Contract for construction and maintenance of Water Fountain at JNCH.

The Commissioner of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs Zone-II, herein after referred to as ‘JNCH’, invites online e-tender in two-bid covers (Technical & Financial) for construction of water fountain (1200 Sq. Ft) at JNCH. The scope of the work includes construction and maintenance of water fountain for one year at JNCH building. Tenders are invited from authorized and reputed contractors/firms engaged in Gardening services, herein after referred to as ‘The Service Provider‘ and having a minimum of two year experience in this field.
All prospective bidders are invited to submit their bids under Two Bid Systems for the subject work as detailed below in accordance with the tender documents enclosed.

ANNEXURE-C

PREQUALIFICATION CONDITION:

1. The Service Provider should have 1 work completion certificate.
2. The Service Provider also must have an established service base in Maharashtra. Shop & Establishment Certificate should be submitted.
3. The firm should have a registered / branch office within 50 km radius of this Custom House.
4. Proof of registration with GST & PAN is essential and self attested copies of the proof should be submitted.
5. The Bidder should submit the attested copies of Income Tax Return (ITR) of last 3 years i.e. 2015-16, 2016-17 & 2017-18..
6. The bidder should submit CA certificate for atleast 01 years turnover.
7. The Bidder shall submit the self-certified copies of EPF registration documents.
8. The Service Provider should not be black listed by any PSU/banks/Govt. organizations. Self declaration should be submitted by the authorized official of the company.
9. Every tender should be accompanied with an Earnest Money Deposit (EMD) of Rs. 15,000/- (Rupees Fifteen Thousand Only) in form of DD in the name of the ‘Commissioner of Customs (General), JNCH’. A hard copy of the DD should be submitted to CHS Section, 1st Floor, Jawaharlal Nehru Custom House, Sheva, Uran, Maharashtra – 400707 between 11.00 am to 05.00 pm on any working day on or before
   .10.2018 upto 15:00Hrs. Tenders received without EMD will be rejected outright. EMD exemptions will be as per Central Government rulings.

ANNEXURE-D TERMS AND CONDITIONS

1.   The Work consist of construction and maintenance of water fountain (1200 Sq. Ft) at 
   

JNCH accordance with terms and conditions mentioned in tender documents. 2. Conditional / Unsolicited tender and tender documents submitted physically and not uploaded on CPP Portal i.e. www.eprocure.gov.in shall not be considered. 3. It shall be ensured that the parts / items used for maintenance are fault free i.e. free from material, workmanship and manufacturing defects.
4. Interested Bidders / Parties / Firms should visit JNCH and inspect the premises before submitting the quotations and if any query or clarification sought for; they may approach the Superintendent of Customs (Prev.), CHS Section, JNCH. 5. The JNCH administration will not be held responsible for any injury to Service Provider’s staffs and loss or damage to Service Provider’s materials, equipments, tools, etc during the contract period.
6. The goods supplied shall be of the highest quality.

No other person except Contractor’s/Service Provider’s authorized representatives shall be allowed to enter the office premises.

8. Every tender should be accompanied with an Earnest Money Deposit (EMD) of Rs. 
   

15,000/- (Rupees Fifteen Thousand Only) in form of DD in the name of the ‘Commissioner of Customs (General), JNCH’. Scan copy of DD should be uploaded with the bid. A hard copy of the DD should be submitted to CHS Section, 1st Floor, Jawaharlal Nehru Custom House, Sheva, Uran, Maharashtra – 400707 between 11.00 am to 05.00 pm on any working day on or before .10.2018 up to15:00 Hrs. Tenders received without EMD will be rejected outrightly. EMD exemptions will be as per Central Government rulings. 9. The prices quoted in the financial Bid should be inclusive of all taxes and cost of maintenance, service, procurement of goods and any other charges etc. The Service Provider should quote the prices for complete maintenance at JNCH and the office will not pay any extra amount other than the amount mentioned in the financial Bid. 10. The TDS will be deducted as per provision of the Income Tax law.

Quotation received after stipulated time will not be entertained. 12. Offers vaguely described or incomplete offers are liable to rejection. 13. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee with an auto renewal clause from any Nationalized / Scheduled Bank valid for one year or till the expiry of annual contract. 14. The JNCH will apply penalty as below in case of discrepancy in service during contract period:

a) On receiving complaint about any fault, the Service Provider will promptly respond and repair/replace any part or provide required services within 24 hours; failing which penalty shall be levied @ Rs. 500 per day. 15. The Service Provider is responsible for payment of monthly salary including leave salary, bonus, gratuity etc to the personnel as applicable to them under Law. The Service Provider should ensure that wages are paid on time every month i:e within 1st week of the following month. 16. The payment against maintenance contract shall be made quarterly after the submission of bills in triplicate and work having been found satisfactory. No advance payment shall be made. 17. The Bidder should strictly follow Minimum Wages Act and other Allied Labour Laws and it is also the responsibility of the Bidder to subscribe to Employees Provident Fund, Insurance Scheme etc. The deduction towards EPF and ESI etc be incorporated in rates being quoted per month basis and the same would not be payable over and above rates thus quoted. This office will not be responsible for making any payment to the labourer. 18. The undersigned reserves the right to cancel any or all tender without assigning any reason whatsoever. ANNEXURE-F -:GENERAL INSTRUCTIONS:-  The Service Provider will submit bids online only through www.eprocure.gov.in under department name “Revenue Department”. All relevant documents should be attached with bid.  EMD (Earnest Money Deposit): The tender should be submitted with a Demand Draft of Rs. 15,000/- (Rupees Fifteen Thousand Only) in the name of “The Commissioner of Customs (General), JNCH”.  PG (Performance Guarantee): The successful bidder should submit 10% amount of the total value of contract in form of Bank Guarantee with auto renewal clause valid till the contract expiry period from any Nationalized/Scheduled Bank, in the name of “The Commissioner of Customs (General), JNCH”.  The Service Provider should fulfill prequalification condition of the tender.  The technical bid will be opened in the presence of the Tender Committee Members. Financial bids of only the technically qualified bidders shall be opened in the presence of the Tender Committee Members.
