On behalf of the President of India, the Commissioner of Customs (G), JNCH, Nhava-Sheva invites E- Procurement tender under two bids system (Technical bid and Financial bid) for hiring of 03 buses along with drivers and helpers on monthly hire basis for period of one year from the commencement of contract. The details of same can be downloaded from the CPP portal (URL: http://eprocure.gov.in).

The Commissioner of Customs (G), Jawaharlal Nehru, Customs House, Nhava-Sheva, Maharashtra400707 for and on behalf of the President of India invites e-tender under two bid system for hiring three (03) buses along with drivers and helpers for transportation of staff to and fro between 03 destined points in Borivali,/Dadar/ Kalyan and JNCH.

Eligibility Criteria:-

1). The bus service provider should be adequate experience minimum of five (05) years in the field. He should also have a minimum turnover of Rs. 50 lakhs per annum in the past three years. 2). He should be registered service provider having a shop and Establishment license, service tax registration and PAN. 3). The quotation shall be accompanied by EMD of Rs. 35,000/- only in the form of Demand draft / Pay order (only of Nationalized Bank) drawn in favour of “ RBI A/c Commissioner of Customs (General) JNCH”. Quotation without EMD will not be considered. Co-operative bank’s cheque/Demand draft/Pay order will not be accepted. 4). The successful bidder shall have to keep performance security deposit of 5% of annual contract value in the form of DD/Bank guarantee of nationalized Bank, which should be valid for two years. The EMD submitted with the application shall become the part of security deposit. EMD of unsuccessful bidders shall be returned as early as possible.

Terms and Conditions

• a) The charges payable shall be all inclusive i.e. salary of drivers and helpers, fuc! maintenance, cleanliness, repairs, insurance etc and any other incidental expenses. GST at prevailing rates

• b) shall be payable extra. Tax as per the applicable rates shall also be deducted from the payment. On acceptance of quotation, the copy of the registration certificate of the vehicle and the

• c) particulars of drivers and helpers shall be submitted to the department. The contractor shall not employ any person who has not completed eighteen (18) years of age. The contractor shall comply with all the Laws/act/rules like Minimum wages, Provident fund, ESI, Bonus, Gratuity, Contract Labour act and other Labour laws/act/rules in force from time to time. In case of violation of any Statutory provisions under any stated law or any other law applicable to the contractor, there will not be any liability of the department.

• d) The driver should have valid driving license without any adverse records and with clear antecedents. Driver should be conversant with the routes in and around Mumbai as well as JNCH.

• e) Driver should be readily available during working hours and should be provided with cell phone. f) In case of break down, alternate arrangement has to be provided by the operator in imediately. g) After providing satisfactory service for complete month, the service provider shall submit the bill. The payment will be released within a period of 30-60 days from the date of submission of bill.

• h) Interested parties should submit details of Govt. Semi-govt and other organizations to which they have extended similar services in the recent past as well as present.

• i) The bidders should provide their service tax registration certificate number / receipts for payments of service tax for last two years; PAN card, and Shop and Establishment license. The prices quoted shall be valid for the contract period without escalation.

• j) The vehicles on offer should be new or in no case more than three years old, however condition of old vehicle should be good.

• k) The vehicles should be clean and tidy. The interior and exterior of the vehicle should be well maintained and should be cleaned properly and on daily basis. In case the condition of the bus is

• |) found unsatisfactory after deployment, they shall be replaced immediately. One month prior notice shall be given by the service provider for termination of contract. Discontinuation of service without notice by the service provider will result in forfeiture of security deposit and nonpayment of dues.

• m) The office reserves the right to terminate the contract as well as any particular route, if the necessity arises, without giving any notice/reasons.

• n) The department shall not be responsible for any challan, loss, damage due to any accident of the vehicle or to any other vehicle or for the injury to the driver, helper or to any third party. The loss or damage or legal expenses on this account. shall be borne by the service provider/contractor.

• ©) Work discipline should be maintained by staff of the service provider. Pp) Failure to provide buses under any circumstances shall result in penalty charge of Rs. 5000/- per q) day per bus in addition to nonpayment of that particular day’s charges. On receipt of complaint from any of the Passenger regarding misbehavior, discourtesy,

• unjustified wastage of time, unsatisfactory condition of the vehicle, and or repeated delay in reaching the reporting point, a penalty of Rs. 1000/- shall be levied on the service provider for each such violation. Repeated complaints about drivers will result in the termination of the

• r) contract along with the forfeiture of deposit. No garage facility will be provided by the department.

• S) The vehicles should confirm to the pollution norms prescribed, if any, by the transport department of Govt. of Maharashtra. Operation and functions of vehicles and drivers shall be governed by Motor vehicles Act/Motor vehicles Rules and these shall be the responsibility of the contractor. The department will be under no legal obligation to provide employment to any of the personnel of the contractor after expiry of agreement period and the department recognizes no employer-employee relationship between the department and the personnel deployed by the contractor/agency.

• t) The department will have the sole discretion to extent the period of contract beyond one year u) or terminate the contract prematurely in case of unsatisfactory services. The contract will be awarded to the lowest bidder subject to the fulfillment of all the terms and

• v) condition given in this notice and physical inspection of the vehicle intended to be deployed. The buses shall leave from starting point at 7:30AM and at 6:05PM from JNCH or as decided by the department. The said service is required for minimum 22 days in a month in addition to day(s) specified by the department. The E-tendering Process

• BOQ (xls) respectively, duly completed in all respect shall be submitted online on www.eprocure.gov.in on or before in two separate files addressed to the Assistant commissioner of Customs, Personnel and Establishment Section, JNCH, Nhava-Sheva, Tal-Uran, Dist-Raigad, Maharashtra-400707. The technical/qualifying bid shall be opened by the e-tender committed on schedule date.

Earnest Money Deposit:-

Earnest Money Deposit (EMD) in the form of Demand Draft/ Pay Order of requisite amount of a Nationalized Bank only in favour of “RBI A/C Commissioner of Customs (G), JNCH, Nhava-Sheva “ in original should reach this officer along with bid documents in sealed envelope prior to the end of the submission of the tender.
