1..Introduction: - lesa ie (Group-B Executive Gazetted) and Inspectors (Examiners) (Group-B Nonb ae are the cutting-edge level cadres. Their transfer / rotation is presently governed :vine 0. 15/2019 dated 03.07.2019 & S.0. No. 16/2019 dated 30.07.2019 as amended from time

2. Need for revision:in the existing transfer.and posting policy: - - Post issuance of Annual General Transfer Order 2024 issued by P&E Section, New Estonts House, Zone - | in the grade of Appraisers and Examiners, there has been a considerable change in the working strength vis-a-vis sanctioned strength in the grade of Appraisers and Examiners posted in Zone — Il.

2.2 i the present scenario, the working strength in the grade of Appraisers posted in Mumbai Customs Zone — I! is almost 100 % vis-a-vis the sanctioned strength, however, the working strength of Examiners has been reduced drastically (presently 33.5% of sanctioned strength) owing to large number of promotions from Examiners to Appraisers in June 2021.

2.3 Further, Faceless Assessment-& Turant Suvidha Kendra have been introduced in JNCH, vide PN No. 117/2020 dated 12.09.2020 & PN No. 82/2020 dated 14.07.2020 respectively for achieving the key objectives of Turant Customs like prompt and timely assessment of Bills of the trade and to reduce the Entry and clearance of imported consignments so as to facilitate handling cost and dwell time.

2.4 ‘Therefore, to accommodate the above mentioned changes in the working and administration of JNCH, a need has been felt to review the existing transfer and.-posting policy of the officers and allocation of sanctioned and working strength in the grade of Appraisers and Examiners posted in Zone Il.

3. Re-arrangement of posting clusters and allocation of sanctioned strength:-

3.1 As per Standing Order No. 15/2019 dated 03.07.2019, all charges/assignments at JNCH have been divided into three Clusters: Cluster A, Cluster B and Cluster C. The Appraisers and Examiners posted in Zone Il are posted in all the three clusters for one year each, in so far as practicable; however, the one year tenure of Cluster C has further been divided into two tenures of 6 months each in sub-clusters C1 and C2. 3.2 For Appraisers, Cluster A covers Assessment Groups, Arshiya SEZ and the 3 intelligence postings i.e. SIIB (I), SIIB (X) & CIU which are for a tenure of 1 year. Therefore, officers posted in assessment groups do not get exposure of working in intelligence & investigation units and vice versa. 3.3 Further, at present as per Standing Order No. 16/2019 dated 30.07.2019 regarding

• 4 Following further guidelines are hereby laid down for the placement committee:-

• 4.1 An officer shall be posted to any of charges in a cluster for a minimum tenure of one year, after that he/she shall be rotated to another cluster posting and thereafter to the remaining cluster. In other words, three-year tenure at JNCH shall be divided into three equal parts of one year in each cluster.

• 4.2 For example, officer initially posted in cluster B shall be rotated after one year to cluster A or C and after serving for one year in cluster A or C he shall be posted to cluster C or A

Cluster C in respect of Appraisers is divided into two sub-clusters i.e. C1 (Import Docks NSI, NS-IIl, NS-V) & C2 (Export Docks, Parking Plaza & DPD/RMSFC) and an Appraiser posted in Cluster C shall undergo two tenures of 6 months in each sub-cluster C1 and C2.

  • 4.4 Cluster C in respect of Examiners is divided into two sub-clusters i.e. C1 (Import Docks NS-I, NS-Ill, NS-V & Parking Plaza) & C2 (Export Docks) and an Examiner posted in Cluster C shall undergo two tenures of 6 months in each sub-cluster C1 and C2

  • 4.5 Further, if an officer who is posted in any non-sensitive posting, remains absent or proceeds on any type of leave for a period of more than one month, without any appropriate reason, then the concerned officer shall continue to be posted in the same cluster till the expiry of prescribed tenure in that cluster.

This policy takes effect from the date of its issuance and all matters connected with transfer and postings in the jurisdiction of JNCH shall be governed by it. This covers those officers also who are presently working in JNCH and who are hitherto been governed by earlier SOs. All other provisions & guidelines provided in previous Standing Order No. 15/2019 dated 03.07.2019 and Standing Order No. 16/2019 dated 30.07.2019 which has not been covered/modified in the present order will continue to remain unchanged.
