All interested vendors are requested to inspect the machines physically before submitting quotations.                                                 NOTICE INVITING e-TENDER 

The Principal Commissioner of Customs (General), Jawaharlal Nehru Custom House, Mumbai Customs Zone-II, herein after referred as ‘The JNCH’, invites online e-tenders in two-bid covers (Technical & Financial) to repair 17 Nos. of water Coolers cum purifiers of model Aqua Guard Pure Chill 60/80 SS & ECCP installed on different floors of this Custom House. All interested vendors are requested to inspect the machines physically before submitting quotations. They should approach the Superintendent of Customs (Prev.), CHS Section, JNCH, Nhava-Sheva for inspection. e-TENDERING PROCESS: The tender is invited in two covers i.e. (1) Technical bid/Qualifying Bid and 2) financial bid. The e-tender form for technical/qualifying bid as prescribed in Annexure-1 and the e-tender form for the financial bid prescribed in BOQ excel sheat duly complete in all respects shall be submitted online on www.eprocure.gov.in on or before 29.04.2016 (16:30 HRS) in two separate files addressed to the Assistant Commissioner of Customs (General), Jawaharlal Nehru Custom House, Nhava- Sheva, Raigad – 400 707. The Technical/Qualifying Bid shall be opened by the e-Tender Opening Committee on 02.05.2016 at 14:30 hrs. Incomplete bid documents shall be rejected. The valid bids shall be scrutinized by the e- Tender Committee to shortlist the eligible bidders. Thereafter, the financial bids of the short listed bidders shall be opened on 04.05.2016 at 14.30 hrs by the e-Tender Committee.

SUBMISSION OF BIDS:

Bids have to be submitted online in our e-tendering system (www.eprocure.gov.in). Bidders shall submit the Technical as well as Financial Bids through e tendering portal only. Scan copies of all relevant documents should be attached with bid. Bids submitted by Courier/Post/in person shall not be accepted in this tender.

EARNEST MONEY DEPOSIT:

Earnest Money Deposit in the form of Demand Draft of requisite amount in original in the prescribed formats and in the manner prescribed in the bid documents should be submitted prior to bid submission in sealed envelope. However, if the bidders are unable to submit EMD in original on the due date, they may upload a scanned copy of EMD while submitting the bid

electronically, provided the original EMD copy of which has been up loaded, is received by the Office of the Pr. Commissioner of Customs, CHS Department, Jawaharlal Nehru Custom House, Nhava- Sheva, Raigad – 400 707 within 7 days from the date of Technical/Qualifying bid opening, failing which the bid shall be rejected irrespective of their status/ranking in tender and notwithstanding the fact that a copy of EMD was earlier uploaded by bidder. Only EMD/Authority/Power of Attorney shall be submitted in original in physical form on or before the bid due date.

TERMS AND CONDITIONS: 1. The firm/Company must be registered with the Registrar of Companies. The registration number of firm along with the CST number allotted by the Sale Tax Authorities must be given in the tender Bid. (Enclose necessary documents). 2. During warranty period, if the Water Coolers stop functioning due to any/some technical fault the Bidder shall arrange to repair the Coolers within 24 hours on receipt of complaint either through telephone or email or any written communication. 3. All items/spare parts shall carry a minimum of one year warranty. 4. Conditional/ Unsolicited tender shall not be considered. 5. The manufacturers/ their authorized stockiest/ dealers will submit their registration certificate from the authority concerned, Sale Tax and Service Tax Registration certification. 6. It shall be ensured that the spare parts/ items used are new and fault free i.e. free from material, workmanship and manufacturing defects. The goods supplied shall be of the highest quality, consistent with the established and generally accepted standard. 7. Interested Bidders/Parties/ Firms should visit JNCH and inspect the faulty 17 water Coolers before submitting the quotations and any query or clarification sought for ; they may approach Superintendent of Customs (Prev.), CHS Section, JNCH. 8. Every tender should be accompanied with an earnest money deposit (EMD) of Rs. 10,000/- (Rupees Ten Thousand Only) in form of DD in the name of the ‘Principal Commissioner of Customs (General), JNCH. Scan copy of DD should be uploaded with the bid. Tenders received without EMD will be rejected outright. 9. The prices quoted in the financial Bid should be inclusive of all Taxes and cost of spare parts, installation charges, materials, labour, tools, and cabling etc. for completion of said work. The vendor should quote the prices for providing complete solution; JNCH will not pay any extra amount which is not mentioned in the financial Bid. 10. The TDS will be deducted as per provision of the Income Tax law. 11. Any loss or damage or theft will be borne by the vendor. 12. Complete specifications of the spare parts or items should be given with the name of the manufacturers in the quotation/ tender. Offers vaguely described or incomplete offers are liable to rejection. 13. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee with an auto renewal clause from any Nationalized Bank valid till the expiry of one year warranty period as specified or till warranty period completion certificate is issued by CHS/JNCH.

In case any of spare parts or items mentioned on the current rate contract list please quote the DGS&D rate and rate contract number. 15. The successful vendor should complete the work within Ten (10) days from the receipt of the order and failure to commence the work within Five (05) days, the JNCH will forfeit the EMD. A penalty of 0.5% amount of the total value of the order par day will be levied on non compliance of work beyond Ten (10) days. 16. Further, the JNCH will apply penalty as below in case of discrepancy in service during warranty period: a) On receiving complaint about any fault to any of the 17 Water Coolers, the vendor will promptly respond and repair/replace any part or provide required services within 24 hours; failing which penalty shall be levied @ Rs. 500 per day till the fault to the Water Cooler is set right.
b) If the operation of the Water Coolers/ Purifiers is down for more than three working days, then JNCH will forfeit your Bank Guarantee without any notice to you and your Company would be black listed. 17. The payment against supplied goods/work done shall be made after the submission the bills in triplicate and work having been found satisfactory. No advance payment shall be made. GENERAL INSTRUCTIONS:  The vendor will submit bids online only through www.eprocure.gov.in under department name “Revenue Department”. All relevant documents should be attached with bid.  EMD (Earnest Money Deposit): The tender should be submitted with a Demand Draft of Rs. 10,000/- (Rupees Ten Thousand Only) in the name of “The Principal Commissioner of Customs (General), JNCH”.  PG (Performance Guarantee): The successful bidder should submit 10% amount of the total value of order in form of Bank Guarantee with auto renewal clause valid till the warranty period from any Nationalized Bank, in the name of “The Principal Commissioner of Customs (General), JNCH” till satisfactory warranty period completion certificate is issued by CHS/JNCH.  The vendor should fulfill prequalification condition of the tender.  The technical bid will be opened first in the presence of the Tender Committee Members and bidders. Financial bids of only the technically qualified bidders shall be opened in the presence of the Tender Committee Members and bidders. The bidders, if they wish, may remain present.  For any clarification/ inspection of the 17 water Coolers at the site, etc. the interested parties may contact the Superintendent of Customs, CHS Office, 1st Floor, ‘C’ Wing of this Custom House on any working day between 11:00 AM to 5:00 PM, either personally or on Tel: 02227244903.  Latest date and time for accepting tender: 29.04.2016 upto 16.30 hrs.  Opening of the bids-  Technical Bid-
