Standing Order No. 2! of 2021

• Sub: Placement Committee for transfer/rotation in the grade of Superintendent of Customs (P) and Appraisers -reg.

• (1) In Standing Order No. 13/2019 dated 02.07.2019 and Standing order No, 15/2019 dated 03.07.2019, Placement Committee for the transfer/rotation of Superintendent of Customs (P) and Appraisers, ordinarily consists of Commissioner (General), Commissioner (Export), Commissioner (Audit) and one Commissioner (Import) nominated by the zonal Pr. Chief Commissioner. As additional charges are being held, the said Committee shall have members as Commissioner (General), Commissioner (Export/N.S.-1!), Commissioner (Import/N.S.-V) and Pr. Commissioner (Import/N.S.-1), amongst whom the senior most would be chairman of the Committee.

• (2) In Standing Order No. 13/2019 dated 02.07.2019, Placement Committee for the transfer/rotation of Inspectors (Preventive Officer) ordinarily consists of Additional Commissioner (CCO), Joint Commissioner (PG) and Joint Commissioner (Vigilance), As one incumbent is on leave/outgoing, the said Committee shall have members as Additional Commissioner (CCO), Additional Commissioner (N.S.-I) [Shri Rajiv Ranjan] and Joint Commissioner (Vigilance), amongst whom the senior most would be chairman of the Committee,

• (3) In Standing Order No, 15/2019 dated 03.07.2019, Placement Committee for the transfer/rotation of Inspectors (Examiner) ordinarily consists of Additional Commissioner (CCO), Joint Commissioner (P&E) and Joint Commissioner (Vigilance). As additional charges are being held, the said Committee shall have members as Additional Commissioner (CCO), Additional Commissioner (N.S.-!) (Shri Rajiv Ranjan] and Joint Commissioner (Vigilance), amongst whom the senior most would be chairman of the Committee.

• (4) As per Standing Orders, the proposal/recommendations of Placement Committees at Sr. (2) & (3) above shall be put-up to the Competent Authority for approval. The Competent Authority, Commissioner (General) Office Note F.No. S/5-Gen-]1/2020-21/P&E/JNCH dated 27.07.2021 has formalized the existing practice that such proposal/recommendations shall be putup before the Committee of Commissioners for approval. It is specified that this shall be the Placement Committee referred at Sr. (1) above.

• (5) In making its recommendations/proposals for transfer/rotation/posting of officers, the Placement Committee shall interalia take into account the updated and prescribed Policies, general principles, objectives, guidelines, procedures or instructions.
