The Commissioner of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs Zone-II, herein after referred to as ‘ The JNCH’, invites online e-tender from reputed agencies/ Suppliers for “Supplying of Twelve Lakh (12,00,000) Bottle Seals” in the office under jurisdiction of this office, Mumbai Zone-II, Jawaharlal Nehru Custom House, Nhava-Sheva Tal: Uran, Distt. Raigad, (Maharashtra) in two-bid system (Technical & Financial) from authorized and reputed Agencies/Suppliers.

SCOPE OF WORK :
The scope of work is to provide 12,00,000(Twelve Lakh) bottle seals, monthly requirement thirty-fifty thousand (30-50,000) bottle seals approx, in the office under jurisdiction of this office. The bidder will submit the bid in two parts i.e. technical bids and financial bids. Financial bids of the technically qualified bidders will be opened.
This will be considered as the Final Date ,Time and value of EMD for the
Tender Bids.

ANNEXURE – B
SCOPE OF THE WORK:
The scope of work is as under:
i.
Delivery of Twelve Lakhs, (12,00,000) Bottle-seals (BIS certified, tested
and found to be ok) to this Custom House at CWC CFS, D’NODE as per
requirement.
ii. The work also includes free delivery at CWC CFS, D’NODE within 15 days of receipt of the order. iii. Ensuring security and safety while carrying the seals to Custom House.
The bidder will submit the bid in two parts i.e. Technical bid and financial bid. The technical bid will be opened first and the financial bids of those bidders, whose technical bids will satisfy all the criteria, will be opened thereafter.
ANNEXURE-C PREQUALIFICATION CONDITION:
The Bidder should have minimum experience of 02 year of operation in
providing unskilled manpower services.

The Bidder should submit the attested copies of Income Tax Return (ITR) of
last 3 years i.e. 2015-16, 2016-17 & 2017-18. The bidder should submit CA
certificate for 03 years turnover i.e.2015-16, 2016-17 & 2017-18.

Attested copies of PAN&GST Registration shall be attached.
4.
The Bidder shall submit the self certified copies of EPF, ESI and registration
documents along with the certificate of performance from their past /
present serving clients.
5.
The Bidder shall submit the self certified copies of Profession Tax
Registration number.
6.
The Bidder shall submit the self certified copies of Labour Welfare Board
Registration.
7.
The Bidder shall submit the self certified copies of Shop & Establishment.
8.
The firm should have a registered / branch office within 50 km radius of this
Custom House.
9.
Earnest Money Deposit (EMD) of Rs. 5,00,000/- (Rupee Five Lakh Only), if
applicable, in way of Demand Draft, in favour of ‘The Commissioner of
Customs (General), JNCH’ should be sent by post/ by hand superscripting
the envelope with e-Tender id and due date on or before last date of bid
submission. Tenders received without requisite Earnest Money will be
rejected out rightly. EMD exemptions will be as per Central Govt. rulings.
10.
The bidder should not have been disqualified by any Govt. / Semi Govt.
organization for similar work in the past. Self declaration to this effect
must be submitted at the time of bid submission.
SUBMISSION OF BIDS: Bids have to be submitted through online mode only on www.eprocure.gov.in, the attested documents should be uploaded through the same online portal only. Hard copy of the bid documents (except EMD) will not be accepted in this e-Tender.
ANNEXURE –D TERMS AND CONDITIONS
-
The Customs Bottle seals should be of superior quality, tamper proof and in good condition. Defective seals should not be supplied. BIS Certificate should be produced before the supply of first batch of bottle seal.

In the event of supplier, supplying defective Customs Bottle- seals, he will have to supply double the number of Customs seals in lieu of defective customs seals. The order will be cancelled if defective seals are supplied more than once.

Ninety percent of the approved gross amount would be paid to the supplier on supply of Customs bottle-seals. The balance 10% of the approved gross value of the seals would be retained till the time the consignment is exhausted.

Delivery should be regular as per the requirement and to be made free of cost at “Export Department, CWC Dronagiri Node, JNCH” within 15 days of receipt of order. This office reserves the right to cancel the order if the bottle-seals are not delivered on time on regular basis. Average requirement would be approx thirty thousand (30-50,000) bottle-seals per month.

The seals must be made of high carbon steel and sheer of metal joints. The Customs bottle-seals must bear a logo “Indian Customs, Nhava-sheva” with Customs & Central Excise Ashoka Stambh and Government of India in Hindi and English “Desh sevarth karsanchay” in Hindi embossed on the bottom of main part of the seal and should be tamper proof to prevent theft and pilferage.

Bottle-seals having the features of numerically controlled lock, with long and short range alarm enabled with real locating or tracking capabilities and capable of preventing unauthorized entry through a sensor mechanism to ensure the product integrity will be preferred.

Two samples of Customs bottle-seals along with all technical specifications and details should be enclosed with the quotations.

This office reserves the right to reject the lowest bid and any/all tender on technical grounds or quality grounds at any time during tender period.

The prevalent taxes including Sales Tax or any other Tax applicable on finished work like Service Tax, Works Contract Tax etc in respect of the contract to be entered into shall be borne by the Service Provider.

The service provider shall indemnify and keep this Office indemnified against all acts of negligence, dishonesty or misconduct of the personnel engaged and this office shall not be liable for any damages or compensation to any personnel or third party.

No other person except Service provider’s authorized representative shall be allowed to enter the Office premises.

Payment to the Service Provider will be made by on presentation of the Bill with details and quantity of e-seals. Income Tax shall be deducted at source as per the rates notified by the Income Tax Department.

The contract will be till a maximum supply of twelve lakh bottle-seals. This Office reserves the right to extend the contract further, subject to satisfactory performance of the Service Provider.

This Office reserves the right to extend the date of bid submission/opening of bids or to cancel the tender at any stage, without assigning any reason thereof.

The service Providers are required to submit the complete rates/quotations only after satisfying each and every condition laid down in the terms and conditions.

Rates/Quotations should be submitted and signed by the firm with its current business address with phone no. of shop/manufacturing unit.

The service Provider shall sign and stamp each page of this Tender document and all other enclosures appended to it as a token of having read and understood the terms and conditions contained herein and submit the same along with the qualifying bid.

The Service providers must comply with the rates/quotations, specifications and all terms and conditions of contract.

The successful Bidder shall make an Agreement with the Customs as per the terms conditions along with an Indemnity Bond ensuring that any legal issues in respect of payments of employees arising out of this contract will be their responsibility and they will bear all expenses related to it.

The Successful Bidder is required to submit Performance Security equal to three months amount of the total bidding amount of the entire year, in the form of Bank Guarantee with Auto renewal clause from nationalized bank.

The Commissioner of Customs (General), JNCH reserves the right to accept/reject any or all tenders received without assigning any reasons thereof. Quotations received later than the stipulated date will not be entertained under any circumstances.

Tenders shall be valid for a period of ninety days from the date of opening of the tenders and the bidder shall not withdraw his tender prior to the expiry of the validity period.

Financial bids should be quoted in the format attached in pdf format, total amount for the contract will be considered final inclusive of all the taxes and will remain the same throughout the duration of the contract.
Last date and timing for accepting tender will be 25.10.2018, 3:00 PM
and the tenders will be opened in the presence of Tender Committee. While
opening of the Bids, the bidders may remain present (if they wish). The

GENERAL INSTRUCTIONS:-
• EMD (Earnest Money Deposit): –The tenders should be submitted with a
Demand Draft of Rs. 5,00,000/- (Rupees Five Lakh Only) in the name of
“ The Commissioner of Customs, JNCH”.
• PG (Performance Guarantee): – The successful bidder should submit 10%
amount of the total annual value of contract in the form of Bank Guarantee
valid till the contract period from any Scheduled/Nationalized Bank, in the
name of “The Commissioner of Customs (General), JNCH”, with auto
renewal Clause.
The supplier will submit bids in two separate sealed envelopes i.e. one
Technical Bid and second Financial Bid as per format of the tender. Each
envelope must be suitable marked to indicate the type of bid.
The service provider should fulfill prequalification of the tender.
The service provider should submit all the documents attested by authorized
person with the quotation.
The technical bid will be opened first in the presence of the tender Committee
Members and bidders. Financial bids of only technically qualified bidder shall
be opened in presence of the tender committee Members and bidders. The
bidders, if they wish, may remain present.
For any clarification/ inspection of the site, etc. the interested parties may
