MINUTES OF THE PTFC MEETING ON 02.02.2026

A Meeting of the Permanent Trade Facilitation Committee (PTFC) of Ahmedabad Customs Commissionerate for the second fortnight of January2026, was held on 02.02.2026 at 04:00 PM in virtual mode. The meeting was chaired by Shri Shiv Kumar Sharma, Principal Commissioner, Customs Ahmedabad Commissionerate. The following stakeholders/partners from Trade attended the meeting:

(2). The Additional Commissioners and Assistant/Deputy Commissioners of all Customs field formations under Customs Ahmedabad, along with representatives from DGTS, Ahmedabad, attended the meeting.

(3). At the outset, the Chairman warmly welcomed all the participants, including representatives from the Customs Brokers’ Association, Custodians, Logistics Service Providers, and other esteemed stakeholders.

(4). The Chair informed the members that no written agenda points had been received from stakeholders. Thereafter, the Chair invited the members to propose any agenda items for discussion.

(5.1). The Chair apprised the members of the issue relating to the IGST Scroll dated 20.12.2025, i.e. IGST Scroll No. 69938/2025, wherein 2,076 Shipping Bills were included for processing of IGST refunds to exporters. However, due to the error “PFMS Rejected”, the IGST refund amounts were not credited to the respective bank accounts of the exporters. The Chair further informed the members that the matter had been taken up by the concerned formation with ICEGATE as well as with DG Systems. Consequently, IGST refunds in respect of approximately 1,276 Shipping Bills have since been processed, while around 800 Shipping Bills remain pending.

(5.1.1). The Chair sought an update from the Assistant Commissioner, Air Cargo Complex, Ahmedabad regarding the status of the pending Shipping Bills. The Assistant Commissioner informed that the office is in constant coordination with DG Systems and that Shipping Bills appearing in the queue are being cleared on a priority basis on a daily basis. Further, the Chair assured the members that all pending Shipping Bills would be cleared at the earliest.

(5.2). Shri Parag N. Baraiya, President, Ahmedabad Customs Brokers’ Association, raised the issue regarding the collection of “Parking Charges” of Rs. 500 per month by Ahmedabad International Airport Limited (AIAL), the custodian of the Integrated Cargo Terminal, Air Cargo Complex, from persons who perform work related to import and export cargo on a daily basis. He informed that an email in this regard had already been forwarded to the Air Cargo Complex on 28.01.2026 and requested the Chair to kindly intervene in the matter.

(5.2.1.). The Chair inquired about the receipt of the said email. The Assistant Commissioner, Air Cargo Complex, Ahmedabad, informed that no such email had been received in the office. Accordingly, the Chair advised Shri Parag N. Baraiya to resend the email to the Assistant Commissioner,

Technical Section, and the Assistant Commissioner, Air Cargo Complex, Ahmedabad. The Chair also directed the Assistant Commissioner to obtain the representation from the applicant and assured the members that the matter would be duly examined.

(6). The Chair expressed concern over the low participation of members in the meeting and requested all members to ensure greater participation in future meetings.

(7). As no further points were raised, the meeting concluded with a formal vote of thanks to the Chair.
