Sir/Madam,
This is in reference to the directions conveyed by the Joint Secretary, Ministry of Health & Family Welfare (MoHFW) during the meeting held on 11.03.2026 regarding strengthening regulatory oversight of Blood Centres through mandatory registration on the e-RaktKosh Portal to facilitate transparency, traceability, and national level monitoring of blood and blood components.
Attention is also invited to the CDSCO advisory dated 03.06.2022 (Copy enclosed), wherein advised for registration of all licensed Blood Centres on the e-RaktKosh platform to enter the data regarding blood stock availability and update on daily basis along with the data related to Blood Donors, Monthly reports etc. and it will benefit existing Blood Centres in long run by increasing the number of available voluntary Blood Donors.
The matter has been reviewed in light of the above directions of MoHFW and it has been decided that registration and active utilization of the e-RaktKosh Portal by all licensed Blood Centres shall be ensured through regulatory oversight by CDSCO Zonal/Sub-Zonal Offices and State Licensing Authorities.
Accordingly, the following actions shall be ensured:

All CDSCO Zonal/Sub-Zonal Offices shall coordinate with the respective State Licensing Authorities to ensure that all licensed Blood Centres under their jurisdiction are registered on the e-RaktKosh Portal.

State Licensing Authorities (SLAs) shall direct all licensed Blood Centres to:

Complete registration on the e-RaktKosh Portal, wherever not done.

Ensure regular updating of blood stock and component availability on the portal.

It has further been decided that verification of e-RaktKosh registration and its active usage shall be included as part of the regulatory inspection process of Blood Centres.

Accordingly, Annexure-O (Inspection Checklist for Blood Centres) of the “Guidance Document for CDSCO Zonal and Sub-Zonal Offices” shall also be updated to include verification of e- RaktKosh registration and compliance during inspections.

All SLAs are requested to furnish a status report within 30 days indicating:

eo Total number of licensed Blood Centres in the State/UT
-
eo Number of Blood Centres registered on e-RaktKosh
-
Number of Blood Centres yet to be registered
-
For uniform implementation, the following points may be verified during inspection of Blood Centres and it shall be incorporated in Annexure-O(inspection Checklist for Blood Centres):
- | Whether the Blood Centre is registered on the e-RaktKosh portal.
ll. | Whether the unique e-RaktKosh ID has been generated for the Blood Centre.
ill. | Whether the license details (Form 28C / applicable license details) are correctly updated on the portal.

IV. Whether details of Blood Centre infrastructure, component facilities, and services are updated on e-RaktKosh.

V. Whether blood stock and component availability are being regularly updated on the portal.

VI. Whether the Blood Centre has designated staff responsible for data entry and portal management.

Vil. |Whether the contact details of the Blood Centre and nodal officer are updated on the portal.

Vill. | Whether consistency exists between physical blood stock and stock reflected on the portal. IX. | Whether login credentials are functional and the portal is being regularly used. X. Whether donor details are captured in the system for traceability purposes.

Xl. Whether donor traceability is maintained through linkage with ABHA ID / Aadhaar or other approved unique identifiers, wherever applicable, in accordance with applicable Government guidelines.
All concerned are requested to ensure strict compliance with the above directions in order to strengthen the national blood transfusion system and improve transparency and accessibility of blood availability across the country.
This may be treated as priority.

Notice of Advisory for registration of blood centres on e-RaktKosh
As decided by the competent authority of Ministry of Health and Family Welfare, Government of India, all licensed blood centres are required to register on e-Raktkosh web portal (https:/Awww.eraktkosh.in/BLDAHIMS/bloodbank/transactions/bbpublicindex.htm!) to enter their data regarding blood stock availability and update the same on a daily basis, in addition to data related to blood donors, monthly reports etc. This will benefit existing blood centres in the long run by increasing the numbers of available voluntary blood donors.
The steps for registration of blood centres on e-Raktkosh portal is annexed. Accordingly, all iicensed blood centres are requested to register themselves on the above platform within next one week from the date of issue of this notice of advisory. For any query regarding registration, the blood centres may call on 9650816031 or write to eraktkosh@cdac.in.
User ID and password after registration would be issued by e-Raktkosh.
