system (Technical & Financial) for Procurement, Installation, Testing and
Commissioning of 06 Workstations and 06 Monitors for monitoring CCTV cameras
Systems at Jawaharlal Nehru Custom House, from authorized and reputed
dealers/contractors/firms engaged in installation of security and surveillance
systems, herein after referred to as ‘The Vendor’ and having a minimum of three
years experience in this field.
All prospective bidders are invited to submit their bids under Two Bid Systems for the subject work as detailed below in accordance with the tender documents enclosed.

The tender is invited in two covers i.e. (1) Techincal bid/Qualifying Bid and 2) financial bid. The e-tender form for technical/qualifying bid as prescribed in Annexure-C & E and the e-tender form for the financial bid prescribed in BOQ
excel sheet duly complete in all respects shall be submitted online on www.eprocure.gov.in on or before 13.05.2016(17:00HRS). The Technical/Qualifying Bid shall be opened by the e-Tender Opening Committee on 17.05.2016 at 14:30 hrs. Incomplete bid documents shall be rejected. The valid bids shall be scrutinized by the e- Tender Committee to shortlist the eligible bidders. Thereafter, the financial bids of the short listed bidders shall be opened on 18.05.2016 at 16.30 hrs by the e-Tender Committee.
SUBMISSION OF BIDS:
Bids have to be submitted online in our e-tendering system (www.eprocure.gov.in) through Department name “DEPARTMENT OF REVENUE”. Bidders shall submit the Technical as well as Financial Bids through e tendering portal only. Scan copies of all relevant documents should be attached with bid. Bids submitted by Courier/Post/in person shall not be accepted in this tender.
EARNEST MONEY DEPOSIT:
Earnest Money Deposit in the form of Demand Draft of requisite amount in original in the prescribed formats and in the manner prescribed in the bid documents should be submitted prior to bid submission in sealed envelope. However, if the bidders are unable to submit EMD in original on the due date, they may upload a scanned copy of EMD while submitting the bid electronically, provided the original EMD copy of which has been up loaded, is received by the Office of the Pr. Commissioner of Customs, CHS Department, Jawaharlal Nehru Custom House, Nhava- Sheva, Raigad – 400 707 within 7 days from the date of Technical/Qualifying bid opening, failing which the bid shall be rejected irrespective of their status/ranking in tender and notwithstanding the fact that a copy of EMD was earlier uploaded by bidder. Only EMD/Authority/Power of Attorney shall be submitted in original in physical form on or before the bid due date.

ANNEXURE-C PREQUALIFICATION CONDITION:
- The firm (vendor) must have a turnover of not less than Rs. 30 lakhs in each of the last three financial years.
- The Vendor should have minimum three years of experience in installation of Workstations for monitoring CCTV cameras and security and surveillance system projects.
- The vendor must have knowledge and experience of implementation of electronic security systems including access control, surveillance and required software for monitoring.
- The vendor having international presence and experience will be preferred.
- The vendor also must have an established service base in Maharashtra.
- Capability of vendor to complete this task in: 30 days
- The vendor should give Bank Guarantee for a value of 10% on contract value.
- Proof of registration with sales tax, service tax is essential and copies of the proof should be submitted.
- Vendors having ISO 9001 certification may be given preference.
- The Vendor should have authorized service centre after sales within a radius of 30 kms. from JNCH Building. Proof of the same should be submitted.
- The company should have sound technical support staff for attending to the Branch complaints within 24 hours.
- The Vendor should have authorized dealership of Workstations monitoring CCTV System. Proof from manufacturers of the equipment should be submitted.
- The company should have atleast one AMC agreements currently running successfully with any Govt. Organization. Proof of such AMC should be produced.
- The company should not be black listed by any PSU banks/Govt. organizations. Self declaration should be submitted by the authorized official of the company.
- The company should have satisfactorily completed works at stated below during the last 3 years.
a) Three similar works each costing not less than Rs. 5 lakhs OR b) Two similar works costing not less than Rs.10 lakhs OR c) One similar works costing not less than Rs.15 lakhs

ANNEXURE-E
TERMS AND CONDITIONS:
1.
The work consists of supply, Installation, testing, commissioning of
Workstation of monitoring of Closed Circuit Television (CCTV) system in
accordance with the technical specifications, terms and conditions
mentioned in tender documents.
2.
The specification of the equipment supplied should be equivalent or higher
than the specifications mentioned in the tender document and the vendor
should specify the brand/model/make in their technical offer.
3.
The tender(s) received after the due date shall be summarily rejected, and
not taken into consideration.
4.
Scan copies of all product brochures, technical documentation/specifications
of Workstations, NVR and LED TV should be attached with the quotation.
5.
Conditional/Unsolicited tenders shall not be considered.
6.
If required, the bidder can be called for an on-site demo to evaluate the
quality of recording and video file out puts of the quoted Workstation
Monitoring CCTV equipment before it is approved.
7.
The manufacturers/their authorized stockist /dealers will have to submit
their registration certificate from the authority concerned, Sales Tax and
Service Tax registration certification.
8.
Every tender should be accompanied with an earnest money of Rs. 20,000/-
(Rupees Twenty thousand only) in form of DD in the name of the “ Principal
Commissioner of Customs (General), JNCH”. Scan copy of DD should be
attached with the bid. Tenders received without requisite Earnest Money will
be rejected outrightly.
9.
The prices quoted in the Financial Bid should be inclusive of all taxes and
includes equipments, installation charges, materials, labour, tools,
appropriate cabling and necessary management for completion of the work.
The vendor should quote the prices for providing complete solution. After
placing the order, JNCH will not pay any extra amount which is not
mentioned in the financial bid.
10. The TDS will be deducted as per provisions of the Income Tax Law.
11. Any loss or damage or theft will be borne by the vendor.

Complete specifications of the items should be given with the name of the manufacturers in the quotation / tender. Offers’ vaguely described or incomplete offers are liable to be ignored.

Successful bidder should deposit, within seven days of receipt of the work order, 10% amount of the total value of the order as performance security in the form of Bank Guarantee from Nationalized Bank valid till the warranty period as specified.

In case any of items mentioned are on the current rate contract list please quote the DGS & D rate and the rate contract number.

The successful vendor should complete the work within 30 days from the receipt of order and failure to commence the work within seven days, the JNCH will forfeit the EMD. A penalty of 0.5% amount of the total value of the order per day will be levied beyond 30 days.

After successful installation and testing, vendor has to impart the training without any cost to the officers of the JNCH to operate the equipment.

The entire Workstation system supplied & installed should be under on-site warranty as specified against all types of defects from the date of handing over of the product to the JNCH. Any defects found in the product/sub- product within the warranty period shall be rectified / replaced by the Vendor free of cost. During this period of warranty, servicing at quarterly interval or earlier without any additional cost to the JNCH besides attending to call back services in case of break down, as prescribed by the manufacturer and as mutually agreed to, shall be carried out free-of-cost. This includes replacement of all parts and spare parts and any number of break down call.

Please note that JNCH will apply penalty as below in case of discrepancy in services under warranty period: a) On receiving complaint about equipment/ services, the Vendor will promptly respond and repair/ replace or provide required services within 24 hours, if failed, penalty shall be levied Rs. 500/- per day; b) If the Workstation of monitoring CCTV system is down for more than three working days, then JNCH will forfeit the bank guarantee; c) If JNCH observe any unsatisfactory services after sales, discipline/ conduct, delay in repair / maintenance, then JNCH will forfeit the bank guarantee and black list the company / firm.

The Vendor should submit the bill after completion of work and submission of report from the Assistant Commissioner of Customs/ P(G), JNCH, that the work was carried out satisfactorily and as per specification. Advance payment is not permissible.

The successful Vendor shall sign an agreement within seven days of the receipt of order as prescribed by JNCH in accordance with T&C of the tender on a judicial stamp paper. All legal expenses, incidental thereto shall be borne by the Vendor.

The Principal Commissioner of Customs (General), JNCH is not bound to accept the lowest tender and also reserves the right to reject any or all tenders at any time without assigning any reason.

The Principal Commissioner of Customs (General), JNCH taking note of overall facts and circumstances can change, add and relax any of the terms and conditions of this tender notice.
ANNEXURE-F
GENERAL INSTRUCTIONS:
• The Vendor will submit bids online only through www.eprocure.gov.in under
Department name “REVENUE DEPARTMENT”. All relevant documents should be
attached with bid.
• EMD (Earnest Money Deposit): –The tenders should be submitted with a
Demand Draft of Rs. 20,000/- (Rupees Twenty thousand only) in the name of
“The Principal Commissioner of Customs (General), JNCH”.
• PG (Performance Guarantee): – The successful bidder should submit 10%
amount of the total value of order in form of Bank Guarantee valid till the
warranty period from Nationalized Bank, in the name of “The Principal
Commissioner of Customs (General), JNCH”.
• The Vendor should fulfill prequalification conditions of the tender.
• The technical bid will be opened first in the presence of the Tender Committee
Members and bidders. Financial bids of only technically qualified bidder shall be
opened in the presence of the Tender Committee Members and bidders. The
bidders, if they wish, may remain present.
• For any clarification/ inspection of the site, etc. the interested parties may
contact the Superintendent of Customs, CHS Office, 1st Floor, ‘C’ Wing of this
Custom House on any working day between 11:00 AM to 5:00 PM, either
personally or on Tel- 02227244903.
