The Commissioner of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs Zone-II, herein after referred to as ‘The JNCH’, invites online e- tender from reputed Agencies/Suppliers for “Supplying of Twelve lakh (12,00,000) Electronic Seals” in the office under the jurisdiction of this office, Mumbai Zone-II, Jawaharlal Nehru Custom House, Nhava-Sheva Tal: Uran, Distt. Raigad, (Maharashtra) in two-bid system (Technical & Financial) from authorized and reputed Agencies/Suppliers.

The scope of work is to provide twelve Lakh (12,00,000) e-seals, monthly requirement thirty thousand (30,000) approx, in the office under jurisdiction of this office The bidder will submit the bid in two parts i. e. technical bids and financial bids. Financial bids of the only technically qualified bidders will be opened.

ANNEXURE – B

SCOPE OF THE WORK:

The scope of work is as under:
i. Delivery of twelve lakhs, (12,00,000) e-seals (BIS certified, tested and found to be ok) to this Custom House at CWC CFS, D’NODE as per requirement.

ii. The work also includes free delivery at CWC CFS, D’NODE within 15 days of receipt of the order.

iii. Ensuring security and safety while carrying the seals to Custom House.

The bidder will submit the bid in two parts i.e. technical bid and financial bid. The technical bid will be opened first and the financial bids of those bidders, whose technical bids will satisfy all the criteria, will be opened there after.

ANNEXURE-C

PREQUALIFICATION CONDITION:

The Bidder should have filed IT returns for the last 2 years. Copies of the same shall be submitted along with the bid. 2.
PAN/ Service Tax Registration No. should be indicated. 3.
The Bidder should submit the certified copies of necessary licenses and registration documents along with the certificate of performance from their past / present serving clients.

ANNEXURE-D TERMS AND CONDITIONS:

  1. The Customs Electronic seals should be of superior quality, tamper proof and in good condition. Defective seals should not be supplied. BIS Certificate should be produced before the supply of first batch of e-bottle seal.

  2. In the event of Supplier, supplying defective Customs e-seals, he will have to supply double the number of Customs seals in lieu of defective customs seals. The order will be cancelled if defective seals are supplied more than once.

  3. Ninety percent of the approved gross amount would be paid to the supplier on supply of Customs e-seals. The balance 10% of the approved gross value of the seals would be retained till the time the consignment is exhausted.

  4. Delivery should be regular as per the requirement and to be made free of cost at “Export Department, CWC Dronagiri Node, JNCH” within 15 days of receipt of order. This office reserves the right to cancel the order if the e- seals are not delivered on time on regular basis. Average requirement would be approx thirty thousand (30,000) e-seals per month.

  5. The seals must be made of high carbon steel and sheer of metal joints. The Customs e-seals must bear a logo “Indian Customs, Nhava-sheva” with Customs & Central Excise Ashok Stambh and Government of India in Hindi and English “ desh sevarth karsanchay” in Hindi embossed on the bottom of main part of the seal and should be tamper proof to prevent theft and pilferage.

  6. E-seals having the features of numerically controlled lock, with long and short range alarm enabled with real locating or tracking capabilities and capable of preventing unauthorized entry through a sensor mechanism to ensure the product integrity will be preferred.

  7. Two samples of Customs e-seals along with all technical specifications and details should be enclosed with the quotations.

  8. This office reserves the right to reject the lowest bid and any/all tender on technical grounds or quality grounds at any time during tender period.

  9. The prevalent taxes including Sales Tax or any other Tax applicable on finished work like Service Tax, Works Contract Tax etc in respect of the contract to be entered into shall be borne by the Service Provider.

  10. The Service provider shall indemnify and keep this Office indemnified against all acts of negligence, dishonesty or misconduct of the personnel engaged and this office shall not be liable for any damages or compensation to any personnel or third party.

  11. No other person except Service provider’s authorized representative shall be allowed to enter the Office premises.

  12. Payment to the Service Provider will be made by on presentation of the Bill with details and quantity of e-seals. Income Tax shall be deducted at source as per the rates notified by the Income Tax Department.

  13. The contract will be till a maximum supply of twelve lakh e-seals. This Office reserves the right to extend the contract further, subject to satisfactory performance of the Service Provider.

  14. This Office reserves the right to extend the date of bid submission / opening of bids or to cancel the tender at any stage, without assigning any reason thereof.

  15. The Service Providers are required to submit the complete rates /quotations only after satisfying each and every condition laid down in the terms and conditions.

  16. Rates /Quotations should be submitted and signed by the firm with its current business address with phone no. of shop/manufacturing unit.

  17. The Service Provider shall sign and stamp each page of this Tender document and all other enclosures appended to it as a token of having read and
    understood the terms and conditions contained herein and submit the same along with the qualifying bid.

  18. The Service providers must comply with the rates /quotations, specifications and all terms and conditions of contract

  19. The Successful Bidder shall make an Agreement with the Customs as per the terms conditions along with an Indemnity Bond ensuring that any legal issues in respect of payments of employees arising out of this contract will be their responsibility and they will bear all expenses related to it.

  20. The Successful Bidder is required to submit Performance Security equal to three months amount of the total bidding amount of the entire year, in the form of Bank Guarantee with Auto renewal clause from nationalized bank.

  21. The Commissioner of Customs (General), JNCH reserves the right to accept/reject any or all tenders received without assigning any reasons thereof. Quotations received later than the stipulated date will not be entertained under any circumstances.

  22. Tenders shall be valid for a period of ninety days from the date of opening of the tenders and the bidder shall not withdraw his tender prior to the expiry of the validity period.

  23. For any clarification, site inspection etc, bidders may contact the Assistant Commissioner of Customs, Record Section, 2nd floor of this Custom House on any working day between 10.00 am to 5.00 pm or the Tender can contact through phone no. 022-2724 49857.

  24. Financial bids should be quoted in the format attached in pdf format, total amount for the contract will be considered final inclusive of all the taxes and will remain the same throughout the duration of the contract.

Last date and time for accepting tender will be 21.07.2017 and the tenders will be opened in the presence of Tender Committee. While opening of the Bids, the bidders may remain present (if they wish). The important dates for bid opening are:

ANNEXURE-F GENERAL INSTRUCTIONS:

• The Supplier will submit bids in two separate sealed envelopes i.e. one Technical Bid and second Financial Bid as per format of the Tender. Each envelope must be suitable marked to indicate the type of bid.
• The Service Provider should fulfill prequalification conditions of the tender. • The Service Provider should submit all the documents attested by authorized person with the quotation. • The technical bid will be opened first in the presence of the Tender Committee Members and bidders. Financial bids of only technically qualified bidder shall be opened in the presence of the Tender Committee Members and bidders.
