The Commissioner of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs Zone-II, herein after referred to as ‘JNCH’, invites online e- tender in two-bid covers (Technical & Financial) for Supply, Installation, Testing, Commissioning & 12 months Operation & Maintenance of approximately 200 Kg/day quantity of Total Waste (DRY & WET) Management Plant at JNCH to convert the wet-biodegradable waste into manure using BARC’s fast composting bacteria. . The scope of the work includes collection, sorting and segregation of Bio-degradable waste from non –biodegradable waste such as plastic bottles etc. The solid bio-degradable waste such as paper, tissue paper etc will be sorted and stored separately and will be disposed off to recycling plant. The Wet bio-degradable waste including food waste, dry leaves fallen from tress, grass, weeds etc will be treated in the wet waste management plant after installing the same by the service provider at JNCH . Tenders are invited from authorized and reputed contractors/firms engaged in installation & maintenance of Waste Management Plant of, herein after referred to as ‘The Service Provider‘ and having a minimum of two year experience in this field.

ANNEXURE – B SCOPE OF WORK

1. The Tenderers are required to Supply, Installation, Testing,
   Commissioning & 12 months Operation & Maintenance of approximately 200 Kg/day quantity of Total Waste (DRY & WET) Management Plant at JNCH to convert the wet-biodegradable waste into manure using BARC’s fast composting bacteria.

Collection, sorting and segregation of Bio-degradable waste from non –biodegradable waste such as plastic bottles etc. 3.
The solid bio-degradable waste such as paper, tissue paper etc will be sorted and stored separately and will be disposed off
to the recycling plant.
4.
The Wet bio-degradable waste including food waste , dry leaves fallen from tress, cut grass & weeds etc will be converted into compost in the wet waste management plant to be installed at JNCH. 5. The service provider shall install the wet waste management plant and have to provide all services, maintenance and repairs of all parts of the wet waste management plant. The contract is comprehensive including supply, installation, Testing, Commissioning & 12 months Operation & Maintenance of waste management plant including repairs and replacement of any defective parts. No separate bills will be submitted by the service provider for any repairing or replacement of any part of the said plant.

ANNEXURE-D PREQUALIFICATION CONDITION:

1. The Service Provider should have minimum two year experience in Installation, Testing, Commissioning, Operation, Repairs & Maintenance of Waste Management Plant and should submit atleast 02 work experience certificate of either govt./semi govt./PSU.
2. The Service Provider also must have an established service base in Maharashtra. Shop & Establishment Certificate should be submitted.
3. Proof of registration with GST & PAN is essential and copies of the proof should be submitted.
4. Copies of Income Tax Returns for the latest Assessment Year should be submitted.
5. The Service Provider should have sound technical support staff for attending to the complaints within 24 hours.
6. The service provider should have manufacturing facility of Waste Management Plant in Mumbai and experience of such works in the past.
7. The Service Provider should not be black listed by any PSU/banks/Govt. organizations. Self declaration should be submitted by the authorized official of the company.
8. Every tender should be accompanied with an Earnest Money Deposit (EMD) of Rs. 35,000/- (Rupees Thirty Five Thousand Only) in form of DD in the name of the ‘Commissioner of Customs (General), JNCH’. Scan copy of DD should be uploaded with the bid. A hard copy of the DD should be submitted to CHS Section, 1st Floor, Jawaharlal Nehru Custom House, Sheva, Uran, Maharashtra – 400707 between 11.00 am to 05.00 pm on any working day on or before 06.12.2018 up to 15:00Hrs. Tenders received without EMD will be rejected outright. EMD exemptions will be as per Central Government rulings.

ANNEXURE-E TERMS AND CONDITIONS

1. The Work consist of complete waste management of garbage generated at 
   

JNCH including Procurement, Installation, Testing, Commissioning & 12 months Operation & Maintenance of Wet Waste Management Plant at JNCH in accordance with technical specifications, terms and conditions mentioned in tender documents . 2. Conditional / Unsolicited tender and tender documents submitted physically and not uploaded on CPP Portal i.e. www.eprocure.gov.in shall not be considered. 3. It shall be ensured that the spare parts / items used for repair and maintenance are fault free i.e. free from material, workmanship and manufacturing defects. The goods supplied shall be of the highest quality, consistent with the established and generally accepted standard. 4. Interested Bidders / Parties / Firms should visit JNCH and inspect the premises before submitting the quotations and if any query or clarification sought for; they may approach the Superintendent of Customs (Prev.), CHS Section, JNCH. 5. The JNCH administration will not be held responsible for any injury to Service Provider’s staffs and loss or damage to Service Provider’s materials, equipments, tools, etc during the contract period.
6. Deployment of trained staffs during office hours. The onus of verifying the antecedents of the persons deputed rests with the Contractor/Service Provider and the Contractor/Service Provider will be held responsible for any act of omission or mishap on the part of the persons deputed.

No other person except Contractor’s/Service Provider’s authorized representatives shall be allowed to enter the office premises.

The prices quoted in the financial Bid should be inclusive of all taxes and cost of maintenance, service, repairs & replacement of defective parts,

other charges etc. The Service Provider should quote the prices for complete installation & maintenance; JNCH will not pay any extra amount other than the amount mentioned in the financial Bid. 10. The service provider is responsible for payment of monthly salary including leave salary, bonus, gratuity etc to the personnel as applicable to them under law. 11. The TDS will be deducted as per provision of the Income Tax law. 12. Quotation received after stipulated time will not be entertained. 13. Offers vaguely described or incomplete offers are liable to rejection. 14. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee with an auto renewal clause from any Nationalized / Scheduled Bank valid for one year or till the expiry of annual contract. 15. The JNCH will apply penalty as below in case of discrepancy in service during contract period: a) On receiving complaint about any fault, the Service Provider will promptly respond and repair/replace any part or provide required services within 24 hours; failing which penalty shall be levied @ Rs. 500 per day till the fault to the waste management plant is set right.
b) If the operation of the waste management plant is down for more than three working days, then JNCH will forfeit the Bank Guarantee without any notice and the service provider would be black listed. c) if the non-biodegradable waste is not disposed off as per the prevalent rules and regulations, the contract will be cancelled after giving a notice. 16. The payment against maintenance contract shall be made quarterly after the submission of bills in triplicate and work having been found satisfactory. No advance payment shall be made. 17. The undersigned reserves the right to cancel any or all tender without assigning any reason whatsoever. 18. The compost/manure thus generated shall be used for the plants at JNCH. All relevant documents should be attached with bid.  EMD (Earnest Money Deposit): The tender should be submitted with a Demand Draft of Rs. 35,000/- (Rupees Thirty Five Thousand Only) in the name of “The Commissioner of Customs (General), JNCH”.  PG (Performance Guarantee): The successful bidder should submit 10% amount of the total value of contract in form of Bank Guarantee with auto renewal clause valid till the contract expiry period from any Nationalized/Scheduled Bank, in the name of “The Commissioner of Customs (General), JNCH”.  The Service Provider should fulfill prequalification condition of the tender.  The technical bid will be opened first in the presence of the Tender Committee Members and bidders.
