardware such as powder coated, oxidized brass hinges, locks, handles, knobs, magnetic-latches, best quality floor protector rubber bushes/grommets underneath etc.

5 PVC Flooring 825 SQ.FT.

P/F Stylex vinyl tiles on the floor as per instructions.
Lying with good quality rubber based adhesive. It is resistance to wear abrasion and indentation. It is fire retardant, no breaking or cracking, non-toxic, No health hazards. (2mm thickness)

6 Painting work 1500 SQ.FT.

Luster / Plastic emulsion paint: Sand papering, cleaning the surface, applying primer with lambi patti to full surface in 3 layers, thereafter applying 3 coats of Asian, Berger, Nerolac or equivalent make paint of approved shade and colour. Roller to be applied on all surface etc. complete.

ANNEXURE C PREQUALIFICATION CONDITIONS

The bidder should have 5 years experience to conduct such type of work in the Government offices. He is required of attach the certificate for completions of work done in last 2 years.
The bidder must have average annual turnover of Rs. 1 Crore for the last two years.
Proof of registration with GST & PAN is essential and copies of the proof should be submitted.
The bidder shall submit the copies of returns of income tax returns for the assessment year 2015-16, 2016-17 and 2017-18.
Price quoted in the financial bid should be inclusive of all taxes and other charges, if any.
All tools, tackles, equipment etc. that shall be required by the contractor will have to be arranged by the contractor himself.
The Tender should be signed by the authorized person and his full name and status should be indicated below his signature.
Every paper of the tender should be signed by the contractor and properly affixing the seal of Agency/Firm/Company.
The applicant should not have been blacklisted or debarred from participating in the tenders at any point of time by any of the Central or State Government, Semi Government or local body or any other agencies at any point of time.
Details of viz. “After sales Services Facility” including name, address, contact Nos., etc. should also be mentioned in the offer.
Every tendere should be accompanied with an Earnest Money Deposit (EMD) of Rs.20000/- (Rupees Twenty Thousand only) in form of DD in the name of ‘ Commisioner of Customs(General),JNCH’.Scan copy of DD shoud be uploaded with the bid . A hard copy of the DD should be submitted to CHS Section, first floor, Jawaharlal Nehru Custom House, Nhava Sheva, uran , Maharashtra-400707 between 11:00am to 05:00 pm on any working day on or before 11.08.2018. Tenders received without EMD will be rejected outright .EMD exemptions will be as per Central Government rulings.

ANNEXURE-D TERMS AND CONDITIONS: The Work consist of procurement and installation movable partitions and detachable furniture work of RMS CENTRE situated at JNCH, Nhava Sheava, terms and conditions mentioned in tender documents .

The registration number of firm along with the GST registration number must be given in the tender Bid. (Enclose necessary documents).
Conditional/ Unsolicited tender shall not be considered. Tender should be uploaded on CPP Portal i.e. www.eprocure.gov.in before the last date of submission of the tender. Physical documents submitted in respect of the said tender without uploading the same on CPP Portal i.e. www.eprocure.gov.in will not be taken into consideration by this office.
It shall be ensured that the spare parts/ items used for repair
and maintenance are fault free i.e. free from material, workmanship and manufacturing defects. The goods supplied shall be of the highest quality, consistent with the established and generally accepted standard.
Interested Bidders/Parties/ Firms should visit JNCH and inspect the s i t e f o r i n s t a l l a t i o n o f movable partitions and detachable furniture work of RMS Centre before submitting the quotations and any query or clarification sought for; they may approach Superintendent of Customs (Prev.), CHS Section, JNCH.
The JNCH administration will not be responsible for any loss or damage to Service Provider’s materials, equipment, tools, etc.
No other person except Contractor’s/Service Provider’s authorized representative shall be allowed to enter the office premises. In regard to the personnel working in JNCH: a). The Service Provider should strictly follow the Labour Laws, Minimum Wages Act, EPF, ESIC and other Allied Acts. The Service Provider should directly deal with the concerned departments. The JNCH will not be responsible for any default.
b). The Service Provider will be fully responsible for safety, welfare and any accident during the work. The JNCH will not be responsible at any time.
Every tender should be accompanied with an earnest money deposit (EMD) of Rs. 20,000/- (Rupees Twenty Thousand Only) in way of Demand Draft in the name of the ‘Commissioner of Customs (General), JNCH’. Scan copy of DD should be uploaded with the bid. Tenders received without requisite EMD will be rejected out rightly. EMD exemptions will be as per Central Government rulings.
The TDS will be deducted as per provision of the Income Tax law.
Offers vaguely described or incomplete offers are liable to rejection. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee with an auto renewal clause from any Nationalized Bank till the completion contract.
The payment procurement and installation movable partitions and detachable furniture work of RMS CENTRE situated at JNCH as per the Technical Specification given in Annexure C shall be made in lump sum after satisfactory completion of the said work and inspection of the same by JNCH authorities. Submission of bills shall be in triplicate. No advance payment shall be made.
The Commissioner of Customs (General), JNCH is not bound to accept the lowest tender and also reserves the right to reject any or all tenders at any time without assigning any reason.
The Commissioner of Customs (General), JNCH taking note of overall facts and circumstances can change, add and relax any of the terms and conditions of this tender notice.
The Commissioner of Customs (General), JNCH reserves the right to terminate the contract at any time after giving due notice to the contractor in the event of unsatisfactory services or breach of contract at any respect. The Performance Security amount will be forfeited accordingly.
The prices quoted in the financial Bid should be inclusive of all taxes and cost of procurement and installation of movable partitions and detachable furniture work of RMS Centre as per the Technical Specification given in Annexure B and other charges etc. The Service Provider should quote the prices for the same which is inclusive of the total cost. Further, any extra amount which is not mentioned in the financial Bid will not be paid by JNCH.

GENERAL INSTRUCTIONS: ANNEXUE-F

The Service Provider will submit bids online only through www.eprocure.gov.in under department name “Revenue Department”. All relevant documents should be attached with bid.

EMD (Earnest Money Deposit): The tender should be submitted with a Demand Draft of Rs. 20,000/- (Rupees Twenty Thousand Only) in the name of “The Commissioner of Customs (General), JNCH”.

PG (Performance Guarantee): The successful bidder should submit 10% amount of the total value of contract in form of Bank Guarantee with auto renewal clause valid till the contract expiry period from any Nationalized Bank, in the name of “The Commissioner of Customs (General), JNCH”. The Service Provider should fulfill prequalification condition of the tender.

The Service Provider should submit attested copies (attested by authorized person) of all the documents online on www.eprocure.gov.in

The technical bid will be opened first in the presence of the Tender Committee Members and bidders. Financial bids of only the technically qualified bidders will be opened in the presence of the Tender Committee Members and bidders. The bidders, if they wish, may remain present.
