Subject: Final PUC & PCN methodology in the anti-dumping investigation concerning

imports of “Titanium Dioxide” from China PR-regd

  1. This refers to the initiation notification dated 28.03.2024 in the captioned/subject investigation vide which the Authority had solicited comments on PUC and PCN methodology from the interested parties for fair comparison to evaluate incidence of dumping and consequential injury.

  2. Comments and submissions were received from certain interested parties. The Authority has examined the submissions made by the interested parties and based on the comments received, the scope of the product under consideration is considered the same as defined in the initiation notification and further the Authority adopts the following PCN methodology:

  1. Further, certain clarification in regard to exclusion from the scope of product as given below may also be taken into account-

Textile
TiO2 used in production of textile/fibre. TiO2 which is used in the production of textiles and fibres largely because of its photo- catalytic self-cleaning, UV-protection and delustering abilities, etc. is excluded from the scope of product under consideration.

  1. In view of the above, you are now requested to file questionnaire responses in accordance with the above PCN-methodology within 30 days from the date of this circular. No extension of time will be given by the Authority to file the questionnaire responses.

  2. This issues with the approval of the Designated Authority.

TiO2 is used for delustering the artificial fibre and this fibre is used to produce the textiles. Fibre grade materials are used to blend with fibre threads to make the cloth itself. TiO2 Rutile grade for making décor paper (used at fibre/pulp stage). 6 Nano or ultrafine
Nano or ultrafine titanium dioxide having particle size below 100 nm used in textile/paint industry to offer characteristics such as dust free textile/paint.
