और, उC राजप4 क- अिधसूचना जनता को 25 फरवरी, 2019 को उपलEध करा दी गई थी ; और, केMNीय सरकार 0ारा उC &ा'प िनयमI पर कोई आ3ेप या सुझाव नहO &ा Kए हH ; अतः, अब, केMNीय सरकार उ ोग (िवकास और िविनयमन) अिधिनयम, 1951 (1951 का 65) क- धारा 10 और धारा 11, धारा 12 क- उपधारा (2), धारा 13 और धारा 14 के साथ प;ठत धारा 30 0ारा &दR शिCयI का &योग करते Kए, औ ोिगक उपम का रिजीकरण और अनुि िनयम, 1952 का और संशोधन करने के िलए िनSिलिखत िनयम बनाती है अथा9त् :- 1. (1) (1) (1) (1) संि नाम और ा संि नाम और ा संि नाम और ा संि नाम और ारंभ रंभ रंभ रंभ - इन िनयमI का संि3 नाम औ ोिगक उपम का रिजीकरण और अनुि (संशोधन) िनयम, 2019 है ।

(2) ये राजप4 म5 उनके अंितम &काशन क- तारीख को &वृR हIगे ।

THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. औ ोिगक उपम का रिजीकरण और अनुि िनयम, 1952 (िजसे इसम5 इसके पXात् मूल िनयम कहा गया है) “उ ोग मं4ालय (औ ोिगक िवकास िवभाग)” अथवा “औ ोिगक िवकास मं4ालय” जहां-जहां वे आते हH, शEदI और कोYकI के थान पर मशः “वािण7य और उ ोग मं4ालय (उ ोग संवध9न और आंत;रक <ापार िवभाग)” शEद रखे जाएंगे ।
3. मूल िनयम के िनयम 10 म5 उपिनयम (2) के थान पर, िनSिलिखत उपिनयम रखा जाएगा, अथा9त् :- “(2) केMNीय सरकार राजप4 म5 अिधसूचना 0ारा ऐसे सदयI से िमलकर बनने वाली एक या अिधक सिमितयां िनयुC कर सकेगी जैसे
क वह िनSिलिखत से बरतने वाले केMNीय सरकार के मं4ालयI या िवभागI का &ितिनिध\व करने के िलए उिचत समझे,-
(क) उ ोग संवध9न और आंत;रक <ापार िवभाग ; (ख) अिधिनयम क- पहली अनुसूची म5 िविन]द^ उ ोग ; (ग) गृह ; (घ) वािण7य ; (ड) कारपोरेट काय9 :

¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 4th September, 2019 G.S.R. 637(E).—Whereas draft of certain rules further to amend the Registration and Licensing of Industrial Undertakings Rules, 1952, were published, as required by sub-section (1) of section 30 of the Industries (Development and Regulation) Act, 1951 (65 of 1951), vide notification of the Government of India in the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) number G.S.R. 145(E), dated the 20th February, 2019, in the Gazette of India Extraordinary, Part II, Sub-section (i) inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Official Gazette in which the said notification is published, are made available to the public; And whereas, the said Gazette notification was made available to the public on 25th February, 2019; And whereas, no objections or suggestions have been received by the Central Government on the said draft rules;

sub-section (2) section 12 and sections 13 and 14 of the Industries (Development and Regulation) Act, 1951 (65 of 1951), the Central Government hereby makes the following rules further to amend the Registration and Licensing of Industrial Undertakings Rules, 1952, namely:-

1. (1) Short title and commencement.- These rules may be called the Registration and Licensing of Industrial Undertaking (Amendment) Rules, 2019. (2) They shall come into force on the date of their publication in the Official Gazette.

In the Registration and Licensing of Industrial Undertakings Rules, 1952 (hereinafter referred to as the principal rules) for the words and brackets “Ministry of Industry (Department of Industrial Development)” or “Ministry of Industrial Development” wherever they occur, the words “Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade” shall respectively be substituted. 3.

In the principal rules, in rule 10, for sub-rule (2), the following sub-rule shall be substituted, namely:— "(2) The Central Government may, by notification in the Official Gazette, appoint one or more committees, consisting of such number of members as it may think fit, to represent the Ministries or Departments of the Central Government dealing with,— (a) Department for Promotion of Industry and Internal Trade; (b) Industries specified in the First Schedule to the Act; (c) Home Affairs; (d) Commerce; (e) Corporate Affairs: Provided that the Central Government may, if it deems fit, include in such committee any other member to represent any other Ministry or Department.”. 4. In the principal rules, in rule 15,— (i) in sub-rule (1) for the figure and words “3 months” the words “five months” shall be substituted; (ii) in sub-rule (2) for the words “three months” the words “five months” shall be substituted.
