A Meeting of the Permanent Trade Facilitation Committee (PTFC) of Ahmedabad Customs Commissionerate for the second fortnight of February - 2026, was held on 02.03.2026 at 04:00 PM in virtual mode. The meeting was chaired by Shri Shiv Kumar Sharma, Chief Commissioner(in- si tu), Customs Ahmedabad Commissionerate. The following stakeholders/partners from Trade attended the meeting:

(2). The Additional Commissioners and Assistant/Deputy Commissioners of all Customs field formations under Customs Ahmedabad, along with representatives from DGTS, Ahmedabad, attended the meeting. (3). At the outset, the Chair warmly welcomed all the participants, including representatives from the Customs Brokers’ Association, Custodians, Importers, Exporters, Logistics Service Providers and other esteemed stakeholders. 

(4). The Chair informed the members that no written agenda points had been received from the stakeholders. 

(5). The Chair discussed the issue of collection of “Parking Charges” amounting to Rs. 500 per month by Ahmedabad International Airport Limited (AIAL), the custodian of the Integrated Cargo Terminal (ICT) at the Air Cargo Complex, from persons engaged in day ~~-~~ to ~~-~~ day import and export cargo ~~-~~ related activities.

The Chair further informed that the Duty Manager, Ahmedabad Integrated Air Cargo Terminal, confirmed that such parking charges have not been enforced till date. (6). The Chair sought the status from the Assistant Commissioner, Air Cargo Complex, Ahmedabad, regarding the issue of requiring a Manual NOC from the Additional Commissioner, CDSO, in certain cases where specific CTH numbers, particularly under Chapters 28 and 29, were not being routed to ADC/SWIFT of the Office of the Drug Controller at ACC. The Assistant Commissioner, Air Cargo Complex, informed that the issue has since been resolved 

(7). The Chair thereafter invited the members to propose any agenda items for discussion. (7.1). Shri Manoj Gadhiya, representative of Exim Connect Pvt. Ltd., reiterated the earlier issue regarding delays in clearance of live consignments for textile items, aS samples are required to be sent to the Textile Committee, Mumbai, and the test reports are generally received after approximately 20 days. Further, Shri Manoj Gadhiya requested that such consignments, particularly yarn and similar goods not containing any hazardous content, may be considered for instant clearance on a provisional assessment basis to

## facilitate trade. 

(7.2) The Officer from the Textile Committee, Anmedabad, informed that they were not aware of any delay in clearance on account of late issuance of test reports by the Textile Committee and that a letter in this regard had been received only today. He further stated that a communication would be sent to the concerned office to ascertain the reasons for the delay in issuance of reports ~~.~~ (7,3) Shri Manoj Gadhiya also inquired whether adequate testing facilities are available at Ahmedabad so that samples could be sent to the Textile Committee, Anmedabad, for faster clearance. 

(7.4.) In response, the Officer, Textile Committee, Anmedabad, informed that sufficient testing facilities are available at Ahmedabad. However, certain administrative constraints, such as shortage of staff, are being faced, and steps are being planned to strengthen the same. He further added that, in cases where testing cannot be undertaken at Ahmedabad, the samples would be forwarded to another laboratory on a priority basis. (8). AS no further points were raised, the meeting concluded with a formal vote of thanks to the Chair.
