MINUTES OF THE PTFC MEETING ON 06.04.2026

A Meeting of the Permanent Trade Facilitation Committee (PTFC) of the Ahmedabad Customs Commissionerate for the Second fortnight of March-2026, was held on 06.04.2026 at 04:00 PM in virtual mode. The meeting was chaired by Shri Shiv Kumar Sharma, Chief Commissioner (in-situ), Customs Ahmedabad Commissionerate. The following stakeholders and trade partners attended the meeting:

2.   The Additional Commissioners and Assistant/Deputy Commissioners of all Customs field
   

formations under Customs Ahmedabad, along with representatives from DGTS, Ahmedabad, attended the meeting.

3.   At the outset, the Chairman warmly welcomed all the participants, including
   

representatives from the Customs Brokers Association, Custodians, Logistics Service Providers, and other esteemed stakeholders.

4.   The Chair informed the participants that no written agenda points had been received from
   

the stakeholders.

5.   The Chair invited the members to propose any new agenda items for discussion.
   

05.1. During the course of the meeting, Shri Parag N. Baraiya, President of the Ahmedabad Customs Brokers’ Association, apprised the Chair that issues are being faced wherein Bills of Entry (BoE) are not reflecting in the SWIFT module of ICEGATE for PGA NOC processing. Due to this technical issue, the BoE remains unavailable to PGA officials for grant of NOC, resulting in queries being raised for submission of BoE and consequent delays in clearance. He further requested that the issue may be resolved at the earliest to avoid such delays in future. 05.1.1. The Chair enquired with Shri Parag N. Baraiya, President of the Ahmedabad Customs Brokers’ Association, whether the issue of Bills of Entry (BoE) not reflecting in the SWIFT module of ICEGATE for PGA NOC clearance is being faced at other ports. Shri Parag N. Baraiya expressed his unawareness about this and assured the chair that the position would be confirmed with other ports. 05.2. Dr. Darshan Mashroo, Vice President of the Ahmedabad Customs Brokers’ Association, informed the Chair that in certain cases where Shipping Bills were filed on 31.03.2026, the final print generated on 01.04.2026 reflects a nil report without RoDTEP benefit. While some exporters have requested recall of such Shipping Bills to avail the RoDTEP benefit, others are not aware of the recall process. He further requested that the issue be taken up with DG Systems so that the correct RoDTEP benefit is reflected without the need for recall. 05.2.1. The Chair informed that cases relating to non-availment of RoDTEP benefit in respect of Shipping Bills filed on 31.03.2026 and printed on 01.04.2026 may be forwarded to this office along with supporting documents, so that the matter can be taken up with DG Systems for necessary action. 06. As no further points were raised, the meeting concluded with a formal vote of thanks to the Chair. This issues with the approval of the Chief Commissioner (in-situ) of Customs, Ahmedabad.
