Annexure-B SCOPE OF WORK

Tenderers are to supply all equipments, hardware including consumables if any kind and all services necessary to install, commission and maintain the Hand Held Metal Detectors, Metal Door Frames & Under Vehicle Trolley Mirrors.

Tenderers will do the following before implementation -

(a) Conduct a detailed study of the requirements and perform a site survey.

(b) Examine and determine the requirements.

Implementation -

(a) Successful Tenderers will be responsible for the complete installation and commission of the Hand Held Metal Detectors, Metal Door Frames & Under Vehicle Trolley Mirrors, including configuring and providing assistance to the personnel in understanding and operating the system.

(b) Fully commission the system, ensuring that the system operates efficiently.

(c) Training for the staff/ personnel in the day to day operation of the system.

(d) Carry out period checks and determine if any modifications are to be made to better suit the safety of the premises in the future, and implement those modifications as required with prior approval of the JNCH.

All requirements and services are to be provided in accordance with the requirement detailed in the document.

Warranty.

The following warranty will form as part of the contract on the successful bidder:

The firm must declare that the article/ equipments and their accessories supplied to the buyer under this contract shall be of the best quality and new in all respects and shall be strictly in accordance with the specification and particulars mentioned in the contract. The firm must guarantee that the said items would continue to confirm to the said description and quality aforesaid for a period of 24 months from the date of acceptance of the said items to the buyer. Notwithstanding the fact that the buyer may have inspected and approved the said items, if during the aforesaid period of 24 months the said items be discovered not to confirm to the description and quality aforesaid not giving satisfactory performance or have deteriorated, the decision of the buyer in that behalf shall be final and binding on the firm. The Buyer shall be entitled to call upon the firm to rectify the same items or such portion thereof as is found to be defective by the buyer within a reasonable period or such specified period as may be allowed by the Buyer in his discretion on application made thereof by the firm, and in such an event, the above period shall apply to the items rectified from the date of rectification mentioned in warranty thereof, otherwise the firm shall pay to the buyer such compensation as may arise by reason of the breach of the warranty therein contained.

i) If a particular or whole system fails frequently, then the complete system must be replaced free of cost by the firm within a stipulated period of 45 days of the notification from the buyer.

ii) The firm must guarantee that they will supply spare parts, if and when required on agreed basis for an agreed price. The agreed basis could be and including but without any limitation and agreed discount on the published catalogue or an agreed percentage of profit on the landed cost.

iii) The firm must intimate to this effect that before going out of production for the spare parts they will give adequate advance notice to the Buyer of the equipment so that the later may undertake the balance of the lifetime requirements.

Annexure-C

PREQUALIFICATION CONDITION:

The firm (vendor) must have a turnover of not less than Rs. 30 lakhs in each of the last three financial years.
2. The Vendor should have minimum three years of experience in installation of Hand Held Metal Detectors, Metal Door Frames and Under Vehicle Trolley Mirrors and security and surveillance system projects.
3. The vendor must have knowledge and experience of implementation of electronic security systems including access control, surveillance and required software for monitoring.
4. The vendor having international presence and experience will be preferred.
5. The vendor also must have an established service base in Maharashtra.
6. Capability of vendor to complete this task in: 30 days
7. The vendor should give Bank Guarantee for a value of 10% on contract value. 8. Proof of registration with sales tax, service tax is essential and copies of the proof should be submitted. 9. Vendors having ISO 9001 certification may be given preference. 10. The Vendor should have authorized service centre after sales within a radius of 30 kms. from JNCH Building. Proof of the same should be submitted. 11. The company should have sound technical support staff for attending to the Branch complaints within 24 hours. 12. The Vendor should have authorized dealership of Hand Held Metal Detectors, Metal Door Frames and Under Vehicle Trolley Mirrors . Proof from manufacturers of the equipment should be submitted.

  1. The company should have at least one AMC agreements currently running successfully with any Govt. Organization. Proof of such AMC should be produced.
  2. The company should not be black listed by any PSU banks/Govt. organizations. Self declaration should be submitted by the authorized official of the company.
  3. The company should have satisfactorily completed works at stated below during the last 3 years. a) Three similar works each costing not less than Rs. 5 lakhs OR b) Two similar works costing not less than Rs.10 lakhs OR c) One similar works costing not less than Rs.15 lakhs

Annexure-D

TERMS & CONDITIONS

The firm/ company must be at least a company duly registered with the registrar of Companies. The registration number of the firm along with the CST Number allotted by the Sales Tax Authorities must be given in the tender bid. (Enclose necessary documents).

During Technical Evaluation process, vendor will be asked to showcase solution offered for Installation of HHMDs, DMFs & Under Vehicle Trolley Mirrors with complete details of hardware, software and consumable needed to install the solution.
3. During Warranty Period, if the system fails either due to hardware failure and/ or software failure, the bidder must bring the system live within one working week after receiving the complaint through telephone/ e-mail/ written.
4. All items must carry a minimum of two years warranty.

  1. Requirement of Training/ On-Job Training: - The on-job training is to be provided to the staff after successfully installation and commissioning the system.
  2. The work consists of supply, Installation, testing, commissioning of Hand Held Metal Detectors, Metal Door Frames and Under Vehicle Trolley Mirrors in accordance with the technical specifications, terms and conditions mentioned in tender documents.
  3. The specification of the equipment supplied should be equivalent or higher than the specifications mentioned in the tender document and the vendor should specify the brand/model/make in their technical offer.

The tender(s) received after the due date shall be summarily rejected, and not taken into consideration.

Scan copies of all product brochures, technical documentation/specifications of Hand Held Metal Detectors, Metal Door Frames and Under Vehicle Trolley Mirrors should be attached with the quotation.
10. Conditional/Unsolicited tenders shall not be considered.
11. If required, the bidder can be called for an on-site demo to evaluate the quality of recording and video file out puts of the quoted Hand Held Metal Detectors, Metal Door Frames and Under Vehicle Trolley Mirrors equipment before it is approved.
12. The manufacturers/their authorized stockiest /dealers will have to submit their registration certificate from the authority concerned, Sales Tax and Service Tax registration certification.
13. Every tender should be accompanied with an earnest money of Rs. 50,000/- (Rupees Fifty thousand only) in form of DD in the name of the ͞Principal Commissioner of Customs (General), JNCH͟. Scan copy of DD should be attached with the bid. Tenders received without requisite Earnest Money will be rejected out rightly. 14. The prices quoted in the Financial Bid should be inclusive of all taxes and includes equipments, installation charges, materials, labour, tools, appropriate cabling and necessary management for completion of the work. The vendor should quote the prices for providing complete solution. After placing the order, JNCH will not pay any extra amount which is not mentioned in the financial bid. 15. The TDS will be deducted as per provisions of the Income Tax Law. 16. Any loss or damage or theft will be borne by the vendor. 17. Complete specifications of the items should be given with the name of the ŵaŶufaĐtuƌeƌs iŶ the ƋuotatioŶ / teŶdeƌ. Offeƌs͛ ǀaguely desĐƌiďed oƌ incomplete offers are liable to be ignored.

  1. Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee from Nationalized Bank valid till the warranty period as specified.
  2. In case any of items mentioned are on the current rate contract list please quote the DGS & D rate and the rate contract number.
  3. The successful vendor should complete the work within 30 days from the receipt of order and failure to commence the work within seven days, the JNCH will forfeit the EMD. A penalty of 0.5% amount of the total value of the order per day will be levied beyond 30 days.
  4. After successful installation and testing, vendor has to impart the training without any cost to the officers of the JNCH to operate the equipment.
  5. The entire Hand Held Metal Detectors, Metal Door Frames and Under Vehicle Trolley Mirrors supplied & installed should be under on-site warranty as specified against all types of defects from the date of handing over of the product to the JNCH. Any defects found in the product/sub-product within the warranty period shall be rectified / replaced by the Vendor free of cost. During this period of warranty, servicing at quarterly interval or earlier without any additional cost to the JNCH besides attending to call back services in case of break down, as prescribed by the manufacturer and as mutually agreed to, shall be carried out free-of-cost. This includes replacement of all parts and spare parts and any number of breaks down call.
  6. Please note that JNCH will apply penalty as below in case of discrepancy in services under warranty period: a) On receiving complaint about equipment/ services, the Vendor will promptly respond and repair/ replace or provide required services within 24 hours, if failed, penalty shall be levied Rs. 500/- per day;

b) If the operation of HHMDs, DMFs & Under Vehicle Trolley Mirrors is down for more than three working days, then JNCH will forfeit the bank guarantee; c) If JNCH observe any unsatisfactory services after sales, discipline/ conduct, delay in repair / maintenance, then JNCH will forfeit the bank guarantee and black list the company / firm. 24. The Vendor should submit the bill after completion of work and submission of report from the Assistant Commissioner of Customs/ P(G), JNCH, that the work was carried out satisfactorily and as per specification. Advance payment is not permissible. 25. The successful Vendor shall sign an agreement within seven days of the receipt of order as prescribed by JNCH in accordance with T&C of the tender on a judicial stamp paper. All legal expenses, incidental thereto shall be borne by the Vendor. 26. The Principal Commissioner of Customs (General), JNCH is not bound to accept the lowest tender and also reserves the right to reject any or all tenders at any time without assigning any reason.
27. The Principal Commissioner of Customs (General), JNCH taking note of overall facts and circumstances can change, add and relax any of the terms and conditions of this tender notice.
