The Commissioner Of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs, Zone II, inviters online E Tenders in two bid system (Technical and Financial) for Procurement, Installation, testing and Commissioning and O&M of sewage treatment plant (STP) from authorised and reputed dealers/contractors//firms engaged in installation of sewage treatment plant (STP) with a minimum of three years experience in this field. The system has to be installed at Jawaharlal Nehru Custom House, Uran, Raigad, Maharashra.

All Prospective bidders are invited to submit their bids under two Bid Systems for the subject work as detailed below in accordance with the tender document enclosed.

ANNEXURE – B

TECHNICAL SPECIFICATIONS & SCOPE OF WORK: (A) The work put for bidding is “Design, detailing of all mechanical, Electrical,
Piping & Valving including the engineering, supply of equipment at site basis, unloading, handling & storage at site including necessary insurance, erection of all equipment, testing and commissioning as per the specifications in this Bid document for a new sewage treatment plant (STP) as elaborated in the subsequent sections and specifications”. The scope of work will commence from the Bar screen leading to equilisation tank from where the raw sewage water is to be extracted and end with the treated water delivery tank from the treatment plant pipeline. The JNCH will receive the treated effluent water from the STP into treated water tank. (B) The treated effluent water requirement is 70,000 ltr. / Day. It is expected that this can be recovered from the STP.

I The STP should treat the effluent generated from the toilets, pantry etc, and re- use the treated water for gardening. The treated sewage water should be designed to meet the discharge limits as per the rules stipulated by the Maharashtra State Pollution Control Board, in order to conserve water.

(D) The STP should be designed to ensure that treated effluent characteristics are well below / within the permissible limits, even under varying flow conditions, which are typical for such systems. The selected process should be able to withstand the shock load situation.

I The scope of work should include the installation of bar screen which should be fitted before collection tank and the purpose of which is to filter out

coarse trashy matter from introducing into succeeding units of the treatment plant. Screens should be made of M.S. construction epoxy painted.

(F) The scope of work should include the raw sewage water lifting pumps from the equilisation sump. The pump should be of the wet submersible type with impeller of SS, casing of SS and shafting of SS with cutter arrangement.

(G) All interconnecting piping should be of UPVC material of appropriate IS specs. The term piping shall include associated valves, fittings and specials. Wherever pipes are laid above ground, they shall be suitably secured to a pipe rack made of MS epoxy coated.

(H) Vendor to provide layout drawing of STP along with their quotation to justify their design. Quotation submitted by vendor without this enclosure/information is liable for rejection.

(I) All the vendors are requested to visit the site of JNCH complex where the plant is to be installed. (Prior to giving bid)

PREQUALIFICATION CONDITION:

  1. The Service Provider should have minimum three years of experience in Installation, Testing, Commissioning, operation, repairs & Maintenance of Sewage Treatment Plant.
  2. Proof of registration with GST is essential and copies of the proof should be submitted.
  3. The service provider should give Bank Guarantee for a value of 10% on contract value.
  4. The Service Provider also must have an established service base in Maharashtra.
  5. The Service Provider should have sound technical support staff and latest equipments for attending to the complaints within 24 hours.
  6. The Service Provider having contract of Sewage Treatment Plant currently running successfully with any Govt. Organization may be given preference. Proof of such Annual Maintenance Contract should be produced.
  7. The Service Provider should not be black listed by any PSU banks/Govt. organizations. Self-declaration should be submitted by the authorized official of the company.

ANNEXURE-E TERMS AND CONDITIONS: 1. The work consists of Installation, Testing, Commissioning & 12 month operation & Maintenance of Sewage Treatment Plant installed at JNCH in accordance with the technical specifications, terms and conditions mentioned in tender documents.
2. The tender(s) received after the due date shall be summarily rejected, and not taken into consideration.
3. Conditional/Unsolicited tenders shall not be considered.
4. Offers’ vaguely described or incomplete offers are liable to be ignored.
5. The Service Provider will have to submit their GST registration certificate from the authority concerned. 6. Every tender should be accompanied with an earnest money of Rs. 20,000/- (Rupees Twenty thousand only) in form of DD in the name of the “The Commissioner of Customs (G), JNCH”. Scan copy of DD should be uploaded with the bid. Tenders received without requisite Earnest Money will be rejected outright.
7. The prices quoted in the Financial Bid should be inclusive of all taxes and includes serviceman/ mechanic wages, installation charges, parts, spare parts, labour charges, tools, transportation charges, etc. The Service Provider should quote the prices for providing complete service. After placing the order, the JNCH will not pay any extra amount which is not mentioned in the financial bid. 8. The TDS will be deducted as per provisions of the Income Tax Law. 9. The JNCH Administration will not be responsible for any loss or damage to Service Provider’s materials, equipments, tools, etc. 10. The Service Provider will replace the defective parts and spare parts with genuine branded parts and spare parts only. All the parts/ spare parts

supplied by the Service Provider shall be accepted after due inspection and approval by the JNCH Administration. 11. The successful bidder should commence the work within 14 days from the receipt of the order and failure to which the JNCH will forfeit the EMD and terminate the contract without giving any notice. 12. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as Performance Security in the form of Bank Guarantee with an auto renewel clause from any Bank valid for one year or till the expiry of annual contract. 13. Please note that the JNCH will apply penalty/ cancel the contract as below in case of discrepancy in services under contract period: a) On receiving complaint about equipment/ services, the Service Provider will promptly respond and repair/ replace or provide required services within 24 hours, if failed, penalty shall be levied Rs. 500/- per day; b) If the Sewage Treatment Plant is not working more than three working days, then JNCH will forfeit the bank guarantee; c) If the JNCH observe any unsatisfactory services, discipline/ conduct, delay in repair / maintenance, then JNCH will terminate the contract after giving due notice to the Service Provider and will forfeit the bank guarantee and black list the company / firm. 14. The Service Provider should submit the bills on quarterly basis and after satisfactory completion work report from the JNCH Administration. Advance payment is not permissible. 15. Electrical & instrumentation of complete plant and layout of the equipments, piping, cabling and erection should be done by service provider. 16. Erection, commissioning and handing over of the plant shall be considered to have been completed as described below :

(I) The plant shall be considered erected once the equipments, media, interconnecting piping, instruments and accessories essential to the plant operation are in place.
(II) The plant shall be considered as commissioned on attaining the required water output and quality for maximum 3 runs or cycles have been jointly witnessed / demonstrated. Minor corrections, modifications like leakages, component rectification, etc not affecting commissioning shall be completed later without any extra claim. (III) The plant shall be considered as handed over to client once the commissioning runs / cycles have been completed as referred above.

  1. Design codes standards, features, specifications and supply of all item, quantity, make etc., shall be as per the standard or as per the scope of specifications finalized at the time of order.
  2. The successful Service Provider shall sign an agreement within seven days of the receipt of order as prescribed by the JNCH in accordance with Terms & Conditions of the tender on a judicial stamp paper. All legal expenses, incidental thereto shall be borne by the Service Provider.
  3. The Commissioner of Customs (General), JNCH is not bound to accept the lowest tender and also reserves the right to reject any or all tenders at any time without assigning any reason.
  4. The Commissioner of Customs (General), JNCH taking note of overall facts and circumstances can change, add and relax any of the terms and conditions of this tender notice.

ANNEXURE-F GENERAL INSTRUCTIONS:

• The Service Provider will submit bids online only through www.eprocure.gov.in under department name “Revenue Department”. All relevant documents should be attached with bid. • EMD (Earnest Money Deposit): –The tenders should be submitted with a Demand Draft of Rs. 20,000/- (Rupees Twenty Thousand only) in the name of “The Commissioner of Customs (G), JNCH”.
• PG (Performance Guarantee): – The successful bidder should submit 10% amount of the total value of order in form of Bank Guarantee valid till the warranty period from Nationalized Bank, in the name of “The Commissioner of Customs (General), JNCH”. • The Service Provider should fulfil prequalification conditions of the tender. • The Service Provider should submit all the documents attested by authorized person with the quotation. • The technical bid will be opened first in the presence of the Tender Committee Members and bidders. Financial bids of only technically qualified bidder shall be opened in the presence of the Tender Committee Members and bidders. The bidders, if they wish, may remain present. • For any clarification/ inspection of the site, etc. the interested parties may contact the Superintendent of Customs, CHS Office, 1st Floor, ‘C’ Wing of this Custom House on any working day between 11:00 AM to 5:00 PM, either personally or on Tel- 02227244903/901. • Last date and time for accepting tender: 18.12.2017 upto 17.00 hrs.
